In the West Bank, IDF troops arrest a Palestinian woman at a checkpoint in the Jordan Valley after she allegedly attempts to stab an Israeli soldier. In Hebron, Israeli forces raid the Dream Radio station, destroying equipment, damaging offices, and issuing an order to shut the station down for 6 mos., claiming “incitement to violence.” This is the 3d Hebron radio station shut down by the IDF in the last mo., with others being closed on 11/3 and 11/21. IDF troops clash with and violently disperse Palestinians protesting in 2 villages nr. Qalqilya, 1 nr. Ramallah, and at a checkpoint nr. Nablus; 7 Palestinians are injured. The IDF conducts raids and house searches in 2 villages nr. Tulkarm, 5 nr. Hebron, and 1 nr. Jenin, arresting 6 Palestinians and issuing arrest summons to 2; patrols in 5 villages nr. Hebron and 1 nr. Salfit. Off Gaza’s coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing damage. Jenin, killing 1 and injuring the other, after they allegedly attempt to stab Israeli soldiers. Israeli police shoot and injure a Palestinian man after he stabs and injures an Israeli in Netanya, Israel. Israeli forces detain a Palestinian youth in c. Hebron after she allegedly attacks an Israeli police officer with a foul-smelling liquid. IDF troops clash with and violently disperse Palestinian protesters at a checkpoint in c. Hebron, outside a settlement nr. Ramallah, and along Gaza’s border nr. al-Bureij r.c.; 2 Palestinians are injured (1 seriously). They also violently disperse hundreds of Palestinians throwing stones in a village nr. Jerusalem after the mass funeral for the 2 Palestinians whose bodies the IDF returned on 11/1; 8 Palestinians are injured. Late at night, IDF troops raid the offices of a Palestinian radio station in Hebron, destroying equipment and ordering the station to stop broadcasting for 6 mos. on the grounds of incitement. The IDF conducts further raids and house searches in Hebron and 4 nearby villages, Nablus, Jenin and 2 nearby villages, and 1 village nr. Tulkarm, arresting 10 Palestinians and taking measurements and photos of 8 homes in preparation for possible punitive demolitions. Tensions remain high in East Jerusalem as Israeli forces demolish a Palestinian home in Jabal Mukabir and a 3-story residential building in Bayt Hanina; violently disperse Palestinian students protesting in Abu Dis (21 are injured). The Israeli Knesset passes into law a bill increasing penalties for stone-throwing and related crimes. The main provisions passed a 1st reading on 10/12. The Knesset also passes the 1st reading of a bill that would lower the threshold for what constitutes incitement to violence or terror, allowing the govt. to prosecute more people for related crimes. The 20th day of OCL is marked by serious diplomatic steps toward a cease-fire but also by Israel’s heaviest attacks on Gaza since operations began. Israel’s envoy receives the Egyptian-Hamas cease-fire offer in Cairo, returns to Israel to brief the security cabinet. Olmert dispatches Livni to Washington to finalize a bilateral “memorandum of understanding” (MOU) regarding U.S.-led international efforts to halt arms smuggling into Gaza.

Combat notes: The IDF sharply escalates air, naval, and ground attacks across Gaza. IDF ground forces push deep into Gaza City under cover of air strikes and heavy tank and artillery fire. Residents report almost constant air, naval, artillery bombardment from 1:00 A.M. to 1:00 P.M. local time, and particularly heavy ground engagements in al-Atatra n. of the city and Tal al-Hawa neighborhood on the southern outskirts, as well as in Jabaliya r.c. Thousands of Gaza City residents attempt to flee the fighting, but many cannot leave their homes because of the intensity of Israeli fire. During the operations, Israeli troops surround the home of Hamas’s Mahmud Zahhar (in hiding), killing his security guards. Gaza City fighting eases slightly in the afternoon, but IDF troops remain in the city overnight. The IDF also takes up new positions in Bayt Hanun’s alFarta and al-Nazzaza quarters under cover of heavy shelling and gunfire, ordering residents of the 2 areas (some 20 families) to evacuate.

The IDF reports carrying out more than 80 air strikes today, hitting at least 23 rocket and mortar launching sites, 19 groups of armed Palestinians, 6 suspected weapons depots (including 2 mosques in Gaza City, 1 in Rafah), 4 tunnels, 1 radio station in Gaza City. Air strike target areas include al-Atatra, Bayt Hanun, Bayt Lahiya, Dayr al-Balah, Gaza City (al-Rimal, al-Sabra, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, al-Maghazi r.c., Nussayrat r.c., Rafah, Yibna r.c. Heavy tank and artillery fire are reported in Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Sabra, Tal al-Hawa, al-Tuffah), Jabaliya, Khuza, al-Mughraqa, al-Nasser (n. of Rafah), Nussayrat r.c., al-Qarara, Rafah. UNRWA reports 100s of Palestinians fleeing areas of northeastern Rafah to escape heavy bombardments. Reports of Israel using white phosphorous munitions spike sharply, with confirmed use in 3 areas (Abasan, Khuza, al-Qarara) and suspected use in 5 areas (Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Khan Yunis, Nussayrat r.c.). Israeli naval bombardment concentrates on Khan Yunis and the neighboring al-Mahatin area. Closecombat fighting is reported around Jabaliya r.c.

In a major air strike on Jabaliya, the IDF assassinates Gaza’s acting Interior M Said Siyam in his brother’s home, along with his brother and nephew, Hamas internal security head for Gaza Salah Abu Sharah, 4 Palestinians in an adjacent home. In addition, IDF air strikes hit buildings in Gaza City housing UNRWA’s main food depot (3 white phosphorous missiles incinerate tons of food and medicine brought in during the humanitarian lulls); Palestinian Red Crescent Society offices and the adjacent al-Quds Hospital (both hit repeatedly over a 5-hr. period; the patient wing of the hospital is not targeted); and the shared media offices of Abu Dhabi TV, al-Arabiyya TV, Reuters, and the Russian TV channel Rusiya al-Yaum, causing serious damage and injuring 2 journalists. A number of other hospitals in Gaza City are damaged by Israeli mortar fire. Palestinian medical workers say the Palestinian toll is at least 1,090 dead (including 375 children, 150 women, 14 medical workers), more than 5,000 wounded.

Palestinians fire 15 rockets and 8 mortars into Israel, seriously injuring a 7-yr.-old Israeli boy in Beersheba and causing significant damage in 2 instances (both by Qassams in Sederot); at least 3 of the rockets are Grads (2 in and nr. Beersheba, 1 in Gadera).

The Palestinian toll is estimated to be at least 1,090 dead, more than 5,000 wounded.

Humanitarian notes: With diplomacy toward a cease-fire showing progress, Israel extends the daily humanitarian lull to 4 hrs./day, allowing in up to 170 truckloads of humanitarian aid; permits the Qarni crossing conveyor belt to resume operation for the 1st time since 12/27 for the import of grain. Israel also allows the ICRC and Palestinian Energy Authority to begin repairs to part of Gaza’s electricity network. Citing unspecified security concerns, the IDF imposes a total closure on the West Bank through 1/17. The IDF also conducts late-night arrest raids, house searches nr. Bethlehem, Hebron, Nablus. Jewish settlers fr. Yitzhar attempt to close a road nr. Nablus to Palestinian traffic, stone Palestinian cars; the IDF forces them to leave. (IDF 1/15; PCHR 1/22)

In the West Bank, Jewish settlers in Hebron attack Palestinians and their property in Wadi al-Nassara, severely beating 2 Palestinians. Separately, Jewish settlers fr. Kiryat Arba stone Palestinian cars driving nr. the settlement, causing no reported injuries. In Gaza, Hamas-affiliated police raid an area of Gaza City controlled by the Hillis family, which Hamas has accused of hiding suspects wanted in connection with the 7/25 bombings, sparking violent clashing involving exchanges of mortars and grenades that leave 11 Palestinians dead (2 policemen, 8 mbrs. of the Hillis clan, 1 bystander) and 88 injured (including 12 children), marking some of the heaviest intra-Palestinian fighting since 6/07. (A 12th Palestinian dies several days later.) By afternoon, Hamas forces seize control of the 100,000-resident Shijaiyah neighborhood, conduct house-to-house searches for weapons and suspects, arresting 50 people. During the fighting, 188 Fatah mbrs. fr. Gaza, including clan leader and senior Fatah mbr. Ahmad Hillis, flee to Nahal Oz crossing, where Israel grants them entry for transit to the West Bank; Hamas police fire on the fleeing men, injuring 22, who are treated in Israeli hospitals. The worst Fatah-Hamas fighting in Gaza to date leaves a total of 18 Palestinians dead (including 2 children ages 5 and 7, 6 presidential guardsmen; including 12 in Gaza City, 3 in Jabaliya r.c., 1 in Abasan, 1 in Bayt Lahiya), more than 220 injured, with factions exchanging mortar, RPG fire; setting fire to and ransacking rival meeting halls, security compounds (including the n. Gaza headquarters of the PA Military Intelligence, PSF, General Intelligence, as well as a Force 17 barracks, ESF offices, and barracks for the Izzeddine al-Qassam Brigades). In the most serious incidents; the Fatahdominated presidential guard attempts to overrun the Hamas-controlled PA Interior Min. offices in Gaza City, exchanging fire with the ESF there, as well as torching parts of Islamic University (a Hamas stronghold); Hamas mbrs. later attack several buildings at Fatah-dominated al-Quds University and destroying the Palestinian Labor Voice radio station in Jabaliya; and Fatah mbrs. raid a mosque in Abasan, firing on worshipers, killing 1, wounding 8, kidnapping 6. A Palestinian woman wounded in the ESF–Presidential Guard exchange on 2/1 dies. Egyptian mediators resident in Gaza broker talks with Hamas, Fatah officials, who order their mbrs. in the afternoon to begin observing a cease-fire, but exchanges continue late into the evening. (As Egyptian officials leave the talks, their convoy comes under fire, causing no injuries.) In Rafah, 300 Palestinians march calling for a halt to intra-Palestinian violence. In the West Bank, unidentified gunmen fire on the home of mayor of Qalqilya, causing no injuries. Meanwhile, the IDF surrounds a mosque in Bayt Kahil during noon prayers, searches and questions worshipers as they leave; conducts arrest raids, house searches nr. Qalqilya. Jewish settlers fr. Overnight in Gaza, the IDF conducts air strikes heavily damaging the offices of Change and Reform PC mbrs. in Bayt Lahiya (causing no injuries), destroying a bridge linking Nussayrat r.c. with alMughraqa; directs tank fire on a Palestinian truck approaching its position but refusing orders to halt, killing 1 Palestinian, wounding a 2d. During the day, the IDF continues to shell n. Gaza, targeting 2 PA security offices and damaging 4 Palestinian homes; bulldozes 83 d. of Palestinian land nr. Dayr al-Balah, more than 100 d. of land outside al-Qarara; fires on residential areas of Khuza’ nr. the border, wounding a Palestinian woman inside her home. Some 50 Palestinian militants temporarily take over the Rafah crossing, allowing as many as half of the 4,000 Palestinian stranded on the Egyptian side to enter Gaza; Egyptian border police block Palestinians who try to cross fr. Gaza into Egypt. Palestinians fire at least 7 rockets fr. Gaza into Israel, causing damage in 1 incident but no injuries. The IDF conducts late-night arrest raids, house searches in and around Hebron, in Tulkarm; prevents Palestinians under age 45 fr. attending Friday prayers at al-Aqsa mosque. Overnight, after Olmert’s security cabinet approves a list of “more significant” Hizballah targets, the IDF makes air strikes on Hizballah sites in s. Beirut and targets the Beirut–Damascus highway (in an attempt to complete an air, sea, and land blockade on Lebanon). During the day, the IDF extends the naval blockade northwards to Tripoli; shells numerous bridges, roads, other civilian infrastructure, especially in s. Beirut; makes air strikes on the building serving as Hizballah’s headquarters and Nasrallah’s residence (destroying it), its al-Nur radio station (missing and hitting an apartment building), and the Beirut airport, a major power plant and a bridge s. of the capital, a PFLP base nr. the Syrian border. At least 8 Lebanese civilians are reported killed (3 in Beirut, 5 in the south), 55 injured during the day, raising the estimated death toll since the start of operations to 66 Lebanese (overwhelmingly civilians), more than 200 wounded. Hizballah continues to fire Katyushas at n. Israel, killing an Israeli woman,her 5-yr.-old grandson in Moshav Meron and injuring as many as 50 Israelis across the Galilee, including in Acre, Carmiel, Kiryat Shimona, Nahariya, Safad. Hizballah also hits an Israeli naval ship 10-mi off the coast nr. Beirut, disabling it, killing 1 Israeli sailor, leaving 3 other sailors missing, raising the comprehensive death toll to 13 Israelis killed (the majority soldiers), around 150 injured (mostly suffering shock). Palestinian gunmen (1 Islamic Jihad mbr., 1 PRC mbr.) ambush a Jewish settler vehicle nr. Gush Katif, killing a Jewish settler woman, her 4 children, wounding 2 IDF soldiers in a car escorting them; the soldiers return fire, killing the 2 gunmen. The IDF retaliates by assassinating the senior Nablus AMB military cmdrs. Nadir Abu Layl and Hashim Abu Hamdan, firing a missile at their car as they drive through Nablus, also killing 2 AMB mbrs. traveling with them, injuring 3 bystanders. The IDF then rockets a building in Gaza City that houses a Hamas radio station (possibly attempting to assassinate a senior Hamas mbr. who reportedly was being interviewed at the time), the offices of al-Ayyam and al-Quds newspapers, a Fatah radio station; no one is injured. The IDF also raids Wadi al-Silqa nr. the site of the ambush, orders all Palestinian residents to leave their homes, searches homes, arrests 1 Palestinian, bulldozes 15 Palestinian homes. The IDF also bulldozes 4 Palestinian homes and 6 dunams of land nr. Morag settlement, 2 Palestinian homes in Rafah; fires on a funeral procession in Khan Yunis, wounding 2 Palestinians; fires on residential areas of Tubas, sparking protests, then opening fire on stone-throwing youths; conducts arrest raids in and around Jenin. Late in the evening, 4 Jewish settler families, escorted by IDF soldiers and 100s of mbrs. of the radical Ateret Cohanim settler group, expel 2 Palestinians families fr. their homes in Abu Dis, occupy the buildings, surround them with a fence, claming they stand on part of an 80-dunam plot they purchased in 1927. Occupied Palestine/Israel: Troops shoot, kill 14-year-old in Qalqiliyyah [NYT 8/10, FJ8/14]. In Qalqiliyyah 8 others are shot, 9 seriously affected by tear gas [FJ 8/14]. In Jenin 4 Palestinians are shot; in Bayt Rima 5 Palestinians are shot, in Gaza 5 Palestinians are shot [NYT 8/10]; in Jenin 2 Palestinians are shot [FJ 8/14].
