In the West Bank, a Palestinian man from East Jerusalem driving with Israeli license plates on his car is shot and killed in a drive-by shooting near the Ofra settlement north of Ramallah; it is unclear who the assailants are. Israeli settlers uproot 250 olive trees in Khallet al-Nahlah. Israeli settlers also assault several farmers and steal agricultural equipment in Maeen in the Masafer Yatta area. Elsewhere, Israeli settlers raid al-Juwaya in the Masafer Yatta area and Shuwe’er in the Jordan Valley, assaulting Palestinians. Israeli forces raid Jenin, killing 7 Palestinians in a drone strike in Jenin; 1 Israeli soldier is killed and 3 others are injured when an explosive device hits their car during the raid. Save the Children says more than 1,000 Palestinian children in Gaza have had 1 or both legs amputated after being hit by Israeli bombs, many of the amputations are done without anesthetics. Save the Children notes that on average 10 children are subject to amputations every day. The WHO says it has canceled plans to bring medical supplies to northern Gaza because “[h]eavy bombardment, movement restrictions, and interrupted communications, makes it too dangerous. Authorities in Gaza call on Egypt to open the Rafah crossing further to allow more wounded Palestinians into Egypt, noting that 6,000 people are awaiting approval to cross to Egypt while 10-20 wounded people are evacuated daily. The Euro-Med Human Rights Monitor releases a report based on testimonies from Palestinians abducted by Israeli forces in Gaza and taken to Israel, saying civilians were tortured in detention, including being beaten, subject to electric shocks, burned with cigarettes, and tied up in stress positions. Euro-Med says many of the Palestinians taken from Gaza are being held at the Sde Teiman camp between Gaza and Beersheba in what was described as a Guantanamo-like prison. (Euro-Med 1/7)

Israeli military chief of staff Herzi Halevi says Israel will be fighting in Gaza all year. Israeli forces raid Tulkarm refugee camp and Nur Shams refugee camp, firing a missile from a drone at Palestinians in Tulkarm refugee camp, causing injuries, and uproot streets with bulldozers and punitively demolish a home in Nur Shams refugee camp. Israeli forces also raid al-Ram, Yatta, and Qalqilya, injuring 6 with live ammunition, including a child. Elsewhere, Israeli forces install an iron gate blocking the northern entrance to Birzeit. Large demonstrations are held in protest against the Israeli assassination of Saleh al-Arouri and a general strike is staged in the West Bank and East Jerusalem. In East Jerusalem, Israeli settlers tour that Haram al-Sharif compound. The Palestinian Prisoner’s Society says Israel arrested 11,000 Palestinians in 2023, including 1,085 children and 300 women, noting that 5,500 have been arrested after 10/7 and the current number of Palestinian prisoners is 8,800, including 3,291 held without charge. 661 Palestinians from Gaza are held at the Sde Teiman military base, which is used as a detention camp. UNRWA announced that it will unify its food basket system in Gaza, canceling double portions for the most vulnerable families to expand its services to another 60,000 people. PA president Mahmoud Abbas signed a decree banning police pursuits and detentions based on “reasons related to freedom of expression and political affiliation.” The decree also said prisoners held because of political affiliation or for voicing opinions should be released. Occupied Palestine/Israel: Jerusalem Post reports Amnesty International's recently published annual report for 1984 records that during 1984 "dozens of regular, border and military police" were charged with offenses against detainees and 17 were subsequently sentenced. Report also notes use of various forms of ill treatment and torture of detainees by Israeli forces in both the occupied territories and S. Lebanon, as well as extensive use of town arrest orders [JP 10/9]. Def. Min. Yitzhak Rabin states 5 Palestinians recently captured or killed in Hebron hills received assistance from PLO headquarters in 'Amman [JP 10/10]. Palestinian students at al-Najah U. go on 1-day hunger strike in solidarity with administrative detainees' hunger strike inside prisons [FJ 10/11].

Arab World: Four hijackers of Achille Lauro surrender in Egypt. Yasir Arafat asks that the 4 be tumed over to the PLO for trial [NYT 10/10]. The 4 hijackers leave the ship after negotiating with PLO representatives. The agreement to let them go was based on early reports that no hostages had been harmed [WP 10/10]. Italy then announces American passenger Leon Klinghoffer, confined to a wheelchair, is missing, his body believed to have been thrown overboard [NYT 10/10]. Palestinian source in Cyprus says the 4 originally intended to "go to Israel and carry out some tasks there," and disobeyed orders by hijacking the ship [WP 10/10].

Other Countries: UN Sec. Council unanimously condemns hijacking of Achille Lauro [NYT 10/10]. Draft resolution to invite Yasir Arafat to address UN General Assembly during 40th anniversary celebration is circulated at UN [BG 10/10].

Kiryat Arba's new nine-member local council - pledged to firing its Arab employees, pressing private businesses to do likewise, and to preventing economic ventures with Arab investors - is formally installed; dozens of secular residents enter building to protest [JP 7/25]. Israeli civil administration governing the occupied territories announces high school matriculation exam results improved on West Bank this year; schools were closed less than in the past; 64 percent of West Bank students passed their exams this year, compared with 54 percent last year [JP 7/25].

Arab World: Jordanian diplomat Ziad Sati, 40, is assassinated in Turkey; Islamic Jihad takes credit [CSM 7/26, NYT 7/25].

Other Countries: Reagan administration presents Middle East arms transfer study to special closed session of the House Foreign Affairs Subcommittee as basis for request to sell new arms to Jordan and Saudi Arabia. Congressional supporters of Israel warn administration against pursuing the arms sale, saying it would provoke an "enormously divisive" debate [WP 7/24, 25, JTA 7/25, BG 7/26].

Military Action

Occupied Palestine/Israel: Israel frees 74 Lebanese Shi'a, 6 Lebanese Sunnis, and 20 Palestinians held at Atlit prison since April, when Israel transferred 1,200 detainees from its Ansar prison in south Lebanon to Israel. Three hundred are still in detention. Any prisoner now detained in south Lebanon by Israel is sent to new prison run by SLA at Khiyam village, in the security zone [NYT 7/24].

Arab Governments: Egyptian Government withdraws tractors, saying it was an accident they strayed into disputed Taba territory; Syria condemns Lebanese-Israeli-US talks, complains to UN that Israel is threatening to attack.

Arab Governments: Syrian officials tell Habib Syria will withdraw from Lebanon only at Lebanon's request and if Israel also withdraws from all Lebanese territory, and that only PLO can decide on withdrawal of PLO from Lebanon.
