For the 4th day in a row, hundreds of Gazans gather along the s. border with Israel to protest the recent Israeli crackdown, and the IDF violently disperses them, injuring 2 and detaining 1 of dozens who briefly break through the border fence. In a related development, an Israeli military source says that the IDF’s Southern Command has ordered soldiers to focus on using tear gas and firing warning shots in the air in their efforts to disperse groups of Palestinians nr. the border fence. The source says there has been no official change in the rules of engagement, but that the IDF’s commanders hope to reduce the number of Palestinians killed in similar confrontations. Small-scale attacks and stabbings continue amid the ongoing wave of violence in the oPt and Israel. In East Jerusalem, Israeli forces shoot and kill a Palestinian man outside the Old City overnight after he allegedly attempts to stab a border police officer, according to the Israeli police, but Palestinian witnesses contest the claim. Later, 2 Palestinian youths attack a group of Israeli settlers nr. Shu‘fat, stabbing and seriously injuring 2. Israeli police shoot the attackers, killing 1 and injuring the other. Around the same time, Israeli police shoot and seriously injure a Palestinian youth after she stabs and injures 2 Israelis in Shaykh Jarrah. In West Jerusalem, IDF troops shoot and kill a Palestinian on a bus nr. Chords Bridge after he attempts to stab 1 of them and take a gun. Meanwhile, IDF troops clash with and violently disperse Palestinians throwing stones and protesting in various neighborhoods in East Jerusalem and the West Bank, injuring 29 Palestinians. Elsewhere in the West Bank, IDF troops conduct raids in 1 village each nr. Salfit and Ramallah, sparking clashes with stone-throwing Palestinian youths in both cases; 2 Palestinians are injured. Late at night, Israeli forces raid a village nr. Ramallah, surrounding a Palestinian’s home, firing live rounds through the windows, and sparking clashes with Palestinian stone-throwers, injuring 1 Palestinian and arresting 3. They arrest another Palestinian on a late-night raid nr. Hebron. In Israel, Israeli police arrest a senior official of the Northern Branch of the Islamic Movement in Rahat on charges related to incitement. The Israeli Knesset passes, 41–11, the 1st reading of 2 bills designed to deter stone-throwing, including mandatory minimum sentences and the imposition of penalties on parents of minors convicted for such crimes. The 2 bills comprise several measures agreed to by the security cabinet on 9/24 and the full cabinet on 10/11 (key provisions of the measures will pass into law on 11/2). (JP, KNE 10/13)

Israel’s High Court of Justice reaffirms its 2014 order to demolish a synagogue in the West Bank settlement Givat Ze’ev, rejecting a petition from settler leaders. The court orders the synagogue’s demolition within 1 week (the demolition deadline will be delayed to 11/19, following another petition). (JP 10/13)

Off Gaza’s coast, Israeli naval forces open fire on a Palestinian fishing boat, then they arrest the 2 fishermen on board and confiscate the boat. In the West Bank, IDF troops conduct late-night raids in 2 villages nr. Nablus and 1 nr. Bethlehem, and in and around Hebron, arresting 8 Palestinians and issuing arrest summons to 2 others; patrol during the day in 2 villages nr. Hebron. Israeli forces demolish fruit and vegetable stands alongside a road nr. Hebron, confiscate some of the produce, then arrest 1 Palestinian merchant. In East Jerusalem, Israeli settlers assault 3 Palestinians in the Old City, injuring 1; assault a Palestinian youth nearby. Israeli forces continue punitive measures against the families of the 2 Palestinian men who attacked a synagogue in West Jerusalem on 11/18/2014. Forces dismantle and confiscate a residential tent in Jabal Mukabir that 1 of the families has been living in since their home was sealed on 7/1; raid the Jabal Mukabir home of the other attacker’s family overnight. Israeli police announce that Haram al-Sharif will be closed to all non-Muslim visitors for the last 10 days of Ramadan (today through 7/17). Spokesperson Micky Rosenfeld says that “this is a standard procedure for safety reasons” and that the same measure was taken last year. (JP, TOI 7/7)

EU foreign policy chief Mogherini says that Iran and the P5+1 will continue negotiating for the next few days, hours ahead of today’s extended deadline for a final agreement. Later, the U.S. State Dept. announces that the interim agreement governing the negotiations will be extended, setting midnight on 7/9 as the new deadline. (HA, JP 7/7; HA 7/8)

In the West Bank, Israeli forces arrest a Palestinian woman attempting to cross into Israel with a rifle nr. Qalqilya. IDF troops patrol in a village nr. Hebron, sparking clashes with stone-throwing Palestinian youths; 2 of the Palestinians are arrested. The IDF conducts late-night house searches and raids in Hebron, 1 village and al-Jalazun r.c. nr. Ramallah, and 1 village each nr. Jericho, Qalqilya, Jenin, and Nablus, arresting 7 Palestinians and confiscating property; patrols during the day in 2 more villages nr. Hebron. In East Jerusalem, Israeli forces raid the Jabal Mukabir homes belonging to the family mbrs. of the 2 Palestinian men who attacked a West Jerusalem synagogue on 11/18/2014. Israeli MK Ghattas (Joint List) sends a statement to PM Netanyahu and DM Ya’alon calling for them to keep Israeli forces away from the Freedom Flotilla III. As the flotilla makes its way from Greece to Gaza, Netanyahu’s office releases a letter in which he told the activists, “Perhaps you meant to set sail for a place not far from here—Syria. Israel’s FM dir.-gen. Dore Gold meets with Egyptian officials in Cairo to discuss ways to relaunch peace negotiations with the Palestinians. It is the 1st visit to Cairo of a high-ranking Israeli official since 2011. (JP, YA 6/28)

Jenin, arresting 1 Palestinian; patrols during the day in 2 villages each nr. Ramallah and Jericho. Late at night, Israeli settlers steal sheep-farming equipment from a bedouin village nr. Ramallah. The month-long Nuclear Non-Proliferation Treaty Conference concludes today in New York. Egypt’s proposal for a conference on nonproliferation in the Middle East, focused on Israel’s nuclear program, failed to garner enough support after opposition from the U.S., Canada, and the UK. U.S. pres. Barack Obama signs the Iran Nuclear Agreement Review Act into law, giving Congress the opportunity to disapprove of any agreement made by the P5+1 and Iran. Speaking at a Washington synagogue, Obama reaffirms his support for Israel, but says that he refuses to “paper over our differences.” Referring to the P5+1’s ongoing negotiations with Iran, he says, “Our commitment to Israel’s security, and my commitment to Israel’s security is, and always will be, unshakable.” (JP, NYT, TOI 5/22)

Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, outside Ofer Prison, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 4 Palestinians and 1 international are moderately injured and dozens suffer from tear gas inhalation. The IDF patrols in 1 village each nr. Ramallah and Jericho, and in al-‘Arub r.c. nr. Hebron. In East Jerusalem, Israeli forces arrest 4 Palestinians in the Old City. After Israeli forces bar a group of rightwing Jewish activists from entering a school in Haram al-Sharif, a leader of the activists writes a letter to the Israeli authorities calling for the school to be officially recognized as a synagogue under the Protection of Holy Places Law and for Jews to be allowed to worship there. Israeli PM Netanyahu convenes his security cabinet to discuss the 4/2 agreement between the P5+1 and Iran, and the cabinet unanimously opposes the deal. Netanyahu says, “This is a bad deal not just for Israel, this is a bad deal for the region and for the world,” and calls for any final deal to require Iran to recognize Israel’s right to exist. In the West Bank, a Palestinian man is crushed to death in line at a checkpoint nr. Tulkarm, the same checkpoint where 1,000s of Palestinians protested poor conditions on 12/21. An Israeli settler hits a 10-year-old Palestinian boy with his car nr. Bethlehem, moderately injuring him. Overnight, 2 Israeli settlers throw Molotov cocktails at a Palestinian home nr. Hebron and leave racist price-tag graffiti. Israeli forces demolish a home nr. Hebron and raze a nearby agricultural area. IDF troops detain 8 Palestinian children outside Ofer prison nr. Ramallah, then fire tear gas canisters at their parents when they attempt to recover their children. They also arrest a 14-year-old Palestinian girl after she throws stones at Israeli settlers’ cars. Israeli settlers clash with Palestinians in Burin village, then IDF troops open fire on the Palestinians with live ammunition, injuring 4. Off the coast of the Gaza Strip nr. Rafah, Israeli naval forces arrest 3 Palestinian fishermen. In East Jerusalem, unknown assailants throw stones at a bus in Shaykh Jarrah, lightly injuring 1 Palestinian woman. A Jewish Israeli vandalizes the Dormition Abbey nr. the Old City. Then, a Palestinian man stabs an Israeli settler in the back with a screwdriver nearby, moderately injuring him. Under the aegis of the State of Palestine, Pres. Abbas signs a request to join the ICC, and signs many other international treaties and conventions, at a ceremony marking the 50th anniversary of Fatah at the presidential compound in Ramallah. Hundreds of employees of the Hamas-run govt. in Gaza go on a 1-day strike, protesting the PA unity govt.’s decision on 12/30 to rehire civil servants who lost their jobs when Hamas came to power in 2007. (MNA 12/31; AFP 1/1)

Israel’s High Court of Justice rejects a petition to ban all punitive home demolitions, a policy resurrected following the 6/2014 abduction and killing of 3 Israeli settler teenagers. The court also rejects a petition to block the demolition of the Jabal Mukabir homes of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18. (Israel’s Supreme Court froze the demolition order for the synagogue attackers’ homes on 11/27.) It also, however, freezes the 2d order to demolish the home of the Palestinian who allegedly attempted to assassinate right-wing Jewish activist Yehuda Glick on 10/29. (HA, JP, TOI 12/31; HA 1/1)

In the Gaza Strip, the union of hospital sanitation workers goes on a full strike following weeks of partial strikes protesting the govt.’s failure to pay them since 6/2. Off the coast nr. Gaza City, Israeli naval forces open fire on a Palestinian fishing boat, critically injuring 1 fisherman. IDF troops along the e. border open fire on agricultural lands, causing no injuries. In the West Bank, a Palestinian man enters a supermarket in Mishor Adumim, an Israeli industrial zone in the Ma’ale Adumim settlement bloc, and stabs 2 Israeli settlers, lightly injuring them. An off-duty Israeli security officer shoots him in the leg and the Israeli police detain him. Later, 2 Palestinian men are arrested in connection with the incident and IDF troops raid the injured man’s home in al-‘Izzariya. Separately, IDF troops shut down a secondary school nr. Nablus after a group of Palestinians throws stones at Israeli vehicles on a nearby road on 12/2. IDF troops patrol in ‘Askar r.c. nr. Nablus and 1 area in the e. part of the city, sparking clashes with residents and shooting 1 Palestinian in the foot. Israeli forces deliver demolition orders and stop-work notices to Palestinians in 2 villages nr. Bethlehem. The IDF conducts arrest raids and house searches nr. Nablus, Ramallah, and Tulkarm. In East Jerusalem, Israeli security forces enter the Jabal Mukabir neighborhood, sparking clashes with stone-throwing Palestinians nr. the homes of the 2 Palestinian men who were killed after they attacked a West Jerusalem synagogue on 11/18. During the clashes, Israeli forces detain 1 Palestinian boy and injure others with tear gas canisters and rubber-coated metal bullets. Separately, Israeli forces arrest another Palestinian boy in Silwan. Meanwhile, around 300 Israeli security officers escort multiple construction vehicles into Shu‘fat r.c., and they demolish around 20 stores and the abandoned Cola building for the expansion of an Israeli checkpoint. None of the Palestinian proprietors were notified prior to the demolition. Also, Israeli forces raid the home of a Palestinian reporter with Ma‘an News Agency. The soldiers detain his brother and father and tell the reporter that they will not be released until he turns himself in, which he does soon after. Reps. of all the parties in the Knesset meet and agree to hold elections on 3/17/2015. Following the meeting, the full body votes in favor of dissolving the 19th Knesset. IDF soldiers on the Gaza border fatally shoot an Islamic Jihad mbr. planting a roadside bomb nr. the border fence n. of Bayt Hanun, wounding 2 Palestinian farmers working a field nearby; troops briefly enter Gaza nr. Bayt Hanun to examine and dismantle the explosive device, but Israel says it was not meant as a breech of the cease-fire. The Israeli navy fires on Palestinian fishermen off the coast of Rafah, forcing them to return to shore. In the West Bank, the IDF shoots, wounds a Palestinian attempting to circumvent the Awarta checkpoint nr. Nablus; conducts arrest raids, house searches nr. Jenin (exchanging gunfire with Palestinian gunmen, leaving 1 IDF soldier injured) and in ‘Arub r.c. nr. Hebron, Nablus, Qalqilya. In addition, the Israeli Municipality of Jerusalem issues demolition orders for a playground and six houses in the Muslim Quarter of the Old City of Jerusalem on Palestinian land that has been sought by Jewish developers in order to build 30 homes, a synagogue, and a religious school for Jews only.
