Axios reports that President Biden’s patience with Israeli prime minister Benjamin Netanyahu is running out, citing unnamed U.S. officials. Biden is said to have spoken to Netanyahu almost every other day since 10/7 until a phone call on 12/23 where Biden ended the conversation in anger over Israel withholding the PA’s tax revenue, not allowing enough aid to enter Gaza, the intensity of the Israeli bombing of Gaza, and the lack of engagement on plans for after Israel’s war. Senator Chris Van Hollen (D-MD) tells Axios that “Netanyahu has given Biden the finger” at every juncture and that the Biden administration pleads with Netanyahu but gets “slapped in the face over and over again.” Axios also says Secretary Blinken’s visit to Israel earlier in the week was contentious due to the Israeli refusal to pay the PA its full tax revenue. Israeli Channel 12 reports that war cabinet member Gadi Eisenkot pressed the rest of the war cabinet to make a deal with Hamas to free the remaining captives, however, Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant reportedly disagreed, saying military pressure is the only way forward. A poll conducted for the Washington Institute for Near East Policy finds that 96% of Saudis believe all Arab states should sever all ties with Israel. The UN General Assembly adopted an Egyptian-drafted resolution calling for an immediate ceasefire in Gaza and the immediate and unconditional release of all captives with 153 votes in favor, 10 against, and 23 abstentions. Austria, Czechia, Guatemala, Israel, Liberia, Micronesia, Nauru, Papua New Guinea, Paraguay, and the U.S. voted against the non-binding resolution. Amendments put forward by the U.S. and Austria failed to reach the 2/3 threshold with 84 voting in favor of the U.S. amendment and 89 voting in favor of the Austrian amendment. Hamas welcomed the resolution. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene. In the West Bank, Israeli settlers uprooted 15 olive and 10 almond trees in Husan. Israeli forces shot and injured 1 Palestinian man during a raid in Nablus; 2 were arrested. Israeli forces also assaulted 2 Palestinians at the Deir Sharaf checkpoint, leading to the hospitalization of 1 of them. Elsewhere, Israeli forces forced Palestinian businesses to close and removed Palestinian flags from buildings in Huwwara. Israeli forces also notified Palestinians in Khirbet Humsa that they will be temporarily evicted from 5/16 to the morning of 5/17 for Israeli military drills. 6 Palestinians were arrested during raids in Qatanna, Jenin, and Jericho. In East Jerusalem, Israeli authorities forced 1 Palestinian family to demolish part of their own home in Jabel Mukaber. 4 Palestinians were arrested during raids in Isawiya and Jabel Mukaber. In Gaza, 1 rocket was fired at Israel around 24 hours after the ceasefire was announced in what was claimed to be a misfire. Israel conducted an airstrike on Beit Lahiya, causing damage. Hamas political bureau head Ismail Haniyeh spoke to Islamic Jihad secretary-general Ziyad al-Nakhalah, offering his condolences for the Islamic Jihad members killed by Israel in the latest assault on Gaza. Haniyeh also said in a press statement that Hamas and Islamic Jihad had managed the response to Israel through the Joint Operations Room. The Knesset Ministerial Committee on Legislation discussed a bill that would stop Israeli government funding to East Jerusalem schools that use the Palestinian curriculum. (HA 5/14)

In the West Bank, Israeli forces detained 7 journalists and 1 activist from al-Haq, who were all covering an Israeli temporary eviction of Palestinian residents in the Jordan Valley for military drills in the area. Elsewhere in the West Bank, 11 Palestinians were arrested by Israeli forces in late-night raids in and around Bethlehem, Qalqilya, Jenin, and Nablus. In East Jerusalem, Israeli forces raided and evicted Muslim worshippers from the al-Aqsa Mosque for the 2d day in a row. An Israeli minor charged with planning the murder of 3 Palestinians in the West Bank village of Duma in 2015 entered a plea deal admitting to aiding in the planning. The prosecution team agreed not to ask for more than 5 ½ years in prison in return for his confession. The 3 Palestinians—an 18-month-old boy and his parents—were killed when Israeli settlers set their house on fire. (HA 5/12)

The Israeli public defense office issued a report severely criticizing the Israeli prison service for running prisons that are “unfit for human residence.” Among the critiques in the report are harsh conditions, poor sanitation, prisoners sleeping on the floor due to overcrowding, prisoners having their hands shackled above their heads as punishment, and random strip-searches. The public defense office also found that mold, bedbugs, cockroaches, rats, and mice were found in the prisons and that prisoners had to shower in the same space as squat toilets. Several of the prisons mentioned in the report hold Palestinian prisoners. (HA 5/12)

The foreign ministry of the United Arab Emirates said in a statement that 4 commercial vessels were sabotaged near its territorial waters. There were no injuries or any specific details about the incidents. (HA 5/12)

Israeli forces also arrest 1 Palestinian during a late-night raid in Kafr 'Aqab. Meanwhile, approximately 50 right-wing Jewish activists tour Haram al-Sharif. In the West Bank, IDF troops deliver stop-work orders to 3 Palestinian homes under construction in al-Wajala village near Bethlehem; arrest 7 Palestinians during late-night raids near Ramallah, Bethlehem, Nablus, and Tulkarm; and patrol near Nablus, Hebron, and Tulkarm. Israeli defense minister Avigdor Lieberman orders the Kerem Shalom and Erez border crossings with Gaza to be re-opened, days after he ordered them closed in response to escalating violence along Gaza’s border on 10/17. He also says he will consider re-allowing transfers of Qatari-funded fuel for Gaza’s only power plant (he ordered them to halt after a bout of violence on 10/12). Today’s decision reportedly comes after Lieberman conferred with top security officials and verified Hamas’s efforts to limit the violence along Gaza’s border in recent days. (HA, MNA, TOI 10/21)

Israeli prime minister Benjamin Netanyahu postpones for “a short time” the planned evacuation and demolition of Jerusalem-area Bedouin village Khan al-Ahmar. According to sources in Netanyahu’s office, the prime minister wants to give more time for the ongoing negotiations on relocation sites, including a new proposal from the residents. The residents reportedly offered to move 500 meter north to the outskirts of Anata refugee camp “The amount of time to achieve this consent will be determined by [Israel’s cabinet],” he says. “I will convene it today. It will make a decision. The timetable will be short. I believe the evacuation will also be consensual.” Israeli defense minister Lieberman says that the Netanyahu made this decision “despite [his] strong objections.” (HA, HA, HA, JP, MNA, TOI 10/21)

Jordan’s King Abdullah announces that earlier today he informed the Israeli government that he does not intend to renew 2 annexes of the 1994 Jordan-Israel peace treaty. The annexes specifically stipulated that Jordan would lease 2 areas of land along the Israel-Jordan border to Israel for a period of 25 years. Netanyahu responds that he intends to negotiate with Jordan on extending the lease. “There is no doubt the agreement is an important asset,” he adds. (HA, JT, TOI 10/21; JP 10/22)

Unidentified Palestinians launch 2 rockets toward southern Israel from Gaza; 1 hits an Israeli home in Beersheba, causing major damage, and the other lands in the Mediterranean Sea. Israeli aircraft then conduct approximately 20 air strikes on sites across Gaza, killing 1 Palestinian, injuring at least 7, and causing extensive damage. Hours after the exchange, there are reports “intensive” Egyptian mediation efforts and a temporary cease-fire agreement. In a joint statement, Hamas and Islamic Jihad in Palestine appear to disavow the rocket fire: “We welcome the Egyptian effort to fulfill the Palestinian people's demand to remove the [Israeli] siege, and reject any irresponsible attempts meant to incite and sabotage the effort.” The Israeli authorities reject their statement, arguing that only Hamas has access to rockets with sufficient range to strike Beersheba. Hours after the exchange of rocket fire and air strikes in Gaza overnight, Israeli defense minister Avigdor Lieberman orders the Kerem Shalom and Erez border crossings into Gaza closed indefinitely and the fishing zone off Gaza’s coast reduced to 3 nautical miles. In the evening, Israel’s security cabinet convenes for 5 hours to discuss the situation in Gaza. They agree to impose new “rules of the game” on the weekly protests along Gaza’s border that have been held every Friday since 3/30/18, which are widely referred to as the Great March of Return. The cabinet instructs the IDF to gradually toughen its response to Palestinian attempts to damage or cross Gaza’s border fence, including incendiary balloons and kites. The new policy is reportedly based on a zero-tolerance approach. There are no further details as the cabinet agrees not to discuss the policy with the media. The Israeli forces sporadically clash with Palestinian and international solidarity activists in the village; 4 protesters are injured and 1 is arrested. ICC chief prosecutor Fatou Bensouda says that Israel’s planned evacuation and demolition of the Jerusalem-area Bedouin village Khan al-Ahmar could constitute a war crime. “Extensive destruction of property without military necessity and population transfers in an occupied territory constitute war crimes [under the Rome Statute],” she says. “I will not hesitate to take any appropriate action within the framework of my authority according to the Rome Statute.” (HA, JP 10/17)

The UN General Assembly votes to confirm the State of Palestine’s status as next chair of the Group of 77 and China, with 146 votes in favor, 15 abstentions, and 3 opposed (Australia, Israel, and the U.S.). The Group of 77 and China is a group of developing countries who work together at the UN to promote their collective economic interests. It is so called because it had 77 members when it was founded and because China participates but does not consider itself a member. At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine. Addressing the attendees, PA pres. Abbas says that Israel’s violations and of international law free the Palestinians from prior commitments made in context of the peace process, threatens to abandon the PA’s security coordination with the IDF, and announces the Palestinians’ intention to go to the UNSC for full UN membership. In the West Bank, hundreds of Jewish Israelis visit religious sites across the West Bank in the morning, including al-Ibrahimi Mosque in Hebron, ahead of Purim on 3/24. When around 500 Israelis arrive at Joseph’s Tomb outside Nablus under an IDF escort, clashes break out with stone-throwing Palestinians from nearby Balata r.c.; there are no serious injuries. Meanwhile, the Israeli authorities shut down all checkpoints leading out of the West Bank as well as the Erez and Kerem Shalom crossings along Gaza’s border overnight, barring all Palestinians from crossing, except for humanitarian cases. The Israeli National Council for Planning and Building approves a plan proposed by the settler organization Elad to build a 16,000 m2 archaeological center in the City of David National Park adjacent to the Old City. Palestinian pres. Mahmud Abbas accepts the resignation of PM Rami Hamdallah, after failing to persuade him to remain in the post during talks over the weekend. Israel says it will allow around 80 trucks to enter over the next few days as a “trial run” prior to reopening the crossing for regular imports as part of the 6/19 cease-fire deal with Hamas. In the West Bank, the IDF searches homes and shops in Tulkarm, making no arrests; conducts late-night arrest raids, house searches in and around Nablus, in Jenin town and refugee camp (r.c.), and nr. As part of a new crackdown on Hamas in Hebron, PA security officials inform the head of the privately run Islamic Charitable Association (ICA), allegedly affiliated with Hamas, that the PA has removed the organization’s governing board and replaced it with a governing body comprising exclusively of Fatah mbrs. to run the charity and its affiliated orphanage and boarding school. To increase pressure on Hamas, Israel announces that it will begin curtailing fuel shipments to Gaza by up to 11% and that it has permanently closed the Sufa crossing (closed on 10/26 and 10/27 for the weekend), leaving Kerem Shalom (fully controlled by Israel) the sole crossing point for goods and humanitarian aid. The UNRWA announces that because of Israel’s continued closure of the Gaza crossing to all but limited humanitarian aid, it must halt about $93 m. of construction projects in Gaza (including schools, water and sewage treatment facilities, health centers) that employ 121,000 Palestinians for lack of construction materials; also warns that UNRWA food stocks are running low.
