In light of the IDF's overnight assault on Rafah, the U.S. calls on Israel to halt demolitions of Palestinian homes, incursions into PA controled areas. Meanwhile, the IDF fatally shoots 2 Palestinians in Rafah. PSF Gaza head Muhammad Dahlan says the PSF will not conduct preventive arrests of suspected Palestinian militants without hard evidence, as Israel demanded on 9/26. Islamic Jihad detonates a car bomb in Netanya, Israel, lightly injuring 8 Israelis. Another bomb is found, disarmed on the Jerusalem-Tel Aviv highway. Sharon phones Powell to warn that Israel will have to take action if the current "intolerable" situation does not change. The U.S. initially cancels a 2d round of Israeli-PA security talks on the Mitchell Comm. because of the refusal of PSF Gaza head Muhammad Dahlan, PSF West Bank head Rajub to attend. Israeli-Palestinian clashes abate significantly. Israel reopens the Gaza-Egypt, West Bank-Jordan crossings; reopens Gaza airport, the main north-south road in Gaza; lifts the blockade on Jinin, Qalqilya; reinstates travel privileges for some Palestinian VIPs. An Israeli civilian discovers, neutralizes a remote controlled bomb in Mea Sherim, West Jerusalem. The IDF shells residential areas of al-Gharbi.
