Founder of Rawabi City Bashar Masri announced that he will begin building 400 housing units on land belonging to the Greek Orthodox Church in East Jerusalem near Bayt Hanina. Masri said it had taken him more than 10 years to get the building permits from the Israeli municipality. (WAFA 10/11)

Israel issued permits for 442 undocumented Palestinians living in the West Bank and Gaza, making them official residents. Israel controls the Palestinian population registry so people without Israeli permits cannot receive a valid PA-issued identity card. More than 10,000 Palestinians are estimated to be living in the West Bank without being registered by Israel. Israel is said to register over 5,000 Palestinians in the West Bank and Gaza as part of an agreement made between Israeli defense minister Benny Gantz and PA president Mahmoud Abbas. (HA, TOI 10/11)

The Israeli high court of justice criticized the Israeli military for not protecting Palestinian farmers by enforcing a ban on Israeli settlers in the former Homesh settlement area. Because of the lack of enforcement, Palestinian farmers are frequently attacked by Israeli settlers in the area and Israeli settlers have erected a settlement outpost and a Yeshiva on the land. The Jordanian foreign ministry called on the international community to pressure Israel to cease the attack on Palestinian worshipers at the Haram al-Sharif compound. Turkish president Recep Tayyip Erdoğan also tweeted in Hebrew that Turkey “will continue to stand by our Palestinian brothers and sisters under any circumstances.” President Erdoğan also called Israel a “terror state.” Egypt, Russia, Saudi Arabia, Belgium, the EU, and the UAE also condemned the Israeli violence and threats of evicting Palestinian families in Shaykh Jarrah. Gaza saw the highest COVID-19 death toll in a 24-hour period as 23 Palestinians died in Gaza of the virus. 761 people have died of COVID-19 in Gaza since the start of the pandemic. This occurred as Israel reopened society after vaccinating the majority of people within the Green Line while refusing to provide vaccinations to the people in its occupied territory. PA president Mahmoud Abbas spoke, via video link, at the annual J Street conference, where he said that the PA is “ready to resume negotiations with our Israeli counterpart on the basis of international legitimacy, resolutions and signed agreements and under the auspices of the International Quartet.” He also said that moving away from a 2-state solution would lead to apartheid. President Abbas also commended the Biden administration for resuming aid and restoring bilateral relations. (HA 4/18)

Israel and Greece signed a defense procurement deal worth $1.65 billion. According to the deal, the Greek air force will get a training center operated by Elbit Systems, and Elbit will maintain the Greek air force fleet for 20 years. The deal was signed in Cyprus after a meeting between the foreign ministers of Israel, Greece, Cyprus, and the UAE. (AJ, HA, REU 4/18)

Israeli PM Netanyahu appoints a small ministerial panel (himself, DM Barak, Vice PM Moshe Ya’alon, and Minister-without-Portfolio Benny Begin) intended to legalize 3 unauthorized settlement outposts (Bruchin, Rachelim, and Sansanna) located on what Israel has classified as “state land” in the West Bank. Netanyahu previously pledged to bring the issue of the 3 outposts (which received initial approval from previous governments in the 1980s and 1990s but were never given final approval or permits for construction) “to the government for approval.” Netanyahu says the panel will deal only with these 3 outposts and has no relation to a separate committee, headed by Judge Edmund Levy, that was created earlier in 2012 to “examine the legal issues” of all the unauthorized outposts. However, the wording of the panel’s written mandate is potentially broader, stating its role is to “resolve the issues” of “settlements that are now unauthorized outposts and which were constructed years ago on state land with state funds or with initial agreements from state bodies.” By this definition, two-thirds of the 105 unauthorized outposts could be retroactively legalized. Muslim Brotherhood officials in Egypt say they are distancing themselves a bit from Hamas and opening new channels of communication with Fatah in hopes of pressing Hamas to compromise with Fatah on national unity issues so as to increase pressure on Israel. The officials argue that if the 2 Palestinian factions create a untied front with a “newly assertive” Egypt, Egypt will have a better chance of pressuring Israel to make concessions over Palestinian statehood. The Pentagon says it is rushing to modify the aging amphibious assault ship USS Ponce, previously scheduled for decommission, for dispatch to the Persian Gulf by summer 2012 for use as a large floating staging base for commando teams and a docking station for small high-speed boats and helicopters. A computer hacker identifying himself as a Saudi Arabian teenager with the handle 0xOmar hacks 3 Israeli credit card companies and publishes online the credit card data and security information of at least 20,000 Israelis.
