In the West Bank, Israeli forces continued their attacks on Jenin refugee camp, killing 4 Palestinians, bringing the death toll to 12, including 5 children. 143 Palestinians were injured during the 48-hour assault on the camp. 1 Israeli soldier was killed by friendly fire. Israeli forces also raided 3 hospitals in Jenin, including the Khalil Suleiman Government Hospital, injuring 3 with live ammunition and causing tear-gas related injuries. The deputy governor of Jenin said that 80% of homes in Jenin were damaged in the Israeli attack. About 4,000 Palestinians were displaced during the attack. UNRWA reported damage to 4 of its schools and 1 of its health clinics in the camp. The Latin Church said that its Holy Redeemer Church in Jenin was severely damaged. Israeli forces also violently dispersed Palestinian protesters in Kafr Dan, injuring Palestinians with live ammunition and baton rounds. Elsewhere, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 2 with live ammunition. Israeli forces also issued stop-work orders for 1 agricultural structure and 1 house and a demolition order for 1 agricultural structure in al-Karmil near Yatta. Israeli settlers threw stones at Palestinian-owned vehicles near Jericho, causing damage. Israeli settlers also raided Deir Dibwan, shooting and injuring 1 Palestinian and throwing stones at vehicles. 20 Palestinians were arrested during late-night raids in Halhul, Jalazun refugee camp, Husan, Tubas, Nablus, and Qalqilya. In the West Bank, Israeli settlers threw stones at Palestinian vehicles parked near Kifl Haris, causing damage. Israeli forces shot and killed 2 Palestinians, including 1 minor, and injured 3 others during a demolition raid in Kafr Dan. 2 homes belonging to families of Palestinians accused of killing an Israeli soldier on 9/14/2022 were punitively demolished during the raid. Israeli forces also shot and killed 1 Palestinian minor during a raid in Dheisheh refugee camp, 1 other Palestinian was injured by live ammunition. Elsewhere, Israeli forces issued stop-work orders for 8 houses, 1 agricultural structure, and 1 events hall in Deir Balut and 1 house under construction in Maeen in the Masafer Yatta area. Israeli forces also shot and injured 7 Palestinians with live ammunition during a raid in Bayt Rima. Meanwhile, Israeli forces fired tear gas at a funeral procession in Beit Umar, causing tear-gas related injuries. Israel informed the PA that about 1,000 Palestinians living in the Masafer Yatta area will receive eviction notices in the coming days and that they will be forcibly transferred to a different location. Israel Hayom reported that the Israeli police officer charged with the killing of autistic Palestinian man Eyad al-Hallaq in East Jerusalem in May 2020 had signed up for 6 months of service in the police force after finishing his compulsory service. In the West Bank, Israeli settlers assaulted 2 Palestinians in Kafr ad-Dik, causing hospitalization. Israeli settlers also threw stones at Palestinian vehicles near Huwwara. Israeli forces handed temporary eviction notices to 2 Palestinian families, ordering them to leave their land for 3 days from 11/1 and for 10 hours on 11/9 while Israeli forces conducted military drills in Khirbet Humsa. Israeli forces also handed punitive demolition notices in Kafr Dan to 2 families who are relatives of 2 Palestinians killed by Israeli forces on 9/14. 37 Palestinians were arrested during late-night raids in Tulkarm, Abud, ‘Anata, Biddu, Dheisheh refugee camp, Beit Umar, Surif, Iraq al-Tayeh, Nablus, al-Yamun, Jenin, al-Jiftlik, and Hebron. Lebanon and Israel officially signed their maritime border demarcation agreement. Lebanese president Michel Aoun and Hezbollah secretary general Hassan Nasrallah both praised the agreement, saying that it does not signify a move towards normalization with Israel. The agreement provides Lebanon with the vast majority of potential profits from the Qana gas field and Israel all the profits from the Karish gas field. 20 Democratic members of the U.S. house of representatives signed a letter, circulated by representative Don Beyer (D-VA), to U.S. secretary of state Antony Blinken saying that Israel should not be included in the U.S. visa waiver program due to its ethic discrimination and racial profiling. In the West Bank, 2 Palestinians, including a member of the PA security service’s intelligence branch, and the Israeli deputy commander of the Nahal brigade’s special reconnaissance unit, were killed during an exchange of gunfire near the Jalamah checkpoint. Al-Aqsa Martyrs’ Brigades said the 2 Palestinians were members of its organization. Israeli forces raided Burqa, causing tear-gas related injuries. Israeli forces also demolished 2 agricultural structures and 20 olive trees in Rujeib, delivered stop-work notices for 1 house and 1 agricultural structure in Husan and demolition notices against 3 residential tents in Ras al-Ahmar. Israel shut down the Jalamah and Salem checkpoints and prohibited Palestinians from Kafr Dan from entering Israel as a punitive measure for the early morning shooting (see above). Both the Palestinians killed were from Kafr Dan. (HA 9/14)

It was reported that Palestinian children in Tuba had been unable to attend school for 2 days as Israeli soldiers began refusing escorting the children to their school. Since 2004, Israeli soldiers have escorted children in Tuba to their school to protect them from settler attacks. Residents in Tuba said they believe canceling the escorting of the children was related to an incident on 9/12 where 1 Israeli settler was reported injured nearby after armed Israeli settlers attacked Palestinians working their land. The Israeli military said that they had not changed their policy, but had decided to temporarily cancel the escorts. (HA 9/14)

The U.S. senate foreign relations committee passed an amendment to the Manager’s package of the State Department Authorization Act, requiring secretary of state Antony Blinken to submit a report on the circumstances surround the killing of Palestinian American journalist Shireen Abu Akleh. U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf told reporters that the U.S. is concerned about the security situation in the West Bank and cited economic conditions as a direct factor. (AX, HA 9/14; MEMO 9/15)

Axios reported that the EU special envoy for the Israeli-Palestinian peace process Sven Koopmans had complained to the Israeli foreign ministry that his requests for meetings with prime minister Yair Lapid, president Isaac Herzog, and defense minister Benny Gantz had been denied. (AX 9/14)

In an interview with the French newspaper Le Point, Qatari leader Sheikh Tamim bin Hamad Al Thani dismissed the idea of normalizing relations with Israel, saying “are things normal in Israel? No! There are still occupied Arab lands, refugees who have not been able to return to their homes for over 70 years, Muslims and Christians, living under siege in Gaza.” Sheikh Al Thani further called the “Israeli-Palestinian question” the most important, saying there will not be peace in the Middle East without it being solved. The Washington Post reported that in the upcoming book, The Divider: Trump in the White House, 2017-2021 by Peter Baker and Susan Glasser, it is said that former U.S. president Donald Trump offered King Abdullah II of Jordan the West Bank. In the West Bank, Israeli settlers uprooted some 35 olive trees in Hebron. Israeli undercover forces assassinated 1 Palestinian in al-Bireh from close range before leaving him to bleed out. Israeli forces also delivered demolition notices for 3 industrial structures in Dayr Sharif. Elsewhere, Israeli forces delivered notices for land seizures to complete a 9.3-mile-long water pipeline to 2 Israeli settlements near Salfit. 12 Palestinians were arrested during late-night raids in Biddu, Bayt Duqqu, al-Za’ayyem, Kafr Dan, Jaba‘, Nablus, Aqabat Jabir, and Hebron. PA health minister Mai al-Kaila said the PA had received 103,000 doses of the Pfizer COVID-19 vaccine and that 46,800 of them would be sent to Gaza. 203,161 Palestinians in Gaza and the West Bank are fully vaccinated. (WAFA 5/25)

U.S. secretary of state Antony Blinken landed in Tel Aviv for meetings with Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and defense minister Benny Gantz. Later in the day, Secretary Blinken met with PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh in Ramallah, as well as Palestinian activists at the offices of AMIDEAST. At a press conference with Prime Minister Netanyahu, Blinken reiterated the Biden administration’s support for Israel’s “right to defend itself” and said that the U.S. will help rebuild Gaza while preventing Hamas from benefiting from any U.S. aid. Netanyahu said that Israel would have a “very powerful response” if Hamas breaks the ceasefire. During a meeting with President Abbas in Ramallah, Blinken announced that the U.S. would reopen the consulate general in West Jerusalem, servicing Palestinians. The Trump administration closed the consulate and merged it with the Israeli embassy after it was moved to Jerusalem. Blinken also said that the Biden administration is asking Congress to approve $75 million in aid to Gaza and another $30 million to UNRWA. Israeli forces closed all the entrances to Dayr Nidham, closed roads leading to Ya‘bad with concrete blocks and set up a metal gate, and closed access to 7 villages near Salfit. 17 Palestinians were arrested during late-night raids in and around Kafr Dan, Qabatiya, Ya‘bad, Nablus, Balata refugee camp, al-Twana, Tulkarm, and Ramallah. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 with a sound bomb. Israeli police released a statement saying it had arrested 1,550 people since 5/9 who have taken part in violent and non-violent protest throughout Israel. Over 70% of the people arrested were Palestinian citizens of Israel, prompting Adalah to call it a “war” against Palestinian demonstrators. The Jordanian foreign ministry condemned Israel’s continued violations of status quo agreements in East Jerusalem, specifically the continued raids on the Haram al-Sharif compound and policy reversal in allowing Jewish worshipers at the compound. (WAFA 5/23)

U.S. secretary of state Antony Blinken said that the Biden administration is committed to “giving Israel the means to defend itself,” despite growing calls among democrats and activists to condition U.S. military aid to Israel. (AJ 5/23)

The UN humanitarian coordinator for the Palestinian territories Lynn Hastings said that the UN would launch an urgent appeal to countries to help rebuild Gaza after Israeli air strikes caused massive destruction during the latest escalation, which ended on 5/21. U.S. president Joe Biden said his administration would work with the UN to send humanitarian aid to Gaza in a way that prevents Hamas from benefiting. Israeli defense minister Benny Gantz said he will condition any aid that is not for humanitarian relief on the release of Israeli prisoners and the bodies of 2 Israelis to Israel. The Trump administration announces that it has not yet reached a decision about relocating the U.S. embassy in Israel, despite the fact that today is the deadline for Trump to sign the presidential waiver delaying the move for 6 months. “We will share a decision on the waiver in the coming days,” a spokesperson says. Because Trump did not sign the waiver in time, U.S. law allows Congress to demand that he move the embassy and cut funding to the State Dept. It’s unlikely lawmakers will pursue either option.
