Massive fires continue to rage across Israel and the oPt for the 5th consecutive day. New fires break out in some West Bank Palestinian communities, including Qusin village nr. Nablus. Twelve Israeli settlers are moderately injured by fire in Ma’ale Adumim settlement nr. Jerusalem. There are reports that many of the fires in Israel are under control. After new raids and arrests, the Israeli police are detaining 23 suspects in connection with alleged arson; they have questioned 30 so far. Most are West Bank Palestinians and some are Palestinian citizens of Israel. (HA, JP, MNA, TOI, WAFA, YA 11/26; MNA, WAFA, YA 11/27)

Elsewhere in the West Bank, Israeli forces close off the environs of al-Ibrahimi Mosque in c. Hebron, clearing space for thousands of Israeli settlers to celebrate a religious holiday at the site. The IDF announces that the area will be closed to Palestinians for 1 week. IDF troops arrest 8 Palestinians and brutally assault 1, causing serious injuries, during late-night raids nr. Bethlehem, Hebron, Jenin, and Nablus; and patrol nr. Salfit and Hebron during the day. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in Issawiyya. Along Gaza’s border, IDF troops arrest 2 Palestinians nr. Eshkol who had crossed the border illegally. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. IDF troops conduct late-night raids and house searches in 2 villages nr. Nablus, Hebron and nearby villages, and 1 village nr. Jenin, arresting 7 Palestinians and issuing an arrest summons to 1. They also conduct raids in a village nr. Ramallah, issuing arrest summons to 3 Palestinians and sparking minor clashes with stone-throwing Palestinian youths; 5 Palestinians are arrested. In East Jerusalem, Israeli officials order 2 Palestinians to vacate their homes before 8/11 on the grounds of “absentee ownership.” Similarly, the extended Abu Nab family is ordered to vacate their Silwan homes before 8/11 following a court ruling in favor of Israeli settlers’ ownership claims (the Israeli police will forcibly remove the Abu Nab family from their homes on 10/19). Around 120 Palestinian prisoners in Israel’s Nafha Prison start an open-ended hunger strike in protest of solitary confinement, the recent ban on family visits, and other violations. The prisoners will continue their strike until the Israeli authorities end the “rabid attack against them,” according to PA Prisoners’ Affairs Comm. head Issa Qaraqe. (MEMO 8/6; MNA 8/8)

In Cairo, the Arab League’s Arab Peace Initiative follow-up comm. agrees to hold “Arab and international consultations” to draft a UNSC res. condemning Israeli settler violence against Palestinians. Jenin, killing 1 and moderately wounding another. In East Jerusalem, the Israeli authorities bar men under 50 from entering Haram al-Sharif in the wake of the morning arson attack. Clashes break out across the city, with Israeli forces firing rubber-coated metal bullets at Palestinian protesters in Shu‘fat r.c., Issawiyya, Bayt Hanina, al-Suwana, al-Tur, and Silwan; 2 Israeli police officers and 13 Palestinians are injured, including 1 seriously.
