Along Gaza’s border, IDF troops violently disperse Palestinians protesting the Israeli blockade nr. Jabaliya; 1 Palestinian is moderately injured. In the West Bank, IDF troops assault 2 Palestinians and confiscate a tractor during a raid nr. Nablus. They also arrest 5 Palestinians during late-night raids nr. Bethlehem, Nablus, and Hebron. Israeli forces bulldoze Palestinian land and establish a mobile checkpoint nr. Jenin. The Higher Planning Council of Israel’s Civil Admin. meets for a 2d day in a row to discuss and debate plans for settlement growth in the West Bank. Over the course of 2 days, the council advances plans for more than 2,000 new settler units, including 102 in Amichai, the new settlement that will house residents of the illegal Amona outpost, which was demolished earlier this year (see JPS 46 [3, 4]). In Nablus, PASF troops arrest and beat to death Ahmad Izzat Halawa, 50, a Fatah military leader allegedly involved in the killing of 2 PASF troops on 8/18, sparking clashes; 1 Palestinian is lightly injured. PASF troops also conduct an atypical raid in Area C of the West Bank searching for suspects connected to the 8/18 killings, and arrest many Palestinians in Anata village. Two days after Egyptian pres. al-Sisi said that Russian pres.
