For a 3d day in a row, errant fire from Syria crosses into the Israeli-occupied Golan Heights. The IDF says it was only a few bullets, and that they caused no damage or injuries. (HA, YA 6/26)

For the 2d time in 3 days, a Hamas fighter is killed in a tunnel collapse e. of Khan Yunis. Hamas later says he was working in the tunnel when it collapsed. Earlier, unknown persons fire a rocket from Gaza into an open area in s. Israel, causing no major damage or injuries. The IAF then launches retaliatory air strikes on a military post e. of Bayt Hanun in Gaza. The shelling causes material damage but no injuries. Also along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. al-Maghazi r.c., causing no injuries. In the West Bank, the IDF lifts its closure of Dayr Jarir village nr. Ramallah 1 day after imposing it, while maintaining its general closure of the West Bank and Gaza, as announced on 10/22, until midnight. IDF troops arrest 6 Palestinians during latenight raids in and around Jenin, and nr. Ramallah and Bethlehem; and patrol nr. Nablus and Hebron during the day. In East Jerusalem, 67 right-wing Jewish activists tour Haram al-Sharif. A small Salafi group fires a rocket from Gaza into Israel, which explodes in Sderot, causing no injuries and minor damage. Holding Hamas responsible, the IDF fires tank shells and launches at least 25 air strikes on Hamas military sites in Bayt Hanun, Khan Yunis, and Gaza City, causing substantial damage. After the air strikes, the Israeli press reports that Hamas sent a message via a 3d party pledging to try to deescalate tensions and to stop small armed groups from firing more rockets. Meanwhile, an Israeli jet crashes on its return trip from a sortie in Gaza, killing the pilot and injuring another Israeli airman. The IDF lifts its 3-day general closure of the West Bank overnight, allowing Palestinians in the West Bank and Gaza to use border crossings into Israel again. They also lift their 1.5 mo. closure of Kifl Haris village nr. Salfit. The village was closed after reports of stonethrowing in the area. Elsewhere in the West Bank, Israeli forces level 36 dunams (9 acres) of Palestinian land nr. Hebron, destroying numerous plum and olive trees. IDF troops arrest 17 Palestinians during late-night raids and house searches nr. Ramallah, Hebron, Tulkarm, and Bethlehem. In East Jerusalem, Israeli forces arrest 15 Palestinians during raids in Issawiyya and al-Tur. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City and Khan Yunis, causing no damage or injuries. Along Gaza’s border, IDF troops open fire on Palestinian farmers and shepherds working nr. Gaza City, causing no injuries. A delegation of ICC officials, including chief prosecutor Bensouda, arrives in Israel for a 5-day educational visit. They will meet with both Israeli and Palestinian officials. Bensouda is still conducting the preliminary examination into alleged war crimes that she initiated in 1/2015 at the Palestinians’ request. However, the ICC officials explicitly state that they are not in Israel to “engage in evidence collection in relation to any alleged crimes” or to “assess the adequacy of the respective legal systems to deal with crimes that fall within ICC jurisdiction." Israeli naval forces intercept the ship Zaytouna around 35 naut. mi. off the coast of Gaza and peacefully arrest its all-female crew of solidarity activists. The takeover and escort to the port of Ashdod are “uneventful,” according to the IDF. The women are then detained at Givon Prison ahead of their likely deportation. PLO secy.-gen. Saeb Erekat says, “We strongly condemn the Israeli aggression today against the international flotilla that attempted to break the illegal Israeli siege over 1.8 m. people in Gaza.” (EI, HA, MNA, NYT, WAFA 10/5)

The Israeli authorities return the body of a Palestinian killed in a confrontation with Israeli troops on 9/5. His family buries him in the Anata village cemetery nr. Bethlehem. Elsewhere in the West Bank, IDF troops assault a Palestinian at a mobile checkpoint nr. Jenin, and arrest 2 Palestinians during late-night raids nr. Hebron. (MNA 9/13; WAFA 9/14; PCHR 9/22)

For the 4th time in 2 weeks, errant mortar fire from Syria lands in the Israeli-occupied Golan Heights, causing no damage. The Israeli Air Force (IAF) launches retaliatory air strikes on Syrian govt. sites nr. the border, causing an unknown amount of damage. During the Israeli sortie, the Syrian army fires 2 surface-to-air missiles at the IAF aircraft. The Syrian army claims that it downs a jet and a drone; the IDF denies that any of its aircraft were shot down. Later in the day, another round of 3 mortar shells from Syria falls in the Israeli-occupied Golan Heights, and again, the IDF responds, launching air strikes on Syrian govt. sites nr. the border. The PA and Israel reach an agreement on repayment of the Palestinians’ outstanding debts to the Israel Electric Corporation (IEC), which reportedly total almost NIS 2 b. (approx. $350 m.). The IEC reduced the flow of power to several West Bank cities, starting in 5/2016, as punishment for the unpaid debts. (TOI 9/13; JP, WAFA, YA 9/14)

Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. In the West Bank, Israeli forces raid several homes in Yatta, the village of the Palestinians who attacked Israelis on 6/8 in Tel Aviv; and demolish a retaining wall nr. the village. Israeli soldiers arrest 1 Palestinian during a raid in ‘Askar r.c. nr. Nablus, sparking minor clashes with stonethrowing Palestinian youths (1 Palestinian is seriously injured). A COGAT official says that Israel’s political leadership has ordered COGAT to freeze any building plans in bedouin communities in Area C. Right-wing Israeli politicians think the PA is using building construction to consolidate power over Area C to keep the land in a future Palestinian state. (JP 6/15)

Late at night, Gazan fighters affiliated with the Salafi group Ajnad Bayt al-Maqdis fire 4 rockets toward Israel. All fall short of the border except 1, which lands in an open area in s. Israel, causing no damage or injuries. In a statement claiming responsibility for the attack, the group explains that it was hoping Israel would retaliate against Hamas, which has been suppressing Salafi groups in Gaza over the past year. In the West Bank, Israeli authorities return to their families the bodies of 23 Palestinians killed recently by the IDF, including 17 to the Hebron area. For the 2d day in a row, IDF troops shoot and kill a 16-year-old Palestinian at Huwwara checkpoint nr. Nablus. The IDF claims that the youth attempted to stab 2 settlers at a bus stop, but a PCHR investigation refutes the allegation; a Palestinian bystander is critically injured by a stray Israeli bullet during the incident (she succumbs to her injuries on 12/16). Shortly afterward, Israeli forces shoot and kill another Palestinian after he attacks a group of Israelis with a knife at a gas station w. of Ramallah, killing an IDF soldier and injuring an Israeli settler (a 2d settler is lightly injured by errant fire). In West Jerusalem, Israeli police open fire on 2 Palestinian youths, killing 1 and injuring the other, after they stab an elderly Palestinian man with scissors nr. a central market (they reportedly mistook him for an Israeli); 1 Israeli bystander is lightly injured. After the incident, Palestinian gunmen affiliated with Fatah’s military wing open fire on Qalandia checkpoint nr. Ramallah, reportedly targeting the area because the Palestinian youth killed in West Jersualem was from Qalandia r.c.; there are no injuries. IDF troops violently clash with Palestinian protesters and stone-throwers in 2 incidents: along Gaza’s border nr. al-Bureij r.c. and at a university in Tulkarm, w. of Qalqilya; 7 Palestinians are injured (1 seriously). The IDF conducts raids in Aida r.c. nr. Bethlehem and in a village nr. Ramallah, sparking small clashes with stonethrowing Palestinian youths in both; 2 Palestinians are moderately injured. In the West Bank, Israeli soldiers shoot and kill a Palestinian and injure 2 others n. of Ramallah, claiming that the Palestinians opened fire on their patrol. Protests continue across the region as IDF troops clash with protesters in Bethlehem and outside Beit El settlement (where a similar protest was held on 11/16), injuring 6 Palestinians. Also nr. Bethlehem, Israeli forces indefinitely shut down 2 Palestinian factories, due to youth protests in the area and for “security reasons,” leaving around 150 Palestinians jobless.
