In the West Bank, Israeli forces raided Balata refugee camp, injuring 7 with live ammunition and 85 with tear gas and demolished 1 home and the local headquarters of Fatah using explosives. Israeli forces demolished part of a Palestinian-owned home in Maon in the Masafer Yatta area. Elsewhere, Israeli forces issued stop-work orders for 3 houses and a water well near Yatta and a road in Khallet al-Mayah. 10 Palestinians were arrested during late-night raids in Jenin, Nur Shams refugee camp, Balaa, Beit Fajjar, and Surda. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 5 Palestinians were arrested during late-night raids. Israeli national security minister Itamar Ben-Gvir toured the Ofer prison, saying his policy of “reducing as much as possible the indulgences for Hamas terrorists” was being implemented by the Israel Prison Service. (HA 8/17; WAFA 8/18)

Palestinians in Burqa petitioned the Israeli High Court of Justice through the human rights group Yesh Din to have the court cancel the transfer of the land the Homesh outpost sits on to the Samaria Regional Council, saying the legalization of the outpost will prevent Palestinian landowners from accessing their land. In the West Bank, Israeli forces shot and injured 1 Palestinian minor in Aida refugee camp. In East Jerusalem, tens of thousands of Israelis marched through the Old City, including the Muslim Quarter for the so-called Flag March, attacking Palestinians and Palestinian property and yelling genocidal and racist slogans such as “Death to Arabs,” “May your village burn down,” and profanities against the Prophet Muhammad. 3 journalists and 3 Palestinians were assaulted by the marchers. Israeli police also assaulted several journalists, including CNN correspondent Ben Wedeman. The U.S. condemned the behavior at the march as “outrageous and unacceptable.” National Security Minister Itamar Ben-Gvir took part in the march. Thousands of Israeli settlers, including Negev and Galilee development minister Yitzhak Wasserlauf and MKs Dan Illouz, Amit Halevi, and Ariel Kallner toured the Haram al-Sharif compound. Later Israeli forces also prevented the call to prayer before the sunset prayer from al-Aqsa Mosque. The Israeli defense minister Yoav Gallant ordered Israeli Central Command chief Yehuda Funch to authorize entry of Israeli settlers to the Homesh settlement outpost and to grant the Shomron Regional Council a plot of land to create a Yeshiva on. The move was made to prevent Palestinian landowners from successfully appealing to the Israeli High Court of Justice to have the settlers cleared from Homesh and for them to regain access to their land. U.S. State Department spokesperson Matthew Miller said that the U.S. was “deeply troubled” by the Israeli decision, noting that the order contravened promises made by then Israeli prime minister Ariel Sharon in 2004 to the Bush administration and by the Netanyahu government to the Biden administration. The French foreign ministry also condemned the move, saying it contravened commitments made by Israel at the Aqaba and Sharm El Sheikh summits in February and March. According to Axios, Israeli officials had told the Biden administration that Israel does not intend to turn Homesh into a new settlement. Haaretz reported that Israeli finance minister and de facto governor of the West Bank, Bezalel Smotrich, has stressed at closer door meetings that it is Israeli policy to improve infrastructure in Israeli settlements and outposts to prepare for an additional 500,000 Israeli settlers moving to the West Bank. Smotrich also instructed government officials to draw up plans for more checkpoints between Israel and the West Bank for settlers. The U.S. responded to the reporting saying that “we view the expansion of settlement as an obstacle to peace.” The Israeli government later said that Smotrich’s statements did not represent the policies of the Netanyahu-led government. 6 Democratic members of the U.S. House of Representatives held a press conference outside of the Capitol building criticizing the Biden administration and their colleagues for not holding Israel accountable for the killing of Al Jazeera journalist Shireen Abu Akleh last year and for human rights violations against Palestinians in general. The 6 members, Andre Carson (D-IN), Ilhan Omar (D-MN), Rashida Tlaib (D-MI), Jamaal Bowman (D-NY), Betty McCollum (D-MN), and Cori Bush (D-MO), spoke alongside members of Abu Akleh’s family. In the West Bank, Israeli settlers assaulted 2 Palestinians with pepper spray in Hebron. 1 Israeli settler also shot and injured 1 Palestinian man near the Adora settlement. Elsewhere, Israeli settlers blocked roads near al-Twana. Israeli settlers also threw stones at Palestinian vehicles traveling near Huwwara, injuring 1 Palestinian and causing damage. Israeli forces delivered a demolition notice for a school under construction in the al-Saffi community in the Masafer Yatta area. Israeli forces also demolished 1 car repair shop in Nabi Ilyas. 8 Palestinians were arrested during late-night raids in Qalqilya, Jalbun, Nazlet Zeid, Tulkarm, Yatta, and Asira ash-Shamaliya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Waha and al-Sudaniyya; no injuries were reported. In Gaza, 22 Palestinians were killed in a fire in the Jabalia refugee camp. The PA called on Israel to open its crossings to Gaza to allow the injured to receive treatment in East Jerusalem and the West Bank, which Israel subsequently said it had done. The preliminary investigation suggested that the fire escalated quickly due to a large amount of gasoline stored in the house. U.S. ambassador to Israel Tom Nides visited the Kiryat Netafim settlement. Ambassador Nides said he visited the settlement to offer condolences to the family of an Israeli settler who was stabbed to death on 11/15 in the Ariel settlement, allegedly by a Palestinian. Shomron Regional Council head Yossi Dagan, who accompanied Nides, told Nides that “we will build Samaria [the West Bank]. We are believers, and we know that this is our land.” (HA 11/17)

In the West Bank, 2 Israeli soldiers were injured during a training accident near the Ma’ale Adumim settlement. Israeli settlers with military escort marched near al-Bireh. Israeli settlers also uprooted and stole some 30 olive saplings on a fenced plot of land in the Masafer Yatta area. Elsewhere, Israeli settlers with military escort marched toward Beita, leading to clashes between Palestinians and Israeli forces; 28 were injured by tear gas. The settler march was organized by the Samaria Regional Council and advertised with the slogan “We want a Jewish state.” Israeli forces delivered an eviction notice to 1 Palestinian family in Kafr ad-Dik, telling them to vacate 5 dunams (2.5 acres) of land planted with 60 olive trees. Israeli forces also demolished 1 agricultural structure in Nabi Ilyas. Elsewhere, Israeli forces raided a school in Deir Nidham, arresting 2 students. 15 others were arrested during late-night raids in Silwad, Ein Yabrud, Tuqu‘, and Beit Umar. In East Jerusalem, 1 Palestinian family demolished their own home in Bayt Hanina, displacing 7. 4 Palestinians were arrested in Kafr ‘Aqab and Silwan. In Gaza, Israeli forces made incursions and leveled farmland north of Beit Lahiya and east of Khuza‘a. In the Naqab, Israeli police arrested more than 30 Palestinian Bedouins who allegedly took part in the demonstrations against the forestation program meant to displace Bedouins in the Naqab last week. Israeli newspaper Calcalist reported that Israeli police have been using the NSO Group’s Pegasus spyware to surveil Israeli citizens, including activists protesting against former Israeli prime minister Benjamin Netanyahu, Israeli mayors, and other politicians. The spyware was said to have been used without a warrant or court order. The Israeli police bought the spyware from NSO Group in 2013 for $859,500, according to an invoice. The police have subsequently bought upgrades to the system, adding to the initial price tag. In the West Bank, Israeli forces shot 1 Palestinian near al-Fawar refugee camp; Israeli forces alleged that the man was wielding a knife when he was shot. Israeli forces also assaulted 1 minor near Jenin; he was taken to a hospital for treatment. 3 Palestinians were arrested trying to enter Israel near Jenin. In East Jerusalem, 6 Palestinians were arrested in al-Tur and the Old City. In Gaza, Israeli forces opened fire on Palestinian bird hunters northeast of al-Bureij; no injuries were reported. 1 Palestinian sued 1 Israeli settler for vandalizing his property in a Nablus court. The suit against an Israeli settler in a Palestinian court is the 1st of its kind. (WAFA 11/8)

PA president Mahmoud Abbas congratulated president-elect Joe Biden on his victory in the 2020 U.S. presidential elections. In a statement, President Abbas said, “I look forward to working with the President-elect and his administration to strengthen the Palestinian-American relations and to achieve freedom, independence, justice and dignity for our people, as well as to work for peace, stability and security for all in our region and the world.” Israeli prime minister Benjamin Netanyahu also congratulated President-elect Biden in a tweet and immediately after, in another tweet, thanked President Donald Trump for “recognizing Jerusalem and the Golan, for standing up to Iran, for the historic peace accords and for bringing the American-Israeli alliance to unprecedented heights.” (HA, REU, Twitter, Twitter, WAFA, WAFA 11/8; HA, WAFA 11/9)

A delegation of Israeli settlers led by Yossi Dagan of the Samaria Regional Council met with Emirati businesspeople to promote their settler businesses. The settler business trip in the UAE is set to commence on 11/12. An aide to President Abbas called it “painful to witness Arab cooperation with one of the worst manifestations of aggression against the Palestinian people, which is the Israeli settlements on our land.” (AP, HA 11/11)

Along Gaza’s border, IDF troops open fire on Palestinian farmland near Bayt Hanun, causing no damage or injuries. The Jerusalem Municipality and Jerusalem District Council issue building permits for 176 new housing units in Nof Zion, an Israeli settlement inside Jabal Mukabir. If this construction goes forward, Nof Zion would be the largest Israeli settlement inside a Palestinian neighborhood in Jerusalem. (HA, TOI 10/25)

During a meeting with settler leaders, Israeli PM Netanyahu promises to invest NIS 800 million (approximately $230 million) in roads and other infrastructure development in the West Bank, starting in 2018. The settler leaders’ reaction is mixed. While some welcome the pledge, others are dubious, including Samaria Regional Council chair Yossi Dagan, who says, “We are fed up with promises and spin.” (TOI, YA 10/25; HA 10/26)

Along Gaza’s border, IDF troops open fire on Palestinian lands nr. Khan Yunis, causing no damage. In the West Bank, IDF troops arrest 8 Palestinians during late-night raids in and around Hebron, Ramallah, and Bethlehem. The Israeli press reports that the Israeli PM’s office approved a plan to increase the municipal boundaries of Qalqilya, which would allow the construction of approximately 14,000 new Palestinian homes in Area C of the West Bank. (It will be reported that only approximately 5,000 new homes could be built in the space allotted.) PM Netanyahu’s office later confirms that the plan was presented in 2016 and approved by the cabinet. The Samaria Regional Council pledges to file a formal petition against the plan. Israel’s Knesset advances a bill that would deduct from the monthly transfers of tax revenues to the PA a sum equal to the amount that the PA pays to Palestinians convicted of serious crimes against Israelis and their families. It will now be sent to the Knesset Comm. on Foreign Affairs and Defense to prepare it for its 1st reading. (JP, MNA, TOI 6/14)

A total of 3 Palestinians and 1 Israeli settler are killed across the West Bank. In a contested incident, an Israeli settler and former Samaria Regional Council head rams a Palestinian youth with his car after she allegedly attempts to stab another settler at a checkpoint nr. Nablus; the girl is shot and killed at the scene. There are conflicting reports around the shooting, with some outlets alleging the driver shot the girl and others claiming it was either another settler or IDF soldiers stationed at the nearby Huwwara checkpoint. A Palestinian taxi driver is shot and killed hours later nr. Kefar Adumim settlement by an Israeli settler, who claims that the driver attempted to ram a group of settlers on a main road nr. Bethlehem. According to the IDF, the settler opened fire after he saw the Palestinian taxi driver exit his car with a knife. However, Palestinian eyewitnesses report that Israeli settlers threw stones at the taxi, causing the driver to swerve into another car. In the final of such incidents, IDF troops shoot and kill a Palestinian after he stabs and seriously injures an Israeli settler at the Gush Etzion junction nr. Bethlehem (the settler succumbs to her injuries later in the day). The IDF then raids a village nearby, arresting the Palestinian attacker’s 4 brothers and sparking clashes with stone-throwers; there are no serious injuries. (HA, JP, MNA, WAFA 11/22; PCHR 11/26)

Elsewhere in the oPt, IDF troops violently clash with Palestinians protesting w. of Qalqilya and outside a settlement nr. Ramallah; 3 Palestinians are injured. After reports of stone-throwing, Israeli forces impose an evening curfew and briefly close the main checkpoint in Huwwara, where a Palestinian girl was killed earlier in the day (see above). The IDF also conducts raids and house searches in 1 village nr. Nablus, as well as 4 villages and al-‘Arub r.c. nr. Hebron, confiscating personal property, arresting 11 Palestinians, and issuing arrest summons to 2; patrols in 5 villages and al-Fawar r.c. nr. Hebron and nr. Nablus, causing clashes between Palestinians and Israeli forces after settlers throw stones at a Palestinian secondary school. In East Jerusalem, Israeli forces conduct late-night raids in Ras al-Amud and Shu‘fat, arresting 6 Palestinians. In 2 separate incidents off Gaza’s coast nr.
