In the West Bank, hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 4 Palestinians are injured. Dozens of IDF troops raid the Ramallah headquarters of the PA’s Wafa News and Information Agency, detaining a number of employees, firing tear gas inside the building, and confiscating tapes from surveillance cameras in the building. The raid sparks minor clashes in central Ramallah; 5 Palestinians are injured. Israeli soldiers also shoot and injure 7 Palestinians during clashes sparked by IDF raids in Tubas and Nabi Salih village near Ramallah late at night. Meanwhile, IDF troops arrest 13 Palestinians during further raids near Ramallah, Hebron, Nablus, Tulkarm, and Qalqilya; and patrol in and around Tulkarm and Hebron. Israeli settlers puncture the tires of 3 Palestinian vehicles and leave racist graffiti on nearby walls in Beytin near Ramallah. A separate group of settlers throws rocks at Palestinian vehicles on a road outside Nablus, causing minor damage. In East Jerusalem, Israeli forces arrest 2 Palestinians during a raid in Jabal Mukabir. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Gaza City. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries (2 fishermen are arrested and their boat is confiscated). Later in the day, hundreds of Palestinians gather along Gaza’s northern border to continue the Great March of Return and to cheer on a number of Palestinian boats sailing in a symbolic challenge to the Israeli blockade. Israeli prime minister Benjamin Netanyahu says that the Omani government has given permission for Israeli planes to fly through Omani airspace. “Therefore, only one small thing remains for us to do,” he adds, pointing to Saudi Arabia on a map. “We need to [make it so] that El Al can fly over this, and that’s it—we open new markets.” (AP, JP, TOI, YA 12/10)

Unidentified parties fire a rocket from Gaza toward Israel. It lands in an open area short of the border, causing no damage or injuries. An IDF tank shells and destroys a Hamas observation post east of al-Maghazi refugee camp. Israeli artillery also target a site east of Gaza City, causing a fire to break out; there is no major damage or injuries. Separately, IDF troops stationed along the border fence arrest 2 Palestinians attempting to cross from Gaza into Israel near Rafah, and open fire on Palestinian lands near al-Bureij refugee camp, causing no damage. In East Jerusalem, approximately 524 Israeli settlers tour Haram al-Sharif in the morning, commemorating the Jewish holiday Sukkot. Some of the settlers reportedly pray at the sanctuary. In the West Bank, the Israeli authorities shut down al-Ibrahimi Mosque in Hebron to Muslim worshippers to make way for Sukkot-related activities at the site. IDF troops arrest 16 Palestinians and issue 1 arrest summons during late-night raids in and around Hebron, Jerusalem, Qalqilya, Bethlehem, Nablus, Salfit, and Jenin, and patrol near Tulkarm and Hebron. In Israel, approximately 30,000 Palestinians and Israelis gather in Jerusalem to call for a resumption of IsraeliPalestinian peace talks. The Israeli NGO Women Wage Peace organized the demonstration. Off the n. Gaza coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, Israeli forces violently disperse around 300 Israeli settlers in the Beit El settlement protesting the High Court’s 7/26 injunction on building in the settlement and its order for 2 residential buildings to be demolished by 7/30; 2 settlers are arrested. The settlers throw stones at empty Palestinian vehicles in the area. A separate group of over 200 Israeli settlers reoccupies the Sa-Nur settlement outpost nr. Jenin that was evacuated in 2005, calling for the govt. to approve the return of settlers to the site. Overnight in East Jerusalem, Israeli forces demolish 2 Palestinian stores, 2 warehouses, and 3 residences in Silwan; assault and arrest 2 Palestinians during a raid in Ras al-Amud. Israeli PM Netanyahu says that his govt. is taking “legal action” against the High Court’s 7/26 demolition order for the 2 residences in the Beit El settlement. His comments follow 2 days of minor clashes between settlers and Israeli troops in and around Beit El. (HA, JP, TOI 7/28)

Netanyahu meets with Cypriot pres. Anastasiades in Cyprus and, according to PA sources, Anastasiades reportedly outlines a new European and Cypriot initiative to restart the Israeli-Palestinian peace negotiations . The PA sources say that Anastasiades discussed the initiative with PA pres. Abbas on 7/27, and it includes an invitation for Netanyahu and Abbas to separately address EU leaders in Brussels at a future summit. (JP 7/27; JP, MNA, REU, TOI 7/28)

The U.S. Parole Commission announces that imprisoned Israeli spy Jonathan Pollard’s parole has been approved and that he will be released from prison on 11/21, having completed a 30-year sentence after being convicted of passing military intelligence to Israel in 1985. Pollard will be required to stay in the U.S. for 5 years after his release. Secy. of State Kerry reiterates that Pollard’s release is not connected to the tension surrounding the nuclear deal reached by the P5+1 and Iran on 7/14. (EI, HA, MNA 7/28; HA 7/29)

In East Jerusalem, Israeli forces shoot and kill a Palestinian man in al-Tur after he drives his car into a crowd, injuring 2 border police guards. Israeli forces demolish a 3-story building in Ras al-Amud claiming it was built without a license. In the West Bank, Israeli forces close the entrance to a village nr. Nablus after a Palestinian throws a Molotov cocktail at a settler’s car. The IDF also conducts late-night raids in and around Hebron, Jenin, and Nablus, and in Jalazun r.c. nr. Following public criticism and consultation with DM Moshe Ya’alon, Israeli PM Netanyahu orders the suspension of the new 3-mo. pilot project restricting Palestinian travel, initiated on 5/19. EU foreign policy chief Mogherini meets with Netanyahu in Israel, who says he is still committed to the 2-state solution and he proposes a new round of peace negotiations with the Palestinians with the specific goal of establishing borders for Israel’s West Bank settlement blocs (the news of his proposal will not break until 5/26). Also, Mogherini reportedly tells Netanyahu that the European campaign calling for labeling of products from Israeli settlements is unstoppable. The PM’s office will deny that they discussed the labeling campaign when the news breaks on 6/2. Mogherini also meets with PA pres. Abbas and chief Palestinian negotiator Saeb Erakat in Ramallah. Norwegian FM Børge Brende meets with Netanyahu in Jerusalem and tells him that international pressure on Israel regarding its treatment of the Palestinians will likely resume after the P5+1 (the 5 permanent mbrs. of the UN Security Council plus Germany) reach a comprehensive agreement with Iran by their 6/30 deadline. In Gaza, Hamas-hired civil servants in all ministries except schools go on strike, protesting unpaid wages and particularly the PA unity govt.’s recent “recklessness” on the issue, according to a statement issued by a comm. representing the workers. Hours after Israeli PM Netanyahu announced the new ruling coalition on 5/6, Jerusalem municipal authorities approve construction of 900 new homes in the Ramat Shlomo neighborhood of East Jerusalem. U.S. State Dept. spokesperson Jeff Rathke says that the Obama admin. is “disappointed” and “concerned” with the announcement. The White House, however, releases a statement congratulating Netanyahu on forming a new govt. Meanwhile, EU amb. to Israel FaaborgAndersen says there is a growing frustration within the EU about the lack of progress between Israel and the Palestinians. The U.S. Senate passes the Iran Nuclear Agreement Review Act by a vote of 98–1. The bill, which will allow Congress to review and either approve or disapprove of any final agreement made between the P5+1 and Iran, now goes to the House for consideration. In the Gaza Strip, civil employees in the ministries of public works, labor, justice, and women’s affairs go on strike in protest of the fact that they haven’t been paid a full salary since 6/2. In the West Bank, IDF troops assault Palestinian workers during a raid on a bakery in c. Nablus, injuring 3. The IDF conducts house searches and arrest raids nr. Tulkarm, Hebron, Nablus, and Ramallah; patrols in 1 village and al-Fawar r.c. nr. Hebron. Israeli settlers destroy 12 olive trees and saplings in a village nr. Nablus and leave racist price-tag graffiti. In s. Israel, Israeli police violently disperse around 10,000 Palestinians protesting after a funeral held in Rahat for Sami al-Ajar, the Palestinian bedouin killed by police on 1/14, killing another Palestinian bedouin with tear gas, injuring over 40, and detaining 5 for throwing stones. The Arab High Follow-Up Comm. calls for an extension of the general strike in Rahat began after al-Ajar’s killing, and for a general strike in all Palestinian areas of Israel on 1/20. Palestinian prisoners threaten to go on a hunger strike if the Israeli Prison Service does not meet demands of a fellow prisoner, Nahar al-Sa‘adi, who has been on hunger strike since 11/20 in protest of a lack of family visits and his year-long solitary confinement; 70 of them begin a strike on 12/9. The Hamas-run cabinet in the Gaza Strip holds its 343d and last meeting, and releases a statement saying it is ready to hand over “full responsibility” to a PA unity govt. According to Fatah official al-Ahmad, reps. of the various Palestinian factions are close to agreeing on the composition of the new govt., as they continue their discussions. (AP, MNA 5/27) .

U.S. Secy. of State Kerry and PA Pres. Abbas meet for a 2d day in Paris. An unnamed State Dept. official characterizes the talks as “constructive.” PA spokesperson Nabil Abu Rudayna tells Palestinian media that there can be no agreement, whether framework or final, that does not include Arab positions based on international resolutions, in a reference to the 2002 Arab League peace initiative. Meanwhile, senior Palestinian official Nabil Shaath says that he held separate, and secret, meetings with diplomats from Italy, Norway, Austria, and the UK, to discuss the ongoing negotiations. The International Atomic Energy Agency (IAEA) reports that amounts of enriched uranium in Iran’s stockpile have decreased significantly for the 1st time in 4 years, and also confirms that Iran is meeting its commitments under the 6-mo. interim agreement signed in 11/2013. Meanwhile, representatives of Iran and the P5+1 countries end talks with a framework for future negotiations and an agreement to hold their next meeting in Vienna on 3/17. However, little progress is made in this most recent meeting on the question of identifying Iranian concessions to be exchanged for a reduction in sanctions. Separately, the UK and Iran resume diplomatic relations, which were severed in 11/2011 when students ransacked the British embassy in Tehran. Bilateral relations will now be conducted directly “through non-resident charge d’affaires and officials,” according to a UK Foreign Office spokesperson. (AFP, AP, REU 2/20)

The Egyptian military demolishes 7 smuggling tunnels under the Gaza Strip border, and also, in a separate development, authorities close the Rafah crossing after keeping it open for 3 days. During this time, 1,922 people left Gaza for Egypt, with 1,120 crossing in the other direction. Also, the Egyptian military kills 16 suspected militants in air strikes in the Sinai Peninsula. The IAEA and Iranian officials hold a meeting to continue talks that build on the deal agreed in 11/2013. Iranian Atomic Energy Organization spokesperson Behrouz Kamalvandi says the talks went well and the discussions have been extended an additional day. (AFP 2/8)
