In the West Bank, 1 Israeli American man was shot and killed by an unidentified assailant near the Dead Sea. Israeli forces then instituted a blockade on Jericho which lasted until a Palestinian suspect was arrested on 3/1. Israeli settlers raided Huwwara for the second day in a row, intimidating Palestinians in the aftermath of the large-scale settler attack on the town on 2/27. Israeli settlers also threw stones at Palestinian vehicles and houses in Sinjil, Jaba’, Mukhmas, al-Mughayyir, and Umm Safa, causing damage. Elsewhere, Israeli settlers also threw stones and attempted to ram Israeli soldiers near Huwwara. Israeli settlers also uprooted 80 olive trees near Sinjil. Israeli forces violently dispersed Palestinian protesters in al-Arroub refugee camp and Beita, causing tear-gas related injuries. Israeli forces arrested 1 Palestinian herder near al-Muarajat. Israeli national security minister Itamar Ben-Gvir’s party Otzma Yehudit boycotted a Knesset session to hold a party meeting in the Evyatar settlement outpost to complain about the Israeli government being too lenient on Palestinians. Ben-Gvir said of the Israeli settler attacks in Huwwara on 2/26 that “this is not the way. Our enemies need to be crushed by the Israeli government.” Finance Minister Bezalel Smotrich also said he will work to have the Evyater settlement outpost legalized. (HA, HA 2/27; MEE 2/28)

The U.S. State Department released its 2021 Country Reports on Terrorism, which stated that “Israeli security personnel often did not prevent settler attacks and rarely detained or charged perpetrators of settler violence.” The report also noted that settler attacks in 2021 had “expanded in severity and scale.” (AX, HA 2/28)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles in Hebron, causing damage. Israeli forces shot and killed 1 Palestinian man after he allegedly rammed his car into an Israeli soldier at the Beit Sira checkpoint, injuring the soldier. Israeli forces also shot and injured 1 Palestinian man driving near Kharas. Elsewhere, Israeli forces demolished 2 Palestinian homes in Jalbun and 2 Palestinian homes in al-Walaja. 12 Palestinians were arrested during late-night raids in Ramallah, Aida refugee camp, Kafl Haris, Beita, Nablus, Nur Shams, ‘Azzun, and Aqabat Jaber refugee camp. In East Jerusalem, 3 Palestinians were arrested in Isawiya. In the Naqab, Israeli police shot and injured 1 Palestinian minor who was a bystander to a car chase in Ar‘arat an-Naqab. In the final communique from the 1st Arab Summit in 3 years, Arab state leaders pledged their continued to support for Palestine, said Jerusalem must be protected, condemned Israeli use of violence against Palestinians, and urged Israel to lift the blockade of Gaza. The 31st Arab Summit, held in Algeria, was the 1st since the UAE, Morocco, Bahrain, and Sudan normalized relations with Israel. At the summit PA president Mahmoud Abbas asked the participating countries to form 2 ministerial committees to support Palestine in international diplomacy. A spokesperson for the newly appointed UK prime minister Rishi Sunak said that his government does not intend to move the British embassy to Israel to Jerusalem, walking back statements made by Prime Minister Sunak’s predecessor Liz Truss who resigned last month. Truss, who like Sunak had been appointed by the Conservative Party, had told Israeli prime minister Yair Lapid that her government would review moving the British embassy to Israel to Jerusalem last month. Truss served as prime minister for 45 days before resigning due to dissatisfaction with her policies and popularity among Conservative Party members. In the West Bank, Israeli forces punitively demolished the homes of 2 Palestinians in Rumana accused of killing 3 Israelis in Elad on 5/5, displacing 14 Palestinians. Israeli forces also demolished 5 residential structures and 4 agricultural structures in Arab al-Ka‘abneh. Elsewhere, Israeli forces razed 12 dunams (3 acres) of farmland planted with olive trees in Tarqumiyah. Israeli forces also issued notices that it will seize land near Sa‘ir to expand a settler road. 15 Palestinians were arrested during late-night raid in Ramallah, Silwad, Marda, Beit Furik, Jamma‘in, Ya‘bad, Bethlehem, Halhul, and Beit Kahel. Israel partially reopened crossings into Gaza for humanitarian aid after closing all crossings on 8/2 in anticipation of its assault on Gaza. New shipments of fuel also allowed the Gaza power plant to resume operations. (HA 8/7; AP, HA, MEMO, REU, TOI, TOI, WAFA 8/8)

Israel’s civil administration told an Israeli court that it demolished the home of a Palestinian family in the West Bank by mistake. The family of 5’s home was demolished in July by Israeli forces despite the family’s pleas that there was a court order protecting their home. The Civil Administration said that the family’s home was thought to be the home of a different Palestinian family, whose home had already been demolished and blamed the mistake on “human error.” (HA 8/10)

U.S. president Joe Biden thanked Egypt for mediating the ceasefire that went into effect on 8/7 between Israel and Islamic Jihad. (HA 8/7)

The Honduran foreign ministry said that the country is considering moving its embassy to Israel back from Jerusalem to Tel Aviv. The new Honduran government that took office in January this year said in a statement that president Xiomara Castro wants to maintain a balanced relationship with Israel and Arab countries. PA foreign minister Riyad al-Maliki discussed the Honduran consideration with Honduran foreign minister Enrique Reina in Columbia on 8/7. (HA, MEMO 8/8)

The UN envoy for the Middle East peace process warned the UN security council that the ceasefire between Islamic Jihad and Israel was fragile and that the only way to secure longtime peace is through a 2-state solution based on the 1967 lines. PA UN envoy Riyad Mansour called on members of the Security Council to protect Palestinian lives and pressure Israel to end its blockade of Gaza. The Security Council emergency session was called by France, China, Norway, Ireland, and the UAE in response to Israel’s attacks on Gaza over the weekend, dubbed Operation Breaking Dawn. In the West Bank, Israeli settlers threw stones at Palestinian herders in the Jordan Valley, injuring 1. Israeli settlers also raided Sabastia, throwing stones at Palestinian homes. Israeli forces violently dispersed Palestinians protesting in Burqa against settlement activity at the Homesh settlement outpost and the blockade of Burqa, injuring 10 with live ammunition, 48 with rubber-coated bullets, and almost 200 from tear gas; 1 Israeli soldier was lightly wounded by a stone. Israeli forces also seized 1 bulldozer in Iskaka. Israel claimed that there had been a drive-by shooting at a military post near Nablus; no injuries were reported. In East Jerusalem, Israeli settlers threw fireworks at Palestinians in Silwan. In the West Bank, Israeli settlers assaulted Palestinians outside of al-Ibrahimi Mosque. Israeli forces violently dispersed Palestinians protesting the closure of the eastern entrance to al-Mughayyir, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in al-Twana, injuring several by hitting them with rifle butts and tear gas, and 1 was injured by a sound bomb to his head; Israel later opened an investigation into the incident as 6 Israeli activists and 2 Palestinians were said to have been physically attacked by the Israeli forces. Elsewhere, Israeli forces violently dispersed a protest in Beita, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 2 with rubber-coated bullets and others suffered tear-gas related injuries. 4 Palestinians were arrested including 1 at his work in Beit Umar, and 3 at checkpoints in Hebron and Bethlehem. In East Jerusalem, Palestinians threw stones and Molotov cocktails at Israeli military vehicles in Silwan before being bombarded with tear gas and rubber-coated bullets. A similar scenario unfolded in al-Ram and 1 Palestinian was injured by a rubber-coated bullet. Israeli forces also violently dispersed a protest in Sheikh Jarrah, assaulting Palestinians and confiscating Palestinian flags. 1 was arrested during a house raid in the Old City. In West Jerusalem, 1 Palestinian bus driver was stabbed and injured by 3 Jewish Israelis in the Givat Shaul neighborhood. It was reported that the Israeli prison service had agreed to move all Islamic Jihad prisoners back to their original cells after dispersing them to various prisons in the immediate aftermath of the Gilboa prison break on 9/6. (HA 9/17)

The U.S. marked the 1-year anniversary of the normalization deals between Israel and the UAE, Bahrain, and Morocco in a video event. U.S. secretary of state Antony Blinken said that the Biden administration will continue to build on the normalization deals. Israel’s foreign minister Yair Lapid called on the Arab countries to help promote his plan for stabilizing Gaza through investment, while Israel continues its blockade of Gaza. In the West Bank, Israeli forces raided Zeita, leading to the evacuation of students from an elementary school. Israeli forces also summoned the father and brother of 1 of the Palestinian prisoners who escaped from an Israeli prison (see below). 10 Palestinians were arrested during late-night raids in and around al-Am‘ari refugee camp, Surda, Ramallah, Jalazun refugee camp, Fahma, and Jaba‘. 6 Palestinian prisoners, including the former al-Aqsa Martyr Brigade leader Zakaria Zubeidi, escaped Gilboa prison in Northern Israel near the West Bank, using a tunnel dug over a period of at least 10 months. All other prisoners in the Gilboa Prison were relocated to other prisons as Israeli authorities investigated the flaws in the prison structure that facilitated the escape. The Israeli prison service also restricted yard exercise time from 4 hours to 1 hour a day as a collective punishment. All crossings between the West Bank and Gaza to Israel were closed for the Israeli Rosh Hashanah holiday from 4 P.M. 9/6 to midnight between 9/8 and 9/9. Israel also prevented Palestinians from praying at al-Ibrahimi Mosque during the period. (HA 9/5; WAFA 9/7)

The Popular Resistance Committees in Gaza said in a press statement that it had suspended the Gaza fence protests until the middle of September to allow Egyptian and Qatari mediators to facilitate an end to the Israeli siege of Gaza. (ALM 9/10)

Qatar’s ambassador to Gaza Mohammed al-Emadi said Qatar, the UN, the PA, and Israel had agreed to a deal that would allow Qatari aid to enter Gaza. Israel did not comment on the announcement and it was unclear when the deal would be implemented. (AJ, HA, MEMO, REU 9/6)

In the West Bank, Israeli forces killed 1 Palestinian child during a raid in Balata refugee camp; Israeli forces said that the child had thrown a stone at the forces during the raid; no soldiers were reported injured. Israeli forces also shot and injured 2 Palestinian minors near a watchtower in al-Arroub refugee camp, claiming that the 2 threw stones at soldiers. Elsewhere, Israeli forces delivered stop-work orders for 4 commercial buildings in Salfit, 1 demolition order for a house in Bayt Jala, and demolished 3 agricultural structures in Khirbet al-Rahwa. 15 Palestinians were arrested during late-night raids in and around Ramallah, al-Bireh, Beit Sahour, Bayt Jala, al-Arroub refugee camp, Sa‘ir, Mirka, al-Zawiya, ‘Azzun, and Balata refugee camp. Haaretz reported that Israel had sent more troops to the Gaza fence in anticipation of another Palestinian demonstration on 8/25. Israel is also said to have instructed its soldiers to respond “more aggressively” to the Palestinian protests, despite injuring more than 40 Palestinians on 8/21. It was also reported that Hamas, in talks with Egypt, had agreed to end or curb the sending of incendiary balloons into Israel. (HA 8/24; MEMO 8/25)

500,000 doses of the Moderna COVID-19 vaccine donated by the U.S. arrived in Palestine, with 300,000 doses in the West Bank and 200,000 in Gaza. The PA said it had received a total of 2.5 million COVID-19 doses, which have been distributed between the West Bank and Gaza. Hamas, like the PA, recently required workers to get vaccinated. 7 out of the 20 Palestinians from East Jerusalem who had their Israeli government benefits revoked in May saw these benefits restored. The revoked benefits included their health insurance and government allowances. (HA 8/24)

The New York Times reported that Israel has changed its policy on allowing Jewish people to pray at the Haram al-Sharif compound. The reporting came after former MK and greater Israel advocate Yehuda Glick on 8/23 livestreamed himself praying at the Haram al-Sharif compound, in violation of the Status Quo agreement. While Israel does not have a law against non-Muslims praying at the compound, it has generally upheld the agreement. However, according to the NYT reporting, this does not seem to be the case anymore. (AJ, NYT 8/24; AP 8/25)

1 Palestinian on administrative detention ended his hunger strike after reassurances from Israel that his detention would not be renewed after January. The man was placed on administrative detention after being arrested on 9/22/2020 and had been hunger striking for 42 days. (WAFA 8/24)

A PA official said that the EU funding of its budget had still not arrived for 2021. The EU has helped fund the PA budget with $176 million, but the funding had not arrived due to technical reasons. The funding is presumed to be arriving in October, but the PA may not be able to pay salaries and social allowances for August without the funding. (JP 8/24)

The Fatah central committee said that PA president Mahmoud Abbas will reshuffle the PA government and announce new ministers on 8/27. It was later reported that the reshuffling was canceled. (ALM, MEMO 8/25)

In an interview with NYT before his trip to Washington D.C., Israeli prime minister Naftali Bennett said that there will not be the creation of a Palestinian state while he is in office, as he is opposed to Palestinian sovereignty. Prime Minister Bennett also said that his government would not annex parts of the West Bank, but would continue the expansion of settlements and Israel blockade of Gaza. (NYT 8/24; MEMO 8/25)

In the West Bank, Israeli forces violently dispersed Palestinians during a raid in Tayasir, injuring 2 with live ammunition, 1 with a rubber-coated bullet, and other suffered tear-gas related injuries. Israeli forces raided a printing company in Hebron, seizing 19 printing machines and closing the company indefinitely. Israeli forces also demolished 1 agricultural structure and 1 water tank near Qiffin and 1 commercial structure in Ya‘bad. 15 Palestinians were arrested during late-night raids in and around Qalqilya, Deir Abu Mash’al, Tubas, Qusra, and Beit Umar. PA president Mahmoud Abbas met with the head of Egypt’s general intelligence service Abbas Kamel in Ramallah. The readout from the meeting said that the 2 discussed bilateral relations. However, it is likely that the 2 also discussed the Egyptian mediation efforts to create a long-term ceasefire agreement between Hamas and Israel. Egyptian security officials met with Israeli security officials earlier in the day in Cairo and Israeli prime minister Naftali Bennett and Defense Minister Benny Gantz met with Kamel prior to his visit to Ramallah. Palestinian factions in Gaza said they would resume protests at the Gaza fence on 8/21 if no progress had been made in easing the restrictions imposed on the Gaza blockade after the May assault on Gaza and if Qatari aid continued to be stalled. The Israeli high court of justice rejected a petition by the family of Ahmad Erekat, who was killed by Israeli forces on 6/23/2020, to have his remains handed over to his family. 53 Democrats in the U.S. House of Representatives called on U.S. secretary of state Antony Blinken to take a more proactive role in ensuring that humanitarian aid is able to reach Gaza, as Israel continues to keep additional restrictions on the blockade placed during the Israeli assault on Gaza in May. In the West Bank, Israeli settlers marched across the West Bank to protest the presence of Palestinians living in Area C, closing off much of Area C to Palestinians. Most of the marches were directed toward the Evyatar settlement outpost, which Israeli settlers are trying to rapidly expand to prevent the new Israeli government from evacuating it. Israeli forces violently dispersed Palestinian protesters in al-Wad, leading to tear-gas related injuries. Israeli forces also delivered stop-work orders for 2 houses in Idhna and a demolition order for a 2.2-mile-long electric power line near Hebron. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 6th day in a row. 15 Palestinians were arrested during late-night raids in and around Bayt Liqya, Tulkarm, Zababdeh, Kafr Qaddum, Aida refugee camp, and Bayt Umar; during the raid in Bayt Umar, Israeli forces violently dispersed Palestinian protesters, leading to tear-gas related injuries. PA forces arrested prominent Israel and PA critic Issa Amro; Amro was later released in the morning of 6/22. In East Jerusalem, 1 firebomb caused minor damage in Shaykh Jarrah; Israeli police arrested 2 Palestinian minors suspected of throwing it. Subsequently, 1 Israeli setter used pepper spray on Palestinians in the area, and other Israeli settlers and Palestinians threw lawn furniture at each other. Palestinians were also said to have shot off firecrackers at Israeli settlers. Israeli forces violently dispersed Palestinians in the area, injuring 20 with rubber-coated bullets and tear gas. Israel continues to prevent Palestinians not living in Shaykh Jarrah from entering while all Jewish Israelis are allowed to enter. Israel allowed a small amount of agricultural and textile products to be exported from Gaza for the 1st time since 5/8. Israel still maintains an even stricter blockade of Gaza than before “Operation Guardian of the Walls” in May. Gaza’s Pepsi factory, for example, sent home all its employees on 6/20 due to running out of carbon dioxide gas and syrup, which it has been unable to secure due to the Israeli blockade. Israel’s defense minister Benny Gantz signed an administrative detention order against a Palestinian citizen of Israel from Lydda. The man is the 3d Palestinian citizen of Israel with orders signed to be put in administrative detention since the middle of May. 12 Palestinian residents of East Jerusalem have also had administrative detention orders signed against them. 13 other Israeli citizens are held in administrative detention but with no order signed against them. It was unclear if any of the 13 were Jewish Israelis. (HA 6/23)

Hamas’s Yahya Sinwar said that a meeting with the UN special coordinator for the Middle East peace process Tor Wennesland had gone poorly and that he would consult with the Hamas military wing to find a response to Israel’s continued tightening of its blockade after the latest escalation between Israel and Hamas in May. Sinwar and Wennesland met to discuss how the UN could mediate to strengthen the Hamas-Israel ceasefire. (HA 6/21; AJ 6/22)

In the West Bank, Israeli settlers with military escort toured Sabastiyya, closing off parts of the town to Palestinians. Israeli settlers also vandalized Palestinian-owned homes and vehicles in Qusra. Israeli forces shot and killed 1 Palestinian, alleging that she attempted to ram Israeli soldiers with a car and brandished a knife near Hizma; it was reported that the Israeli soldiers left her to bleed out. Israeli forces also shot and critically injured 1 Palestinian teen during a protest against the Evyatar settlement outpost in Beita. Elsewhere, Israeli forces sealed off entrances to ‘Azun. Israeli forces also delivered demolition notices for 6 buildings under construction near Ya‘bad and ordered a Palestinian amputee to remove his vending stall on a road north of Jericho. 22 Palestinians were arrested during late-night raids in and around Beita, Tulkarm refugee camp, ‘Ayn Yabrud, Burqa, Sa‘ir, and Hebron. In East Jerusalem, 1 Israeli settler sprayed paint in the face of prominent Palestinian activist Muna El-Kurd in Shaykh Jarrah; El Kurd was subsequently detained as was the Israeli settler, who occupied part of the El-Kurd family home. In Gaza, Israeli forces fired missiles at Khan Yunis and Gaza City, causing damage; no injuries were reported. Israeli forces also made incursions and leveled land east of Rafah. Euro-Mediterranean Human Rights Monitor submitted a complaint to the Universal Postal Union condemning Israel’s decision to ban all mail to and from Gaza as part of tightening Israel’s blockade after “Operation Guardian of the Walls.” No mail has entered or left Gaza since 5/8. Hamas political leader Ismail Haniyeh arrived in Morocco for a 4-day visit, where he is scheduled to meet with leaders of the 3 biggest political parties. A reception for Haniyeh was given by Moroccan prime minister Saad Dine El Othmani. (HA, REU 6/17)

From the senate floor, U.S. senator Bob Menendez criticized senate republicans for fast-tracking legislation that would block all U.S. aid to Gaza, saying the republicans are using Israel as a pawn for their own “partisan political purposes.” Senator Menendez said the republican-proposed legislation “is written so broadly, that, for example, before delivering clean water or water infrastructure, the president would effectively have to certify that anyone related to Hamas would never drink that water or drink from a water fountain that carried that water. The Zionist anti-occupation organization Americans for Peace Now announced it had changed its position on U.S. military aid to Israel, saying it supports conditioning the aid. Palestinian farmers export between 280 and 300 tons of produce to Israel per day, and the ban is expected to cost the Palestinian economy approximately NIS 1 million (approximately $265,545) per day. Haaretz reports that Israel’s Population and Immigration Authority last week increased by 1,500 the number of permits awarded to West Bank Palestinians hoping to work as dishwashers and cleaners in Israeli restaurants, bars, and cafes. The increase is reportedly designed to ease the strain on restaurant owners who are struggling to find enough low-cost labor. Before this increase, approximately 30,000 West Bank Palestinians were permitted to come into Israel to work such jobs. (HA 11/19)

UNRWA commissioner general Pierre Krähenbühl tells reporters that the agency’s budget shortfall, which was created by U.S. president Trump’s decision to slash U.S. aid to UNRWA earlier this year, has been cut to $21 million, following another round of pledges from the EU and several Gulf countries. The deficit was reportedly $64 million as recently as last week. “This is a very encouraging result at the end of a lot of work,” Krähenbühl says. (AFP, TOI 11/19)

Airbnb, a U.S.-based home-share company with listings all over the world, announces that it is removing all 200-some of its listings in Israel’s West Bank settlements. “We concluded that we should remove listings in Israeli settlements in the occupied West Bank that are at the core of the dispute between Israelis and Palestinians,” a statement from the company reads. In response, Israel’s Tourism Minister Yariv Levin instructs his deputies to restrict the company’s operations across Israel. UN Humanitarian Coordinator Jamie McGoldrick announces a $1 million transfer to prevent the “collapse of services and a potential outbreak of disease” in Gaza. “Unfortunately, it comes in the absence of action from the relevant authorities, who have responsibility for the well-being of Gaza's citizens, or predictable donor support.” McGoldrick says that $2 million more is still needed to pay for essential health, water, and sanitation services through the end of 2018. The U.S. State Department announces that the PLO is no longer allowed to operate an office in Washington because the Palestinians “have not taken steps to advance the start of direct and meaningful negotiations with Israel.” In the same statement, the State Department also denounces the PLO for criticizing a “peace plan they have not yet seen” and refusing to engage with the Trump administration’s peace initiative. The decision to shutter the office was “also consistent with [Trump administration] and Congressional concerns with Palestinian attempts to prompt an investigation of Israel by the International Criminal Court,” according to the statement. Separately, U.S. National Security Advisor John Bolton says that the U.S. plans to shield Israel from any ICC effort to investigate alleged Israeli war crimes and settlement growth (the ICC has been working on a preliminary examination of such allegations since 1/2015). Reuters reports that Saudi king Salman bin Abdulaziz recently informed U.S. officials that he won’t be able to support the Trump administration’s long-awaited peace plan unless it provides for a Palestinian capital in East Jerusalem. Armed fighters in Gaza launch 28 rockets and other projectiles into Israel. The attack reportedly comes in response to the deadly Israeli air strikes in Gaza on 5/26 and 5/28.
