In the West Bank, Israeli settlers brought their livestock to graze on Palestinian-owned wheat and barley crops in al-Twana, causing damage. Israeli settlers also stole fencing in Farkha. Elsewhere, Israeli settlers with a military escort toured an archeological site in Jericho. Israeli forces shot and wounded 1 unarmed Palestinian man suffering from physical and cognitive disabilities near the separation wall in Qalqilya. It was reported that the man was injured with Tutu ammunition. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 10 with baton rounds and others with tear gas. In East Jerusalem, Israeli forces shot and seriously wounded a Palestinian minor in Silwan, claiming he had thrown a Molotov cocktail at Israeli forces. Israeli forces also shot and wounded 1 Palestinian man driving a car in Shu’fat refugee camp, claiming he was speeding toward them. In the Galilee, Israeli forces prevented thousands of Christians from visiting a church for the celebration of the Feast of the Transfiguration. Church officials said the event was coordinated with Israeli police 2 weeks prior but that Israeli authorities retracted its approval on the day of the event, citing fire risk. UNRWA said it had suspended its services in Ain al-Hilweh refugee camp in Lebanon in protest over armed militants operating in its facilities in the camp since violent conflict arose between Fatah and armed Islamist groups on 28 July. Hungarian prime minister Viktor Orbán said Israel and Germany had signed an agreement to jointly manufacture combat drones with Hungary. (HA 8/18)

It was reported that the Israeli government had granted de facto recognition to Israeli settlement outposts that had not received official independent status, allowing the government to fund infrastructure and education in the outposts. The decision has already been approved by the Justice Ministry and will be finalized at the cabinet level in the coming weeks. (HA 8/18)

In the West Bank, Israeli settlers assaulted Palestinian farmers in Khirbat Aqwewis in the Masafer Yatta area and let their livestock graze on land planted with barley and olive trees. Israeli settlers also attacked Palestinians in Tell, injuring 4 with pepper spray and 1 by physical assault. Elsewhere, Israeli settlers assaulted 1 Palestinian shepherd in ‘Ain al-Hilweh. Israeli forces shot 1 Palestinian man near a military post in Huwwara; the unarmed man who was collecting bottles died of his wounds on 7/30. Israeli forces also assaulted 2 Palestinians at Solomon’s Pools near Bethlehem. Israeli forces demolished commercial structures near the Jalamah checkpoint, 1 coffee shop in Ya‘bad, and 2 agricultural structures and a dirt road in Qusin. Israeli forces also punitively demolished the homes of 2 Palestinian prisoners in Qarawat Bani Hassan, displacing 18; 4 Palestinians were injured with baton rounds while protesting the demolition. Elsewhere, Israeli forces delivered stop-work orders for 6 Palestinian homes under construction in al-Dirat. 6 Palestinians were arrested during late-night raids in Beit Duqqu and Biddu. In Gaza, Israeli forces opened fire at Palestinians working their land east of al-Qarara and al-Bureij; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Jabaliya, Beit Lahiya, and al-Sudaniyya. Members of slain Palestinian American journalist Shireen Abu Akleh’s family met with U.S. secretary of state Antony Blinken at the White House. The family said that they demanded a U.S.-led investigation into the Israeli killing of Abu Akleh and that they want to speak to U.S. president Joe Biden about the lack of accountably for the killing. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. In the West Bank, Israeli forces raze 40 dunams (around 10 acres) of farmland, destroy 800 trees, and demolish 2 wells in various locations nr. Hebron; and also demolish 3 homes, 6 livestock barns, and 2 water tanks in the n. Jordan Valley. IDF troops arrest 3 Palestinians during raids in and around Hebron and Bethlehem, and patrol nr. Nablus during the day. In East Jerusalem, a Palestinian family demolishes their own home in the Old City to avoid paying Israeli demolition fees. In Jericho, PA interim issues negotiator Saeb Erakat, Israeli chief negotiator Oded Eran hold talks on Palestinian prisoners. Erakat reportedly threatens to suspend talks unless Israel agrees to release more prisoners, improve their living conditions. After Barak, Arafat discuss the issue by phone, Eran announces that Israel agrees in principle to carry out another release, still plans to carry out the 3d further redeployment (FRD) by 6/23, as required by the Wye II accord. Israel's Interior M Sharansky sends a letter to PM Barak asking him to respond to rumors of a secret deal almost completed btwn. Israel, the PA that would eventually give the PA control of more than 90% of the West Bank. Barak dismisses the substance of Sharansky's letter as "nonsense."
