In the West Bank, Israeli settlers attacked 1 Palestinian family of 5 working their land near Ras Karkar; Israeli forces intervened on behalf of the Palestinians, ordering the settlers to leave. Israeli forces opened fire and chased 1 Palestinian vehicle near Beit Fajjar, causing the driver to lose control of the car, injuring him and 2 passengers. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 6 with rubber-coated bullets. 1 Palestinian minor was arrested during a late-night raid in Deir Nidham and 7 Palestinian journalists were arrested and physically assaulted while covering a peaceful protest in the South Hebron Hills. It was reported in Israeli media that Israel will grant the PA a loan of $800 million to help with its financial crisis. At the same time, Israel continues to deduct millions of dollars from the tax revenue it collects on behalf of the PA, claiming it is deducting the amount that the PA pays in stipends to Palestinian prisoners in Israeli jails and their families. Israeli prime minister Naftali Bennett met with U.S. president Joe Biden 1 day late, after their meeting was postponed due to an attack on U.S. soldiers and Afghans in Kabul on 8/26. During the meeting, President Biden said that the U.S. will ensure that “Iran never develops a nuclear weapon” and that “if diplomacy fails, we are ready to turn to other options.” Biden also said that “ways to advance peace and security and prosperity for Israelis and Palestinians” was on the agenda. Axios later reported that President Biden pressed Bennett on Biden’s campaign promise to reopen the U.S. consulates to Palestinians in Jerusalem, an issue that Bennett and much of his governing coalition is firmly against. In the West Bank, IDF troops conduct raids in Birzeit nr. Ramallah, sparking clashes with stone-throwing Palestinians; there are no serious injuries. They also arrest a Palestinian in c. Hebron when he is found to be carrying a knife. The IDF arrests 3 Palestinians during late-night raids in and around Nablus and Ramallah; and patrols during the day nr. Qalqilya, Hebron, and Ramallah. In East Jerusalem, Israeli forces conduct raids in Bayt Hanina, arresting a Palestinian novelist whose new book they allege to have incited violence. They release her later in the day after she pays NIS 10,000 (approx. $2,700) in bail. A Palestinian family demolishes its own home outside the Old City to avoid paying Israeli demolition fees. In Israel, around 3,000 Palestinian citizens march through Kabul village in the Galilee to protest the so-called muezzin bill, which passed a preliminary reading in the Knesset on 3/8. An IDF spokesperson announces a 24-hour extension to the Purim closure of crossings in and out of the West Bank and Gaza. Only humanitarian, medical, and exceptional cases will be allowed to cross between Gaza and the West Bank until 3/13. (HA, JP, MNA 3/11)

As the quarter opens, Israel maintains a tight siege on Hamas-controlled Gaza, imposing a 300-meter no-go zone inside the full length of the Gaza border and limiting the Palestinian fishing zone off Gaza to 500–1,000 m. off Bayt Lahiya and Rafah and 3 naut. mi. elsewhere. In the West Bank, governed by the Fatahled Palestinian Authority (PA), Israeli military operations are relatively low. Israeli troops on the Gaza border fatally shoot a mentally handicapped Palestinian teenager who approaches the border fence e. of Dayr al-Balah in c. Gaza. In the West Bank, the Israel Defense Forces (IDF) patrols 6 villages nr. Jericho, Qalqilya, Ramallah, and Tulkarm during the day and 2 villages nr. Jenin and Ramallah late at night. An Israeli military court says it is holding Samer Allawi, a senior Palestinian journalist who serves as al-Jazeera satellite network’s Kabul bureau chief, on suspicion of being a Hamas mbr. but has not yet indicted him; the IDF confirms that it detained him on 8/9/11 at a border crossing to Jordan when he attempted leave the West Bank, where he had visited family in Nablus; Allawi denies any Hamas connection. Some 5,000 Israeli Arabs mark Israel's independence day by participating in a "right of return march" fr. the village of Kabul in the Galilee to the site of the village of al-Damun, nr. Haifa, that was destroyed by Zionist forces in 1948. Another 1,000 Israeli Arabs and displaced residents of Umm al-Zaynat hold a memorial at the site of that destroyed village. (BDL 5/12)

Apparently as a result of Syrian heir-apparent Bashar al-Asad's anticorruption campaign, fmr. PM Muhammad Zu'bi, who was replaced 3/13 with the new government, is expelled fr. the Ba`th party and incited on charges of committing unspecified financial, political irregularities. (MEI 5/19)

Popular Gaza artist Fathi Ghabin sentenced to 6 mos. prison on charge of "incitement through his painting." Israeli police investigate complaint by prisoner Nasir Ibrahim of torture while imprisoned in Shefa 'Amr after arrest for demonstrating without permit during Shimon Peres visit to Kabul (4/8/84). In Bethlehem U. Student Council elections, Students' Progressive Front Bloc wins 8 seats, Youth Bloc wins 1. Arab World: Lebanese PM Wazzan tells Beirut press that US officials "lied to us" in assuring the Lebanese govt. Israeli forces would be out of Lebanon by Jan. or Feb. 1983.
