In the West Bank, a Palestinian man succumbs to injures sustained from Israeli forces during a raid in Fawwar refugee camp on 6/17/2023. Israeli settlers set fire to a vehicle in Kafr Ni’ma. Israeli settlers also vandalize olive, almond, grape, and fig trees, demolish an agricultural structure, and steal property in Qusra. Elsewhere, Israeli settlers assault a Palestinian child and vandalize wheat and barley fields in Ein al-Beida in the Masafer Yatta area. Israeli forces raid al-Fara’a refugee camp, destroying infrastructure and property. In East Jerusalem, 80,000 Muslim worshippers attend Friday prayers at the Haram al-Sharif compound. Thousands of worshippers from the West Bank are denied entry to East Jerusalem for the prayers. Israeli forces block Palestinian Red Crescent medics from entering the compound. In Gaza, Israeli forces bomb Gaza City, Nuseirat refugee camp, Beit Hanun, and Rafah, killing at least 149 people, including 36 members of the same family gathered to break their fast in a home in Nuseirat refugee camp. Rockets are fired at Sderot; no damage is reported. In Lebanon, Israeli forces bomb Hula, Marwahin, Kafr Kila, Ayta ash Shab, and Labbouneh. Hezbollah forces attack an Israeli radar site in Shebaa Farms. In the Red Sea, a missile fired from Yemen hits a tanker. More than 31,490 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 73,439 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 425 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 247 Israeli soldiers have been killed and 1,476 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. UNICEF says that 31% of children under the age of 2 in Gaza are suffering from acute malnutrition. The UN says the rubble caused by Israeli attacks take years to clear. 187 trucks carrying aid enter Gaza. U.S. forces airdrop 35,700 meals and 31,800 bottles of water over northern Gaza. Hamas, Islamic Jihad, the PFLP, and the Palestinian National Initiative criticize the appointment of the new PA prime minister Mohammed Mustafa, calling it a “unilateral” designation by President Mahmoud Abbas that “inflicts harm on our people and national cause,” saying the formation of the new government should be done by national consensus. Fatah responds by saying Hamas caused the Israeli invasion of Gaza by “undertaking the October 7 adventure.” Agence France-Presse reports that Hamas, Islamic Jihad, PFLP, and Houthi movement members discussed coordinating their actions against Israel last week. Israeli prime minister Benjamin Netanyahu’s office issues a statement saying that Israel will send a delegation to Qatar to continue ceasefire negotiations and that the Israeli military is preparing to invade Rafah. U.S. National Security Council spokesperson John Kirby says Hamas’s ceasefire proposal is “within the bounds” of what has been discussed in recent months. Times of Israel, Channel 12, and Ynet report that an invasion of Rafah is not imminent. Defense Minister Yoav Gallant presents the security cabinet with 4 scenarios for the political situation in Gaza after Israel’s war, including Hamas control, Israeli occupation, chaos, and local rule in coordination with the PA, saying he prefer the latter scenario. Australia resumes funding of UNRWA. Foreign Minister Penny Wong says the “best available current advice from agencies and the Australian government lawyers is that UNRWA is not a terrorist organization and that existing additional safeguards sufficiently protect Australian taxpayer funding.” Australia will also deploy a military cargo plan to help airdrop aid in Gaza. In the West Bank, Israeli settlers block a road leading to Nablus after Israeli forces reopened the road for the first time since 10/7/2023. Israeli settlers also bring livestock to graze on Palestinian farmland in al-Juwaya, damaging crops. Israeli forces assault 5 Palestinians during a raid in Tubas. Israeli forces also issue a military order seizing 29 dunams (7 acres) of land in Sinjil and Turmus ‘Ayya. Elsewhere, Israeli forces arrest 37 Palestinians during raids in and around Jalazone refugee camp, Bethlehem, Tubas, Jenin, Hebron, Tulkarm, and Nablus. The EU launches a probe into whether Israel is complying with human rights obligations stipulated in the EU-Israel trade agreement. EU high commissioner for foreign affairs Josep Borrell says the Israeli actions in Gaza “give the impression that its objectives go beyond destroying Hamas.” (AJ 3/7)

In his State of the Union address, U.S. president Joe Biden says the U.S. military will set up a temporary pier off the coast of Gaza to deliver aid but that no U.S. soldiers will enter Gaza as it will be built offshore. Biden also says, “to the leadership of Israel I say this: Humanitarian assistance cannot be a secondary consideration or a bargaining chip.” Biden is filmed telling Senator Michael Bennet (D-CO) that he has told Israeli prime minister Benjamin Netanyahu that “you and I are going to have a come to Jesus meeting.” The PA presidency thanks Biden for supporting a 2-state solution and a ceasefire during his speech. Israeli forces also injure 3 Palestinians during a raid in Arrabah, including with 1 live ammunition and 2 by assault. Elsewhere, Israeli forces raid a home where Palestinians are mourning the loss of their 3 relatives who were killed by Israeli forces on 1/12, firing bullets, tear gas, and sound bombs at the home in Hebron. Israeli forces also uproot streets during a raid in Jenin. Israeli forces arrest 15 Palestinians during late-night raids in Bethlehem, Hebron, and Jenin. In Gaza, the telecommunications outage that started on 1/12 continues, with internet and phone services cut off. Israeli forces bomb Nuseirat refugee camp, Khan Yunis, Maghazi, Rafah, Gaza City, and Dayr al-Balah, killing at least 130 people, including 20 people in a home in Gaza City. In Lebanon, Hezbollah fires rockets at Shtula near the Blue Line, damaging a building. Israeli forces conduct airstrikes in several areas in the southern part of the country. The Wall Street Journal reports that Israel is considering seizing the Philadelphi Corridor by force and has informed Egypt of its intentions. Israeli prime minister Benjamin Netanyahu later says that his government has not decided if it will seize the Egyptian-controlled area by force. Israel’s Mossad and Shin Bet claim Hamas planned attacks on Jewish and Israeli targets abroad, including the Israeli embassy in Sweden. Denmark arrested several people said to be linked to Hamas in December after receiving information from the Mossad. (HA, HA 1/13)

U.S. senator Bernie Sanders (D-VT) says President Joe Biden should distance himself from Prime Minister “Netanyahu and the horrific war he is waging against the Palestinian people.” (AJ 1/13)

A Jewish-Israeli civics teacher tells the Guardian that he was arrested and placed in solitary confinement in November after he mourned the killing of civilians in Gaza in Facebook posts. The man was also fired by the Petach Tikvah municipality for his posts. An Israeli court later overturns his dismissal, saying the municipality did not have justifiable cause. (GDN 1/13; HA 1/15)

In the West Bank, Israeli forces demolished 1 house—displacing 13—and a water well in Hebron, razed 100 dunams (25 acres) of agricultural lands in Masafer Yatta, and demolished 3 agricultural structures in Nahalin. In East Jerusalem, Israeli settlers led by Jerusalem deputy mayor Aryeh King delivered an eviction notice to the Salem family in Sheikh Jarrah, ordering the family to leave their home of 70 years before 12/21. An appeals court in the Netherlands ruled that Israeli defense minister Benny Gantz cannot be tried in Dutch courts for the 2014 air strike in Gaza that killed 6 relatives of a Dutch citizen. The Dutch citizen who was born in Gaza filled a lawsuit against Benny Gantz, chief of staff of the Israeli army at the time of the attacks. (HA, MEMO, REU 12/7; MDW 12/8)

A freedom of information request filed by Israeli human rights organization Bimkom revealed that 797 demolition orders were delivered in Area C during 2020, the highest in 5 years. In the same period, 24 construction permits were granted out of 2,550 requests. (HA 12/7)

Nr. Gaza, Israeli military radar spots a small drone flying from Gaza across the border into Israel. IAF jets are deployed to monitor its activity, then the drone falls to the ground on the Israeli side of the border fence. Hamas later claims responsibility. IDF troops on the border e. of Jabaliya open fire on agricultural lands along the border fence, causing no injuries. After its opening on 6/23, Egyptian authorities close the Rafah border crossing. In The Hague, PA FM Riyad al-Maliki presents an extensive file of case material to the International Criminal Court (ICC) supporting the Palestinians’ allegations that Israelis are responsible for 23 criminal counts in the oPt. The Freedom Flotilla III sets sail for Gaza today from Greece, with 4 ships laden with humanitarian supplies. Last-minute repairs were made to 1 ship after “unknown forces” damaged the propeller in a way “only professionals could do,” Israeli-born activist Dror Feiler reported. Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. Karnei Shomron and Keddumim settlements, both nr. Nablus, stone passing Palestinian vehicles. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. Israel says that the death of 19 Palestinians in Bayt Hanun on 11/8 was caused by a faulty artillery radar system. Palestinians fire 6 rockets fr. Gaza into Israel, lightly injuring 2 Israelis. In the West Bank, the IDF conducts arrest raids, house searches in Abu Dis and Hebron, nr. Bethlehem and Qalqilya. In Jabaliya, a roadside bomb explodes outside the home of a PFLP cmdr., injuring his bodyguard; internal Palestinian rivalries are suspected to be the cause. French DM Michele Alliot-Marie ` says that French forces in s. Lebanon came within seconds of firing on IDF F-16s that repeatedly dived on their positions a wk. ago. The IDF says the incident is under investigation. UNIFIL reported 14 Israeli violations of the cease-fire last wk., including near daily overflights of Lebanon, including 3 mock air raids over the French troops’ headquarters in the south.
