In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Qaryut. Israeli forces violently dispersed Palestinians protesting the siege of Nablus at the Huwwara checkpoint, causing tear-gas related injuries. Israel held general elections for the 5th time since 2019. The right-wing bloc led by Benjamin Netanyahu won a majority of the seats and is expected to form a government in the coming weeks. The Likud Party won the most seats with 32. Yair Lapid’s Yesh Atid gained 24 seats while the third largest party was the Religious Zionism alliance, made up of the Zionist National Union-Tkuma and the Otzma Yehudit party and led by Bezalel Smotrich and Itamar Ben-Gvir, which won 14 seats. The Palestinian parties Hadash-Ta‘al and the United Arab List each gained 5 seats. Balad, Meretz and the Ayelet Shaked-led Habayit Hayehudi did not make the electoral threshold. It was reported that the U.S. was considering a “no-contact” policy in dealing with a potential minister Ben-Gvir given his extremist ideology and actions. The voter turnout among Palestinian citizens of Israel was 55%. Algeria hosted the 1st summit of the Arab League since 2019. The leaders of the UAE, Saudi Arabia, and Morocco did not attend the summit. PA president Mahmoud Abbas held a meeting with acting U.S. assistant secretary of state for Near Eastern Affairs Yael Lambert on the sidelines of the summit. In the West Bank, Israeli settlers with military escort raided Asira al-Qibliya, throwing stones at houses and vehicles, leading to a confrontation with Palestinian residents; tear-gas related injuries were reported. In East Jerusalem, Israeli forces violently dispersed Palestinians sitting near Herod’s Gate plaza, causing injuries from pepper spray; 1 minor was arrested. Palestinians in the West Bank voted in the 2d round of municipal elections. No elections were held in Gaza as Hamas boycotted the elections, and in East Jerusalem Israel prevented elections from taking place. In the week leading up to the elections, Israel arrested 3 candidates and there was speculation whether Israel had coordinated with Fatah to ensure that the party would win the election. The Central Elections Commission said that the voter turnout for the 2d phase of the municipal elections was 53.69%. Candidates running on independent lists won 64.4% of the votes. Hamas, which formally boycotted the elections, allowed candidates to run as independents in the West Bank. U.S. secretary of state Antony Blinken arrived in Israel for a 3-day visit attending a summit of countries that have normalized ties with Israel and for meetings with PA officials. Secretary Blinken will later visit Morocco and Algeria. Jordan was said to have been informally invited and had declined the invitation. The PA called on the participants to bring up issues related to Palestinians during the summit and criticized Israel for using Iran to remove Palestine from the international agenda. In the West Bank, Israeli settlers vandalized some 600 almond and olive trees in Deir Sharaf. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with rubber-coated bullets. 1 Palestinian was arrested during a late-night raid in Kafr Qalil. In East Jerusalem, 3 Palestinian families demolished their own apartment building in Silwan, displacing 20 Palestinians. 2 Palestinians were arrested in Isawiya. Municipal elections were held for representatives in 154 village councils in Area C of the West Bank. Some 400,000 Palestinians were eligible to vote in the elections. There were no elections held in Gaza, as Hamas boycotted the elections. A Hamas spokesperson said that Hamas refuses to “participate in partial elections that are tailored to Fatah, and conducted by the PA.” The Central Election Committee said the voter turnout was 65%. The 2d phase of the municipal elections is scheduled to take place on 3/26/2022, when Palestinians in towns and cities will vote. Israeli mayor of Jerusalem Moshe Leon demanded that the Israeli police in Jerusalem stop using skunk water as a protest dispersal method after it was used to disperse pro-settlement activists, marking the 1-year anniversary of the death of a settler minor who died during a car chase with Israeli forces in the West Bank. 9 UN special rapporteurs wrote to EU high commissioner for foreign policy Josep Borrell, urging him to set a short and defined time frame for receiving evidence from Israel that the 6 Palestinian rights organizations deemed terrorist by Israel on 10/22 are linked to terrorism. In the West Bank, Israeli settlers opened fire at Palestinian-owned shops near Dayr Sharaf; no injuries were reported. Israeli settlers also raided al-Twana, injuring 1 Palestinian by throwing stones. Elsewhere, Israeli settlers spray-painted insults at the Muslim Prophet Muhammad on a road between Jericho and the Dead Sea. Israeli forces raided Jaba‘, leading to confrontations with Palestinians; tear-gas related injuries were reported. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 4th day in a row. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, injuring 2 and arresting 3. Israeli forces also violently dispersed Palestinians in Shaykh Jarrah and Silwan, causing tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire at Palestinians gathered near the Gaza fence east of Khuza‘a; no injuries were reported. In Israel, Israeli forces raided a wedding celebration in Dayr al-Asad after a celebratory gunshot was fired in the air; during the raid, clashes broke out, and 1 Palestinian Israeli was critically injured and 2 Israeli officers were moderately and lightly injured; 2 police cars were set on fire and 11 were arrested. In Iran, Ebrahim Raisi won the presidential elections after the lowest voter turnout in Iran’s history. President-elect Raisi is subject to U.S. sanctions for alleged human rights abuses of overseeing the executions of political prisoners in the 1980s. EU’s foreign policy chief Josep Borrell said, during a trip to Beirut, that EU aid to Lebanon is conditioned on political reforms in the country. (MEMO 6/20)

In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. Israeli forces shoot and kill a Jordanian citizen outside the Old City of Jerusalem after he allegedly stabs and injures an Israeli police officer. A Jordanian govt. spokesperson later demands that Israel provide all details surrounding the incident, calling the killing a “heinous crime.” In the West Bank, IDF troops arrest a Palestinian in c. Hebron when she is found to be carrying a knife. The IDF conducts a late-night raid in Jenin r.c., arresting 2 Palestinians and sparking clashes with stone-throwing residents; 1 Palestinian is injured. Palestinians across the West Bank head to the polls to elect new local representatives. Independent candidates win 65% of the contested seats, Fatah-affiliated lists win 27.6%, and DFLP lists win 2.77%. Hamas, the PIJ, and the PFLP all boycott the elections. In Gaza, Israeli authorities close both the Kerem Shalom and the Erez border crossings. In 2 separate incidents, IDF troops stationed e. of Gaza City fire warning shots at Palestinian farmers approaching the border fence, causing damage. Later, IDF troops stationed along the n. border open fire on a group of Palestinian farmers, causing damage to a car but no injuries. They also arrest 2 Palestinians nr. the border fence e. of al-Maghazi r.c. Unknown assailants set fire to a car belonging to the spokesperson of Gaza’s union of civil servants in Gaza City. In the West Bank, the IDF conducts house searches and raids in 1 village each nr. Hebron, Bethlehem, and Ramallah, arresting 2 Palestinians and issuing arrest summons to 1; patrols in 4 villages nr. Hebron, and in and around Tulkarm; evacuates and demolishes the “Gate of Jerusalem” protest tent camp in Abu Dis for the 11th time, forcing hundreds of Palestinian and international activists to leave the area and detaining 7. Israeli settlers poison a Palestinian family’s water tank in Hebron, but it is discovered before anyone is hurt; assault 2 Palestinian farmers outside a town nr. A Palestinian drives his car into a group of IDF troops in the Gush Etzion settlement bloc, injuring 1; the man is arrested. National elections are held in Israel to determine the makeup of the 20th Knesset. Despite early exit polls predicting a close result, the Likud Party wins 30 seats, making it the largest bloc. During the day, Israeli PM Netanyahu attempts to increase voter turnout among his supporters by saying that Palestinian citizens are voting in “droves” and that their participation will lead to a victory for the left-wing factions. The PA announces that it will operate under an emergency budget for 2015 starting on 4/1, as the economic crisis precipitated by Israel’s ongoing tax revenue freeze continues (over $400 m. is currently being withheld). Employees will continue to receive only partial salaries and govt. offices will receive 50% less funding than in 2014. (REU, TOI 3/17)

In the West Bank, IDF troops raid the offices of Palestinian newspaper al-Ayyam in Ramallah, and order its staff to stop using their presses to print pro-Hamas publications Filastin, al-Risala and al-Istiqlal. The PA permitted the 3 publications to be distributed in the West Bank starting in late 4/2014, in accordance with the Hamas-Fatah reconciliation deal of 4/23. In response to low voter turnout in the Egyptian presidential election, polls are kept open for a 3d day. Following their close, provisional results indicate that al-Sisi won between 89% and 93.4% of the vote, with al-Sisi’s campaign and judicial sources estimating leftist candidate Hamdeen Sabahi won 2.9% and 5%. Judicial sources estimate turnout to be 44.4% of Egypt’s 54 m. eligible voters. Meanwhile, gunmen shoot and kill an Egyptian border guard in Rafah. (AP, MNA, REU 5/28)

Israeli PM Netanyahu visits Jordan’s King Abdallah II in Amman, to discuss developments in the peace process. It is the 1st such meeting since 2/2013, and, according to his office, Netanyahu focused on security arrangements, particularly on the West BankJordan border. (AFP, AP 1/16)

Egyptian state media reports that the new constitution was approved by more than 90% of voters in the referendum held on 1/14, a development seen as likely to advance DM Sisi toward a presidential bid. The state news agency voter turnout estimate shows 40% in Cairo and Alexandria, with only 20–25% turnout in w. and s. provinces. (AP, REU 1/16)

Hassan Ruhani wins Iran’s presidential election, with a voter turnout of around 80%. The win is seen as a victory for moderate elements within the domestic political scene and a defeat for conservative clerical hard-liners. He will assume office on 8/3 when Ayatollah Ali Khamenei endorses the election results. White House spokesperson Jay Carney says that Obama congratulates Iranians for their courage in voting. Palestinian protesters in Nablus demonstrate against living costs, demanding a reduction in the Value Added Tax and a subsidy for basic goods. Palestinian People’s Party representative Khalid Mansour tells the rally that PA Pres. Abbas should reconsider the Paris Protocol, or even “disavow it completely.” (MNA 6/15)

Egyptian pres. Mohamed Morsi says that he has cut all diplomatic ties with Damascus and backs a no-fly zone over Syria, an announcement he makes at a rally in Cairo. (REU 6/15)

srael holds parliamentary elections, dealing a significant setback to current PM Benjamin Netanyahu and the Likud-Yisrael Beiteinu joint ticket. The next Knesset will be almost evenly split between the right-wing/religious bloc and centrist/center-left blocs, with the headlines dominated by the rise of centrist party Yesh Atid (‘‘There Is a Future’’) and its leader Yair Lapid. The final tally gives 31 seats to Likud-Yisrael Beiteinu, 19 to Yesh Atid, 15 to a resurgent Labor party, 12 to Naftali Bennett’s Jewish Home, 11 to Shas, 7 to United Torah Judaism, 6 each to Meretz and Tzipi Livni’s party Hatnuah, 4 each to United Arab List and Hadash, 3 to Balad, and 2 to Kadima. Voter turnout overall is high, with the estimated turnout for Palestinian citizens of Israel at 56%, according to figures cited by Army Radio. Israel holds parliamentary elections, with voter turnout at a relatively low 63%. The Kadima party, founded by Ariel Sharon and led by Ehud Olmert, wins 29 of the 120 Knesset seats (less than expected) compared to Labor with 19 seats, Likud (the biggest loser compared with its 38 seats last election) with 12, Shas with 12, Yisrael Beiteinu with 11, National Union–National Religious Party with 9, Pensioners’ Party with 7, United Torah Judaism with 6, Meretz with 5, and 3 Arab parties with a total of 10.
