In Israel, hundreds of thousands of Israelis protested across the country against the government as the Knesset passed an amendment to the Basic Law on Government to prevent the attorney general from declaring the prime minister unfit for office. The Jordanian foreign ministry said “Israel’s measures to change the status quo on the Haram al-Sharif compound are a dangerous escalation. Israel bears full responsibility for the consequences of the current escalation that is thwarting efforts invested to bring about calm,” in response to the many Palestinian injuries at the compound in the past days. The spokesperson for King Abdullah II also called on the international community to pressure Israel to stop its escalation at the holy site. PA president Mahmoud Abbas spoke with Turkish president Recep Tayyip Erdoğan, who condemned the Israeli violence. Hamas and Islamic Jihad also slammed the Israeli-led violence on the compound. The United Arab List (UAL) froze its membership of the Israeli coalition in response to Israeli punitive measures against Muslim worshippers at the Haram al-Sharif compound. Members of the UAL are expected to start working with the government coalition again after the end of the month of Ramadan, which is before the Knesset recess ends on 5/8. Hamas, the PA, Jordan, Morocco, UAE, Bahrain, the United Arab List, and the Organisation of Islamic Cooperation condemned the Israeli-led violence at the Haram al-Sharif compound (see above). The U.S. state department released a statement urging “all sides to exercise restraint, avoid provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount.” The spokesperson for UN secretary general António Guterres expressed grave concern about the situation in Jerusalem. At a Passover seder hosted by U.S. vice president Kamala Harris and 2nd gentleman Doug Emhoff, the couple served wine made by the settler winery Psagot Winery in the West Bank. Israel only allowed Palestinians 50 years or older to enter East Jerusalem from the West Bank for Friday prayers. Past years have seen more than 200,000 Muslim worshippers pray at the compound on the 1st Friday of Ramadan. The Israeli civil administration said, after having to respond to a freedom of information petition from HaMoked, that during 2021 it had banned 10,594 Palestinians from the West Bank from traveling abroad. According to a source in the civil administration, travel bans can be applied to Palestinians by Israel automatically, for example, in cases where the person is a relative of someone deemed by Israel to be involved with terrorism. PA president Mahmoud Abbas announced that the PA will end all agreements with Israel and the U.S., including security agreements, because of Israel’s plans to annex parts of the West Bank. Haaretz reported that Palestinian sources said that coordination with Israel would continue at a lower level of engagement, at least for a time. In a speech, President Abbas said that, by Israel making the unilateral decision to annex parts of the West Bank, it has “annulled the Oslo agreement and all agreements signed with it, after snubbing all these years all these agreements and all the resolutions of the international legitimacy and international law.” Abbas further stated that the PA is ready to negotiate within the parameters of the Arab Peace Initiative, and that it had signed agreements “to accede to international agreements and conventions that we [the PA] have not yet joined.” (Guardian, WAFA, WAFA 5/19; HA, NYT, WAFA 5/20)

PA prime minister Mohammad Shtayyeh and German foreign minister Heiko Maas released a joint statement after a virtual meeting, stipulating that “[a]nnexation of any part of occupied Palestinian territories including East Jerusalem constitutes a clear violation of international law and seriously undermines the chances for the two-state solution within a final status agreement.” It further read that Germany “took note of the Palestinian view that such a step would put an end to all signed agreements.” Separately, the French foreign minister Jean-Yves Le Drian warned that Israeli annexation will have consequences for the EU’s relationship with Israel. The Israeli high court of justice rejected a petition to bar the Israeli Jerusalem Day flag march from walking through the Muslim Quarter of the Old City. Kuwaiti diplomats circulate a draft resolution to the rest of the UN Security Council (UNSC) calling for a UN-led military force to be posted along Gaza’s border. The Jerusalem Municipality issues stopwork orders to the Islamic Waqf, which is building restrooms in the n. section of Haram al-Sharif ahead of Ramadan. The municipality decides not to permit the construction of a new settler building in Silwan. Sources in the PM’s office say that Netanyahu pressured Jerusalem mayor Nir Barkat to halt the settlement construction and, in return, issued the stopwork order to the Islamic Waqf to appease Barkat. EU foreign policy chief Mogherini says that Iran and the P5+1 will continue negotiating for the next few days, hours ahead of today’s extended deadline for a final agreement.
