In Gaza, IDF troops open fire on 4 Palestinian minors approaching the border fence near Jabaliya refugee camp, injuring 1. They then cross the fence, arrest the injured Palestinian, and take him to a hospital in Israel. The IDF claims that the minors were attempting to damage the border fence and enter Israel. Later, IDF troops open fire on 4 Palestinians approaching the border fence near Rafah, injuring 2. They also open fire on Palestinian farmland near Gaza City. In the West Bank, IDF troops arrest 14 Palestinians during late-night raids in and around Tubas, Bethlehem, Ramallah, Tulkarm, and Nablus; and patrol near Hebron and Salfit. A coalition of armed Palestinian groups in Gaza, including Hamas and PIJ, jointly release a statement claiming credit for the rocket fire into Israel on 6/26. “All bombings will be responded to with bombing; we will not accept the continued IDF attacks.” (HA, JP 6/27)

In retaliation for the incendiary kite and balloon attacks from Gaza on 6/17, the IAF conducts air strikes on 9 Hamas sites across Gaza overnight, causing major damage. Unidentified Palestinians in Gaza then launch 3 rockets toward southern Israel; 2 land in open areas, causing no damage or injuries (the third falls short of the border fence). Also along Gaza’s border fence, IDF troops open fire on 4 Palestinians allegedly attempting to cross the fence into Israel near Gaza City; 1 Palestinian is killed and the other 3 are injured. The IDF reports that the men were attempting to sabotage “security infrastructure.” In the evening, the IAF conducts another round of air strikes across Gaza, targeting Hamas and other armed groups’ infrastructure. In the West Bank, IDF troops assault Palestinian farmers traveling from Hebron to Jerusalem and confiscate the crops they are bringing to market. They also arrest 2 Palestinians during late-night raids near Bethlehem, and patrol near Hebron. In East Jerusalem, a number of Israeli settlers tour Haram al-Sharif in the morning. Meanwhile, Israeli forces arrest a senior Islamic Waqf guard at the sanctuary. They also set up a new watchtower outside one of the main entrances. In a statement, PA president Abbas rejects the U.S. plan, first reported on 6/17, to raise money for relief efforts in Gaza, accusing the Trump administration of attempting to separate Gaza from the West Bank in the name of “humanitarian aid or rehabilitation.” (HA 6/18)

Israeli PM Netanyahu meets with Jordan’s King Abdullah II in Amman. They discuss a number of regional issues, including the Palestinians. It is their first public meeting since 11/2014. (JP 6/19)

Along Gaza’s border fence, IDF troops arrest 2 Palestinians who crossed the fence near Bayt Lahiya armed with knives, bolt cutters, and inflammable material. The Israeli press reports that the troops came under fire from unidentified assailants in Gaza as they made the arrests. Israeli tanks then shell 3 Hamas military sites in Bayt Lahiya, killing 1 Palestinian, critically injuring a second, and causing damage. Later, armed Palestinians in Gaza open fire across the border fence near Bayt Hanun, causing minor damage to Israeli buildings and cars. Separately, IDF troops shoot and injure a Palestinian at a protest camp near Gaza City. In the West Bank, Israeli settlers uproot at least 100 grapevines on Palestinian farmland outside Kafr Malik village near Ramallah. IDF troops arrest 8 Palestinians during late-night raids near Ramallah, Qalqilya, Tulkarm, Hebron, and Bethlehem; and patrol near Tulkarm, Hebron, and Qalqilya. FMs from across the European Union (EU) meet in Brussels to discuss the situation in Gaza. They do not release a joint statement on the matter, indicating a lack of consensus. (JP 5/28)

Approximately 20 Grad and Fajr-5 rockets are fired from Syria toward northern Israel. Four of them are intercepted by Israel’s Iron Dome missile defense system, and the rest explode over Syrian territory, causing no major damage or injury. The IDF accuses Iran of being behind the attack and retaliates, bombing dozens of alleged Iranian weapons storage, logistics, and intelligence sites in Syria; 27 people are killed, including 19 Iranians, according to the Syrian Observatory for Human Rights. IDF troops arrest 8 Palestinians during late-night raids near Jericho, Tubas, Bethlehem, Ramallah, and Jenin; and patrol near Hebron and Nablus. In East Jerusalem, Israeli forces establish a checkpoint in Abu Dis, sparking minor clashes with Palestinian minors; 1 Israeli border police officer and 7 Palestinians are injured (3 Palestinians are arrested as well). In the West Bank, an Israeli settler driver allegedly rams a Palestinian youth nr. Hebron, causing serious injuries. Israeli settlers and IDF troops surround a Palestinian school in Tuqu‘ village nr. Bethlehem. The soldiers arrest 2 teachers and 1 student who allegedly threw rocks at the settlers. IDF troops raid a printing shop in Ramallah, seizing $18,000 worth of equipment. They also arrest 2 Palestinians during a late-night raid nr. Ramallah, patrol during the day nr. Hebron and Qalqilya; and violently disperse Palestinian and international activists at a protest encampment outside Yatta village nr. Hebron; there are no serious injuries. The IDF injures 4 Palestinians in further clashes at a checkpoint nr. Qalqilya. In East Jerusalem, Israeli forces arrest 6 Palestinians during violent raids in Issawiyya and Hizma. PA pres. Abbas meets with U.S. special rep. for international negotiations Jason Greenblatt in Ramallah to discuss the Dignity Strike. “We asked the American side to intervene in guaranteeing [our] prisoners’ rights and achieving their humane demands,” Abbas later tells the Fatah Central Comm. (JP, TOI 5/25)

Greenblatt also meets with Israeli PM Netanyahu to follow up on U.S. pres. Trump’s visit to the region on 5/22–23. The PM’s office then denies a report that the U.S. is pushing for Israel to transfer parts of Area C to Area B, increasing Palestinian control of the West Bank, as a goodwill gesture. (JP 5/26)

The IDF’s Coordinator of Govt. Activities in the Territories (COGAT) Yoav Mordechai says that the Israeli govt. will acquiesce to the PA’s 4/27 request to reduce the electricity supply to Gaza (see JPS 46 [4]). The PA, which typically pays NIS 40 m. (approx. $11.2 m.) per mo. for Israel to transfer electricity to Gaza, will reduce its monthly payments to NIS 25–30 m. (BBC, JP, MNA, TOI, YA 5/25; AP 5/31)

Hamas forces execute the 3 Palestinians convicted of crimes related to the assassination of senior Hamas cmdr. Fuqaha on 3/24 (see JPS 46 [3]). (JP, NYT 5/25; EI 5/26)

IDF troops raid a protest camp nr. Hebron where approx. 175 Palestinian and Israeli activists are protesting the eviction of an entire Palestinian community in the area. The IDF tears down the activists’ tents and confiscates their generator and sound system; there are no serious injuries. IDF troops also violently disperse Palestinians nr. Ramallah (Silwad and Nabi Salih) and Jericho rallying in solidarity with the hunger-striking prisoners; at least 11 Palestinians are injured. Elsewhere in the West Bank, IDF troops shoot stun grenades and tear gas at Palestinian students in al-Khadir nr. Bethlehem, seriously injuring 1. They also arrest 5 Palestinians during late-night raids nr. Bethlehem and Nablus, and patrol nr. Hebron and Nablus. Israeli settlers attempt to cut the power supply to Burin village nr. Israel’s security cabinet approves a package of measures designed to facilitate economic growth in Area C of the West Bank. The package is explicitly meant as a confidence-building gesture of good faith ahead of U.S. pres. Trump’s visit to Israel and the occupied Palestinian territories (oPt) on 5/22–23. Israel’s security cabinet creates a comm. to address unregulated settlement outposts and the implementation of the so-called regulations law that the Knesset passed in 12/2016 (see JPS 46 [3]). The comm. is set to work on the issue for 3 years, with PM Benjamin Netanyahu and DM Avigdor Lieberman receiving updates every 3 mos. (JP 5/21)

The Israeli Air Force (IAF) launches a strike on an agricultural area along the border fence nr. Gaza City, causing minor damage and no injuries. The IDF says that the strike was a part of an unspecified IAF exercise. In the West Bank, Israeli forces raid several homes in Yatta, the village of the Palestinians who attacked Israelis on 6/8 in Tel Aviv; and demolish a retaining wall nr. the village. Israeli soldiers arrest 1 Palestinian during a raid in ‘Askar r.c. nr. Nablus, sparking minor clashes with stonethrowing Palestinian youths (1 Palestinian is seriously injured). Israeli forces arrest 10 Palestinians during late-night raids in and around Hebron, Jenin, Nablus, Bethlehem, Ramallah, and East Jerusalem; and patrol nr. Hebron and Ramallah throughout the day. A COGAT official says that Israel’s political leadership has ordered COGAT to freeze any building plans in bedouin communities in Area C. Right-wing Israeli politicians think the PA is using building construction to consolidate power over Area C to keep the land in a future Palestinian state. (JP 6/15)

Reps. of 29 countries gather in Paris for a French-organized conference aimed at establishing a framework for a new round of Israeli-Palestinian negotiations. Conference participants agree to push for another international conference by the end of 2016, release a joint statement reaffirming the 2-state solution as their goal, express “alarm” at the current situation, and state that“the status quo is not sustainable.” The nonbinding statement also acknowledges both Israeli settlements and acts of violence as obstacles to peace (see Update). Meanwhile, the IDF arrests 1 Palestinian and issues 2 arrest summons during raids in Bethlehem and Hebron; and patrols nr. Hebron throughout the day. The Egyptian authorities keep the Rafah border crossing in Gaza closed. It had been open on 6/1–2.

In the Jerusalem area, 2 Palestinians are killed in separate incidents. First, an Israeli settlement security guard shoots and kills a 13-year-old Palestinian outside the Anatot settlement after she allegedly attempts to stab him, and the IDF returns the youth’s body to her family. Another Palestinian youth is killed in Abu Dis when a pipe bomb he carries goes off accidentally. Some in the Israeli press claim that the youth was intending to throw the bomb at a nearby Israeli police base. Meanwhile, Israeli forces conduct raids and house searches in 3 areas nr. Hebron and Dahaysha r.c. nr. Bethlehem, arresting 5 Palestinians and issuing arrest summons to 4; patrol in 5 villages nr. Ramallah. They also patrol in Silwan, East Jerusalem, sparking clashes with stone-throwing Palestinian youths (1 Palestinian is injured and another is assaulted and arrested). In Gaza, a Hamas fighter dies in a tunnel collapse nr. Khan Yunis. Separately, unknown persons fire a rocket toward Israel; it lands short of the border, causing no damage or injuries. In the West Bank, Israeli forces uproot olive trees and demolish a car wash on about 20 dunams (around 5 acres) of Palestinian land nr. Bethlehem; confiscate grocery stalls along bypass road Route 60. IDF troops conduct raids and house searches in Jenin, Qalqilya, and 1 village nearby, and 1 village each nr. Ramallah and Bethlehem, arresting 8 Palestinians and assaulting 1; patrols in 2 villages nr. Jericho and 1 nr. Hebron. In n. Israel, Israeli forces demolish a Palestinian home in Kafr Kanna claiming that it was built without a permit. Hebron mayor Dawud al-Zaatari announces that Israel’s Coordinator for Govt. Activities in the Territories (COGAT) office has approved the reopening of around 70 Palestinian shops in c. Hebron on 6/19. The IDF closed over 500 Palestinian shops in Hebron at the beginning of the 2d intifada in 2000. Meanwhile, the Knesset votes to extend for another year a law that allows the govt. to withhold citizenship or residency from Palestinians from the oPt who are married to Palestinian citizens of Israel (PCI). Originally passed in 2003, its authority has been extended every year since. (AFP 6/15; HA 6/17)

UNRWA comm.-gen. Pierre Krähenbühl reiterates that the agency is operating with a $101 m. deficit for core programs, and says that it might be forced to suspend all activities by 9/2015 unless donors give more money. UNRWA’s operating costs run at around $35 m. per mo. (MNA, UNRWA 6/15)

Cypriot pres. Nicos Anastasiades and Israeli PM Netanyahu meet in Israel and discuss the possibility of Netanyahu addressing the EU at an upcoming meeting in Brussels. The news of Anastasiades’s proposal to invite Netanyahu to Brussels will break on 6/29. (HA 6/19)

An Israeli delegation headed by National Security Adviser Yossi Cohen arrives in Washington, for talks with U.S. officials on the P5+1’s ongoing negotiations with Iran ahead of the 6/30 final agreement deadline. According to the Israeli official who announced the trip on 6/11, it is part of the effort to improve U.S.-Israeli communication surrounding the deal. (HA 6/11; JP 6/16)

On 2 occasions off Gaza’s coast nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, damaging 1. In the West Bank, IDF troops assault and moderately injure a Palestinian man nr. Bethlehem and assault another Palestinian attempting to cross into Israel nr. Jerusalem. The IDF conducts house searches and raids in and around Ramallah, and in Nablus, ‘Aqabat Jabir r.c. nr. Jericho, and 1 village each nr. Hebron and Tulkarm, arresting 10 Palestinians, issuing arrest summons to 1, confiscating around NIS 4,300 (around $1,100), and destroying a door. The IDF patrols during the day in 1 village each nr. Jenin and Hebron. An Israeli settler rams a Palestinian man with a car nr. Nablus, injuring him. PA PM Hamdallah and EU rep. to the PA John Gatt-Rutter, along with a delegation of EU officials, visit Susiya village in the s. Hebron hills to show support for the village’s 340 residents. On 5/4, Israel’s Supreme Court upheld the govt.’s plans to evacuate and demolish the village, denying a petition from activists and residents. Gatt-Rutter calls on Israel to reverse its demolition plans. Meanwhile, the bedouin residents of Umm al-Hiran, a village in the Negev, file another petition to Israel’s Supreme Court, appealing the court’s 5–4 rejection of their previous petition that called for a reprieve from the state’s planned evacuation and demolition of their village. The UN releases its “List of Shame,” or blacklist, documenting known violators of children’s rights but excluding Israel and Hamas. Secy.-Gen. Ban excluded Israel and Hamas despite official requests from the PA, in the case of the former, and various international organizations, the U.S., and Israel, in the case of the latter. In Gaza City, Hamas security forces shoot and kill the leader of a small Islamist group during an arrest raid on his home. He was allegedly involved in recent explosions throughout Gaza. IDF troops on the Gaza border e. of Khan Yunis open fire on agricultural lands for the 2d day in a row. In the West Bank, Israeli forces deliver stop-work orders to 4 homes under construction nr. Bethlehem. IDF troops on a late-night raid nr. Ramallah issue 1 Palestinian an arrest summons, sparking minor clashes with stone-throwing Palestinian youths. The IDF also conducts late-night raids in and around Qalqilya and Hebron, 3 villages nr. Nablus, and 2 nr. Tulkarm, arresting 2 Popular Front for the Liberation of Palestine (PFLP) leaders and 7 other Palestinians, issuing an arrest summons to another, and confiscating various personal effects; patrols in 1 village each nr. In an interview with Israel’s Channel 2, U.S. pres. Obama says that Israeli PM Netanyahu’s position on the 2-state solution puts Israel’s international credibility in jeopardy because it “has so many caveats, so many conditions that it is not realistic to think that those conditions would be met at any time in the near future.” (HA, REU 6/2; WAFA 6/3)

In a Washington Post interview, PA PM Hamdallah says the Palestinians have “received assurances” from the U.S. that it will “resume negotiations” between Israel and the Palestinians once the P5+1 and Iran reach a final nuclear agreement. He adds that the Palestinians are interested in a “new framework” for negotiations, including talks sponsored by the U.S., EU, and UN. (WP 5/31; JP, TOI 6/1)

The Knesset’s Ministerial Comm. for Legislation unanimously approves an amendment to the penal code allowing convicted stone-throwers to be sentenced to 10–20 years in prison and reducing the govt.’s burden of proof for obtaining such convictions (the Knesset will pass it into law on 7/20). PFA chair Rajoub amends the PFA’s res. to suspend Israel from international soccer in the hours before a scheduled vote on the measure at the annual FIFA congress in Zurich. Instead, the delegates approve, 165–18, a modified measure establishing a comm. to monitor movement restrictions on Palestinian soccer players, Israeli racism, and the status of teams based in Israeli settlements. According to an International Atomic Energy Agency (IAEA) report, Iran continues to withhold key information about the alleged military dimensions of its past nuclear activity. PA pres. Mahmoud Abbas’s spokesperson calls PM Netanyahu’s 5/17 remarks about Jerusalem a clear violation of UN res. and states that there will be no peace in the Middle East unless the Palestinians have a capital in East Jerusalem. (HA, TOI 5/18)

After a meeting of the European Union (EU) FMs in Brussels, EU foreign policy chief Federica Mogherini says that the EU is “ready and willing” to play a major role in a new round of peace negotiations between the Israelis and Palestinians. Israeli PM Netanyahu’s new govt. presents a document to the Knesset outlining the basic principles binding its ruling coalition. In language similar to that used for the 2009 and 2013 govts., it says that the govt. will work toward a peace agreement with the Palestinians, but it does not specify a 2-state solution. It also notes that “if an agreement of this kind is reached [with the Palestinians], it will be brought for the approval of the cabinet and Knesset, and if necessary, a national referendum as well.” (AFP, HA 5/13)

In an interview published today, U.S. Pres. Obama says that the U.S. is “taking a hard look” at its positions regarding the Israeli-Palestinian conflict, and that the Palestinians “deserve an end to the occupation and the daily indignities that come with it.” Obama is hosting several leaders of the GCC countries at a summit in Washington today to discuss regional issues. The head of the Palestinian Power and Natural Resources Authority Omar Kittanah announces that the PA cabinet has approved an initiative to connect the electricity grid in the West Bank to Jordan. As civil war escalates in Syria, Palestine Liberation Army (PLA) col. Ahmad Salih Hassan is shot dead near Damascus. The PLA is technically a wing of the PLO but is incorporated into the Syrian army. Government sources blame the Free Syrian Army (FSA) for Hassan’s killing, whereas opposition groups claim he was killed by government forces for refusing orders to target the FSA. Hassan is the 6th PLA officer to be killed since 1/2012. A new charity funded by 3 Russian Jewish billionaires and comanaged with the Israeli government plans to offer a $1-m. ‘‘Genesis Prize’’ for excellence in any field. The prize is intended to ‘‘honor those who attribute their success to Jewish values’’ and to ‘‘recognize the role of Jewish identity in encouraging universal achievements.’’ (NYT 6/27)
