In the West Bank, 25 Israeli settlers posing as soldiers attacked a Palestinian couple in their home in Qaryut, leading to the hospitalization of both Palestinian victims; the settlers also caused significant damage to the interior of their home, their car, and their tractor; Israeli forces did not arrive to investigate the scene until 7 hours after it was reported. Israeli settlers also threw stones at 6 Palestinian homes and set a barn on fire in Burqa; Israeli forces subsequently violently dispersed Palestinians trying to repel the settlers. Meanwhile, Israeli settlers erected a settlement outpost named after the settler killed on 12/16, Nefei Yehuda, near the Kiryat Arba settlement; the Nahala movement financially supported the settlement outpost, as it had the Evyatar settlement outpost in May. Israeli forces violently dispersed Palestinians in Hebron, causing tear-gas related injuries. Haaretz reported that the Israeli company Candiru’s spyware had been purchased by Saudi Arabia, Spain, Israel (for the Shin Bet), Singapore, the UAE, and Germany, and had been used to target people in Catalonia, Lebanon, Yemen, the occupied Palestinian territories, Singapore, Iran, Armenia, and Turkey. It was also reported by the Guardian that NSO Group’s Pegasus spyware was found on jailed Indian dissident activist Rona Wilson’s phone. (AP, GDN, HA, HA 12/17)

The UN general assembly voted 156 for, 7 against, and 15 abstaining on a draft resolution confirming the rights of Palestinians over their natural resources in the occupied territories and the rights of the native population of their resources in the occupied Golan Heights. The resolution also called on Israel to stop exploiting the resources of the territories it occupies. In the West Bank, 1 Israeli settler was shot and killed and 2 others wounded when 10 shots were fired at their car at the Homesh settlement outpost near Nablus. Israel’s public security minister Omer Bar-Lev called it “Palestinian terror,” despite not having identified a perpetrator. Israeli settlers threw stones at Palestinian-owned vehicles traveling near Jenin, causing damage. Israeli settlers also made roadblocks and threw stones at Palestinian vehicles in the Hebron area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara and Nablus. Israeli forces physically assaulted 4 Palestinians, including 1 minor, in Hebron. Israeli forces also demolished 2 houses under construction in Jericho. Elsewhere, Israeli forces confiscated 1 tractor and 1 digger in Masafer Yatta. The PA health ministry said that it had identified 3 cases of the highly infectious strain of the COVID-19 virus, the Omicron variant. The 3 were said to have returned to the West Bank from abroad before testing positive. 1 of 3 Palestinians in the West Bank are fully vaccinated against the COVID-19 virus, and less than 140,000 have received a booster shot. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. The taxi driver is charged with negligence for not realizing that the man would commit an act of violence. (HA 12/16)

2 Palestinian men—1 a resident of Jaffa and 1 from Gaza—were charged with spying on behalf of Hamas by gathering information about the Iron Dome system and taking photos of Israeli soldiers in Ashkelon. (HA, MEMO 12/16)

In Syria, the Syrian military said Israeli missiles fired from the Israeli-occupied Golan Heights had killed 1 Syrian soldier and caused damage in the south of the country. The Syrian military said its air defense system had intercepted most of the Israeli missiles. (AP 12/15; REU 12/16)

Israel’s environmental protection ministry said it had blocked a plan to allow oil tankers unloading crude oil from the UAE in the port of Eilat, which had been negotiated as part of the 2 countries’ normalization agreement. The plan would have seen the crude oil transferred from Eilat to Europe via the Mediterranean Sea. (REU 12/16)

The Times of Israel reported that the U.S. had shelved its plans to reopen a consulate to Palestinians in Jerusalem. ToI also said the Palestinian affairs unit at the U.S. embassy to Israel had begun reporting directly to the U.S. state department, rather than reporting to the U.S. ambassador to Israel, as had been the case since the Trump administration merged the consulate in Jerusalem with the U.S. embassy as part of its move from Tel Aviv. The American Israel Public Affairs Committee announced it is launching 2 political action committees, which will allow the lobby organization to spend unlimited funds on political campaigns in the U.S. without having to report its spending to the U.S. government. (HA 12/17)

Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. The accounts are linked to 6 companies, including the Israeli companies Black Cube, Cognyte, Cobwebs Technologies, and Bluehawk CI. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. The Oregon decision follows criticism from Oregon senator Ron Wyden (D-OR), who has been vocal about U.S. sanctions on NSO Group for abuses related to its Pegasus spyware. (AP 12/15; AP 12/17)

Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. Ambassador Korniychuk also said that he is seeking to open a branch of the Ukrainian embassy to Israel in Jerusalem. Israeli media speculated that Ukrainian president Volodymyr Zelensky will open the embassy branch during a scheduled visit to Israel in 2022. (ALM, HA 12/17)

In the West Bank, Israeli settlers with military escort attempted to raid a school in al-Lubban ash-Sharqiya before they were repelled by Palestinians protecting the students. Israeli forces razed agricultural lands in Birin, uprooting 120 olive and almond trees and demolishing 1 well in Khillat al-Furn. Israeli forces also raided Birzeit University, injuring 1 student with a rubber-coated bullet who was protesting the raid. 17 Palestinians were arrested during raids in Deir Abu Mash‘al, Deir Nidham, Kafr Ni‘ma, Bethlehem, al-Walaja, Sa‘ir, al-Shuyukh, Tarqumiyah, Tulkarm, Far‘un, and Kafr al-Labad; Israel also said that it had arrested 11 students of An-Najah University in Nablus, saying they were connected to a Hamas student network. In East Jerusalem, Israeli forces demolished the foundations to a house in al-Tur and demolished 1 house near the Old City. 2 Palestinians were arrested during late-night raids in Wadi al-Juz and Isawiya; Israeli forces confiscated 11,500 NIS ($7,300) during a raid in Sur Baher. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. Channel 13 reported that members of the group meet to learn how to appear like Muslim worshippers. (MEMO, TOI 12/14)

The Palestinian prisoners’ club said Israeli prison guards assaulted at least 3 female prisoners in Damon prison when they refused to leave their cell. The 3 prisoners were also transferred to solitary confinement. (MEMO, WAFA 12/19; MEE, MEMO 12/20)

Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. HRW found that Israeli law enforcement used excessive force when dispersing Palestinians in Lydda while “failing to act even-handedly as Jewish ultra-nationalists attacked Palestinians.” (HRW, MEMO, WAFA 12/14)

Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The announcement stated that construction of homes, public buildings, industrial zones, and roads can begin. (HA 12/14)

The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. An explanatory note to the bill clarified that the bill was intended for the Israeli police to use “in its battle against serious crime, and particularly serious crime in Arab society.” (Knesset 12/14; MEMO 12/15)

The officer of the Knesset granted the leader of United Arab List Mansour Abbas a security detail, as he was receiving a growing number of death threats. (MEMO 12/15)

The UAE said it had suspended talks with the U.S. on buying 50 F-35 fighter jets, citing “[t]echnical requirements, sovereign operational restrictions, and cost/benefit analysis.” The announcement follows U.S. concerns about the UAE’s relationship to China, including the UAE using Huawei 5G technology. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. The UAE announced on 12/3, during a visit to the country by French president Emmanuel Macron, that it would buy 80 French-made Rafale fighter jets and 12 military helicopters. 18 Democratic members of U.S. Congress wrote a letter to the Treasury and State Departments asking them to put sanctions on 4 foreign surveillance companies, including the Israeli NSO Group, citing the companies’ assistance in human rights abuses. In the West Bank, Israeli settlers threw stones at Palestinian vehicles near the Beit El settlement, causing damage. Israeli settlers also attacked Palestinians employed by the Land Settlement Authority with stones and clubs in al-Shuyukh, injuring 1 with injuries to his head. Elsewhere, Israeli settlers clashed with Israeli forces as the latter evacuated the Geulat Zion settlement outpost near the Shiloh settlement. Israeli forces fired tear gas at Palestinian pupils heading to a school in al-Lubban ash-Sharqiya for the 2d day in a row, injuring dozens with tear gas. Israeli forces also seized 2 residential structures and 5 agricultural structures in az-Za‘ayyem. 11 Palestinians were arrested during raids in Bil‘in, Jaba‘, Tulkarm, Sanniriya, Nablus, al-Ibayyat, and Deir Sammit. In East Jerusalem, Israeli forces shot and killed 1 Palestinian minor after he allegedly stabbed and wounded 2 Israeli soldiers in the Old City. B’Tselem released footage that 1 of its activists had recorded in September, showing Israeli soldiers in Hebron rounding up 13 Palestinian children in the middle of the night and taking photos of them, asking them to say “cheese” for the camera. PA president Mahmoud Abbas met with U.S. ambassador to the UN Linda Greenfield-Thomas. Ambassador Greenfield-Thomas urged the PA to end its payments to Palestinian prisoners and their families and to respect human rights issues. (HA, TOI 11/17; TOI, WAFA 11/18)

EU high representative for foreign affairs Josep Borrell told the Ad Hoc Liaison Committee that Israel has not provided the EU with any evidence proving their accusations that 6 Palestinian rights organizations are terrorist entities. PA prime minister Mohammed Shtayyeh was also present at the meeting and criticized the new Israeli government’s approach to Palestinians and stance against a 2-state solution. Qatar and Egypt signed a deal to supply fuel and building supplies to Gaza during the Ad Hoc Liaison Committee meeting. The deal will see Qatar pay Egypt for oil and gasoline which will be given to Hamas and distributed at gas stations in Gaza and some funds will be directed at vulnerable families in Gaza and to help pay civil servants. In the West Bank, Israeli settlers set fire to Palestinian olive trees and threw stones at Palestinian property near Burin. Israeli settlers with military escort also prevented Palestinians from reaching their olive trees to harvest near Yatta. Israeli forces fired tear gas at Palestinians harvesting olives near Zabbuba. Israeli forces also delivered demolition orders for 3 structures under construction in al-Meniya. In East Jerusalem, 1 Palestinian family demolished parts of their own home in Silwan. Israeli forces violently dispersed Palestinians gathered at the Damascus Gate plaza, firing sound bombs and spraying skunk water at protesters and property; 3 minors were arrested. In Syria, Syrian state media said an Israeli sniper, shooting from the Israeli-occupied Golan Heights, had assassinated a former Syrian lawmaker, Madhat Saleh, in Ein el-Tinneh. Israeli media had reported that Saleh was an agent operating for Iran. Saleh, who was from the Israeli-occupied Golan Heights, was imprisoned by Israel for 12 years until he was released in 1997. In the West Bank, Israeli settlers attacked and injured 1 Israeli soldier and damaged 3 vehicles in the Yitzhar settlement as Israeli forces tried to remove 1 settler-erected tent. Israeli settlers also installed water pipes on Palestinian-owned land in Ein al-Sakout. 14 Palestinians were arrested, including 13 during late-night raids in Beita, al-Khader, Umm Salamuna, and Yatta; 1 was arrested at a checkpoint near Jericho. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza using stun grenades and skunk water; 2 Palestinians were arrested. Founder of Rawabi City Bashar Masri announced that he will begin building 400 housing units on land belonging to the Greek Orthodox Church in East Jerusalem near Bayt Hanina. Masri said it had taken him more than 10 years to get the building permits from the Israeli municipality. (WAFA 10/11)

Israel issued permits for 442 undocumented Palestinians living in the West Bank and Gaza, making them official residents. Israel controls the Palestinian population registry so people without Israeli permits cannot receive a valid PA-issued identity card. More than 10,000 Palestinians are estimated to be living in the West Bank without being registered by Israel. Israel is said to register over 5,000 Palestinians in the West Bank and Gaza as part of an agreement made between Israeli defense minister Benny Gantz and PA president Mahmoud Abbas. (HA, TOI 10/11)

The Israeli high court of justice criticized the Israeli military for not protecting Palestinian farmers by enforcing a ban on Israeli settlers in the former Homesh settlement area. Because of the lack of enforcement, Palestinian farmers are frequently attacked by Israeli settlers in the area and Israeli settlers have erected a settlement outpost and a Yeshiva on the land. Israeli prime minister Naftali Bennett said that Israel will never renounce its claim to the Israeli-occupied Golan Heights, even if Syria or its president Bashir al-Assad gains favor with the world. In the West Bank, Israeli settlers attacked a group of Palestinian children near Silat ad-Dhahr, catching, abducting, and torturing 1 for 1 hour and 30 minutes at the Hermesh settlement outpost before Israeli soldiers picked him up after being notified by Palestinians. Israeli forces demolished 1 house under construction in Yatma. 7 Palestinians were arrested, including 5 during late-night raids in al-Bireh, Hebron, and Aqabat Jaber refugee camp, 1 at a checkpoint near Ya‘bad, and 1 at a checkpoint while seeking an entry permit to East Jerusalem for treatment of cancer. In East Jerusalem, Israeli forces raided and shut down a ceremony for Palestinians who passed their high school exams in Isawiya, claiming it was sponsored by the PA. Israeli forces also demolished 1 nursery school and 1 house in Bayt Safafa. In Gaza, Israeli forces made incursions and leveled farmland east of Maghazi and al-Bureij refugee camp. PA firefighters joined Israeli firefighters to combat wildfires raging west and southwest of Jerusalem. Israeli defense minister Benny Gantz thanked Mahmoud Abbas for “his initiative” in a tweet. The PA sent 20 Palestinian firefighters and 4 fire engines to help combat the fires. PA president Mahmoud Abbas, PA prime minister Mohammed Shtayyeh, and foreign minister Riyad al-Maliki met with the Japanese foreign minister Toshimitsu Motegi in Ramallah. Issam Daalis, a member of Hamas’s political bureau, said that militant factions in Gaza will start violently resisting Israeli restrictions put on Gaza during May if those restrictions are not lifted by 8/21. The ultimatum was made after a meeting of senior Hamas members. Daalis also said that Egypt had asked Hamas to give Israel time and the Israeli prime minister Naftali Bennett had said some restrictions would be gradually lifted. (MEMO 8/18)

Israeli Palestinian lawmaker Ahmad Tibi from the Joint List filed a complaint against an Israeli soldier who prevented him and 3 other lawmakers from reaching al-Ibrahimi Mosque on 8/14 during a protest against Israeli renovations to the structure. Tibi further asserted that the soldier assaulted him during the incident. (HA 8/18)

In Syria, Israeli forces fired missiles at areas within Quneitra province from the Israeli-occupied Golan Heights. The extent of the damage or if there were any casualties was unclear. (AP, HA 8/17)

In the West Bank, 1 Palestinian succumbed to injuries inflicted by Israeli forces on 8/3 in Jenin. Israeli forces demolished 1 poultry farm in al-Walaja, 1 rainwater collection well in Khallet al-Dabe’, 1 car wash in al-Lubban ash-Sharqiya, and 1 agricultural structure in al-Fakhit. Israeli forces also handed an evacuation order to Palestinians near Tuqu’ for their livestock, forcing them to remove their livestock and dismantle their agricultural structures within 14 days. Elsewhere, Israeli forces violently dispersed Palestinians protesting Israeli construction at al-Ibrahimi Mosque, leading to tear-gas related injuries; 3 were arrested. 9 other Palestinians were arrested during late-night raids in and around Jaba‘, Huwwara, and Yatta. In East Jerusalem, Israeli forces summoned 2 Palestinian activists for questioning after they protested the arrest of a local activist in Sheikh Jarrah on 8/10. In Israel, Israeli authorities said they shot down a drone entering the Israeli-occupied Golan Heights from Lebanon, claiming the drone was operated by Hezbollah. The Israeli government gave its initial approval for the construction of more than 2,000 new settlement units in the West Bank and 863 housing units for Palestinian villages in Area C, including 150 units in Ma‘asara, 270 in Bir al-Basha, 223 in al-Masqufa, 160 in Khirbet ‘Aaba, and 50 in Khirbet Zakariya. Of the advanced settlement expansion plans, 908 are expected to get final approval next week, including 58 in Beit El, 285 in Har Brakha, and 105 in Alon Shvut. An Israeli official told Haaretz that the move was a “calculated risk” made by the government vis-à-vis the U.S. Biden administration. IDF chief of staff Aviv Kochavi said the Israeli army will take harsher measures against Israeli soldiers who do not follow regulations, in response to the killing of 40 Palestinians by Israeli forces in the West Bank since May. The statement came after Chief of Staff Kochavi met with senior staff of the Israeli central command on 8/8 and urged them to take steps to reduce lethal shootings. Israel’s police commissioner Kobi Shabtai inaugurated a new police department focused on combatting crime in Palestinian Israeli communities, which seeks to increase the number of Palestinian Israeli police officers by 300%. 69 Palestinian citizens of Israel have been killed in Israel since 2021 and only 23% of the cases have been solved, whereas 71% of the cases involving Jewish Israelis have been solved by Israeli police. Israeli foreign minister Yair Lapid visited Morocco to meet with his Moroccan counterpart and open the new Israeli mission to Morocco as part of the 2 countries’ normalization deal. The leader of the PJD party in Morocco condemned the decision to establish full diplomatic relations with Israel. In the meeting, Argaman is reported to have told President Abbas to cancel the Palestinian elections because Hamas was running, which Abbas refused to do. Argaman is also reported to have threatened to withhold all the PA tax revenue if the PA did not stop cooperating with the ICC investigation into war crimes committed in the occupied Palestinian territories. ICC chief prosecutor Fatou Bensouda announced that the ICC will start a formal investigation into war crimes committed in the West Bank, including East Jerusalem, and Gaza. On 2/5, the ICC judges decided that the ICC does have jurisdiction in the occupied territories. Israeli prime minister Benjamin Netanyahu called the opening of a formal investigation “the essence of Antisemitism.” Both the PA and Hamas welcomed the investigation. Many human rights organizations likewise lauded the decision to investigate. The U.S. state department released a statement saying that the U.S. “opposes the ICC investigation into the Palestinian situation.” In the 1st stage of the investigation, Israel and the Palestinian parties have 30 days to inform the court if they will investigate alleged criminals themselves. Israeli minister of environmental protection Gila Gamliel said Iran was behind an oil spill in the Mediterranean in what she described as “environmental terrorism.” According to Haaretz, Israeli military and intelligence agencies were caught by surprise by Environmental Protection Minister Gamliel’s announcement. In the West Bank, large groups of Israeli settlers chanted racist slogans at Palestinians in Hebron and Israeli forces closed off large portions of the city for its Palestinian residents. In East Jerusalem, Israeli settlers attacked 1 Palestinian minor with stones in the French Hill neighborhood, causing severe injuries to his face. Some 230 Israeli settlers also stormed the Haram al-Sharif compound; the PA and Jordan condemned Israel for allowing the settlers access. Israeli forces raided Silwan leading to clashes with Palestinians; tear-gas related injuries were reported. 3 Palestinians were arrested during late-night raids in al-Tur and Issawiyya. The Israeli cabinet approved starting to vaccinate Palestinians from the West Bank holding Israeli work permits and Palestinians working in Israeli settlements. Vaccination centers will be set up at West Bank crossings. The decision came days after the PA said that Israel and the PA had agreed that Israel would vaccinate Palestinian workers. 8 of 9 judges on the Israeli supreme court voted to overturn the Israeli central elections committee’s decision to disqualify the Palestinian-Israeli Labor party candidate Ibtisam Mara’ana from running in the Israeli elections. The Israeli central elections committee disqualified Mara’ana from running upon request by the racist far-right Otzma Yehudit (Jewish Power) party on 2/17. (HA 2/28)

Iran rejected an invitation to discuss reviving the Joint Comprehensive Plan of Action (JCPOA) at an informal meeting with the U.S. and European stakeholders, saying that European and American parties have made actions and statements in the recent past that do not make the timing right for Iran. In East Jerusalem, 2 Palestinians were arrested in al-Tur and Shu‘fat refugee camp. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 4 nautical miles west of Bayt Lahiya; no injuries were reported. In a report, Forensic Architecture concluded that a Palestinian man Ahmed Erekat was killed by Israeli forces in an “extrajudicial execution” on 7/23/2020. The Forensic Architecture report stated that Erekat was shot and killed while not posing a threat to Israeli forces and that the forces had prevented him from getting medical attention after he was shot. Israel claims that Erekat intended to ram Israeli forces at a checkpoint, but the report states that he did not accelerate his car while approaching the checkpoint, that he kept a low speed of 9.3 miles per hour, and that he held his arms in the air after exiting his vehicle after the accident. Israel announced that it will share COVID-19 vaccination doses with Guatemala, Honduras, the Czech Republic, and Hungary, all countries that have enhanced ties to Israel in the last couple of years. Israel has been widely criticized for refusing to provide vaccines to Palestinians in the occupied territories, including by U.S. senator Bernie Sanders (D-VT), who said it was “outrageous that [Israeli prime minister Benjamin] Netanyahu would use spare vaccines to reward his foreign allies while so many Palestinians in the occupied territories are still waiting.” The PA foreign minister Riyad al-Maliki called Israel’s decision immoral. In the West Bank, Israeli settlers attacked Palestinian farmers in the Masafer Yatta area, leading to injuries. Israeli forces violently dispersed anti-settlement protests in Kafr Qaddum, leading to tear-gas related injuries. 5 Palestinians were arrested, including 4 during raids in Zabbuba, Hebron, and Bayt Fajjar; 1 was arrested at a checkpoint near Qalqilya. In East Jerusalem, PA security forces entered Kafr ‘Aqab to respond to a triple homicide after getting permission by Israeli authorities; Kafr ‘Aqab is part of the Israeli-occupied Jerusalem municipality but lies on the West Bank side of the separation barrier. 1 Palestinian self-demolished his house under construction in Jabal Mukabir. 1 Palestinian child was arrested by Israeli forces. The PA extended the strict COVID-19 restrictions by 2 weeks, 1st instituted on 12/17 including curfew on evenings and nights on weekdays and all day and night during weekends. In Gaza, similar measures have been instituted. Israeli settlers from East Jerusalem and the West Bank demonstrated against the Israeli police in East Jerusalem and Israel over the death of 1 Israeli settler who was killed in police pursuit after throwing stones at Palestinians. 14 people were arrested, 7 Israeli police officers were injured, and 2 police vehicles were damaged.
