In the West Bank, Israeli settlers vandalized 20 olive trees in the Masafer Yatta area. Israeli forces demolished 1 Palestinian-owned home in Deir Salah in Area A. Israeli forces also raided the Palestine Technical University in Tulkarm, causing tear-gas related injuries. Elsewhere, Israeli forces opened fire near a girl’s school in Duma, causing panic among students. 1 Palestinian minor was arrested at the Havat Maon settlement. 9 others were arrested during late-night raids in Hebron, Harmala, Rafat, Tell, Jenin refugee camp, and al-Yamun. PA prime minister Mohammed Shtayyeh and foreign minister Riyad al-Maliki met with Dutch foreign minister Wopke Hoekstra in Ramallah. Foreign Minister Hoekstra also met with representatives from the Palestinian NGO Al Haq, drawing ire from Israel as Al Haq is 1 of 6 Palestinian rights organizations that were deemed terrorist organizations by Israel in 10/2021. Hoekstra subsequently told reporters that “there isn’t a single European state—nor the United States—that has arrived at the same conclusions as has Israel [in regards to the terrorism accusations]. Israeli forces demolished 1 house under construction in Yatma. 7 Palestinians were arrested, including 5 during late-night raids in al-Bireh, Hebron, and Aqabat Jaber refugee camp, 1 at a checkpoint near Ya‘bad, and 1 at a checkpoint while seeking an entry permit to East Jerusalem for treatment of cancer. In East Jerusalem, Israeli forces raided and shut down a ceremony for Palestinians who passed their high school exams in Isawiya, claiming it was sponsored by the PA. Israeli forces also demolished 1 nursery school and 1 house in Bayt Safafa. In Gaza, Israeli forces made incursions and leveled farmland east of Maghazi and al-Bureij refugee camp. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Jabalia; no injuries were reported. PA firefighters joined Israeli firefighters to combat wildfires raging west and southwest of Jerusalem. Israeli defense minister Benny Gantz thanked Mahmoud Abbas for “his initiative” in a tweet. The PA sent 20 Palestinian firefighters and 4 fire engines to help combat the fires. President Abbas later received a phone call from Israeli public security minister Omer Bar Lev thanking Abbas for sending the firefighters. (HA, MEMO, WAFA 8/18)

PA president Mahmoud Abbas, PA prime minister Mohammed Shtayyeh, and foreign minister Riyad al-Maliki met with the Japanese foreign minister Toshimitsu Motegi in Ramallah. Issam Daalis, a member of Hamas’s political bureau, said that militant factions in Gaza will start violently resisting Israeli restrictions put on Gaza during May if those restrictions are not lifted by 8/21. The ultimatum was made after a meeting of senior Hamas members. Daalis also said that Egypt had asked Hamas to give Israel time and the Israeli prime minister Naftali Bennett had said some restrictions would be gradually lifted. (MEMO 8/18)

Israeli Palestinian lawmaker Ahmad Tibi from the Joint List filed a complaint against an Israeli soldier who prevented him and 3 other lawmakers from reaching al-Ibrahimi Mosque on 8/14 during a protest against Israeli renovations to the structure. Tibi further asserted that the soldier assaulted him during the incident. (HA 8/18)

In East Jerusalem, Israeli authorities banned PA governor of Jerusalem Adnan Ghaith from entering the West Bank for 6 months. Governor Ghaith was summoned by Israeli forces earlier in the day. 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli forces fired missiles at Gaza after incendiary balloons from Gaza sparked fires in southern Israel. Israeli defense minister Benny Gantz ordered the entire Gaza fishing zone closed as collective punishment for incendiary balloons and rockets sent toward Israel. 1 Palestinian man was also seriously injured after coming in contact with an Israeli unexploded ordnance near al-Zaytun. Palestinian officials said that Gaza’s only power plant would stop producing power from 8/18 due to Israel’s embargo on fuel going to Gaza. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 1.5 nautical miles off Gaza City and Khan Yunis; no injuries were reported. Israel and the UAE began direct talks to arrange the details of establishing full diplomatic relations. The 2 countries and the U.S. announced on 8/13 that the UAE would normalize ties with Israel. Israeli prime minister Benjamin Netanyahu said in an interview that the U.S. had asked him to suspend annexation of parts of the West Bank in exchange for normalization with the UAE. He further stated that he had no choice in the matter and that annexation was still part of the U.S administration’s peace plan. In an interview with Haaretz, UAE director of strategic communications of the ministry of foreign affairs Hend Al Otaiba said that the UAE and Israel are working toward exchanging ambassadors. When asked about if the embassy would be located in Jerusalem, Al Otaiba answered, “We’re bound by international resolutions as well as an Arab position that wants an independent Palestinian state with Jerusalem as its capital.” The PA ambassador to the UAE arrived in Ramallah after being withdrawn because of the UAE-Israel deal. Separately, a Molotov cocktail is thrown at a settler’s car in the same area. The IDF conducts house searches and arrest raids in Dahaysha r.c. in Bethlehem and Al-‘Ubaydiyya village nr. U.S. Secy. of State Kerry and PA Pres. Abbas meet for a 2d day in Paris. An unnamed State Dept. official characterizes the talks as “constructive.” PA spokesperson Nabil Abu Rudayna tells Palestinian media that there can be no agreement, whether framework or final, that does not include Arab positions based on international resolutions, in a reference to the 2002 Arab League peace initiative. Meanwhile, senior Palestinian official Nabil Shaath says that he held separate, and secret, meetings with diplomats from Italy, Norway, Austria, and the UK, to discuss the ongoing negotiations. The International Atomic Energy Agency (IAEA) reports that amounts of enriched uranium in Iran’s stockpile have decreased significantly for the 1st time in 4 years, and also confirms that Iran is meeting its commitments under the 6-mo. interim agreement signed in 11/2013. Meanwhile, representatives of Iran and the P5+1 countries end talks with a framework for future negotiations and an agreement to hold their next meeting in Vienna on 3/17. However, little progress is made in this most recent meeting on the question of identifying Iranian concessions to be exchanged for a reduction in sanctions. Separately, the UK and Iran resume diplomatic relations, which were severed in 11/2011 when students ransacked the British embassy in Tehran.
