Representatives from a dozen of countries visited Palestinians threatened by forced displacement in Khan al-Ahmar. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli municipal workers demolished a commercial structure and leveled land in Jabel Mukaber and demolished a wall in Silwan. U.S. secretary of state Antony Blinken met with Israeli prime minister Benjamin Netanyahu in Israel. The U.S. State Department said that the 2 spoke about Israeli-Palestinian relations and the need for a diplomatic solution. Secretary Blinken met with Egyptian president Abdel Fattah al-Sisi earlier in the day in Cairo. According to Yediot Ahronot, the U.S. offered Netanyahu help with normalizing ties with Saudi Arabia and curbing Iran’s nuclear program if Netanyahu reigns in his far-right coalition partners, ends his plans to weaken the judiciary, and maintain the status quo at the Haram al-Sharif compound. In the West Bank, Israeli forces raided Jenin, injuring 1 Palestinian with live ammunition and arresting 1. Israeli forces also delivered stop-work notices to 2 families for several structures in Humsa. 10 Palestinians were arrested during late-night raids in Nil‘in, Burqa, Qalqilya, Aida refugee camp, Hebron, and Kuseis. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces made incursions to level agricultural land east of Dayr al-Balah. Israel ended the trial program to extend the hours at the Allenby Bridge crossing. The trial program ran from 11/6 to 11/10 and was initiated under U.S. pressure during President Joe Biden’s visit to Israel in July. The U.S. had announced that Israel would open the crossing 24 hours a day from September, but Israel insisted on carrying out the trial before changing the operating hours. The Times of Israel reported that Israel is preparing to open the Allenby crossing 24 hours a day between Sunday morning and Friday afternoon and on Saturdays between 8 a.m. and 3.30 p.m. starting from 2 April 2023. Otzma Yehudit leader Itamar Ben-Gvir attended an event commemorating the 22nd anniversary of the death of Israeli American terrorist Meir Kahane. Ben-Gvir, who is expected to become a minister in the incoming Benjamin Netanyahu-led government, was jeered when he said that unlike Kahane he does not support expelling all Palestinians from Israel. Ben-Gvir said “Kahane’s main characteristic was love.” At the event, participants burned Palestinian flags. Adalah and the Center for Constitutional Rights wrote a letter to U.S. secretary of state Antony Blinken and ambassador to Israel Tom Nides urging them not to move forward with plans to build an embassy in Jerusalem on lands confiscated from Palestinians. The letter, written on behalf of the Palestinian landowners, stated “[s]hould the US proceed with this plan, it would not only be complicit with Israel's illegal confiscation of Palestinian-owned land, but it would also become an active participant in the seizure of the land of US citizens.” (MEE, WAFA 11/11; WAFA 11/14; MDW 11/17)

The Israeli government and the world soccer federation FIFA announced that direct flights between Israel and Qatar would be available for World Cup ticket holders. Palestinian ticket holders were said to be allowed to use Ben-Gurion International Airport if they receive a special permit. Adalah published documents showing that the plot of land that the U.S. is planning to build its embassy to Israel in Jerusalem is confiscated Palestinian-owned property. The plot of land in the Allenby Complex was leased by 5 Palestinian landowning families to the British Mandate authorities before 1948 and confiscated by Israel using the Absentees’ Property Law after the Nakba. Israeli prime minister Yair Lapid spoke to Egyptian president Abdel-Fattah al-Sisi, promising that he will launch an investigation into Haaretz reporting that Israel has covered up the existence of a mass grave near Jerusalem of Egyptian soldiers who were killed in the 1967 war. In the West Bank, Israeli settlers with military protection raided Qaryut; no injuries were reported. Israeli settlers also razed 10 dunams (2.5 acres) of Palestinian-owned land in al-Farisiya. Israeli forces also shot and injured 1 Palestinian man trying to enter Israel for work by the separation barrier near Tulkarm. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles northwest of Rafah; no injuries were reported. The Israeli high court of justice denied a petition to reopen an investigation into the killing of 4 Palestinian children by Israeli forces in 2014. The justices said the petitioners did not point to sufficient flaws in the attorney general’s decision to close the investigation. 1 Palestinian man was sentenced to life in prison for the murder of 1 Israeli man in Israel in 2020. The Palestinian man was also ordered to pay $79,000 to the family of the Israeli man. (HA, TOI, WAFA 4/24)

Israeli prime minister Naftali Bennett spoke to U.S. president Joe Biden, who said he would be visiting Israel in the coming months. The 2 also discussed potential U.S. plans to delist the Iranian Revolutionary Guard from its list of terrorist organizations—a move Israel opposes—and violence in Jerusalem. In the West Bank, Israeli forces shot and killed 2 Palestinians and wounded 6 others during a raid in Kafr Dan. Elsewhere, Israeli forces shot and injured 1 Palestinian using live ammunition during a raid in Nabi Salih. Israeli forces also raided the Palestine Technical University in Tulkarm, injuring 1 Palestinian with live ammunition and 1 with a baton round to his face. Elsewhere, Israeli forces violently dispersed Palestinians during a raid in Budrus, injuring 1 with live ammunition and arresting 7. Israeli forces also violently dispersed Palestinian protesters in Abwein, injuring 1 minor with live ammunition and others with tear gas. Separately, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinians during a funeral procession in Beita, causing 35 injuries from tear gas. Meanwhile, Israeli forces blocked the entrances to al-Arroub refugee camp. Israeli forces also delivered notices that it will seize 264.4 dunams (65 acres) of land in Humsa al-Tahta and Furush Bayt Dajan for military purposes. 33 Palestinians were arrested during late-night raids in Nur Shams refugee camp, Kafr Dan, al-Yamun, Tell, Balata, al-Bireh, al-Khader, Beit Umar, Halhul, al-Arroub refugee camp, and Hebron. The Israeli military announced a curfew for Palestinians in the West Bank between 4 P.M. on 4/15 and 4/17 for the Jewish holiday of Passover. Crossings between Gaza and Israel will close during this period. Israel also announced that the restrictions on Jenin will end with the curfew on 4/17. Haaretz reported that the Israel education ministry is requiring outside administrators of educational programs declare that their presentations do not portray the Israel Independence Day as the Nakba or challenge the notion of Israel as a Jewish and democratic state. According to the Haaretz reporting, Adalah filed a challenge to the requirement in an Israeli court on 4/13. (HA 4/14)

Israel said it had successfully tested a laser-based missile defense system. The “Light Shield” is intended to be fully operational years from now, but will be placed near Gaza by the end of 2022 for further testing. (AP, HA 4/14; ALM 4/15)

In the West Bank, Israeli settlers set up tents and a mobile home on Palestinian-owned land in Battir. Israeli forces assaulted and arrested 1 Palestinian in Hebron. Israeli forces also shot and injured 1 Palestinian with a rubber-coated bullet and others suffered tear-gas related injuries during a raid in Abu Dis; 7 were arrested. 25 other Palestinians were arrested during late-night raids ‘Azzun, Silat al-Harithiya, Nur Shams refugee camp, Nablus, Beitunia, al-Bireh, Dayr Abu Mash‘al, al-Khader, Hebron, and Dura. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man who allegedly had stabbed 2 Israeli soldiers in the Old City; the man was shot by Israeli forces while he was lying on the ground. Israeli police removed 10 checkpoints in Sheikh Jarrah after Adalah petitioned the Israeli supreme court to have the checkpoints removed. The checkpoints were erected to help protect Israeli settlers that have been harassing Palestinians threatened by eviction in the neighborhood. 1 Palestinian family demolished their own home in Bayt Hanina, displacing 5. 1 other Palestinian was arrested in Kafr ‘Aqab. In Gaza, Israeli forces opened fire east of Khuza‘a and Maghazi, damaging a vehicle; no injuries were reported. Israel charged 4 Palestinians from Sheikh Jarrah with throwing a Molotov cocktail at the home of 1 Israeli settler family’s residence in the neighborhood, causing a fire that destroyed the house and a vehicle in January. (HA 3/7)

In the West Bank, an Israeli settler rammed by car 1 Palestinian man walking at the Beit Sira checkpoint, killing the man; it was unclear whether the settler rammed the man intentionally. Israeli settlers also tried to attack a car repair shop in Bazariya, but were repelled by Palestinians. Israeli forces shot and killed 1 Palestinian man during a late-night raid in Balata refugee camp; Israel claimed the man had opened fire at Israeli soldiers raiding the camp; no Israelis were injured. Israeli forces also seized 1 excavator in Dura. 8 Palestinian minors were killed in a traffic accident in the Jordan Valley; PA president Mahmoud Abbas declared a day of national mourning after the accident. 21 Palestinians were arrested in Ramallah, Nablus, Hebron, al-Far‘a refugee camp, and Tulkarm; during the raid in al-Far‘a refugee camp, Israeli forces injured 1 Palestinian with a rubber-coated bullet and others with tear gas. Israeli deputy economy minister Yair Golan from the Meretz party called Israeli settler attacks on Palestinians a pogrom, in relation to attacks near at the Homesh settlement outpost. Deputy Economy Minister Golan was condemned by many Israeli politicians for his comments, and for calling the settlers “subhuman,” including by Prime Minister Naftali Bennett who said Golan’s remarks were “bordering blood libel” and that “[s]ettlement activity in the West Bank represents modern-day pioneering.” (AP, HA, TOI 1/6; HA, MEMO 1/7; HA, MEMO 1/8)

The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. Israeli Walla News reported that Israel’s director of European affairs at the foreign ministry, Aliza Bin Noun, shouted at European diplomats during a meeting where the Europeans complained about Israeli plans to build new settlements in East Jerusalem and the West Bank. (MEE, MEMO 1/7)

A U.S. district judge in New York dismissed a lawsuit brought against the PLO and PA for the stabbing of 1 American man in an Israeli settlement in the West Bank in 2018. The judge called the U.S. law the Anti-Terrorism Clarification Act of 2018, that allows individuals to sue the PLO and the PA, unconstitutional. (REU 1/7; WAFA 1/8)

In the West Bank, Israeli forces delivered demolition orders for 4 water collection wells in Khelet al-Dabe‘a, near Yatta. 10 Palestinians were arrested, including 8 during late-night raids in al-‘Aruj, Hindaza, ‘Askar refugee camp, Nablus, Dura, al-Dawha, Yatta, and Ramallah; 1 was arrested during a raid in ‘Anata, and 1 at a checkpoint near Nablus. In East Jerusalem, 1 Palestinian family demolished their own home in Sur Baher. 5 Palestinians were arrested during a late-night raid in Isawiya. Israel effectively prevented Palestinians without Internet access from objecting to construction plans in the E1 area, as Israel’s civil administration told the Palestinians they could attend the meeting only hours before it started, rendering them unable to reach the meeting in person in the Beit El settlement. Adalah sent a letter to the Israeli government, calling a decision to include the Shin Bet and the Israeli military to combat violence in Palestinian towns in Israel racist and illegal. Media outlets reported that, in a secret effort to locate Israeli soldier Ron Arad, who went missing in 1986, Israel had abducted an Iranian general in Syria and took him to an unnamed country in Africa, where he was interrogated before he was released. (MEMO, TOI 10/5)

The energy ministers of Lebanon and Egypt said that Egypt is finalizing arrangements to ship gas to Lebanon in an effort to help the country as it faces a severe energy crisis. Egypt will supply Lebanon with gas through a pipeline that runs through Syria and Jordan. (HA 10/5; REU 10/7)

Adalah sent a letter to the Israeli attorney general Avichai Mendelblit demanding clarification about the municipalities of Natanya, Acre, and Hadera and their efforts to block Palestinians’ access to beaches there. The municipality in Acre said on 8/10 that it would remove the fences around Argaman Beach. Acre’s municipality had cited buses from the West Bank as a COVID-19-related health hazard and the reason for the new fencing. This was done despite encouraging locals to go to the beach on Facebook. In the West Bank, Israeli settlers razed 20 dunums (5 acres) of land near Jalud. Israeli forces punitively demolished the home of an alleged attacker in Turmus ‘Ayya, displacing his family and damaging nearby buildings as the house was blown up. 8 Palestinians were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, Dahariya, al-Khader, and Abu Dis. In East Jerusalem, Israeli forces delivered a demolition order for a 4-story building in Shu‘fat, which would displace 55 Palestinians. 2 Palestinians were arrested during raids in Isawiya and the Old City. Israel charged a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, with incitement to violence for sharing a movie clip on Facebook showing people killing a police officer. Shaykh al-Baz was arrested on 6/17. (ALM, HA 7/8)

Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. In the West Bank, Israeli settlers used pepper spray on 3 Palestinians at the Wadi Qana nature reserve near Salfit and vandalized 5 vehicles. Israeli forces closed all the entrances to Dayr Nidham, closed roads leading to Ya‘bad with concrete blocks and set up a metal gate, and closed access to 7 villages near Salfit. 17 Palestinians were arrested during late-night raids in and around Kafr Dan, Qabatiya, Ya‘bad, Nablus, Balata refugee camp, al-Twana, Tulkarm, and Ramallah. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 with a sound bomb. Israel began allowing Jewish worshipers at the Haram al-Sharif compound for the 1st time since the beginning of Ramadan on 4/12; some 250 Jewish worshipers with military escort visited the compound; 9 Palestinians were arrested for protesting the settler incursion. 10 other Palestinians were arrested during raids in Bayt Hanina, al-Tur, and the Old City. In Israel, 1 Israeli woman succumbed to injuries sustained in a fall while seeking shelter on 5/15, raising the Israeli death toll from the Hamas-Israel escalation to 13. The UN humanitarian coordinator for the Palestinian territories Lynn Hastings said that the UN would launch an urgent appeal to countries to help rebuild Gaza after Israeli air strikes caused massive destruction during the latest escalation, which ended on 5/21. U.S. president Joe Biden said his administration would work with the UN to send humanitarian aid to Gaza in a way that prevents Hamas from benefiting. Israeli defense minister Benny Gantz said he will condition any aid that is not for humanitarian relief on the release of Israeli prisoners and the bodies of 2 Israelis to Israel. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bethlehem, injuring 7 with rubber-coated bullets and others with tear gas. 11 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, and Jericho. In East Jerusalem, Israeli forces raided al-Makassed Hospital, leaving without making arrests. 8 Palestinians were arrested during raids in the Old City, al-Tur, Silwan, and Shu‘fat. In Gaza, 4 Palestinians were killed and many were injured, raising the comprehensive death toll since 5/10 from 232 to 236, including 65 children and 3 pregnant women. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. President al-Sisi also praised President Biden for his work on the ceasefire agreement. Several prominent Democrats in the U.S. House and Senate welcomed the news of the ceasefire, but said it was time to do more to resolve the roots of the conflict. Adalah filed a petition on behalf of Palestinians in Shayk Jarrah to have Israeli police remove checkpoints around the neighborhood, which are severely impeding the residents’ freedom of movement. The PA ministry of local government issued building permits for Palestinian residents in the Jordan Valley. The minister, Majdi Salah, said that the PA no longer recognizes the classifications of areas A, B, and C made during the Oslo Accords and therefore is not bound by Israel’s claims of civil and military control in Area C. Israel’s high court of justice rejected a petition to free a 49-year-old Palestinian who is held on administrative detention and has been hunger-striking for more than 60 days. The petition was rejected despite the Shin Bet and the Israeli Central Command caught lying about the Palestinian’s affiliation to Islamic Jihad. According to the prosecutors, he had been filmed saying he was a proud member of Islamic Jihad while interrogated; however, the transcripts do not back up their claim. (HA 10/6)

Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF lifts the curfew in Ramallah for a few hrs. to allow Palestinians to buy food; Palestinians discover that the Amwaj, al-Nasr, Watan TV stations and the Ajyal, Angham, Love and Peace, Manara, al-Quds radio stations have been ransacked. The IDF says it is still holding around 900 of the 1,200 Palestinians it has detained since 3/29. Late tonight, the IDF releases 340 Palestinian detainees fr. Jenin r.c., Ramallah at the Qalandiyya checkpoint but does not allow them through the crossing to reach their homes; the UNRWA allows them to stay in its nearby school. In its largest military operation in the West Bank and Gaza since 1967, Israel sends a large number of IDF infantry, tanks, APCs, armored bulldozers into Tulkarm in a predawn operation to totally reoccupy the city, taking control of the city center, occupying buildings (including a college, the mayor's home) and apartments as observer posts, hoisting Israeli flags, imposing a 24-hr. curfew, conducting house-to-house searches, detaining at least 30 Palestinians. The IDF reportedly responds to "scattered resistance," leaving 2 Palestinians dead, 15 wounded. IDF soldiers also fire on 2 ambulances coming to the aid of the wounded, seriously injuring 1 ambulance driver. Israel says the operation will last "only a few days." The IDF also sends tanks deep into PA-controlled Nablus; directs heavy machine gun fire at residential areas of Ramallah; conducts an arrest raid in Nahalin. Senior IDF officials suggest that Israel is preparing to make more deep incursions into PA areas "to destroy more infrastructure and to kill more terrorists." The IDF also bulldozes Palestinian land along bypass road 60 outside Hebron. Some 40 Palestinians attempt to block the bulldozers but are confronted by armed Jewish settlers who fire in the air and beat the Palestinians, seriously injuring 1 Palestinian. The Israeli-Arab legal center Adalah formally asks Israeli atty. gen. Elyakim Rubenstein to reconsider his recent decision not to compel the Custodian for Absentees' Property to comply with Israeli 1998 freedom of information act by releasing data on the moveable property of Palestinian refugees seized by Israel in 1948. Rubenstein rejected the request on the ground that it would damage Israel's foreign relations, require excessive time and resources to comply. Adalah 1st submitted its request in 1999.
