In the West Bank, Israeli settlers set fire to a carshop in Beitin, damaging all the vehicles. Israeli settlers also vandalize Palestinian-owned vehicles in al-Twana, puncturing tires and smashing windshields. Elsewhere, Israeli settlers dig graves outside of a school in al-Ma’rajat. Israeli settlers also kill 2 Palestinian-owned sheep in Kisan. Israeli forces shoot and kill a Palestinian man at the Annab checkpoint near Tulkarm, claiming he had opened fire at the soldiers. Israeli forces shoot and injure 2 Palestinians during raids in Beit Furik and al-Bireh. Elsewhere, Israeli forces assault 2 Palestinians in Ya’bad and seize a vehicle and a forklift. Israeli forces also demolish a home in Lasifar in the Masafer Yatta area and a water well in Ras Atiya. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb al-Mawasi, Gaza City, Khan Yunis, Jabalia refugee camp, Nuseirat refugee camp, and Rafah, killing at least 195 people. Israeli forces also shoot and kill several Palestinians with live ammunition in Khan Yunis. A video released by ITV News shows a man being interviewed while holding a white flag shortly before Israeli snipers shoot and kill him. Meanwhile, Israeli forces attack people fleeing from Khan Yunis to Rafah with both live ammunition and tank fire. In Lebanon, Hezbollah forces fire 12 missiles at an Israeli air base on Mount Meron; no damage is reported. In Syria, U.S. forces kill 2 people in an airstrike near the Iraqi border. In Yemen, U.S. and UK forces attack 18 Houthi-linked sites in the Sanaa, Hodeidah, Taiz, and Baida governates. More than 25,490 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 63,345 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 364 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 92 children. More than 4,348 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 219 Israeli soldiers have been killed and 1,203 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. The Israeli military says its forces have encircled Khan Yunis and issued an evacuation order for parts of the city affecting 500,000 people. A Palestinian woman says Israeli forces set fire to the tent her and her family were sheltering in on 1/22 in al-Mawasi, killing her husband and daughter. The PA warns the international community that Israel is pressuring Palestinians to move to Rafah as part of its goal of displacing Palestinians from Gaza. Hamas calls on the UN, Red Cross, and the WHO to intervene and stop Israeli attacks on Palestinian hospitals, as both the Nasser and al-Amal hospitals are under attack. Israel acknowledges that it is demolishing Palestinian homes in Gaza to widen the “buffer zone” between residential areas of Gaza and the Gaza fence. In response, U.S. secretary of state Antony Blinken says “[w]hen it comes to the permanent status of Gaza going forward, we have been clear, we remain clear about not encroaching on its territory.” France also says it opposes Israeli plans to reduce the size of Gaza. Israeli tourism minister Haim Katz announces a conference for the resettlement of Gaza on 1/28 called “Conference for the Victory of Israel – Settlement Brings Security: Returning to the Gaza Strip and Northern Samaria,” inviting members of the Israeli public. In a video, Katz says the “withdrawal [of the Israeli settlements in Gaza in 2005] created the Nazi monster.” In response to the killing of 21 Israeli soldiers on 1/22, National Security Minister Itamar Ben-Gvir says Israel “must continue to subdue, crush, and mow down the Nazi enemy in Gaza with all our might.” (AJ 1/23; AJ, HA, HA 1/24)

At the UN Security Council, UN secretary-general Antonio Guterres reiterates his calls for an immediate ceasefire and condemns Israeli’s collective punishment of Palestinians. PA foreign minister Riyad al-Maliki tells the council that Israel will continue killing Palestinian civilians if the council does not act. PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah el-Sisi in Cairo, discussing ways to end Israel’s war in Gaza and the surge in settler violence in the West Bank. PA foreign minister Riyad al-Maliki meets with German foreign minister Anna Baerbock in Ramallah, calling on Germany to pressure Israel into a ceasefire. Baerbock also visits al-Mazra’a al-Qibliya with B’Tselem, meeting with Palestinians affected by settler violence. Baerbock says Israel has a duty to protect Palestinians in the West Bank. 70 Knesset members sign a motion to expel Hadash-Ta’al party MK Ofer Cassif for his support of the South African genocide case against Israel at the ICJ. It is unclear if Cassif will be expelled as the law to expel Knesset members only permits expulsion on the basis of racist incitement or support of armed struggle against Israel. (HA 1/9)

U.S. president Joe Biden says in a speech that he is “quietly working with the Israeli government to get them to reduce and significantly get out of Gaza.” Secretary of State Antony Blinken meets with Saudi crown prince Mohammed bin Salman in al-Ula, saying after the meeting that bin Salman has expressed “clear interest” in trying to normalize ties with Israel on the condition that Israel ends its war on Gaza and agrees to take practical steps to establish a Palestinian state. In a statement after the meeting, bin Salman says he stressed the need to end the Israeli attacks on Gaza and for a path toward peace. Blinken also meets with UAE president Mohamed bin Zayed Al Nahyan in Abu Dhabi. U.S. State Department spokesperson Matthew Miller tweets that Palestinians must be able to return to their homes and must not be pressed to leave Gaza. The Israeli Supreme Court rules that international media cannot have access to Gaza via Israel without permission and without being escorted by the Israeli military, saying access could endanger Israeli forces. Haaretz reports that Israeli opposition leader Yair Lapid has called on Benny Gantz, Gadi Eizenkot, and Gideon Saar to leave the emergency government because he deems Prime Minister Benjamin Netanyahu unfit to lead Israel. (AJ, HA 1/8)

Sources tell Axios that Prime Minister Netanyahu had asked UAE president Mohamed bin Zayed Al Nahyan if the UAE could pay stipends to Palestinians from the West Bank who were employed in Israel until Israel barred them from entering after 10/7. Bin Zayed reportedly sarcastically told Netanyahu to “ask [Ukrainian president Volodymyr] Zelenskyy for money.” (AX 1/8)

In the West Bank, Israeli settlers vandalized around 1,000 olive, almond, and grape trees in al-Khader. Israeli forces shot and injured 2 Palestinians during a raid in Ya’bad. Israeli forces demolished 2 homes and razed land, uprooting 120 olive trees and water pipes in Birin. 56 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Kafr Ni’ma, Jaba’, Nablus, and Bethlehem. In East Jerusalem, Israel forced a Palestinian family to demolish their apartment building in Jabel Mukaber. Israeli forces raided Palestinian homes in Sheikh Jarrah, Isawiya, and al-Tur, warning families not to celebrate the release of their relatives in the prisoner exchange. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 200 trucks carrying aid entered Gaza via the Rafah crossing. 40 trucks carrying aid entered northern Gaza. 34 wounded Palestinians and 18 foreign nationals entered Egypt while 300 Palestinians returned to Gaza. Israel and Hamas agreed to extend the ceasefire agreement until the morning of 11/30. 33 Palestinians were released from Israeli prisons as part of the fourth prisoner exchange, including 3 women and 30 boys. 17 Hamas-held captives were released, including 3 French citizens, 2 Germans, 6 Argentinians, and 6 Thai nationals. Hamas said it was willing to negotiate the exchange of Israeli soldiers held in Gaza and that they had located more captives. U.S. national security council spokesperson John Kirby said that the U.S. hopes to see the ceasefire extended further. Qatari prime minister Mohammed bin Abdulrahman Al Thani said Hamas needs to locate more than 40 women and children held captive by different factions to be able to extend the ceasefire further. Prominent Palestinian activist Ahed Tamimi was one of the names added to the list of Palestinian prisoners Israel is willing to release in exchange for Hamas-held captives. The PA finance ministry said public servants will only be paid 50% of their salaries due to Israel withholding a large part of the PA tax revenue, leading to the PA refusing to accept the heavily reduced funds. (WAFA 11/27)

An Israeli court charged Palestinian journalist Marwat al-Azza with sympathizing with a terror organization, incitement to terrorism, and obstruction of justice for a social media post. Al-Azza was arrested on 11/24. (HA 11/28)

X, Tesla, and SpaceX owner Elon Musk met with Israeli prime minister Benjamin Netanyahu, touring the Israeli villages attacked during Operation Al-Aqsa Flood. Hamas later invited Musk to see the devastation in Gaza to which Musk responded that it “[s]eems a bit dangerous there right now.” Israel said Musk had promised not to activate the Starlink internet satellites over Gaza without Israel’s permission. Israeli defense minister Yoav Gallant told Israeli soldiers that after the ceasefire ends the Israeli attacks “will be bigger and take place throughout the Gaza Strip.” (AJ, HA 11/27)

At a meeting hosted by the Union for the Mediterranean in Barcelona, Jordanian foreign minister Ayman Safadi said Israeli attacks on Gaza are within the realm of the legal definition of genocide. PA foreign minister Riyad al-Maliki said the attendees had to find a way to pressure Israel to stop its attacks. 43 countries, mostly represented by foreign ministers, attended the meeting that was chaired by EU high commissioner for foreign policy Josep Borell. In the West Bank, Israeli settlers attacked Palestinian herders in Kisan with sticks, injuring 2, including a child. Israeli forces killed 14 Palestinians, including a PA officer, during a raid in Jenin and Jenin refugee camp. During the raid Israeli forces opened fire at ambulances, used drones to attack buildings with airstrikes, and used 4 bulldozers to raze paved streets. Israeli forces also shot and killed 4 Palestinians during raids in al-Am’ari refugee camp, Balata refugee camp, Hebron, and Bethlehem. Meanwhile, Israeli forces shot and injured 69 Palestinians during raids in Bethlehem, Beit Furik, Aqraba, Ni’lin, Jenin, Balata refugee camp, and al-Bireh. Israeli forces also displaced 20 Palestinian families from their homes in Khirbet Tana, demolishing homes and destroying beehives. 50 Palestinians, mostly people from Gaza working in Israel before 10/7, were arrested in Barta’a. In Gaza, Israeli airstrikes killed 243 Palestinians and injured around 430 others. Israeli airstrikes targeted the vicinity of al-Nasr Hospital, al-Awda Hospital, the Indonesian Hospital, and al-Shifa Hospital, killing at least 3 people and causing significant damage to the hospitals and 2 ambulances.  Israeli said it assassinated Hamas member Ibrahim Abu-Ma’asiv in an airstrike. 2 Israeli soldiers were killed in Gaza. In South Lebanon, anti-tank missiles were fired at Israel and Israel attacked Lebanon. In Eilat, Israel said a drone launched from Syria damaged a school in Eilat. Israel also said it deployed its Arrow 3 missile defense system for the first time to intercept a surface-to-surface missile fired at Eilat, reportedly from Yemen. Around 50,000 people fled north Gaza to the south, bringing the total number to 122,000 since 11/5. Israel arrested High Follow-Up Committee for Arab Citizens of Israel chairperson Mohammed Barakeh and former MKs Haneen Zoabi, Sami Abou Shehadeh, and Mtanes Shehadeh who were planning to attend a small anti-war protest in Nazareth. Since Israel has banned large anti-war protests, Barakeh said he had told Nazereth police that he and 40 others would rally together, leading to his arrest. Protesters later demonstrated against the arrests of the Palestinian leaders outside of a police station in Tel Aviv; 15 were arrested. After the Palestinian leaders were released, Abou Shahadeh said he was arrested for “being a Palestinian citizen calling to end the war. During a speech at an aid conference in Paris, PA prime minister Mohammad Shtayyeh said that Hamas could not be eliminated because it is not just a military organization but “also an idea.” Shtayyeh also said Israel was waging war against all Palestinians, violating international law. French president Emmanuel Macron, who hosted the conference, said civilians in Gaza must be protected, calling for humanitarian pauses and for countries to work on a ceasefire. Egyptian foreign minister Sameh Shoukry complained that the international community has an “imbalance” in its conscience when it ignores Israeli violations of international law. Separately, PA presidential spokesperson Nabil Abu Rudeineh said Israel’s aim is to kill as many Palestinians as possible, referring to the many killed in the West Bank as Israel attacks Gaza. Abu Rudeineh called on the U.S. to force Israel to stop its attacks. Haaretz reported an increase in Israeli soldiers publishing videos of themselves beating and humiliating Palestinians they have arrested in the West Bank. (HA 11/9)

A report by the UNDP and the ESCWA said Palestinian GDP had shrunk 4% during the first month of Israel’s attacks on Gaza. It projected that if the attacks continue for a second month it will drop by 8.4%, and by 12% if attacks continue for a third month. (AJ, HA 11/9; AJ, AJ, AP, AP 11/10)

Israeli prime minister Benjamin Netanyahu’s spokesperson Ofir Gendelman tweeted a video he claimed showed Palestinians staging people being injured and evacuated. However, the video was backstage footage from the Lebanese short film The Reality. Gendelman kept the tweet up even after X (formerly known as Twitter) clarified what the video actually showed. U.S. president Joe Biden said Israel had agreed to daily 4-hour pauses in its attacks on Gaza to allow Palestinians in the north to flee south, saying it had taken longer for Prime Minister Benjamin Netanyahu to agree to the pauses than he had hoped. The Israeli High Court of Justice ruled to evict Israeli settlers who had been occupying Palestinian-owned land for 30 years in the Jordan Valley. The court accepted a petition by 20 Palestinian landowners filed 5 years ago but gave the settlers 7 years to leave the 1,000 dunams (250 acres) of land which was planted with date-bearing palms. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. Israel bombed the crossing on 10/9 after which it was closed. Israel also hit the crossing today. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. Biden also spoke with Prime Minister Netanyahu about U.S. assistance. 392 members of the U.S. House of Representatives co-sponsored a resolution in support of Israel, calling the Hamas operation “barbaric.” It is unknown if the resolution will pass, as it is unclear if the acting speaker of the House Patrick McHenry (R-NC) has the authority to bring the resolution to the floor. EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. The UN high commissioner for human rights Volker Turk said the total siege of Gaza imposed by Israel was illegal under international law as it deprives civilians of goods essential to their survival. The Israeli Border Control Administration denied entry to a Palestinian German teenager at Ben Gurion International Airport. Israel’s civil administration told an Israeli court that it demolished the home of a Palestinian family in the West Bank by mistake. The family of 5’s home was demolished in July by Israeli forces despite the family’s pleas that there was a court order protecting their home. The Civil Administration said that the family’s home was thought to be the home of a different Palestinian family, whose home had already been demolished and blamed the mistake on “human error.” (HA 8/10)

The Honduran foreign ministry said that the country is considering moving its embassy to Israel back from Jerusalem to Tel Aviv. The new Honduran government that took office in January this year said in a statement that president Xiomara Castro wants to maintain a balanced relationship with Israel and Arab countries. The UN envoy for the Middle East peace process warned the UN security council that the ceasefire between Islamic Jihad and Israel was fragile and that the only way to secure longtime peace is through a 2-state solution based on the 1967 lines. PA UN envoy Riyad Mansour called on members of the Security Council to protect Palestinian lives and pressure Israel to end its blockade of Gaza. The Security Council emergency session was called by France, China, Norway, Ireland, and the UAE in response to Israel’s attacks on Gaza over the weekend, dubbed Operation Breaking Dawn. In the West Bank, 3 Israeli settlers, including 2 minors, were injured by Palestinians throwing stones at their vehicle near Huwwara. Israeli settlers vandalized 140 olive and almond trees and water tanks in Qaryut. A CNN investigation confirmed eyewitness reports and other independent investigations that Israeli forces shot and killed Palestinian American Al Jazeera journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp and that her killing was likely deliberate. CNN’s investigation was based on 11 video clips, forensic findings at the scene of the murder, audio analysis of the gunshots, and 8 eyewitness testimonies. Explosive weapons expert Chris Cobb-Smith found in his analysis that the markings from the shots near the body of Abu Akleh indicated that the murder was deliberate as they did not suggest they were a result of a burst of automatic fire, but intentionally targeted. CNN further confirmed through eyewitness accounts that there was no crossfire in the area where Abu Akleh was killed, as Israel continues to claim. The Norwegian Refugee Council (NRC) slammed the EU for withholding aid from the PA due to 1 Hungarian Commissioner’s dissatisfaction with PA school textbooks. The NRC said the withholding of aid is jeopardizing the life of more than 500 cancer patients that have been unable to access proper treatment at the Augusta Victoria Hospital in East Jerusalem and have led to salary cuts and cuts in aid to the most vulnerable Palestinians in Gaza and the West Bank. Former Israeli foreign minister and prominent MK of the Likud party Israel Katz boasted that he had threatened Palestinian students in Israel with a 2d Nakba if they continue to wave Palestinian flags at universities. Turkey’s foreign minister Mevlüt Çavuşoğlu arrived in Israel for a 2-day visit to Israel, Jerusalem, and the West Bank. Turkey’s and Israel’s normalization efforts were reported as a way for Turkey to strengthen its relations with the UAE and Egypt, for Israel and Turkey to cooperate in Syria to build a gas pipeline between the 2 countries, and for Israel to incentivize Turkey to take a tougher stance on Hamas. During the 1st day of his trip, Foreign Minister Çavuşoğlu met with PA foreign minister Riyad al-Maliki in Ramallah, voicing support for a 2-state solution and criticizing Israeli settlements. The Israeli supreme court voted to uphold the Israeli ministry of justice’s decision to seize 7.5 acres of land owned by residents in the Israeli town of Taibeh, using the Absentee Property Law despite the Palestinian owners not having left their property during the Nakba. The ministry of justice decided to seize the land in 2017 after the owners applied to fill a quarry to convert into agricultural lands. Furthermore, the 3 supreme court justices ruled that the families must pay $9,100 in court fees. (HA 3/15; HA 3/18)

The EU delayed its annual $236 million aid to the PA and various Palestinian civil society projects, as a Hungarian representative wanted to condition the aid on removing “incitement” from Palestinian schoolbooks. The European Commission will have to rule on the Hungarian demand before the aid can be released to the PA. PA representatives told Haaretz that the Hungarian delegate is behaving like the Israeli far-right by raising demands on conditioning aid to Palestine. U.S. ambassador to Israel Tom Nides told Americans for Peace Now, during a virtual event, that he is infuriated by Israeli settlement expansion but that he is unable to stop it. He further stated that he did everything in his capacity to stop Israeli plans to construct settlements in the E1 area. Ambassador Nides also said that the U.S. wants to reopen its consulate to Palestinians in Jerusalem but that the Israelis are “aggressively” opposing it and that both Israel and the PA are making “too big a deal” over the issue. More than 500 Google employees signed a petition in protest over Google’s decision to relocate 1 Jewish employee from the U.S. to Brazil after she voiced criticism of Google’s contract with the Israeli cloud server Project Nimbus. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Deir al-Hatab. Israeli settlers also stole olives harvested in Khirbet Yanun. Hundreds of Palestinians worked their land in Jabal Sabih for the 1st time since Israeli settlers erected the Evyatar settlement outpost on the hill. The outpost was cleared in July, but Israeli forces have repelled Palestinians trying to reach the top of the hill since it was erected. 4 Palestinians were arrested during late-night raids in Bayt Jala and Jenin. In East Jerusalem, dozens of Israeli settlers toured the Haram al-Sharif compound. Hamas and Fatah officials told Haaretz that the U.S. and Egypt are encouraging the 2 Palestinian parties to form a unity government. The officials who talked to Haaretz said such an outcome was unlikely. According to Palestinian politicians in the West Bank, PA president Mahmoud Abbas told U.S. deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr that he potentially would agree to a unity government with Hamas officials, but that it could not be made up by technocrats. Abbas is also said to have insisted that Hamas recognize cooperation between the PA and Israel. (HA 10/10)

German chancellor Angela Merkel met with Israeli prime minister Naftali Bennett in Jerusalem. During a joint press conference, Prime Minister Bennett said that Israel was not ignoring its conflict with Palestinians but said that “we’ve learned from experience that a Palestinian state would highly likely mean a terror state a seven-minute [drive] from my own home, and from just about any place in Israel.” Chancellor Merkel told Bennett that she supports Israel despite the Israeli government’s opposition to a 2-state solution. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. Along Gaza’s border, IDF troops shoot and injure a Palestinian minor approaching the border fence near Khan Yunis. In the West Bank, Israeli settlers assault and lightly injure a number of Palestinian farmers working near Hebron. Israeli forces demolish a number of structures on Palestinian farmland near Bethlehem and seize a tractor from a farm near Tubas. IDF troops arrest 7 Palestinians during late-night raids near Tulkarm, Ramallah, Nablus, and Jenin; and patrol near Qalqilya, Hebron, and Ramallah. An unexploded piece of Israeli ordnance detonates in the northern Jordan Valley, killing 4 Palestinian-owned cows. In East Jerusalem, Israeli MK Yehuda Glick (Likud) leads a group of right-wing Jewish activists on a tour of Haram al-Sharif. Separately, Israeli forces arrest 3 Palestinians during a raid in Hizma. Palestinian ambassador to the UN Riyad Mansour says that the effort to submit the State of Palestine for full membership at the UN is on hold until “obstacles” are no longer in the way, alluding to the U.S. veto at the UN Security Council. Earlier this month, PA foreign minister Riyad al-Maliki said he intended to file the paperwork for another full membership bid before the end of 1/2019. (AP, TOI 1/29)

Israeli prime minister Benjamin Netanyahu announces that his government does not intend to renew the mandate of the Temporary International Presence in Hebron (TIPH), an international civilian group that has been monitoring “efforts to maintain normal life” in Hebron since it was established as part of the Hebron Protocol in 1997. The TIPH’s mandate, which has been renewed every 6 months since then, is set to expire on 1/31. Jenin at night. In East Jerusalem, IDF troops clash with residents in Abu Dis after protests against the arrest of a cancer patient. Separately, Israeli police ban 10 Palestinians from attending prayers at al-Aqsa mosque when Jewish extremists plan to visit the compound. Police also arrest Shaykh Raed Salah, leader of the n. Palestinian and Israeli negotiators meet for a 5th round of peace talks in Jerusalem. PA FM Riyad al-Maliki tells the media that Abbas is seeking to arrange a meeting with U.S. Secy. of State John Kerry to express doubts about the nature of the talks and dissatisfaction at U.S. envoy Martin Indyk’s limited participation thus far. The U.S. Senate Foreign Relations Cmte. reaches an agreement on a draft authorization for the use of military force against the Syrian govt., with conditions narrower than those requested by Pres. Obama. The draft sets a 60-day time limit on any U.S. action with a conditional single 30-day extension possible. There is also a provision banning the use of ground forces. Speaking to the cmte., Defense Secy. Chuck Hagel says that the pres.’s national security team is now convinced that taking military action against the Asad regime targets would be the right course of action. Hagel also reveals that Obama approved plans in 1/2013 to give lethal aid to Syrian rebels, the 1st time such a decision has been made public. Meanwhile, pro-Israel Jewish community groups such as the American Israel Public Affairs Cmte. (AIPAC) and the Conference of Presidents of Major American Jewish Organizations back the administration’s call for a strike on Syria, following a conference call with Obama’s security advisers. White House spokesperson Jay Carney responds to a question about the consequences of the Israeli election for peace efforts by restating the administration’s call for a resumption of direct negotiations on final-status issues. Meanwhile, the UN’s special coordinator for the Middle East peace process, Robert Serry, tells a UNSC meeting that courageous steps by Israeli and Palestinian leaders are required to save the two-state solution. At the meeting, Palestinian FM Riyad al-Maliki sits behind a ‘‘State of Palestine’’ nameplate, drawing criticism from U.S. amb. Susan Rice, who says that the U.S. does not recognize the UNGA vote in 11/2012 (see Quarterly Update in JPS 166). After the meeting, Maliki says that the Palestinians’ decision about whether to go to the ICC over Israel’s settlement construction will depend on what the Israeli government does in the E1 area nr. Jordan holds parliamentary elections, which are boycotted by the Muslim Brotherhood–affiliated Islamic Action Front. The boycott is based on claims that the electoral system is biased in favor of rural tribal areas where pro-regime sentiment is highest, in contrast to large, more densely populated urban areas, where pro-Brotherhood views are strong among poor Palestinians. In the election, 1,425 candidates compete for 150 seats, up from 120, in the lower house. King Abdallah has agreed to cede some powers to the new legislature, such as choosing the PM and running day-to-day affairs. There are numerous reports of vote-buying and small-scale clashes in Karak governorate and some districts of Amman. The results see pro-government candidates maintain their dominance of the parliament, though 37 Islamist and other government critics win seats in the legislature. The Lebanese army states that 12 Israeli warplanes violated Lebanese airspace overnight, claiming that the breach of Lebanon’s sovereignty is a violation of UN Res. 1701, which was accepted as the basis for the cease-fire that ended the Israeli-Lebanon war of 2006. (Daily Star 1/23)
