Israeli forces injure a man in a drone strike in Jenin before raiding the city and its refugee camps, uprooting streets and causing damage to homes. Israeli forces also shoot and injure a Palestinian man during a raid in Qusra, others suffer tear-gas related injuries. Elsewhere, Israeli forces shoot and injure 2 Palestinians during a raid in Qalqilya. Israeli forces also demolish 3 homes in al-Walaja, displacing 16 people. Meanwhile, Israeli forces demolish 2 structures in Jalbun and declare the village a closed military zone. Israeli forces also arrest 35 Palestinians during raids in and around Yatta, Bethlehem, Jenin, and Ramallah. In Gaza, Israeli forces bomb Nuseirat refugee camp, Dayr al-Balah, Gaza City, Khan Yunis, and Rafah, killing at least 76 people. Israeli forces also fire tank shells at the Nasser Hospital in Khan Yunis, causing damage. 10 children die of hunger at al-Shifa and Kamal Adwan hospitals. Al-Awda Hospital in Jabalia refugee camp, the last functional hospital in northern Gaza, suspends operations due to a lack of fuel and medical supplies. More than 29,954 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 70,325 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 404 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,592 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 240 Israeli soldiers have been killed and 1,429 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. Hamas official Basem Naim says there is still a wide gap between the Hamas position and the ceasefire proposal it has received, adding that Hamas’s non-negotiable demands are a final lasting ceasefire and not a pause, a total withdrawal of Israeli forces from Gaza, and the freedom of movement for Palestinians in Gaza. PA president Mahmoud Abbas meets with UNRWA commissioner-general Philippe Lazzarini in Ramallah. Abbas also sends letters to various heads of state rejecting Israel’s post-war plans for Gaza and calling for intervention to save Palestinians in Gaza. Foreign Minister Riad al-Maliki says Palestinian factions will discuss the establishment of a new technocratic PA government during a meeting in Moscow on 2/29 and that he thinks Hamas understands that if the party is included in the technocratic government it would be boycotted internationally. Al-Maliki also says that the resignation of the PA government on 2/26 was done to show the PA’s readiness to engage with international partners on the future of the PA. Israel’s Channel 12 reports that the Israeli war cabinet has removed National Security Minister Itamar Ben-Gvir’s power to manage the Haram al-Sharif compound and will not severely restrict Muslim worshippers from praying there during Ramadan. U.S. State Department spokesperson Matthew Miller says that the U.S. encourages Israel to allow Muslim worshippers to enter the Haram al-Sharif compound during Ramadan. Energy Minister Eli Cohen says Israel should not normalize relations with Saudi Arabia if it means the establishment of a Palestinian state. Prime Minister Benjamin Netanyahu meets with UN senior coordinator for humanitarian aid and reconstruction in Gaza Sigrid Kaag, discussing aid deliveries to Gaza. Axios reports that the U.S. is considering airdropping humanitarian aid to Gaza as the Israeli invasion has hindered aid reaching northern Gaza and severely limited the amount that can reach the south. USAID administrator Samantha Power says at the Karem Abu Salem (Kerem Shalom) crossing that the U.S. has urged Israel to open more crossings to facilitate aid deliveries. Canada says it is considering airdropping aid in Gaza. President of Refugees International Jeremy Konydyk says aid delivered by air is negligible and helps Israel’s strategy of blockading Gaza. Qatar and France issue a joint statement calling on Israel to open all crossings to Gaza to allow aid to enter, saying the 2 countries reject the “killing and starvation suffered by the Palestinian people in the Gaza Strip.” (AJ 2/28)

Israeli finance minister Bezalel Smotrich issues a statement after meeting with Prime Minister Benjamin Netanyahu, Defense Minister Yoav Gallant, and Strategic Affairs Minister Ron Dermer, saying the government will submit plans for 2,350 new settlement units in Ma’ale Adumim, 300 in the Keidar settlement, and 694 in the Efrat settlement in response the killing of an Israeli settler earlier in the day. National Security Minister Itamar Ben-Gvir says Israeli settlers’ right to freedom of movement in the West Bank overrides that of Palestinians’, adding he will further limit the freedom of movement for Palestinians. Prime Minister Netanyahu presents his post-war plan for Gaza to the Israeli war cabinet, which includes installing “local officials” to govern the area, “maintain an indefinite freedom to operate throughout” Gaza, enlarge the “buffer zone” inside Gaza, and the complete demilitarization of Gaza before reconstruction is allowed to begin. Netanyahu’s plan also includes the permanent closure of UNRWA and the rejection of “unilateral recognition” of a Palestinian state. Defense Minister Gallant meets with U.S. National Security Council coordinator for the Middle East and North Africa Brett McGurk, saying Israel will expand the authority of Israeli negotiators to reach a prisoner exchange deal in Paris over the weekend. Jordanian representatives, including Foreign Minister Ayman Safadi, give statements to the ICJ on the fourth day of the hearings on the legality of the Israeli occupation of Palestinian territories, saying Israeli policies and practices show that Israel intends for the occupation to be permanent. Japan’s representative argues that even territory that is not internationally recognized cannot be acquired by force. Ireland’s representative says Israel has committed serious breaches of international law during its occupation. China says the issue of Palestinian self-determination is a UN issue, countering a U.S. argument made on 2/21, and argues that because of the occupation the right to self-defense lies more with the Palestinians than with the Israelis. UNRWA commissioner-general Philippe Lazzarini writes a letter to UN General Assembly president Dennis Francis, saying Israel is making a “concerted effort” to dismantle UNRWA, including by ordering UNRWA to leave a vocational center in East Jerusalem and pay Israel $4.5 million for using the facility, pointing out that the facility was given to UNRWA by Jordan in 1952. Lazzarini also says Israel is only giving UNRWA staffers visas for 1-2 months, that Finance Minister Smotrich has threatened UNRWA with revoking its tax exemption, that an Israeli bank has blocked the UNRWA account, and that Israeli customs has suspended shipments of goods to UNRWA. In the West Bank, Israeli settlers shot and killed a Palestinian in Huwwara as Israeli settlers with a military escort, including MK Zvi Sukkot, raided the town at night. 51 Palestinians were injured, including 42 by tear gas, and settlers vandalized Palestinian property. The PA condemned the raid, saying Israel and the U.S. were responsible. Israeli national security minister Itamar Ben-Gvir said of the raid on X, “Our lives take priority to the Palestinians’ freedom of movement (and commerce).” Israeli settlers, including MK Limor Son-Harmelech, raided Jabel ‘Aybal in Area B near Nablus for the fifth day in a row. Settlers first toured the site on 10/2 with a military escort but since then have toured it without military involvement. Son-Harmelech called on the Israeli government to create a settlement at the site. Elsewhere, Israeli settlers vandalized 40 olive trees and stole the olive harvest in Yasuf. Israeli settlers also fired live ammunition at Palestinian motorists near Turmus ‘Ayya and threw stones at Palestinians at the DCO checkpoint near al-Bireh, causing damage. Israeli forces violently dispersed the funeral procession for the Palestinian who was killed in Huwwara in the early hours of the day, injuring 1 person with live ammunition, 1 with a baton round, and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring a journalist with a baton round and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. In the West Bank, Israeli settlers raided Umm Safa, throwing stones at Palestinian farmers working their land. Israeli settlers also blocked Route 60 between Jerusalem and Ramallah, burning tires in protest over an Israeli demolition of a settlement outpost nearby. Israeli forces issued 12 stop work notices for 1 soccer field and 11 shacks in Masha and demolished an irrigation system under construction in Artas. Israeli forces also razed some 50 dunams (12.35 acres) of Palestinian land near Bruqin to expand the Brukhin settlement. In East Jerusalem, Israeli forces violently dispersed Palestinians celebrating Mawlid, the birthday of the Prophet Mohammad, assaulting people gathered at the Damascus Gate Plaza. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 1 with live ammunition and others with tear gas east of Khuza’a. PA prime minister Mohammad Shtayyeh met with Saudi non-resident ambassador to Palestine and consul general in Jerusalem Nayef al-Sudairi in Ramallah. It was al-Sudairi’s third day of meetings with Palestinian officials in the West Bank. Al-Sudairi also canceled a visit to the Haram al-Sharif compound on the occasion of Mawlid, reportedly after social media calls to prevent the visit in protest over the Saudi-Israeli normalization plans and due to the visit not being coordinated with the Jordanian-run Waqf, making the security a matter for the Israeli police. UN envoy for the Middle East peace process Tor Wennesland said after visiting Gaza that the situation was dire and that all parties must avoid another conflict, saying that “the people of Gaza have suffered enough.” Wennesland also briefed the UN Security Council, saying that Israel has advanced more than 10,000 settlement housing units in the last 3 months, calling on Israel to cease settlement activity immediately and calling on member states to up funding for UNRWA and the World Food Programme, which both need funding for food assistance in Gaza and the West Bank. The U.S. admitted Israel into its Visa Waiver Program, allowing Israelis to enter the U.S. for 90 days without obtaining a visa. Democratic senators Chris Van Hollen (D-MD), Brian Schatz (D-HI), Jeff Merkey (D-OR), and Peter Welch (D-VT) criticized the move, saying Israel has failed to meet the reciprocity requirements as not all U.S. citizens are treated equally by Israel, referring to Palestinian Americans who do not enjoy the same freedom of movement in Israel and Israeli-controlled crossings in the Occupied Palestinian Territories as other Americans do. Palestinian American member of the House Rashida Tlaib also criticized the decision, saying “it explicitly condones and enables the Israeli government’s discriminatory practices towards Americans requesting entry, including hours of detainment and interrogation.” U.S. embassy to Israel chargé d’affaires ad interim Stephanie Hallett said the embassy had established a working group to solve the issue of Palestinian Americans not being able to drive from the West Bank to Israel. The Lebanese army said it had exchanged smoke grenades with Israeli forces while working to remove “infringements” placed by Israeli forces on the Lebanese side of the Blue Line. A similar incident occurred on 9/23. (HA 9/27)

In the West Bank, Israeli settlers vandalized 1 water well, 120 olive tree saplings, and wheat and barley crops in the Masafer Yatta area. Israeli forces shot and injured 6 Palestinians, including 1 with live ammunition and 5 with baton rounds during a raid in Nablus to clear the area around Joseph’s Tomb for a large settler tour. Israeli forces also demolished 1 agricultural structure in Nabi Ilyas and issued a demolition notice for a commercial structure in Deir Balut. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished 1 residential building in Wadi Qaddum, displacing 50. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Beit Lahiya; no injuries were reported. The subcommittee for settlements under the Higher Planning Committee in the Civil Administration approved 552 housing units for construction in the Givat Ze’ev settlement. The Israeli Ministry of Construction and Housing also issued a tender for the construction of 58 housing units in the planned new settlement Ariel West. (PCN 5/17; WAFA 5/20)

The Knesset approved a preliminary vote to ban flying the flag of a “hostile entity,” including the Palestinian flag. If enacted the flying of the Palestinian flag could be punishable by up to 1 year in prison. The bill will have to pass 3 readings in the Knesset to become law. (QDS 5/17; JDF, MEE 5/18: HA 5/25)

Ahead of the Jerusalem Day march in Jerusalem, Israeli national security minister Itamar Ben-Gvir said that his policy is “to allow the complete freedom of movement for Jews in Jerusalem.” (HA 5/17)

Jordanian member of parliament Imad al-Adwan was charged in a state security court in Amman for smuggling weapons to the West Bank. Al-Adwan was arrested by Israeli forces on 4/22 and later handed over to Jordan. (AP, MEE 5/17)

Israeli Foreign Ministry director general Ronen Levy met with U.S. officials in Washington D.C. to discuss ways to expand the normalization deals the U.S. has been brokering for Israel, particularly the prospect of normalizing ties with Saudi Arabia. Among the U.S. officials were White House Middle East coordinator Brett McGurk, presidential envoy on energy security Amos Hochstein, and White House senior director for African affairs Judd Devermont. Hochstein and McGurk met with Saudi crown prince Mohammed bin Salman on 5/7. Axios also reported that the White House was considering appointing former U.S. ambassador to Israel Dan Shapiro as the State Department normalization envoy. Israeli and Palestinian officials issue opposing statements on the content of Israel’s principles on borders presented in the Jordanian-sponsored exploratory talks last quarter. Israeli officials say the principles “effectively means a withdrawal from 90% of the West Bank,” similar to proposals made by Israel at the 2008 Annapolis conference. Palestinian officials counter that Israel never presented maps or discussed percentages, stating “If they wanted to say 90% they should have said 90%.” (WT 2/24)

Jerusalem Post reports that Naftali Bennett, former head of PM Netanyahu’s office and a former head of the YESHA settlers council who has recently launched a new group called One State Israel, has started circulating his proposed solution to the Israel-Palestine conflict to Israel’s political and military elites, who reportedly give it “high praise.” His “Israel Stability Initiative,” which he describes as “a practical plan for managing the . . . conflict,” calls for: (1) Israel unilaterally extending sovereignty over West Bank area C (60% of the West Bank); (2) granting citizenship to the 50,000 (by his estimate; as of 8/2011, OCHA put the figure at 150,000) Palestinians in Area C; (3) full PA “autonomy” in and freedom of movement among West Bank areas A and B; (4) no right of return for Palestinian refugees and no access for Palestinian refugees to areas under PA control; (5) a “full Israeli security umbrella” covering all of the West Bank; (6) the permanent separation of Gaza from the West Bank; and (7) heavy Israeli investment in economic projects in the West Bank that reinforce separation, such as joint industrial zones and separate road networks. Briefing the Knesset’s Foreign Affairs and Defense Comm., IDF chief of staff Gantz says the IDF is preparing for a massive influx of refugees into the Golan Heights if Syrian pres. Bashar al-Asad falls, which in the IDF’s assessment is “inevitable.” He says Israel would try to keep the refugees in a strategic buffer zone between the Golan and Syria, and would likely move Alawite refugees to the divided Alawite city of Ghajar straddling the Lebanon-Israel border to prevent any conflict between Alawis and the Druze population of the Golan.
