In the West Bank, hundreds of Israeli settlers, led by Finance Minister Bezalel Smotrich, held mass prayers at the evacuated Homesh settlement outpost. Israeli settlers also threw stones at Palestinian vehicles in the area. Elsewhere, Israeli settlers set fire to a Palestinian-owned house near Jalud and stole a donkey from the property. Israeli settlers uprooted some 100 grapevine plants in al-Khader. Israeli forces razed land in Haris, uprooting several olive trees. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound and raised an Israeli flag at al-Aqsa Mosque. Israeli forces also raided Bab al-Rahma for the fourth day in a row. In Nazareth, Israeli police raided the local branch of the Hadash party to confiscate a Palestinian flag, 1 person was arrested for refusing to take down the flag. A group of foreign diplomats visited a school in Jubbet ad-Dib near Bethlehem in protest against Israeli plans to demolish the school along with 57 others in the West Bank. An Israeli court ruled in March that the Israeli Civil Administration must demolish the school by 5/5. (WAFA 4/26; PCN 4/28)

European Commission president Ursula von der Leyen released a congratulatory video on Israel’s 75th Independence Day, using the trope that Israel made “the desert bloom.” The PA issued a statement criticizing von der Leyen for using the phrase, calling it “anti-Palestinian racist” and said her remarks were “inappropriate, false, and discriminatory,” calling on von der Leyen to apologize. In the West Bank, 1 Israeli settler was injured in a drive-by shooting on a settler running race near the Ofra settlement. Israeli forces subsequently closed down most roads in the Ramallah area. Israeli settlers blocked the DCO checkpoint and threw stones at a Red Crescent ambulance. Israeli settlers also obstructed traffic on a road between Nablus and Jenin. Israeli forces also issued demolition orders for 2 homes in ‘Ain al-Hilweh and 1 in Nueimeh. 3 Palestinians were arrested during raids in Qalqilya and Tulkarm. In East Jerusalem, Israeli forces raided the Bab al-Rahma area of the Haram al-Sharif compound for the third day in a row. The PA Foreign Ministry said that 190 Palestinians had been evacuated via bus from Khartoum to Gaza via Egypt. The 190 people, mainly students, were evacuated due to the fighting that broke out between the Rapid Support Forces and the Sudanese military last week. (QDS 4/24; QDS, WAFA 4/25)

The PA Ministry of Education said that most teachers had resumed work in Palestinian public schools after striking since the start of the semester. According to the ministry, the PA granted the public school teachers some concessions, including better pay. (WAFA 4/24; QDS, WAFA 4/25)

PA foreign minister Riyad al-Maliki addressed the UN Security Council ministerial meeting on the Middle East and the question of Palestine, calling on its members to help “bring the Nakba to an end.” On the sidelines of the meeting, al-Maliki met with UN secretary-general António Guterres who he briefed on the latest developments and called for accountability for Israel. In a statement celebrating Israel’s 75th Independence Day, U.S. president Joe Biden did not mention the two-state solution or Palestinians but said he would work with Israel to “create a more prosperous, peaceful, and integrated Middle East.” (WH 4/25; HA 4/26)

18 Democratic members of the U.S. House of Representatives and 1 Republican voted against a resolution celebrating Israel’s Independence Day. The resolution did not have any reference to a two-state solution or to Palestinians but instead lauded normalization efforts. 9 other Democrats did not vote. (HILL 4/25; HA 4/26; QDS 4/27)

In the West Bank, Israeli settlers set up a caravan in Masafer Yatta and erected a wooden structure resembling the Star of David near al-Twana. Israeli settlers accompanied by Israeli forces also raised the Israeli flag above al-Ibrahimi Mosque in Hebron. Elsewhere, Israeli settlers razed a tract of Palestinian-owned land near Khirbet al-Farisiyya. Israeli forces seized farm equipment in al-Juwaya. The Israeli high court of justice approved the eviction of more than 1,000 Palestinians living in 8 villages in the Masafer Yatta area. The court held that the Palestinians living there had moved to the area after 1981, when Israel declared the area a firing zone. The Palestinian petitioners said that they have been living in the area since before the establishment of Israel in homes built in natural caves, and argued that the expansion of their residential area was a result of a natural increase in population size. In a 2000 court ruling, the residents at the firing zone were granted permission to stay temporarily, but were prohibited from building on the land. The petitioners were ordered to pay $5,900 each in court fees. Israeli forces delivered demolition notices for 1 house in Silwan and 1 house in Shu‘fat refugee camp. In the West Bank, Israeli forces shot and injured 5 Palestinians during a raid in Jalazun refugee camp, including 1 with live ammunition and 4 using baton rounds; others suffered tear-gas related injuries. 3 were arrested. Elsewhere, Israeli forces shot and injured 1 Palestinian during a raid in Meithalun. 4 Palestinians were arrested during late-night raids in Sanur and Jaba‘. In the West Bank, Israeli forces shot and killed 2 Palestinians and wounded 6 others during a raid in Kafr Dan. Elsewhere, Israeli forces shot and injured 1 Palestinian using live ammunition during a raid in Nabi Salih. Israeli forces also raided the Palestine Technical University in Tulkarm, injuring 1 Palestinian with live ammunition and 1 with a baton round to his face. Elsewhere, Israeli forces violently dispersed Palestinians during a raid in Budrus, injuring 1 with live ammunition and arresting 7. Israeli forces also violently dispersed Palestinian protesters in Abwein, injuring 1 minor with live ammunition and others with tear gas. Separately, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinians during a funeral procession in Beita, causing 35 injuries from tear gas. Meanwhile, Israeli forces blocked the entrances to al-Arroub refugee camp. The Israeli military announced a curfew for Palestinians in the West Bank between 4 P.M. on 4/15 and 4/17 for the Jewish holiday of Passover. Crossings between Gaza and Israel will close during this period. Israel also announced that the restrictions on Jenin will end with the curfew on 4/17. Haaretz reported that the Israel education ministry is requiring outside administrators of educational programs declare that their presentations do not portray the Israel Independence Day as the Nakba or challenge the notion of Israel as a Jewish and democratic state. According to the Haaretz reporting, Adalah filed a challenge to the requirement in an Israeli court on 4/13. (HA 4/14)

Israel said it had successfully tested a laser-based missile defense system. The “Light Shield” is intended to be fully operational years from now, but will be placed near Gaza by the end of 2022 for further testing. (AP, HA 4/14; ALM 4/15)

UN-appointed human rights experts said that the 1st quarter of 2021 had seen a rise in settler violence compared to 2020 and that the settler violence was aimed at making Palestinian life “untenable.” The UN has recorded 210 incidents of Israeli settler violence against Palestinians in the 1st 3 months of 2021, including 1 leading to the death of a Palestinian. HaMoked filed a petition, on behalf of Palestinians in Issawiyya, at the Israeli high court of justice to have the main road leading to the East Jerusalem neighborhood reopened after 20 years. The presiding judge gave the Israeli state until 5/13 to respond. (HA 4/14)

Gregory Meeks (D-NY), the chairman of the U.S. House of Representatives Foreign Affairs Committee said that he and some of his colleagues were concerned after Reuters reported that the Biden administration had approved the sale of weapons to the UAE by the Trump administration. The sale process had been paused since Biden took office, but Reuters reported that Biden had approved the sale on 4/13. Rep. Meeks said he and the foreign affairs committee would review the sale. In the West Bank, Israeli settlers toured Joseph’s Tomb. Israeli forces and Palestinians clashed during a late-night raid in ‘Aqabat Jabir refugee camp, leading to tear-gas related injuries. 4 Palestinians were arrested, including 2 during late-night raids in and around Tubas and al-Bireh, and 2 were arrested at a checkpoint south of Nablus. In East Jerusalem, Israeli forces tampered with loudspeakers at the Haram al-Sharif compound, making them unusable for the call for prayer; the violation of the status quo agreement was condemned by Jordan’s foreign minister and the PA presidency. Israeli forces also prevented iftar meals to be delivered to Palestinian worshipers at the Haram al-Sharif compound. 1 Palestinian was arrested during a late-night raid in al-Tur. 1 Israeli-owned ship was said to have been attacked off the coast of the UAE. Israeli sources blamed Iran, saying the ship had sustained minor damage from an unmanned drone or missile strike. Iran also announced that it would escalate its uranium enrichment to 60 percent in response to the Israeli attack on the Natanz nuclear facility. Under the Joint Comprehensive Plan of Action (JCPOA) agreement, Iran is only allowed to enrich uranium to 3.67 percent purity. In Gaza, Israeli forces opened fire on agricultural lands east of al-Maghazi and Dayr al-Balah; no injuries were reported but several sheep and donkeys were killed by indiscriminate shooting near Dayr al-Balah. In the West Bank, Israeli settlers with military escort raided an archeological site near Bethlehem to perform prayers. During the raid, Israeli forces sealed off the area, impeding traffic for local Palestinians. In East Jerusalem, some 90 Israeli settlers with military escort stormed the Haram al-Sharif compound. Palestinians in Israel commemorated the Nakba on Israel’s Independence Day by marching to 1 of the villages that was depopulated during the Nakba. Each year, Palestinians in Israel march to 1 of the more than 140 villages that was depopulated during the Nakba. This year, they marched to Khubbayza. (HA 5/9)

At the UN, PA foreign minister Riyad al-Maliki called the U.S. peace plan “conditions for surrender” and not a plan for peace. U.S. special representative for international negotiations Jason Greenblatt was at the UN meeting. Greenblatt has been actively debunking rumors on Twitter about the U.S. peace plan and criticizing the Palestinian leadership for not engaging with the U.S.. Al-Maliki told Mondoweiss at the UN that he urged European nations to start thinking about putting sanctions on Israel, as calls for stopping settlement expansions have proven ineffective. An Egyptian security delegation arrived in Gaza to meet with Hamas leader Yahya Sinwar and other officials from Hamas and Islamic Jihad in Palestine. The officials discussed demonstrations on Nakba Day held on 15 May and efforts to ensure a relative calm. (HA 5/9)

The Lebanese president Michel Aoun said, during a meeting with a delegation from the Middle East Council of Churches, that “Lebanon would never survive if half a million Palestinian refugees and 1.6 million Syrian refugees remained in the country.” (MNA 5/10)

Canada announced that it contributed $2.4 million to the UN World Food Programme for vulnerable Palestinians in Gaza and the West Bank. New Zealand pledged $2 million for the UNRWA. (MNA, WAFA5/9)

In the West Bank, dozens of Palestinians suffered from tear gas inhalation near a school in Hebron after Israeli forces fired tear gas canisters. 4 Palestinians were arrested during late-night raids in and around Nablus and 1 Palestinian was arrested at a checkpoint near Jenin. In East Jerusalem, 4 Palestinians were arrested after a fight broke out between Palestinians and Israeli settlers. UN humanitarian coordinator for the Palestinian territories Jamie McGoldrick told reporters that 1,700 people in Gaza are in risk of needing amputations due to lack of funds to undertake complicated operations. He further stated that the high number was due to Israeli lethal response to the Great March of Return, where 29,000 Palestinians were wounded in 2018; 7,000 of the wounded were hit by gunshots from Israeli snipers. In Jordan, all cabinet ministers tendered their resignations as Jordan’s King Abdullah prepares to reshuffle the government after he fired several security officials reported to be plotting against the regime. King Abdullah said that the security officials were replaced because of incompetence and some used their position for personal gain. (HA 5/8)

U.S. president Donald Trump imposed further sanctions on Iran via executive order. The U.S. move follows Iran’s announcement that it would begin to enrich uranium in 60 days if the signatories of the Iran nuclear deal did not uphold their commitments. (AJ 5/7; HA 5/8)

In the West Bank, Israeli forces told 98 Palestinians that they would have to evacuate their property in the Jordan Valley in the next 4 weeks during specific time periods on Sundays, Mondays, Tuesdays, and Wednesdays for Israeli military training. Israeli forces also arrested 3 Palestinians during late-night raids in and around Hebron. In East Jerusalem, Israeli forces blocked several streets in Silwan and the Old City, impeding Palestinians from going to mosques to perform prayers. The Qatari government announced that it will send $480 million to Palestinians in the West Bank and Gaza. $300 million is allocated for health and educational programs of the PA and $180 million for urgent humanitarian relief and for electricity in Gaza. (AJ 5/7)

U.S. secretary of state Mike Pompeo skipped a planned trip to Germany to meet German chancellor Angela Merkel to instead travel to Iraq and meet with Iraq’s president Barham Salih and Prime Minister Adil Abdul-Mahdi. Pompeo said he made the trip to Iraq because Iranian forces are “escalating their activity,” stating that Iranian threat of attacks were “very specific.” (AJ 5/8)

In the West Bank, Israeli settlers using bulldozers razed Palestinian-owned land in Madama south of Nablus. Israel arrested 9 Palestinians during late-night raids in and around Hebron, Bayt Safafa, Qalqilya, and Jenin. In Gaza, 2 bodies were found under the rubble of an apartment building destroyed by Israeli missiles in Bayt Hanun; this brings the comprehensive death toll to 32 Palestinians from the weekend’s violence. The Israeli army announced that all Gaza and West Bank crossings into Israel will be closed from midnight (Israeli time) 5/6 to midnight 5/9 for the Israeli celebrations of Memorial Day and Independence Day. Palestinians will be prohibited from entering Israel except for medical and other emergencies. (HA 5/6)

After the cease-fire reached between Hamas and Israel in the late hours of 5/5, Israeli prime minister Benjamin Netanyahu said in a statement, “the battle is not over and requires patience and level-headedness. We are prepared to carry on.” The comment indicates that the Israeli bombing campaign is not over. A Hamas spokesperson said in response to Netanyahu’s statement: “Netanyahu’s declarations are ridiculous. The resistance factions have succeeded in deterring and humiliating his military. Our message is that this round is over, but the conflict will not be until we get our rights.” (HA 5/6)

The Israeli supreme court overturned Prime Minister Netanyahu’s decision to prevent 181 Palestinians from the West Bank to partake in a joint Memorial Day ceremony in Tel Aviv. However, only 100 Palestinians will be allowed to attend the Memorial Day ceremony. The event is organized by Combatants for Peace, a group of Israelis and Palestinians working for reconciliation. Netanyahu’s decision was 1st made public on 5/1. (HA 5/6)

U.S. acting secretary of defense Patrick Shanahan said that the U.S. was sending an aircraft carrier to the Middle East because of indications of a “credible threat by Iranian regime forces.” (AJ 5/6)

Israeli police shoot and kill an Israeli settler after he allegedly attempts to stab 1 of them on the East Jerusalem side of the Hizma checkpoint. They reportedly mistook the settler for a Palestinian. Israeli forces later find the settler’s suicide note, showing that he intentionally attacked them with the goal of being killed. Elsewhere in East Jerusalem, approx. 90 right-wing Jewish activists tour Haram al-Sharif in the morning, marking Israel’s Independence Day. Israeli forces arrest 13 Palestinians during late-night raids in Sur al-Bahir, Silwan, and al-Tur. In the West Bank, Israeli settlers destroy a Palestinian well in al-Khadir nr. Bethlehem. Israeli forces level Palestinian land nr. Salfit to clear the area for settlers from nearby Ariel. IDF troops establish a checkpoint nr. Nablus, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. They also arrest 3 Palestinians during a raid nr. Bethlehem and patrol nr. Qalqilya. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya on 2 separate occasions, causing no damage or injuries. Along Gaza’s border, Israeli forces open fire on Palestinian farmers and shepherds working nr. al-Bureij r.c., causing no injuries; and conduct a limited incursion to level land nr. Khan Yunis late at night. In Israel, thousands of Palestinians participate in the “March of Return” at the site of the depopulated al-Kabri village in the Galilee to highlight the rights of Palestinian refugees and commemorate the Nakba. The Egyptian authorities open the Rafah border crossing for the 1st of 2 planned days, allowing Palestinians to enter and exit Egypt for the 1st time since 2/2016. Elsewhere in the oPt, the IDF implements a “general closure” of the West Bank and Gaza ahead of Israel’s so-called Independence Day. Only humanitarian and medical cases are permitted to use border crossings. In the West Bank, IDF troops raid a village n. of Jerusalem overnight, sparking clashes with stone-throwing Palestinian youths; 2 Palestinians are injured (1 seriously). In the Gaza Strip, an unknown armed group launches a single rocket into Israel, causing minor damage nr. Sderot. In response, IDF tanks fire 3 shells at a vacant Hamas military site nr. Bayt Hanun. Separately, IDF troops stationed e. of Khan Yunis open fire on agricultural lands nr. the border fence. In the West Bank, IDF troops on a raid in a village nr. Qalqilya clash with several stone-throwing Palestinian youth, causing no serious injuries. The IDF conducts house searches and raids in a village nr. Jenin, delivering summons to 1 Palestinian; patrols in 3 villages nr. Hebron and 1 nr. Tulkarm. In East Jerusalem, Israeli police assault 2 Palestinians in the Old City who are walking to pray in Haram al-Sharif and arrest 5 others in the area. Meanwhile, light clashes break out in the sanctuary when a number of right-wing Jewish activists tour the area. Israeli forces conduct raids and patrols in the Old City, Hizma, Silwan, and Shaykh Jarrah, arresting 7 Palestinians and disrupting demonstrations in solidarity with Palestinian prisoners. They also assault a Palestinian youth in al-Tur. Meanwhile, an Israeli settler assaults a Palestinian youth in the Old City, causing minor injuries. Israeli authorities deny South African education minister Blade Nzimande an entry visa for his planned 6-day visit to Palestinian universities. Nzimande says that the denial comes in response to recent positions taken by the South African govt. (MNA 4/23; HA 4/24)

At an Israeli Independence Day event in Washington, U.S. VP Joseph R. Biden announces that 2 of the 14 F-35 fighter jets that the Defense Dept. sold to Israel in mid-2/2015 (announced 2/22) will be delivered in 2016. The rest of the jets will be delivered by 2021. (HA, REU 4/24)

In the West Bank, IDF troops demolish 7 buildings, including 5 residential rooms nr. Nablus, displacing 4 families (27 people). The IDF conducts house searches and arrest raids in Nur Shams r.c. and 1 village nr. Tulkarm, and in Nablus and 1 village each nr. Bethlehem, Jenin, and Ramallah at night; patrols in 1 village nr. PA Pres. Abbas meets a Hamas delegation in Ramallah, including ‘Aziz Dwayk, the speaker of the Palestinian Legislative Council. This is the 1st meeting between Abbas and Hamas leaders in 2 years. At an Israeli Independence Day celebration organized by the Israeli Embassy in Washington, U.S. National Security Adviser Rice says that Iran must agree to “verifiable action” to satisfy concerns about its nuclear program, as part of a final deal.
