The PA announced it had finished its investigation into the killing of Al Jazeera journalist Shireen Abu Akleh, concluding that Israel deliberately killed her. The PA findings are aligned with investigations made by AP and CNN, and with eyewitness accounts. Israel called the PA conclusion “a blatant lie.” The investigation found that the bullet that hit Abu Akleh was a 5.56 mm round used by NATO forces and that it was fired from 186 yards. The secretary-general of the PLO Saeb Erakat succumbed to the COVID-19 virus after battling the infection since 10/8. U.S. president Donald Trump announced that the U.S. had brokered a deal between Kosovo and Serbia which includes Kosovo and Israel normalizing ties and both Kosovo and Serbia establishing embassies in Jerusalem. Secretary-general of the PLO Saeb Erakat said that the U.S. is committed to pressure other countries to violate international law in order to satisfy “Israel’s expansionism.” The PA foreign ministry called the U.S.-brokered deal “blackmailing.” The secretary-general of the Arab League Ahmed Aboul Gheit also condemned the 2 countries’ promise to establish Israeli embassies in Jerusalem. The Gaza power plant stopped producing electricity as Israel stopped all deliveries of fuel to Gaza on 8/13. Palestinians in Gaza only have between 3-4 hours of electricity a day, as opposed to 8-12 hours, because of the power plant closure. (AJ, HA, REU, WAFA 8/18)

Secretary general of the PLO Saeb Erakat attacked the Arab League and the Organization of Islamic Cooperation for not condemning the UAE’s move toward normalization, violating the Arab countries’ consensus of not making agreements with Israel until Israel and Palestinians have negotiated a peace agreement. PA president Mahmoud Abbas called the UAE-Israel deal nonsense and said that the UAE “have turned their backs on everything: the rights of the Palestinian people, the Palestinian state, the two-state solution, and the holy city of Jerusalem.” At the meeting, attended by officials from Hamas and Islamic Jihad, Abbas praised the steps toward Palestinian organizational unity. Israeli prime minister Benjamin Netanyahu denied reports that Israel would support U.S. sales of advanced weapons to the UAE as part of the normalization deal between the 2 countries. A spokesperson for the Sudanese foreign ministry said that Sudan is looking at normalizing relations with Israel; however, after Prime Minister Netanyahu welcomed the news and said the dialogue had been going on since 2/2020, the Sudanese foreign ministry walked back the announcement, saying that normalization had not been discussed. PA prime minister Rami Hamdallah submits on behalf of his government his resignation to PA president Mahmoud Abbas. “[Hamdallah and his government] will continue to serve our people wherever they are and shoulder all its responsibilities until a new government is formed,” according to a PA statement. Abbas later accepts Hamdallah’s resignation, requesting that he continue to serve until a new government is formed. It’s unclear when that will be. One day after Israeli prime minister Benjamin Netanyahu announced his intention not to renew the Temporary International Presence in Hebron (TIPH)’s mandate, PLO secretary-general Saeb Erakat calls on the UN to deploy a permanent international force in the West Bank and East Jerusalem. The UN should “guarantee the safety and protection of the people of Palestine” until “the end of Israel’s belligerent occupation,” he says. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. There are no talks held today between Egyptian mediators, the Palestinian delegation, and Israeli negotiators. Hamas head of foreign affairs Usama Hamdan responds to the Egyptian proposal of 8/15, saying Israel must accept the demands of the Palestinian people or face a long war, and that the proposal was, therefore, insufficient. Head of the Palestinian delegation and senior Fatah official Azzam al-Ahmad says that he is quietly optimistic that a long-term agreement can be reached before the 5-day cease-fire expires on 8/18. Mahmud Abbas says that the “goal is to stop the fighting and to stick to the Egyptian initiative, and no other,” in an implicit reference to efforts by Qatar and Turkey to serve as alternative diplomatic channels. Israel and the EU finalize an agreement to allow Israel’s participation in the Horizon 2020 scientific research project. In response to the killings in Qalandia, an unnamed Palestinian official tells news agencies that talks scheduled for today are canceled. However, U.S. State Dept. spokesperson Marie Harf categorically denies that any meeting was canceled. Israeli television subsequently reports that Israeli and Palestinian officials had met in the morning before the news broke of the Qalandia raid. An unnamed Palestinian official also subsequently confirms to Xinhua News Agency that the 2 teams met in Saeb Erakat’s house in Jericho. Meanwhile, Egyptian FM Nabil Fahmi holds talks with Pres. An Israeli delegation headed by outgoing National Security Adviser Yaakov Amidror arrives in Washington for high-level talks with U.S. officials. Discussions are expected to focus on Syria, the Iranian nuclear program and future talks with Tehran, and the role of Hizballah in the Syrian civil war. U.S. National Security Adviser Susan Rice is coordinating talks on the U.S. side. (HA 8/26)

UN chemical weapons inspectors visit 1 of the sites in Syria allegedly targeted last week by chemical weapons. The convoy came under sniper fire on the initial attempt, but the team successfully visited the Damascus suburb Ghouta. The UN team’s work includes collecting samples of munitions fragments and debris and taking testimonies. Meanwhile, U.S. Secy. of State John Kerry says that Pres. U.S. Secy. of State John Kerry makes one more visit to Ramallah in the morning, holding brief talks with Palestinian pres. Mahmud Abbas, their 3d meeting in 3 days. Afterward, Palestinian chief negotiator Saeb Erakat says that there had been no breakthrough. Kerry, speaking to reporters in Ben-Gurion Airport on his way to Brunei, sounds a more positive note and cites unspecified “real progress.” Kerry departs after 4 days and 13 total hours of talks with Abbas and Israeli PM Benjamin Netanyahu. Palestinian pres. Mahmud Abbas says that he wants to return to direct talks with the Israelis as soon as possible, speaking at a news conference in Ramallah with Maldivian pres. However, senior PA officials Hussein al-Sheikh, minister for civilian affairs, and chief negotiator Saeb Erakat warn that failure to recommence negotiations will mean Palestinians returning to international bodies to prosecute Israel, or even dismantling the PA itself. The EU criticizes Israel’s settlement expansion plans in a statement released at a meeting of foreign ministers in Brussels. Sweden’s FM Carl Bildt says European governments are increasingly frustrated by the settlement policy. The ministers also emphasize that the EU’s agreements with Israel only apply to the pre-1967 territory, which a diplomatic source tells the Israeli media could be a sign of future action related to settlement products. Israeli PM Benjamin Netanyahu says that construction plans for the E1 area e. of Jerusalem do not prevent the eventual emergence of a Palestinian state, and repeats the offer of direct talks with Mahmud Abbas ‘‘without preconditions.’’ Meanwhile, Palestinian cheif negotiator Saeb Erakat outlines 3 conditions for a return to talks: (1) agreement that the goal of the peace process is a withdrawal to the 1967 borders; (2) restarting negotiations from the point they were halted; and (3) setting a 6-mo. timetable for agreement on all final-status issues. In the West Bank, the IDF, citing military exercises, compels 6 Palestinian families to leave their homes in a village in the n. Jordan Valley. The IDF also notifies Palestinian farmers nr. Salfit that the road connecting the village to their fields will be demolished in the next 2 weeks. The IDF patrols in 2 villages nr. Tulkarm in the afternoon, in 1 village each nr. Jericho and Ramallah at night; conducts house searches and arrest raids in 1 village nr. Bethlehem in the afternoon, and in Ramallah and nearby Qaddura r.c. at night. PA pres. Abbas circulates a draft resolution to UN member states, ahead of an expected vote later in the month on upgrading the Palestinian status to that of non-member observer state. The draft text includes the Palestinian commitment to the two-state solution. An anonymous Palestinian official says that Arab League foreign ministers will discuss the draft and the timing of the vote in a meeting in Cairo on 11/12–13. Israeli FM Lieberman warns of ‘‘far-reaching implications’’ to the UN bid, but Palestinian officials respond with their own threats, such as cancelling the 1994 Paris Protocol, should Israel impose sanctions on the PA after the vote. PA res. Abbas gives an interview to Israeli television in which he says there will be no 3d intifada and that he will not seek a return to inside Israel’s pre-1967 borders. His comments are welcomed by Israeli pres. Palestinian chief negotiator Saeb Erakat and PA intelligence chief Majid Faraj deliver the long-anticipated letter fr. Pres. Abbas to Israeli PM Netanyahu and his chief negotiator Yitzhak Molcho at a meeting in Jerusalem. Netanyahu pledges to respond in writing within 2 wks. While the letter is not released publicly, a draft version was leaked to the press by a Palestinian source on 4/15, with the disclaimer that that the text might change before it was given to Netanyahu. Of note: PA PM Fayyad had planned to deliver the letter, but pulled out at the last minute. While there is no official comment as to why, various Palestinian sources say (WP 4/18) that Fayyad either (1) disagreed with the content of the letter or (2) thought it would be inappropriate for him to hold a high-level meeting with Netanyahu on the same day as an annual rally in support of Palestinian prisoners in Israeli jails. Fayyad had opposed early drafts that threatened to dissolve the PA if there was no significant progress toward peace. The 4/15 draft includes an implied threat, stating: “The PA is no longer as was agreed and this situation cannot continue.” (Times of Israel 4/15; NYT, WP 4/18)

IDF troops on the s. Gaza border e. of Khan Yunis fire into Gaza for unknown reasons, wounding a Palestinian man in Khuza’ village, 2,000 m. from the border (well outside the 300-m. no-go zone). In the West Bank, the IDF imposes a late-night curfew on Kafr Haris village nr. Salfit and escorts at least 3,000 Jewish settlers into the village to perform religious services at a local holy site; the group stays for 6 hrs., attacking and beating Palestinians who venture onto the street; the IDF arrests 1 Palestinian. The IDF conducts latenight patrols in Tulkarm, firing tear gas and stun grenades at stone-throwing youths who confront them and searching 1 home. Across the West Bank, Palestinians demonstrate in solidarity with the 4,000 Palestinians held in Israeli jails to mark Prisoners Day. IDF troops fire live ammunition, rubbercoated steel bullets, tear gas, and stun grenades at 1 group demonstrating outside Ofer prison nr. Ramallah, wounding 2. About 1,200 Palestinian prisoners declare a hunger strike to protest their conditions and detentions without trial. (According to B’Tselem, there are currently about 320 administrative detainees, down from about 800 in 2007.) About 10 Palestinians have already gone on hunger strike, including 2 who have been granted early release (including Khader Adnan, who is freed today and Hana Shalabi, freed on 4/1) and 2 (Islamic Jihad mbrs. The PA deploys a new 500-mbr. policing unit in Tulkarm, similar to the recently deployed Nablus unit (see Quarterly Update in JPS 146), as part of Abbas’s efforts to expand security control in the West Bank in keeping with the road map. The new unit immediately erects checkpoints around Tulkarm to search for unlicensed guns, stolen vehicles. The Israeli Housing Min. issues bids for construction of 307 new housing units in the Jewish settlement of Har Homa in East Jerusalem that would complete a ring of settlements around Jerusalem, making the division of Jerusalem all but impossible. PA senior negotiator Saeb Erakat sends an urgent message to Rice asking her to intervene to halt the settlement expansion, arguing that it is illegal and undermines efforts made at Annapolis. The UN reports that most public gas stations in Gaza are now closed because of Israeli fuel restrictions. In the West Bank, the IDF conducts arrest raids, house searches in Jenin r.c. and nr.
