Israeli forces subsequently raided Jalbun, leading to tear-gas related injuries, and closed off all checkpoints to Nablus. Israeli forces also demolished 2 Palestinian homes in Furush Bayt Dajan, 1 Palestinian home under construction in al-Jiftlik, 1 car was near Haris, and issued demolition notices for 3 agricultural buildings and 1 residential tent in al-Matar. Elsewhere, Israeli forces shot and injured 1 Palestinian minor with live ammunition during a raid in ‘Azzun. Israeli forces also shot and injured 1 Palestinian at a checkpoint east of Bethlehem, claiming he tried to stab a soldier. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Saudi Arabia, Jordan, Egypt, the UAE, and the EU sponsored a conference called The Peace Day Effort to advance the two-state solution through political, economic, cultural, and security-oriented means. The conference was held in New York on the sidelines of the annual UN General Assembly meeting and attended by around 30 foreign ministers. China’s ambassador to the UN and U.S. deputy assistant secretary of state for Israeli-Palestinian affairs Andrew Miller also attended. Saudi foreign minister Prince Faisal bin Farhan Al Saud said before the conference that it was convened as “[p]eople have started to losing hope in a two-state solution” and that there can be no solution to the Palestinian-Israeli conflict without the establishment of a Palestinian state. Ahead of traveling to the U.S. for the annual UN General Assembly session Israeli prime minister Benjamin Netanyahu said that Israelis who protest his government’s judicial overhaul are aligning themselves with the PLO and Iran. The Prime Minister’s office later clarified, after backlash from the Israeli opposition and Jewish organizations in the U.S., that Netanyahu was criticizing that Israelis were protesting Israel at the same time as supporters of the PLO and BDS were and that they should also protest “those who deny the State of Israel’s right to exist.” Later in the day, Netanyahu met with Tesla, X, and Space X owner Elon Musk in Silicon Valley, defending Musk against charges of anti-Semitism brought by the Anti-Defamation League, among others. Israel said its probe into the death of journalist Shireen Abu Akleh found that an Israeli soldier “highly probably” shot and killed Abu Akleh in Jenin on 5/11. The Israeli army claimed that Abu Akleh likely was shot by a soldier using a telescopic scope, misidentifying Abu Akleh as a Palestinian militant during crossfire. Abu Akleh was wearing a vest and helmet clearly marking her as a journalist and eyewitnesses and several independent investigations have concluded that no crossfire happened during the killing of Abu Akleh. The Israeli military advocate general’s office said that it will not open an investigation into any potential wrongdoing by any of the soldiers involved. Haaretz reported that the Israeli civil administration was seeking to legalize 30 of 35 agricultural settlement outposts using a new regulation that allows legalizing outposts on “state land.” The move will need the approval of the defense minister and justice ministry. (HA, HA, MEE 9/5)

The Jerusalem municipality planning and building committee approved construction of 700 new settlement units in East Jerusalem in the Givat HaShaked settlement adjacent to Beit Safafa. Israel delayed the implementation of new regulations for foreigners visiting the West Bank outside of Israeli settlements after criticism from the U.S. and others. The coordinator of government activities in the territories (COGAT) also updated the new regulations called “Procedure for entry and residence of foreigners in the Judea and Samaria area,” scrapping some of the most controversial new rules, such as forcing foreign spouses of Palestinians to leave the West Bank for a minimum of 6 months for a “cooling off” period and requiring foreigners to tell the Israeli government if they have started a relationship with a Palestinian resident of the West Bank. U.S. ambassador to Israel Tom Nides expressed concerns regarding Israeli limitations to who can study and teach at Palestinian academic institutions. The regulations were originally released by COGAT in April. PA prime minister Mohammed Shtayyeh called the regulations racist and said they were aimed at Palestinians with foreign passports. In the West Bank, Israeli settlers assaulted 1 Palestinian shepherd near Kafr al-Labad, causing fractures and an injury to his eye. Israeli settlers also threw stones at a Palestinian family in Kafr ad-Dik. Israeli forces shot and killed 1 Palestinian and injured 13 others during a raid in Deir Ghazaleh. The Israeli forces were raiding the home of 1 Palestinian man killed on 4/7 after allegedly killing 3 Israelis and wounding 10 others in Tel Aviv, when they allegedly were fired at by Palestinians in the house. Islamic Jihad said that the man killed was a member of their organization. 1 Palestinian high school student who was passing by the area on her way home from school and was injured by Israeli live fire succumbed to her injuries on 4/18. Palestinians vandalized Joseph’s Tomb near Nablus, a site frequently visited by Israeli settlers, causing damage to the site. PA president Mahmoud Abbas condemned the vandalism and said the PA would repair damage to the outside of the structure. The Israeli coordinator of government activities in the territories (COGAT) announced restrictions on the West Bank city of Jenin, including barring Palestinian citizens of Israel from entering the city, barring Jenin residents from visiting relatives in Israel, barring merchants from Jenin from entering Israel, and banning paving materials from entering checkpoints around the city. The COGAT restrictions were said to be in response to the attack in Tel Aviv on 4/7 where 3 Israelis were killed, allegedly by a man from the Jenin area. The Jenin chamber of commerce said that 70% of the city’s buying power comes from Palestinian citizens of Israel and that the Israeli collective punishment of the city will have a severe effect on local businesses. In Israel, 2 Palestinian citizens of Israel opened fire on Israelis in Hadera, killing 2 Israeli soldiers and wounding 5 others, including 1 soldier, before being shot and killed by Israeli undercover police. Members of the settler organization Ateret Cohanim entered the 1st floor of the Little Petra Hotel in East Jerusalem with Israeli police escort in an effort to cement the organization’s hold of the building. The ownership of the building is part of an ongoing legal case at the Israeli supreme court between the Greek Orthodox patriarchate in Jerusalem and Ateret Cohanim. The lawyers of the Palestinian family that runs the hotel were attacked with pepper spray by the Israeli settlers when they entered the building and Israeli police detained 1 of the 2 lawyers present at the site. The Israeli Coordinator of Government Activities in the Territories announced that Israel will approve up to 20,000 work permits for Palestinians in Gaza for workers in construction and agriculture. The International Committee of the Red Cross in Israel also announced that Israel will allow family visits by Palestinians in Gaza to Palestinian prisoners in Israeli prisoners, for the 1st time since March 2020. U.S. secretary of state Antony Blinken met with PA president Mahmoud Abbas in Ramallah. During the meeting, President Abbas called on the U.S. to help curb settler violence and end settlement expansion. Abbas warned Blinken that the PA may rescind its recognition of Israel and end security cooperation if Israeli unilateral actions are not curbed. Abbas also criticized the U.S. and its allies for its double standards in not applying sanctions against Israel for its violations of international law as they have done against Russia. The foreign ministers of the U.S., UAE, Morocco, Egypt, Bahrain, and Israel met in Sde Boker for the 1st day of a 2-day summit comprised of countries that have normalized ties with Israel with U.S. support. Among the subjects discussed at the summit were the perceived threat from Iran and the U.S.’s efforts to reenter the Iran Nuclear deal. The 1st day of the summit coincided with the 20th anniversary of the Arab Peace Initiative. Secretary Blinken also met with Israel’s prime minister Naftali Bennett, who shortly after, tested positive for the COVID-19 virus. The Jordanian Detainees Committee in Saudi Arabia said that a Saudi court had reduced the sentence of former Hamas official Mohammad al-Khodari from 15 years to 3 years in prison. Al-Khodari was 1 of some 60 Jordanian and Palestinian nationals to receive sentences by Saudi Arabia earlier this year for an affiliation with Hamas or other resistance groups. (MEMO 12/29)

PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz at Gantz’s residence in Rosh Ha’ayin. The 2.5-hour-long meeting was attended by Israel’s coordinator of government activities in the territories Rassan Aliyan, PA civil affairs minister Hussein al-Sheikh, and head of PA security service Majed Faraj. Civil Affairs Minister al-Sheikh said the 2 sides spoke of a political horizon while Defense Minister Gantz tweeted that the meeting was about economic and civic measures and security coordination. An Israeli statement said Israel had agreed to register 6,000 Palestinians living in the West Bank and 3,500 living in Gaza, give the PA a $32-million advance on its tax income, and grant more business permits and VIP passes for the PA. Israeli and Palestinian officials said that President Abbas demanded more action against settler violence and the revocation of terror designations for 6 Palestinian rights organizations. It was President Abbas’s 1st meeting with an Israeli official in Israel since 2010. Palestinian officials announce the beginning of preliminary discussions about a possible summit meeting in Moscow between PM Netanyahu and Pres. Abbas, to be mediated by Russian pres. Putin. Separately, a senior PLO official says that the Palestinians recently rejected a U.S. offer for a trilateral peace summit with Israel, and that the Palestinians instead insisted on 2 central preconditions for any meetings: release of the 4th tranche of prisoners that were set to go free in connection with the last round of talks in 3–4/2014 and a settlement freeze.
