Israeli forces also raid Dayr Sharaf, uprooting paved roads and water pipelines. Elsewhere, Israeli forces demolish a house under construction in Umm al-Rihan. Israeli forces also seize a concrete pump in ‘Anin. More than 32,975 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,577 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 446 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,760 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. 6 Israeli intelligence officers tell +972 Magazine and Local Call that Israel is using an AI program called Lavender to mark Palestinians and their homes as bombing targets on the basis that they are suspected members of Hamas or Islamic Jihad. According to the sources, 37,000 Palestinians have been marked as suspected militants. The report says that human analysts would spend on average 20 seconds evaluating the targets picked by Lavender, to make sure the target is male, before giving authorization. The reporting also says that a different AI system called Where’s Daddy would track targets to make sure they were at the family residence before an airstrike is conducted and that Israel permits 15-20 civilians to be killed for every junior member of Hamas and Islamic Jihad killed, while it has given authorization for the killing of more than 100 civilians to kill a commander. World Central Kitchen (WCK) founder Jose Andres tells Reuters that the Israeli attack that killed 7 WCK aid workers on 4/1 was systematic and not an accident. Andres says WCK had clear communications with the Israeli military which knew of the aid workers’ movements, saying “[e]ven if we were not in coordination with the [Israeli military], no democratic country and no military can be targeting civilians and humanitarians.” (AJ, AX, HA, REU 4/3)

In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Aqraba, forcing them to flee. Israeli forces prevented the Palestinian Red Crescent from reaching the injured and put the Jenin Governmental Hospital and the Ibn Sina Hospital under siege. Khalil Awawdeh suspended his over-170-day hunger strike to protest his administrative detention after Israel said it would not extend his administrative detention period beyond 10/2. Haaretz reported that Egyptian security officials had been mediating between Islamic Jihad and Israel to secure Awawdeh’s release and that talks continued for the release of Bassam al-Saadi. Their release was reportedly a demand by Islamic Jihad for agreeing to the ceasefire after Operation Breaking Dawn. Awawdeh is currently hospitalized for treatment related to his hunger strike. The Palestinian Prisoners’ Club said that more than 1,000 Palestinian prisoners would launch a hunger strike on 9/1 in protest against Israeli punitive measures against prisoners implemented since February, including limited yard time and constant transfer of prisoners. A bipartisan group of 42 members of the U.S. house of representatives wrote to secretary of state Antony Blinken urging him to lobby against the UN human rights council’s inquiry into human rights violations in Israel, the West Bank, East Jerusalem, and Gaza, set up after the Israeli attacks on Gaza in May 2021. The group, led by Josh Gottheimer (D-NJ) and Vicky Hartzler (R-MO), argued that the inquiry has a “disproportionate focus on Israel,” calling it “outrageous and unjust.” (HA 1/27; MEE 1/28)

It was reported that the U.S.-based venture capital firm Integrity Partners are in talks with the NSO Group to acquire the company in 2022–23. The PA said it will receive its 1st doses of COVID-19 vaccines in March from the company Astro-Zeneca. The PA foreign ministry also said in a statement that Israel is “ignoring its duties as an occupation power and committing racial discrimination against the Palestinian people, depriving them of their right to health care . . . The search by the Palestinian leadership to secure the vaccines from various sources doesn't exempt Israel from its responsibilities towards the Palestinian people in providing the vaccines.” Many human rights organizations, Amnesty International amongst them, have maintained that it is Israel’s responsibility to provide vaccines to the Palestinian people it occupies, a responsibility Israel denies, citing the Oslo Accords. Israeli artillery and air forces then strike a number of Hamas sites near al-Bureij refugee camp, Rafah, and Jabaliya refugee camp, killing 1 Palestinian and injuring at least 4 others. The incident comes hours after a similar exchange near Jabaliya, during which armed Palestinians fired on IDF positions along the border fence and Israeli tanks shelled and destroyed a Hamas post in the area. No injuries are reported in that earlier incident. Meanwhile, IDF troops stationed along the border fence open fire on Palestinian farmers working near Gaza City and Rafah, causing no damage. Israeli prime minister Benjamin Netanyahu suspends the planned transfer of $15 million in Qatari funds to Gaza in response to the shooting of an Israeli soldier along Gaza’s border earlier today (see above). The transfer was originally set to go forward last week, but it was temporarily postponed in response to another incident of violence along the border fence. Meanwhile, Haaretz reports that Islamic Jihad in Palestine fighters were responsible for both shooting attacks and that they were motivated, in part, by an ongoing disagreement with Hamas. The undersecretary of the PA’s Agriculture Ministry, Abdallah Lahlouh, says that the PA has not been officially informed of any new Israeli policy to ban imports of fruits and vegetables from the West Bank, but that the PA will respond in kind if the recent reports of a ban continue. Although it was not publically announced at the time, Israel’s Agriculture Minister Uri Ariel ordered such a ban on 12/17 after the PA barred Palestinian meat-sellers from buying lamb from Israel on 12/2. Israel’s Knesset passes a first reading of a bill that would allow the IDF to order the expulsion of the families of Palestinian assailants from their homes, despite objections from Attorney General Avichai Mandelblit and senior IDF officers. The Knesset also passes a first reading of the so-called Young Settlement Bill, which would allow for the temporary retroactive authorization of certain settlement outposts in the West Bank and which the Israeli cabinet unanimously approved on 12/16. At a UN Security Council meeting on alleged violations of Resolution 1701, Israel’s Ambassador to the UN Danny Danon presents new information that he claims shows the extent of Hezbollah’s tunneling operations along the Israel-Lebanon border. He also says that Israel “gave UNIFIL precise information about the location of [1 of the tunnels],” but that compromised Lebanese army officers leaked the information to Hezbollah, allowing the group to conceal certain offensive operations. “Lebanese army officials are working for Hezbollah, while UNIFIL is not working to fulfill its mandate in the region in the necessary manner,” Danon alleges. UN World Food Programme (WFP) country director Stephen Kearney announces that funding shortfalls have forced “drastic” cuts to food aid initiatives planned in the West Bank and Gaza in 2019. Starting on 1/1/19, the WFP plans to suspend food assistance to 27,000 people in the West Bank and reduce by 20% the food aid delivered to 166,000 additional recipients across the occupied Palestinian territories. “The major donor that we have had in the past years has been the U.S.,” Kearney says. “They have cut funding, not just to UNRWA, who work with the refugees in Gaza, but also to the rest of the humanitarian community, including WFP.” A WFP spokesperson says that an additional $57 million would be needed to maintain the current level of food aid in 2019. The American Civil Liberties Union (ACLU) announces that it has filed a legal challenge to an anti-BDS law in Texas on behalf of 4 Texans who either lost their jobs or lost the opportunity to be hired after they refused to renounce their support for boycotts against Israel or its settlements in the West Bank. “Whatever you may think about boycotts of Israel, the bottom line is that political boycotts are a legitimate form of nonviolent protest,” says an ACLU lawyer. “The state cannot use the contracting process as an ideological litmus test or to tell people what kind of causes they may or may not support.” Texas’s anti-BDS law, which requires all state contractors to certify that they do not support or participate in any boycotts of Israel or its West Bank settlements, has been on the books since 5/2/17. In the West Bank, Israeli forces carry out the punitive demolition of part of the Tulkarm-area home of a Palestinian suspected of shooting and killing 2 Israeli settlers on 10/7 (IDF troops shot and killed the suspect during an arrest raid on 12/12). The demolition sparks clashes with Palestinian residents of the area; 3 Palestinians are arrested and 6 are injured. Separately, IDF troops arrest 20 Palestinians during raids near Ramallah, Hebron, Bethlehem, and Jenin; and patrol near Hebron throughout the day. Israeli settlers assault and severely injure a Palestinian after they force him out of his car outside Bethlehem. In the evening, hundreds of Palestinians gather along Gaza’s northern border to continue the Great March of Return and to cheer on 20 Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 22 Palestinians are injured. Also off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Khan Yunis, causing no damage or injuries. In response to the PA’s ban on Palestinian purchases of lamb from Israel on 12/2, Israel’s Agriculture Minister Uri Ariel imposes a ban on Palestinian fruit and vegetable imports. Ariel neglects to announce the ban to the public. Palestinian farmers export between 280 and 300 tons of produce to Israel per day, and the ban is expected to cost the Palestinian economy approximately NIS 1 million (approximately $265,545) per day. After the IDF announced the discovery of a 4th Hezbollah-built cross-border tunnel on 12/16, UNIFIL states that 2 of the 4 were built in violation of UN Security Council Resolution 1701, which ended the 2006 Israel-Lebanon war. “UNIFIL has requested the Lebanese authorities to ensure urgent follow-up actions in accordance with the responsibilities of the Government of Lebanon pursuant to resolution 1701,” a UNIFIL statement reads. Earlier in the day, the Lebanese Armed Forces go on high alert after several Lebanese soldiers confront IDF troops installing barbed wire along the border near Mays al-Jabal village. In response to the IDF’s Operation Northern Shield, Lebanese prime minister Sa‘d Hariri tweets, “The developments in the southern Lebanon border are no reason for escalation. This is what the Lebanese government wants and is acting towards.” Hariri also says that representatives of UNIFIL, Lebanon, and Israel met on 12/5 to discuss the operation, and that the Lebanese officials affirmed that Israel’s “consistent infiltration of Lebanese territory and airspace is an obvious violation of [UNSC Resolution 1701] and its principles.” Meanwhile, Israeli prime minister Benjamin Netanyahu says there is a “reasonable possibility” that the IDF will have to expand Operation Northern Shield to activities in southern Lebanon. “We are denying our enemies the tunnels weapon in a systematic, determined manner and we will do whatever it takes,” he says. In the evening, an IDF spokesperson announces that Israeli forces have discovered another major cross-border tunnel built by Hezbollah and that Israeli officials have asked for UNIFIL’s support in destroying it from the Lebanese side of the border. Vehicles bearing $15 million in Qatari money enter Gaza via the Erez border crossing. This marks the 2d shipment of Qatari funds into Gaza with the purpose of paying the salaries of civil servants of the Hamas-run government and supporting families not able to cover basic needs in Gaza. The first shipment of Qatari money into Gaza occurred on 11/8. Israeli security officials say that the shipments have opened a window of opportunity for Israel to propose humanitarian solutions for Gaza and possibly to secure a long-term cease-fire. The UN General Assembly votes down a U.S.-proposed resolution condemning Hamas “for repeatedly firing rockets into Israel and for inciting violence, thereby putting civilians at risk,” with only 87 votes in favor (a two-thirds supermajority is required to approve this type of measure). They conduct overnight raids in Tulkarm, sparking clashes with stone-throwing Palestinians; there are no serious injuries reported. They arrest 6 Palestinians on further raids in and around Bethlehem, Qalqilya, and Hebron; and patrol near Nablus and Hebron. Israeli forces raze 14 dunams (approximately 3.4 acres) of Palestinian land outside Hebron, uprooting approximately 320 olive and almond trees and demolishing 3 water wells. They uproot an additional 60 olive and orange saplings from Palestinian land near Jericho. Israeli settlers puncture the tires of 7 Palestinian-owned vehicles and leave racist graffiti on nearby walls in Marda village near Salfit overnight. A senior IDF officer says that the IDF recently identified a new Hezbollah observation post built to look like an environmental NGO site along the Israel-Lebanon border. It is the 6th such site the IDF has identified this year. “Hezbollah is building military infrastructure along the border with its men moving there armed when they are watching the Israeli border,” the officer says. “This is military infrastructure in civilian guise.” A UNIFIL spokesperson responds, rejecting Israel’s claim that there are armed forces in border zone. “UNIFIL has not observed any unauthorized armed persons at the locations or found any basis to report a violation of [UNSC] Resolution 1701 but continues to monitor activities closely.”  (HA, JP, TOI 10/22)

Jordan’s Foreign Minister Ayman Safadi says that Jordan has no plans to negotiate with Israel over the 2 pieces of land that were leased to Israel for 25 years in the context of the 1994 Jordan-Israel peace treaty (Jordan’s King Abdullah announced plans not to renew those leases on 10/21). “We are a country with international standing,” he says. “We acted by the letter of the law and we have the tools to protect our interests.” (HA, TOI 10/22)

Hours after the IDF retaliated to projectile fire from Syria on 1/27, Hizballah fighters fire an antitank missile from inside Lebanon at an IDF convoy in a disputed area along the border nr. Shaba‘ Farms, killing 2 soldiers and injuring 7. The IDF responds with artillery fire, killing a Spanish peacekeeper with the UN Interim Force in Lebanon (UNIFIL). About an hour later, Hizballah fires mortars at several IDF positions in the area, causing no injuries. The IDF responds again by firing between 25 and 50 artillery shells and conducting IAF flyovers. The EU’s Foreign Affairs Council announces that Israelis and Palestinians will be offered an unprecedented assistance package in the event of a final status peace deal. The incentives, under the bracket of “Special Privileged Partnership,” include political, economic, and security support.
