In the West Bank, 5 Palestinians were arrested during raids in and around Qalandia refugee camp, Hizma, Dahariyya, and Jenin. Off the coast of Gaza, 3 Palestinian fishermen were killed in an explosion northwest of Khan Yunis; there were conflicting narratives about how the explosion happened with reports of an Israeli naval attack and of a missile fired from Gaza. Israel denied responsibility and the interior ministry in Gaza said it would investigate the incident; the investigation concluded on 3/11 with the government saying an Israeli drone laden with explosive was caught in a fishermen’s net, killing the 3 fishermen. the Al Mezan Center for Human Rights had claimed that it was a militant faction from Gaza who was responsible. Israeli naval forces had earlier in the day opened fire at Palestinian fishermen within 3 nautical miles west of Gaza city, causing damage to 1 boat. 1 Palestinian man was sentenced to 2 years in prison, based on a plea bargain, by an Israeli military judge for not preventing an attack on an Israeli settler and for being a member of the PFLP. In the sentencing, the judge said a plea bargain had been reached, reducing the sentence because several Palestinians had been tortured during the interrogation related to the case. According to Axios, PA civil affairs minister Hussein al-Sheikh sent a letter to the U.S. deputy assistant secretary of state for Israel-Palestine Hady Amr asking for U.S. support in the upcoming Palestinian elections and saying that Hamas has committed itself to nonviolence and the PLO parameters for a 2-state solution. Hamas has yet to publicly confirm Civil Affairs Minister al-Sheikh’s statement. (AX 3/10)

Two days after Israel’s security cabinet imposed new conditions on Israel’s participation in a new round of peace talks with the Palestinians, U.S. special representative Greenblatt issues the first official U.S. response to the 10/12 Palestinian national reconciliation agreement: “All parties agree that it is essential that the PA be able to assume full, genuine, and unhindered civil and security responsibilities in Gaza and that we work together to improve the humanitarian situation for Palestinians living there,” he says, in a statement. “The U.S. reiterates the importance of adherence to the Quartet principles: any Palestinian government must unambiguously and explicitly commit to nonviolence, recognize the State of Israel, accept previous agreements and obligations between the parties—including to disarm terrorists—and commit to peaceful negotiations. PA Pres. Abbas swears in the new national unity govt. in Ramallah, after final disagreements between Fatah and Hamas are resolved. The 18 ministers, including a secy. with ministerial rank but no portfolio, take an oath of office in a televised ceremony, though 4 are participating via teleconference from the Gaza Strip because Israel denied their entry into the West Bank. Abbas announces that the govt.’s principal task is to organize elections within 6 mos., and that preparations will begin immediately. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. They stress that the new government “will be a technical one more than a political one” and that diplomacy will rest with the PLO. In Yemen, antigovernment protests have steadily picked up since 2/16, particularly in Sana’a and Taiz. Some scuffles between protesters and govt. supporters (thought to be plain-clothed security forces) have been reported, but protests are still largely nonviolent. (Amnesty International reports at least 27 protesters killed to date.) By this time, 10 MPs fr. Pres. Ali Abdullah Saleh’s ruling party have resigned in solidarity with protesters, and medical unions, entire tribes and villages, and lawyers’ and labor groups have joined demonstrations. Some 150,000 Egyptians of all socioeconomic backgrounds inspired by events in Tunisia answer a week of calls to attend a “day of revolution” antigovernment rally in Cairo’s Tahrir Square today (a national holiday to honor police), bringing blankets, food, and water and vowing to continue protests until Mubarak steps down, his government is dissolved, and parliament is disbanded. (The Muslim Brotherhood does not participate to allow the voice of the people to stay at the fore.) The government cuts cell phone and Internet service to limit international coverage and mobilization efforts via social networking sites. Late at night, government security forces raided the square firing tear gas and water cannons, beating some demonstrators, and arresting others in an unsuccessful effort to drive them out. After a paroxysm of retaliatory violence that kills 1 police officer and some looting in the National Museum on the square, protesters disengage and mobilize to call for nonviolence, notably creating a cordon around the museum to protect it. Parallel protests are held in Alexandria, Suez (where violent clashes kill 2 demonstrators), and several smaller towns, with larger protests called for Friday 1/28. By this date, there have also been several days of protests in Yemen calling for Pres. Saleh’s removal, citing economic ills, corruption, and rumors Saleh plans to install his son as his successor. The IDF begins requiring all visitors to Gaza and the PA-controlled areas of the West Bank (areas A) to obtain prior written permission for travel fr. the Civil Admin. or face the chance that they may be prosecuted, denied reentry into Israel, or deported; allows Palestinian workers in Gaza over age 28 to apply for work visas in Israel (previously workers had to be over age 35). The IDF also ends 4 days of bulldozing nr. Dayr al-Balah, during which 8 Palestinian homes, 12 dunams of land were razed; fires on residential areas nr.
