In the West Bank, IDF troops shoot and injure a Palestinian minor amid clashes sparked by an arrest raid near Nablus, arrest 11 Palestinians during late-night raids in and around Bethlehem, Ramallah, Hebron, Nablus, Qalqilya, Jenin; and patrol near Qalqilya, Salfit, and Hebron. Israeli settlers slash the tires of 5 Palestinian vehicles near Qalqilya and leave price-tag graffiti on the walls nearby. In East Jerusalem, Israeli forces demolish a Palestinian shop and cut down a number of trees in Issawiyya. They also arrest 17 Palestinians during late-night raids in Issawiyya, Abu Dis, and al-Ram. The Israeli police recommend charging PM Netanyahu in 2 cases where there is sufficient evidence he accepted bribes “against the public interest.” Atty.-gen. Avichai Mandelblit is now tasked with deciding whether or not to formally charge the PM. Netanyahu says that the recommendations are “biased” and have “more holes than Swiss cheese.” (HA, NYT 2/13; NYT, YA 2/14)

IDF troops shoot and critically injure a Palestinian youth at the Huwwara checkpoint nr. Nablus after he allegedly attempts to stab 1 of them. Meanwhile, a Palestinian vehicle is found burned and vandalized outside nearby Huwwara village. It was presumably the target of an overnight price-tag attack. Elsewhere in the West Bank, IDF troops set up mobile checkpoints and fire stun grenades in Kifl Haris village nr. Salfit to clear the way for Israeli settlers to visit a Jewish holy site in the area. They also arrest a Palestinian at a checkpoint in c. Hebron when she is allegedly found to be carrying a knife, arrest 11 Palestinians during late-night raids in and around Nablus, Tubas, Hebron, Bethlehem, and Qalqilya; and patrol nr. Nablus and Hebron during the day. In East Jerusalem, Israeli forces patrol in Shu‘fat r.c., sparking clashes with stone-throwing Palestinians; 3 Palestinians are injured. They also arrest 1 Palestinian during a late-night raid in Issawiyya. The Israeli authorities shut down an event entitled “Palestine under the Israeli Culture of Incitement,” because to the planned participation of some low-level PA officials. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. Along Gaza’s border, IDF troops open fire on Palestinian farmers and shepherds working nr. Bayt Hanun, causing no injuries. In the Gaza Strip, IDF troops open fire on armed Palestinians close to the border fence nr. Dayr al-Balah, injuring 1. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages each nr. Hebron and Nablus at night; patrols in al-‘Arub and 1 village nr. Hebron at night. Meanwhile, shots are fired toward a house in West Bank settlement Psagot, causing no injuries. In Israel, Jewish extremists leave “price tag” graffiti on a Druze-owned dentistry office in Yokneam. U.S. National Security Adviser Susan Rice arrives in Jerusalem and holds a meeting with Israeli PM Netanyahu to discuss the Iranian nuclear issue. She also meets Pres. Shimon Peres, and Israel’s National Security Adviser Yossi Cohen. Rice travels with a team that includes U.S. Under Secy. of State Wendy Sherman. Her trip is unrelated to the breakdown in Israeli-Palestinian negotiations. (HA 5/7)

Iranian technical experts and representatives of the P5+1 countries hold talks in New York City. An anonymous EU official describes them as “useful,” ahead of talks beginning 5/13 aimed at reaching a more comprehensive agreement. (AP, REU 5/7)

The State Dept. says Israeli and Palestinian negotiating teams will hold a 2d round of talks in Amman on 1/9. Israeli DM Ehud Barak says that “it is clear that [the position paper handed to Israel by the PA on 1/3] is unacceptable in its present state. . . . Long negotiations await us.” (NYT 1/6, 1/10)

OCHA reports that Jewish settlers vandalized more than 10,000 Palestinian olive trees in 2011. The IDF demolished 622 structures in the West Bank and East Jerusalem during 2011 (compared to 431 in 2010), displacing 1,094 Palestinians (compared to 594 in 2010). (OCHA 1/5)

Israel temporarily bans 12 Jewish extremists fr. the West Bank for periods of 3–9 mos. as part of Netanyahu’s crackdown against price-tag attacks. The IDF patrols in 4 villages nr. Ramallah in the morning; in 2 villages nr. Jericho and 1 each nr. Jenin, Qalqilya, and Salfit in the evening; and in al-Bireh, Jericho, 2 villages nr. Qalqilya, and 1 nr. Ramallah late at night. The IDF also demolishes 3 Palestinian homes nr. Jericho; demolishes 2 Palestinian stonecutters’ workshop (confiscating stones worth more than $25,500) and a scrap metal shop in Azariyya; enters Hebron during the day to arrest 1 Palestinian. In Gaza, 1 Palestinian is killed, 1 is injured in a tunnel collapse on the Rafah border.
