In the West Bank, Israeli settlers threw stones at 1 Palestinian vehicle driving near the Homesh settlement outpost, injuring 1 and damaging the car. Thousands of Palestinians partook in a funeral ceremony in Ramallah for Al Jazeera journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11 in Jenin refugee camp. PA president Mahmoud Abbas spoke at the ceremony and awarded her the Al-Quds star of honor. Abu Akleh will be buried in East Jerusalem on 5/13. Israeli forces prevented Palestinians in the funeral procession from accompanying her casket through the Qalandia checkpoint from Ramallah to East Jerusalem. Israeli forces also demolished a water collection pond used for irrigation in Marj Na‘aj. 7 Palestinians were arrested, including 5 during a late-night raid in Hebron, Rumana, Qabatiya, and Burqin, and 2 at flying checkpoints in Hebron and Tulkarm. In East Jerusalem, Israeli forces raided a house in Bayt Hanina, where friends and family of Abu Akleh were holding a memorial ceremony for her; Israeli forces confiscated Palestinian flags. Israel’s higher planning council approved 4,427 new settlement housing units in the West Bank. 2,791 received final approval, while 1,636 were deposited for public comment before final approval. Among the new housing units are the retroactive legalization of the Mitzpeh Dani and Givat Oz VeGaon settlement outposts and expansion of the settlements of Negohot, Shvut Rachel, Dolev, Betar Ilit, and Kiryat Arba. According to Haaretz, the government’s meeting to approve the settlements was a condition by Yamina MK Nir Orbach to remain in the fragile government coalition. UN Middle East envoy Tor Wennesland condemned the settlement expansions. On 5/13, 15 European countries urged Israel to reverse its decision, including France, Belgium, Denmark, Finland, Poland, Germany, Greece, Ireland, Italy, Luxembourg, Malta, the Netherlands, Norway, Spain, and Sweden. Ecuadorian president Guillermo Lasso met with Israeli president Isaac Herzog in Jerusalem, saying he will open a representative office in Jerusalem and support Israel in votes at the UN. President Lasso also met with prime minister Naftali Bennett and foreign minister Yair Lapid. (HA 5/12)

The New York Times reported that the FBI stated in a 2018 letter to the Israeli government that it wanted to use NSO Group’s Pegasus spyware “for the collection of data from mobile devices for the prevention and investigation of crimes and terrorism” before purchasing the spyware later the same year. In the West Bank, Israeli settlers from the Kiryat Arba settlement, with military protection, threw stones and bottles at Palestinians in Hebron. Israeli forces raided al-Ibrahimi Mosque, closing it to Palestinians for the Jewish celebration of Yom Kippur. Israeli forces also raided the General Trade Union of Workers in Services and Entrepreneurship Sector in Ramallah, seizing computers and documents. Elsewhere, Israeli forces seized 2 concrete mixers and 1 crane in Qarawat Bani Hassan. 5 Palestinians were arrested during late-night raids in Ramallah, Ya‘bad, and Huwwara. Aid donated by Qatar began distribution in supermarkets and money exchange shops in Gaza. The UN said $40 million will be distributed to vulnerable Palestinians in Gaza. Contrary to previous donations, the Qatari aid is only being distributed to vulnerable families and not to government employees. The Palestinian Prisoners’ Club said the mass hunger strike set to begin on 9/17 had been called off because the Israeli prison service agreed to halt the collective punishment measures put in place after 6 Palestinians escaped Gilboa prison on 9/6. The Commission for Detainees and Ex-Prisoners Affairs said, after a lawyer visited the 4 recaptured Palestinian prisoners who escaped Gilboa prison on 9/6, that Zakaria Zubeidi had been severely beaten and drugged by Israeli forces. He allegedly suffered from a broken jaw and broken ribs for which he was hospitalized, had bruises and cuts all over and had been sedated. The Commission also said Mohammad Arda had been beaten, sleep deprived, and humiliated while in Israeli custody. Both denied Israeli officials’ allegations that they had any interaction with anyone after escaping. Following a week of escalated tensions and violence across the West Bank, Israel’s Education Minister Naftali Bennett leads a rally outside Prime Minister Benjamin Netanyahu’s office in Jerusalem calling for a stronger crackdown on the occupied Palestinian territories. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years. The U.S. State Department announces that all U.S. contributions to UNRWA are being cut following a “careful” review of the issue. A spokesperson explains that UNRWA’s “endlessly and exponentially expanding community of entitled beneficiaries is simply unsustainable and has been in crisis mode for many years.” She says that the U.S. is still “very mindful of and deeply concerned regarding the impact upon innocent Palestinians, especially school children.” According to reports in the Israeli press, Israeli prime minister Benjamin Netanyahu supports the decision. Following weeks of calls from Palestinian solidarity activists, U.S. pop singer Lana Del Rey cancels her planned appearance at the upcoming Meteor Festival in Israel, explaining that she was unable to plan a concert for her Palestinian fans during the same trip to the region. She previously wrote, on 8/21, that performing in Israel was “not a commitment to the politics there, just as singing in California doesn’t mean my views are in alignment w my current governments opinions or some inhuman actions [sic].” The Meteor Festival’s organizers criticize Del Rey for “choosing us to be part of her publicity stunt.” Del Rey is now the eighth act to cancel on the Meteor Festival in response to calls for a cultural boycott. Leaders of the Middle East Quartet, including U.S. secy. of state John Kerry, Russian FM Sergey Lavrov, EU foreign policy chief Federica Mogherini, and UN secy.-gen. Ban Ki-moon, reiterate the group’s call for the creation of “conditions for the resumption of meaningful negotiations that will end the occupation that began in 1967 and resolve all final status issues,” and reaffirm conclusions from the report they released in 7/2016 (see JPS 46 [2]). An eyewitness reports that the youth did not attack anyone, and that he only yelled “Allahu akbar” when the Israeli forces asked him to lift his shirt. Israeli forces later find a knife on his body. IDF troops open fire on 2 Palestinians allegedly attempting a ramming attack outside Kiryat Arba settlement nr. Hebron, killing 1 and seriously injuring the other; 3 Israelis are injured in the alleged ramming. Separately, IDF troops shoot and kill a Palestinian youth in c. Hebron after he allegedly stabs and injures an Israeli soldier at a checkpoint. Meanwhile, IDF troops shoot and seriously injure a Palestinian in c. Hebron after he allegedly stabs and injures an Israeli soldier. After the attacks, an officer with Israel’s COGAT says that the IDF will impose strict punishments on the attackers’ home villages, including Bani Na‘im. The IDF then shuts down a number of checkpoints in Hebron and the entrances to Bani Na‘im, declaring the village and c. Hebron closed military zones. Overnight in the West Bank, Israeli forces carry out the punitive demolition of the Bani Na‘im home of the Palestinian youth who was killed on 6/30 after stabbing and killing an Israeli settler youth in the Kiryat Arba settlement nr. Hebron. The demolition, which targets only the first floor of a 2-story building, sparks clashes with residents of the village; there are no serious injuries. Later in the day, IDF troops arrest 8 Palestinians during raids nr. Jenin, Qalqilya, and Hebron; and patrol nr. Ramallah and Hebron throughout the day. Israeli forces demolish 2 livestock structures nr. Jenin, and confiscate a bulldozer from Palestinians building a road nr. Ramallah. In East Jerusalem, Israeli forces arrest 1 Palestinian and issue 1 arrest summons to another during raids in Silwan and Jabal Mukabir. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khuza‘a. Off Gaza’s coast, Israeli naval forces arrest 5 fishermen working nr. Bayt Lahiya and confiscate their boat. In response to a 7/25 order from the High Court of Justice, the Israeli police agree to return the bodies of 7 Palestinians killed in confrontations with Israeli forces. The police did not want to return the bodies, but the order compelled Public Security Minister Erdan to renew talks with the families on terms of the bodies’ return. The returns will be staged over the next couple of weeks with conditions: the Israelis will only release the 2d body if the first funeral goes smoothly. (HA, JP 8/16)

Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. Fatah PA pres. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. Palestinians refugees marching fr. Syria knock down the border fence into the Golan Heights, enter the Druze village of Majdal Shams, and rally in the village square, erecting Palestinian flags. IDF troops open fire to drive them back across the border, killing 4 Palestinians and wounding around 200. On the border with Jordan, Jordanian troops fired tear gas and scuffle with some 800 Palestinians, preventing them fr. reaching the border, leaving 14 demonstrators and 3 police officers lightly injured. In Egypt, govt. forces reinforce their border, preventing some 250 Palestinians fr. marching to the Rafah crossing. Giora Eiland, who headed the Israeli military’s internal inquiry into the 5/31 Gaza flotilla incident, releases brief excerpts of his classified 100-page final report to the IDF chief of staff concluding that overall the “the entire operation is estimable,” praising soldiers for their “professionalism, bravery, and resourcefulness.” While the report faults planning for the operation as inadequate (relying “excessively on a single course of action . . . while no alternative courses of action were prepared”), it deems the use of live fire on the passengers “justified.” (IFM 7/12; NYT, WP 7/13; JPI 7/23)

Jerusalem, in the E1 area marked for expansion of Ma’ale Adumim settlement, displacing 42 Palestinians. Late in the evening, the IDF conducts synchronized late-night incursions into Hebron, Nablus, Ramallah, and Zatara village nr. Bethlehem to raid and search the homes of 8 senior figures affiliated with Hamas (fmr. PA Dep. PM and Education M Nasser al-Din al-Sha‘ir in Nablus; Reform and Change Palestinian Council legislators Nizar ‘Abd al-‘Aziz Ramadan and ‘Assam Nu‘man Salhab in Hebron; Ayman Husayn Darghma in Ramallah; Khalid Tafish Thwayb in Zatara; Reform and Change office director for Ramallah and al-Bireh Mazin al-Rimawi in Ramallah; senior Hamas leader Adnan Ahed Asfur and al-Najah University prof.
