Israeli settlers shoot and kill a Palestinian farmer outside Qusra village near Nablus. The Palestinian press reports that they killed the man when he tried to stop them from entering his fields. According to the Israeli press, the settlers were hiking in the area when a group of Palestinian youths surrounded them and threw stones at them, provoking the shooting. Following the incident, minor clashes break out between Palestinian youths and IDF troops; 2 Israeli soldiers are lightly injured. Also, settlers throw stones at Palestinians and their property in Qusra and nearby Asira village; 10 Palestinians and 1 Israeli soldier are injured in the ensuing clashes. Meanwhile, Israeli forces arrest 10 Palestinian farmers after they refused an evacuation order of their lands near Hebron. The IDF issues arrest summons for 2 Palestinians during raids near Bethlehem, and patrols near Hebron, Tulkarm, and Qalqilya. In East Jerusalem, Israeli settlers assault a Palestinian and her daughter in the Old City, causing light injuries to both. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and later near Jabaliya refugee camp, causing no damage or injuries. Along Gaza’s border, IDF troops open fire on Palestinian agricultural lands near Gaza City on 2 separate occasions, causing no damage or injuries. (HA, MNA, TOI, WAFA 11/30; PCHR 12/7)

Unidentified persons in Gaza fire several mortar shells at IDF troops patrolling along Gaza’s northern border, causing no injuries. The IDF launches strikes on Hamas and Islamic Jihad in Palestine (PIJ) positions in Bayt Hanun, Gaza City, and Rafah (3 Palestinians are injured). The IDF later says that PIJ was responsible for the mortars, and that the attack was likely retaliation for the Israeli demolition of a PIJ tunnel on 10/30 (see JPS 47 [2]). IDF troops on the n. Gaza border shoot, wound a Palestinian farmer working his land nr. the border fence e. of Bayt Lahiya. In the West Bank, the IDF conducts arrest raids, house searches in and around Hebron, nr. Bethlehem, and in Aida r.c., Jenin (detaining a senior Islamic Jihad cmdr.), Nablus; begins work on a new segment of the separation wall s. of Bethlehem nr. Um Salamuna; fences off areas along a settler bypass road through Jinata village nr. Bethlehem, declaring the areas closed military zones. (In response to the Jenin arrest, Islamic Jihad fires 7 rockets fr. Gaza into Israel, seriously wounding 2 13-yr.-old Israeli boys in Sederot.) Israel announces approval for a new Jewish settlement, Maskiyot, in the n. Jordan Valley, where construction work to house 23 settler families evacuated fr. Shirat Hayam in the Gaza disengagement began several mos. ago, though 100 families are expected to move there in the near future; the approval violates pledges to the U.S. to halt settlement expansion and marking the government’s 1st official announcement of a new settlement since 1992 (though more than 100 unauthorized settlements have been built since 3/01); Israel claims the settlement is not new but the revival of a settlement approved in 1981; the site has been in use as an IDF base. During the day, the IDF sends undercover units in a car with Palestinian license plates into Qalqilya to arrest 3 Palestinians; patrols in Aida r.c. nr. Bethlehem; issues military orders seizing 30 d. of Palestinian agricultural land nr. Hebron. Late in the evening, the IDF for the 1st time since the Gaza disengagement makes a major ground incursion into n. Gaza to prevent rocket fire, sending undercover troops to ambush and kill 3 Islamic Jihad mbrs. nr. the fmr. settlement of Dugit, immediately withdrawing to Israel afterward; minutes after the withdrawal an IDF helicopter fires missiles on the same area, wounding 4 Palestinian medics, 2 journalists covering the incident; soon after, helicopters fire on the area a 2d time, killing a PA security officer checking the area, wounding a bystander. The IDF also conducts late night arrest raids, house searches in al-Bireh (searching the home of Change and Reform mbr. and PC dep. secy. ‘Aziz Kayid, confiscating computer disks) and nr. Bethlehem, Qalqilya; sends undercover units into Balata r.c. (exchanging fire with wanted Palestinians, killing 1 Palestinian, wounding 4) and Qabatya (firing on 4 wanted Palestinians without warning, assassinating Islamic Jihad mbr. IDF undercover units raid Jenin, assassinate West Bank head of Islamic Jihad’s al-Quds Brigades Nidal al-Sadi, his aide Ahmad Tubasi in a shootout that leaves 1 IDF soldier wounded; also open fire on angry Palestinians who gather to throw stones at the troops, wounding 11. The IDF reinforces troops in Hebron’s old city; demolishes 2 Palestinian homes nr. Bethlehem for being built without permits and being too close to the separation wall; bulldozes 2 d. of agricultural land adjacent to a settler bypass road nr. al-Khadir; conducts arrest raids, house searches in Aida r.c. and nr. Hebron (occupying a home as an observation post), Nablus, Tulkarm. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. Jewish settlers angry over the plans to evacuate Amona outpost bar Palestinians fr. traveling a stretch of the Nablus–Ramallah road nr. Shilo settlement. Also in protest of the Amona evacuation, 100s of Jewish settlers storm an IDF base at the nearby Ofra settlement. Meanwhile, Jewish settler families who have been squatting in Palestinian stores in the Hebron market leave voluntarily in exchange for the Israeli government’s promise to look into speeding up legal proceedings to expropriate the market and allow Jewish settlers to rent it. Before dawn, Islamic Jihad and Hamas fire more than 30 rockets fr. Gaza at Sederot and the Negev, 3 of which lightly wound 3 Israeli security guards, 2 civilians. Early in the morning, the IDF fires missiles fr. helicopters at warehouses and an alleged weapons factory in Gaza City and Jabaliya r.c., marking Israel’s 1st military operations against Gaza since disengagement; orders the Rafah crossing shut, saying it will allow humanitarian aid only into Gaza through the Sufa crossing; fires missiles fr. naval vessels at Palestinian fishermen who attempt to go out to sea; drops leaflets on Gaza warning of harsh retaliation against further rocket fire; warns the PA that it is responsible for preventing attacks fr. Gaza. Abbas meets with Hamas officials in Gaza, secures their pledge to halt all armed demonstrations. Hrs. later, IDF aircraft fire 5 missiles at 2 cars in n. Gaza, assassinating 2 Hamas mbrs. (Nafiz Abu Hassanian, Rawad Farhat); 2 other Hamas mbrs. may have been targeted but escape. During the day, IDF fighter jets bomb open areas along the n. Gaza border used by Palestinians to launch rockets, while tanks, artillery, infantry gather along the n. Gaza border in preparation for a major operation. Meanwhile, the IDF seals the West Bank, fires on Palestinians waiting to cross a checkpoint outside Nablus, wounding 3 (1 seriously); conducts patrols in Jama‘in village nr. Nablus; raids 20 houses in Hebron, interrogating and photographing residents. In the evening, Sharon convenes his security cabinet, which approves an “all-out continuous offensive” called Operation First Rain, using artillery, air strikes, assassinations in Gaza, saying that if Palestinian violence continues after several days, the full cabinet will convene to consider sending infantry back into the Strip. A day after the IDF completes withdrawal fr. Gaza, Sharon, DM Mofaz separately vow that Israel will “make every effort to direct resources to the development” of West Bank settlement blocs. Meanwhile, Palestinians continue looting fmr. Gaza settlement sites for a 2d day, overwhelming PA security forces to strip some greenhouses. Egypt, daunted by the number of Palestinians seeking to cross the Rafah checkpoint, declares the border open for several days as a good-will gesture, allowing 1,000s on either side of the border to cross; many Palestinians rush to buy Egyptian goods (including food, medicine, sheep for the upcoming Ramadan holidays) that are dramatically cheaper than those in Gaza, and visit family and friends they have not seen in yrs. before the border is resealed. Israel criticizes the lax Egyptian, PA security; Egypt, the PA blame Israel for failing adequately to coordinate disengagement. Egyptian border guards patrolling the border find a smugglers tunnel containing 38 fire arms, 3 rocket propelled grenades (RPGs); the PA security forces seize the weapons. Palestinian militant groups hold larger rallies than on 9/12 (including 10,000s of Palestinians at a Hamas rally in Gaza City), celebrating the disengagement as a victory of the resistance; at Islamic Jihad rallies, mbrs. display their arms, but at Hamas rallies, mbrs. do not; Abbas warns that he will no longer tolerate the “chaos of weapons.” In the West Bank, the IDF occupies the top floor of a 4-story residential building nr. Hebron as an observation post, fires on stone-throwing youths who challenge the troops, killing 1 Palestinian, wounding 4; demolishes a Palestinian home in ‘Issawiyya, East Jerusalem, nr. Just past dawn, the IDF pulls its last troops out of Gaza, issues a declaration ending military rule in the Strip. Palestinians storm past PA security forces to enter the evacuated settlements, scavenging some synagogues and demolished homes for anything that could be sold or used, setting 4 synagogues on fire; the PA security forces bulldoze several synagogues, bar Palestinians fr. ransacking greenhouses (purchased by U.S. philanthropists and given to the PA as economically viable operations to aid the Palestinian economy), but leave a large factory in Kefar Darom unguarded, allowing it to be stripped of equipment. Palestinians also remove IDF roadblocks across Gaza, flock to beaches to swim for the 1st time since the start of the intifada. The AMB, Hamas, Islamic Jihad, Fatah hold marches and celebrations, with factional flags more numerous than Palestinian flags. Egyptian border guards along the Rafah border fatally shoot a Palestinian while attempting to control crowds who flock to the crossing; 100s of Palestinians break through the border fence and enter Egypt. The IDF fires on Palestinian youths who approach the border fence in Bayt Lahiya, seriously wounding a 13-yr.-old. In the West Bank, the IDF imposes an overnight curfew on al-Til, conducting house searches and ID checks, withdrawing late morning; conducts arrest raids, house searches nr. Hebron, Qalqilya, Tulkarm; occupies the top floor of a Palestinian home nr. Hebron as an observation post. The IDF completes demolition of empty settler homes in Ganim, Qadim; informs the PA that the 4 evacuated West Bank settlement sites will remain classified as area C (under full Israeli control). The AMB, Islamic Jihad claim joint responsibility for the 8/28 suicide bombing. A Palestinian gunman fatally shoots an IDF soldier nr. the evacuated Morag settlement. An Israeli interministerial comm. decides that the Israeli Palestinian victims of the 8/4/05 suicide attack by an AWOL IDF soldier in Shafa ‘Amr will receive a lumpsum compensation payment fr. the state but will not be recognized as “terror victims,” who receive a lifetime monthly government stipend. Israeli law only recognizes as “terror victims” those who were killed by “enemy forces.” (HA 8/30; Guardian 9/1; HA, MEI 9/2; NYT 10/24)

A day after completing disengagement fr. 25 Jewish settlements, Israel confirms plans to seize some 1,588 d. of West Bank Palestinian land to complete 10 mi. of separation wall around the southern part of Ma’ale Adumim settlement, to add 3,500 housing units there (more than twice the number of units removed under disengagement), to build a police headquarters in the E-1 area btwn. Ma’ale Adumim and Jerusalem. In Gaza, the IDF raids, searches, occupies 2 Palestinian homes in Khan Yunis as observation posts; raids, occupies a Palestinian home in Dayr al-Balah. In the West Bank, IDF undercover units raid Tulkarm r.c, fatally shooting ‘Adil Abu Khalil al-Ghawi (Islamic Jihad),Mahmud Ahadib (AMB), and Majdi Attiya (AMB), also killing 2 bystanders and wounding 3; local Hamas military cmdr. Ribhi Amara, also possibly a target, escapes unharmed. The IDF conducts arrest raids, house searches in and around Hebron, nr. Jenin, and in Nablus, Qalqilya. In East Jerusalem, a Palestinian stabs 2 ultraOrthodox British Jews, killing 1 before escaping. Before dawn the IDF moves troops into Gaza en masse to begin the forcible evacuation of Jewish settlers and disengagement protesters who have not yet left, begins demolishing settler homes in n. Gaza. By the end of the day, evacuations of Bedolah (est. 1986, pop. 220, size 1,456 d., hrs. to evac. 6), Ganei Tal (est. 1979, pop. 350, size 2,050 d., hrs. to evac. 11), Kerem Atzmona (est. 2001, pop. 24, hrs. to evac. 6), Morag (est. 1972, pop. 220, size 1,300 d., hrs. to evac. 7), Tal Katifa (est. 1992, pop. 60, size 183 d., hrs. to evac. 5) are completed; most residents of Gadid leave voluntarily. Settlers in Atzmona agree to evacuate voluntarily by 8/21, those in Netzarim by 8/22. Settlers who have not arranged their evacuation with the government will be housed temporarily in hotels, mobile homes: e.g., more than half of Morag’s settlers take up temporary residence in the West Bank settlement of Ofra; Israel’s Jerusalem municipality temporarily houses 1,000 Neve Dekalim settlers who have left voluntarily in a Jerusalem hotel. Generally there is little strong resistance; the IDF optimistically says it hopes that the evacuations could be completed within days instead of wks., as earlier estimated. During the day, some scuffles btwn. soldiers, settlers are reported; in some areas settlers set fire to tires and in garbage bins to prevent soldiers fr. entering settlements; at least 2 settlers set fire to their homes before leaving. In Morag, a female IDF soldier is stabbed with a syringe, lightly injured by a disengagement protester. (In total, 13 Israeli soldiers and police are lightly injured during the day.) Gaza settlers and protesters also attack Palestinians: some 200 Kefar Darom settlers rampage through nearby Palestinian areas, set fire to a Palestinian house; 20 Neve Dekalim settlers march through al-Mawasi, spread nails on roads to damage Palestinian cars, try to provoke Palestinian residents (the IDF intervenes, removes the settlers); other Jewish settlers fire on Palestinian homes, vandalize Palestinian greenhouses in the same area. The IDF also demolishes a Palestinian home, conducts arrest raids in al-Mawasi. Meanwhile, Palestinians in Khan Yunis begin returning to their homes on the edge of town facing the settlements, which they had fled since the start of the intifada in 9/00 because of IDF gunfire. Islamic Jihad mbrs. in some 50 boats, carrying banners and weapons, hold a seaborne victory parade off Gaza to celebrate disengagement. Some disengagement protests in Israel turn violent: a disengagement protester tosses a grenade at an IDF checkpoint in s. Israel, wounding 5 IDF soldiers; a female settler fr. Keddumim in the West Bank sets fire to herself during a demonstration in Netivot, is seriously injured. In the West Bank, a Jewish settler fr. Shvut Rachel steals a gun fr. an Israeli security guard at the industrial area of Shilo settlement, fires on Palestinian workers, killing 4 Palestinians, wounding 1. Sharon denounces the attack as “Jewish terror”; Palestinian Authority (PA) PM Mahmud Abbas calls on Palestinian factions to maintain calm, refrain fr. retaliation. At Sanur (to be evacuated under disengagement), 600 Jewish settlers hold an antidisengagement rally. The IDF conducts arrest raids, house searches in and around Hebron and in Nur al-Shams refugee camp (r.c.), Tulkarm. Also in Hebron, 4 bedouin children herding goats are injured when they accidentally trigger an unexploded IDF phosphorus shell; the IDF says it uses the shells only in training. An IDF soldier, who deserted 2 mos. ago to protest disengagement and moved to the right-wing West Bank settlement of Tapuach, boards a Haifa–Shafa‘ Amr bus, still dressed in fatigues and carrying his military issue weapon; when the bus enters the Israeli Palestinian town of Shafa ‘Amr, the driver asks him whether he’s on the right bus; the soldier then shoots the Israeli Palestinian driver dead and opens fire on the passengers, killing another 3 Israeli Palestinians, wounding 20 before a mob beats him to death. Sharon denounces the “reprehensible act by a bloodthirsty Jewish terrorist”; YESHA settlers council also condemns the attack; the U.S. terms it a “terrible act of terrorism.” In Gaza City, the PA opens (symbolically on Arafat’s birthday) a 2-wk. “victory festival” to celebrate the pending disengagement and a wk.-long UNDP-funded publicity campaign called “Gaza—Reclaiming our Gem”; 10,000s of Palestinians, predominantly Fatah supporters, rally outside Gaza’s PC headquarters to hear speeches by Abbas, Qurai‘, Dahlan, who emphasize national unity, call on Palestinians not to take any actions that would jeopardize the national image, emphasize that the world is watching how Palestinians react to disengagement and assume responsibility for Gaza. A Jewish settler fr. Neve Dekalim throws a Molotov cocktail at a Palestinian home in al-Mawasi, causing damage but no injuries. Israel announces plans to build 72 new housing units in Beitar Ilit settlement nr. Jerusalem. A Palestinian dies of injures received on 8/2 in Bayt Hanun. The BBC reports that papers in the British National Archives show that in 1958, Britain secretly sold Israel 20 tons of heavy water vital for production of plutonium and the manufacture of nuclear weapons at its Dimona reactor. No “peaceful use only” condition was placed on the sale. (BBC 8/4) The World Bank releases a report showing Israel to be 2d only to Italy as the most corrupt, least efficient of developed countries. The report states that “Israel is considered one of the riskiest places in the Western world, with an unstable, inefficient regime, low accountability, a relative high rate of state corruption, and poor law enforcement.” (HA 8/4)

The IDF conducts arrest raids, house searches in and around Bethlehem and Tulkarm (also firing on residential areas), nr. Hebron, and in Jenin town and r.c., Ramallah; patrols in Nablus. Islamic Jihad admits that it fired the rockets at Sederot on 8/2 that killed a Palestinian boy; pledges to end rocket and mortar attacks in Gaza, cooperate with the PA ahead of disengagement. Israel lifts the seal on Gaza imposed after the 7/12 bombing (the seal on the West Bank remains in place), but cancels 7,000 work permits for Gazans, renewing permits of only 2,000 workers and 200 merchants. The IDF reinforces troops in Gaza, sending tanks and armored vehicles, expanding construction of roads in central Gaza in preparation for disengagement; announces that it will replace its rubber-coated steel bullets that have killed scores of Palestinians with compressed sand bullets originally developed for close-quarter hostage rescues; says sand bullets have already been used against Palestinians protesting the separation wall. Gaza settler leaders begin collecting settlers’ weapons ahead of disengagement; some settlers say they will not give up their arms. The IDF demolishes a Palestinian home in East Jerusalem; conducts arrest raids in al-Bireh (targeting Islamic Jihad), Halhul nr. Hebron. Jewish settlers fr. Ma’on attack, beat 3 Palestinian farmers working their land nearby; the IDF intervenes, declares the area a closed military zone, orders farmers to leave, arresting 1 farmer and 1 international peace activist. Late in the evening, AMB n. Gaza cmdr. Ahmad Abu Zayid is fatally shot by an unidentified gunman; initial reports indicate his death is a result of intra-Palestinian fighting, but the AMB later accuses Israel of assassinating him, saying that earlier in the evening, Israeli security personnel (suspected Shin Bet) questioned his family regarding the car he drives, whether he has a bodyguard, whether he travels armed. A grenade explodes outside the Gaza City home of PA Atty. Gen. Hussein Abu Assi causing serious damage but no injuries; no group takes responsibility (see 6/28). In Gaza City, unidentified gunmen driving in a car open fire on 2 PA military intelligence officers, injuring them. Nr. The IDF raids Yamun nr. Jenin, surrounds the house of wanted Islamic Jihad mbrs. Zahir and Warad Abahra (uncle and nephew), begins to bulldoze the house when they do not surrender, sparking an exchange of gunfire that leaves both men dead; also conducts arrest raids, bulldozes part of a 2d Palestinian home, uproots 10s of olive trees elsewhere in Yamun; razes the remains of a Byzantine church nr. Dayr al-Balah, known for its mosaic floors dating to 586 A.D.; fires on residential areas of Dura nr. Hebron; conducts arrest raids, house searches in Tulkarm, around Hebron; sends undercover units to arrest a wanted Palestinian in Bethlehem; bulldozes Palestinian agricultural land in Shufa nr. Tulkarm to widen the buffer zone around Avni Hefetz and Einav settlements; issues military orders confiscating 15 d. of land nr. Qalqilya for the construction of new settler bypass roads. 1,000s of Israeli disengagement protesters demonstrate in s. Israel for a 2d day. A Palestinian teenager stabs, lightly injures an Israeli in Jerusalem. Hamas fires 7 Qassam rockets, 19 mortars at Gush Katif and Neve Dekalim, injuring a foreign worker, damaging a house. In reaction, 100s of Palestinians demonstrate outside the PC offices in Ramallah to call for national unity and an end to the security chaos. Late in the evening, the Egyptian delegation secures agmt. of Fatah, Hamas to withdraw all armed forces fr. the streets of n. Gaza. 5 PA intelligence officers raid the al-Quds University forensics lab, the only forensics lab in the West Bank, rummage through and tamper with evidence in several murder, malpractice investigations; 100s of students mass to protect the lab, scuffle with plainclothes intelligence officers; the PA Justice Min. opens an investigation.
