Israeli forces also seized 10 vehicles in al-Lubban ash-Sharqiya. Meanwhile, Israeli forces delivered notices that they will seize 5 dunams (1.1 acres) of land near Bethlehem to build a settler road. In Gaza, Paltel reported a complete communications blackout in all of Gaza. Israeli forces bombed Jabalia refugee camp, Khan Yunis, Rafah, Dayr al-Balah, and Gaza City; it was unclear how many casualties there were due to the communications blackout. Israeli bombings destroyed 56 buildings in the Shuja’iya neighborhood of Gaza City. 3 Israeli soldiers were killed in combat. More than 20,000 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 54,000 have been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 296 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 75 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 134 Israeli soldiers have been killed and 719 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. The UN Office of the High Commissioner for Human Rights released a statement saying it had received reports that Israeli forces had executed 11 unarmed Palestinians in front of their families in the Rimal neighborhood of Gaza City between 8 p.m. and 11 p.m. on 12/19. The Israeli forces also reportedly forced women and children into a room and threw a grenade at them, causing injuries. The Human Rights Office called for an immediate and independent investigation. Malaysian prime minister Anwar Ibrahim said Malaysia has banned all Israeli-flagged cargo ships from docking in its ports, citing the “Israeli massacre and brutality against Palestinians.” (AJ 12/20)

Hamas political leader Ismail Haniyeh arrived in Cairo for talks with Egyptian officials. Hamas official Ghazi Hamad told Al Jazeera that the party had tried to contact Fatah to begin talks about the situation in Gaza now and the future of a unified Palestinian political system, but that PA president Mahmoud Abbas had rejected talks. The Wall Street Journal reported that Hamas’ political bureau was in talks with other Palestinian factions about the situation in Gaza after the Israeli attack. Political bureau member Husam Badran told the Journal that the talks also included former Palestinian prime minister Salam Fayyad and former Fatah member Mohammed Dahlan. The Journal also reported that Hamas turned down a proposal to exchange a weeklong ceasefire for 40 captives held in Gaza. The National Council of Arab Mayors in Israel said all Palestinian schools in Israel will go on strike from 9/1 if Palestinian municipalities do not receive $80 million promised to them by the previous government. U.S. president Joe Biden expressed his dismay with Israeli prime minister Benjamin Netanyahu’s legislative agenda, saying that Israel “cannot continue down this road. I have sort of made that clear.” Biden also said that Netanyahu would not be invited to the White House in the near term. Biden’s comments came after U.S. ambassador to Israel Tom Nides said that he believed Netanyahu would be invited soon. The U.S. granted Israeli finance minister Bezalel Smotrich a diplomatic visa for his trip to Washington D.C. where he will address the Israel Bonds summit. U.S. secretary of defense Lloyd Austin met with Defense Minister Gallant in Tel Aviv. Austin told reporters that diplomacy is the best option to prevent Iran from obtaining nuclear weapons. More than 90 Democratic members of the U.S. Congress signed a letter to U.S. president Joe Biden urging him to pressure the Israeli government not to undermine its judicial branch, to scale-down Israeli raids in the West Bank, and not to annex the West Bank. (HA 3/9)

EU high representative for foreign affairs Josep Borrell wrote an op-ed in Project Syndicate, saying that European and Arab states must start being more engaged in pursuing peace between Israel and Palestine as U.S. efforts have not brought peace any closer. Borrell wrote that he and other EU representatives have already taken an initiative to start talks with Saudi Arabia and the Arab League. Human Rights Watch (HRW) said in a report that Palestinian security forces in the West Bank and Gaza systematically torture critics of the PA and Hamas in their detention. HRW called on countries donating to PA security forces to cut off their funding and for the ICC to investigate the issue. HRW said that Palestinian security forces use solitary confinement, beatings, and stress positions to punish and intimidate critics and political opponents and to elicit confessions. It was reported that newly appointed Israeli prime minister Yair Lapid would move into a house seized by Israel from a Palestinian family who fled Jerusalem during the Nakba. The house, Villa Hanna Salameh on Balfour Street, will serve as Prime Minister Lapid’s temporary housing until renovations at the prime minister’s official residence has been completed. PA prime minister Mohammed Shtayyeh and foreign minister Riyad al-Maliki met with Dutch foreign minister Wopke Hoekstra in Ramallah. Foreign Minister Hoekstra also met with representatives from the Palestinian NGO Al Haq, drawing ire from Israel as Al Haq is 1 of 6 Palestinian rights organizations that were deemed terrorist organizations by Israel in 10/2021. Hoekstra subsequently told reporters that “there isn’t a single European state—nor the United States—that has arrived at the same conclusions as has Israel [in regards to the terrorism accusations]. New York state comptroller Thomas DiNapoli said that a review of Unilever had found that its subsidiary Ben & Jerry’s is engaged in BDS activity, leading the state’s pension fund to divest from Unilever due to New York’s anti-BDS law. Ben & Jerry’s announced on 7/19 that it would no longer sell its ice cream in Israeli settlements and that it would not renew its licensing agreement with an Israeli company to produce Ben & Jerry’s ice cream. Arizona, New Jersey, and Florida have also divested from Ben & Jerry’s since the announcement. The New York state pension fund is said to have $111 million in investments in Unilever. U.S. house democrat Betty McCollum (D-MN) introduced a resolution condemning Israel’s terror designation of 6 Palestinian rights groups. The resolution calls the decision repressive and anti-democratic. The EU released a statement saying that it wants to see evidence from Israel that the 6 Palestinian rights groups that were designated terrorist organizations on 10/22 are in fact involved in terrorism. The EU noted that Israel in the past has misled the EU in saying it was funding terrorist-supporting rights groups. 12 European countries, including Germany, Denmark, Belgium, Finland, France, Ireland, Italy, the Netherlands, Poland, Spain, Sweden, and Norway released a joint statement, calling on Israel to reverse its decision from 10/27 to advance plans for new Israeli settlement units in the West Bank. Russia said in a tweet that it was disappointed by Israel’s decision. The UK urged Israel to reverse its decisions from 10/24 and 10/27 to expand settlements. After rumors that tips from Palestinians in Israel had led to the capture of 4 of the 6 Palestinians who escaped from Gilboa prison on 9/6, PA prime minister Mohammed Shtayyeh called for national unity. Prime Minister Shtayyeh said that “[t]he occupation authorities are trying to divide us from our brothers, and we need to strengthen the connection.” Shtayyeh also called on the UN to ensure that the prisoners are not tortured as rumors were circulating that at least 1 of the prisoners had been subjected to severe torture, leading to hospitalization. The New York Times detailed that a report by the International Atomic Energy Agency suggests that Iran is within 1 month of having enough material to build 1 nuclear warhead. It was also reported that manufacturing the warhead would take much longer. U.S. president Joe Biden postponed a meeting with Israeli prime minister Naftali Bennett in Washington D.C. after suicide bombs killed nearly 90 people at the Kabul airport as evacuations continue after the Taliban took over almost all of Afghanistan. Among the killed were 11 U.S. Marines and 1 other navy soldier. President Biden and Prime Minister Bennett are expected to meet on 8/27 instead. German chancellor Angela Merkel reportedly also canceled a visit to Israel next week due to the situation in Afghanistan. The New York Times reported that when Israel attacked the Iranian Natanz nuclear facility on 4/11/2021, the Netanyahu administration gave the U.S. 2 hours’ notice before the attack. In the West Bank, Israeli forces violently dispersed Palestinians protesting against the new Israeli settlement outpost Evyatar near Beita, injuring 20. Israeli forces also demolished 1 agricultural structure in al-Khadir and 2 agricultural structures in Abu Tayyah. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 5th day in a row. 2 Palestinians were arrested during late-night raids in Yamun and Jalazun refugee camp. In East Jerusalem, Israeli forces raided Issawiyya and confiscated Palestinian flags, leading to a confrontation with Palestinians; 1 was arrested. 3 others were arrested during raids in al-Tur, Silwan, and the Old City. The PA said it still intends to work with Israel on an exchange of COVID-19 vaccines after the PA canceled a deal with Israel on 6/18, saying that the vials received by Israel did not meet the agreed standards. The head of Israel’s central command force Tamir Yadai rejected an appeal by Israeli settlers in the Evyatar settlement outpost to not evacuate it. (HA 6/21)

The new Israeli government decided to postpone a vote on the 2003 emergency regulation, the Provision to the Citizenship and Entry Law, which blocks family unification between Israeli citizens and Palestinians from the West Bank and Gaza. The regulation has been extended yearly since 2003, but the new government coalition did agree that the racist regulation should be extended. The regulation ends on 7/6 and the parties said they would work on a compromise. If the order expires, interior minister Ayelet Shaked is presumed to use her authority to reject family reunification applications from Palestinian citizens of Israel. An Israeli court released the deputy leader of the northern faction of the Islamic Movement in Israel, Shaykh Kamal Khatib, into house arrest after arresting him on 5/14, accusing him of incitement to violence. (MEMO 6/21)

Israeli prime minister Naftali Bennett said Israel would change its approach to Hamas, stating that “our enemies will learn the rules—we won’t tolerate violence, we won’t tolerate trickles (of rocket), we won’t understand or accept ‘rebels’.” Prime Minister Bennett also said his approach was “one of initiative, decisiveness and suspicion.” (HA, TOI 6/20)
