In the West Bank, a group of 20 Israeli settlers attacked Palestinians planting olive tree saplings in Sinjil, injuring 1 with live ammunition and 5 others by physical assault; the settlers also vandalized 5 vehicles nearby. Israeli settlers also assaulted 4 Palestinians with pepper spray and damaged Palestinian-owned property near Burin. Elsewhere, Israeli settlers erected a settlement outpost on a tract of land outside of Birin. Israeli forces shot and killed 1 Palestinian minor after the minor allegedly lightly injured an Israeli soldier with a hammer at a checkpoint in Beitin. Israeli forces also raided Balata refugee camp, firing tear gas from drones and injuring 4 with baton rounds. 9 Palestinians were arrested during late-night raids in Jenin refugee camp, Nablus, Qalandia refugee camp, Biddu, and Surif. In East Jerusalem, 1 Palestinian family demolished their own home in Silwan. Israeli forces violently arrested 1 Palestinian man walking to the Haram al-Sharif compound in the Old City, beating him and kneeling on his neck; the man’s nose was broken and needed 4 stiches to his forehead after the attack. Israel police said it had arrested a 19-year-old Palestinian man in possession of an assault rifle in Jaffa and that he allegedly admitted to wanting to commit an attack. The man did not resist the arrest. (HA, JP 9/8)

In the West Bank, some 60 Israeli settlers from the Yitzhar settlement threw stones at Palestinians harvesting olives in Burin. Israeli settlers from the Telem settlement also uprooted and vandalized some 100 olive seedlings in Tarqumiyah. Israeli forces razed land near al-Lubban ash-Sharqiya, leading to a confrontation with Palestinians protesting the attack on their land; 1 was physically assaulted and 4 were injured by rubber-coated bullets. Israeli forces also razed land in al-Zawiya for the 2d day in a row and demolished 2 residential buildings in al-Zanbah. 8 Palestinians were arrested during raids in Tell, Zabbuba, al-Fara‘a refugee camp, and Aida refugee camp. In East Jerusalem, Israeli settlers attacked Palestinians in the Old City. 3 Palestinians were arrested, including 2 during a raid in Isawiya and 1 at the Haram al-Sharif compound. Haaretz reported that the Israeli military did not refer an incident to the Israeli police where an Israeli settler took an assault rifle from an Israeli soldier and shot at Palestinians on 6/26. The Israeli military said it had referred the case to the Israeli police, but the police denies it ever received notice of the incident. Palestinian eyewitnesses said that the Israeli soldier gave the settler the gun for him to shoot with. The Israeli military also refused to respond to Haaretz’s enquiry about an incident in May where a masked Israeli soldier shot and killed 1 Palestinian in ‘Urif. The soldier in question was also a settler and was not on duty when he shot and killed the Palestinian man, wearing only a face covering and army pants. (HA 10/7)

At Americans for Peace Now’s annual gala, Democratic senator Bernie Sanders (D-VT) said that he and Senate majority leader Chuck Schumer (D-NY) are working to significantly increase the U.S. humanitarian aid to Gaza as the Senate is working on a bill to give Israel $1 billion in military aid, allegedly to replenish the Iron Dome missile defense system arsenal. Senator Sanders said giving Israel $1 billion in military aid without addressing the suffering of the people in Gaza “would be wrong and unconscionable.” Sanders explicitly called for the U.S. to condition its military aid to Israel, saying that “[i]t is totally appropriate for the United States to say what that aid may and may not be used for.” Sanders also said that he is unimpressed by the policies of Israeli prime minister Naftali Bennett, saying that Bennett is pursuing the same policies as Benjamin Netanyahu when it comes to occupied Palestinian territories. An Israeli aircraft conducts an air strike along Gaza’s border fence near Khan Yunis, killing 3 Palestinian minors. An IDF spokesperson says that the Palestinians were attempting to place a suspicious object along the border fence. Hours after the strike, hundreds of Palestinians march to the homes of senior Hamas and Islamic Jihad in Palestine (PIJ) leaders demanding that they retaliate against Israel. PIJ then puts out a statement threatening to respond and rejecting the Israeli narrative about what the 3 minors were doing. Meanwhile, IDF troops stationed along the border fence open fire on Palestinian bird-hunters working near Bayt Hanun; 1 Palestinian is injured. In the West Bank, Israeli forces chase a Palestinian shepherd off his land in the northern Jordan Valley. IDF troops assault and injure a Palestinian, arrest 9 other Palestinians, issue 1 arrest summons, and confiscate a Palestinian vehicle during late-night raids near Bethlehem, Hebron, Jenin, Tulkarm, and Qalqilya; and patrol near Nablus, Hebron, and Qalqilya. The PLO Central Council convenes in Ramallah for the first of 2 days of meetings on a variety of issues facing the Palestinian people. Opening the meetings, PA president Mahmoud Abbas says, “We are facing a historical moment; either to be or not to be.” He calls for the Palestinian people to support the PLO and reaffirms that there can be no Palestinian state without Gaza or a capital in Jerusalem. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s settlements, separation wall, and occupation, as well as U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital in 4 villages near Ramallah (Bil‘in, Ni‘lin, Budrus, and Nabi Salih), al-Bireh, Kafr Qaddum near Qalqilya, Hebron, and along Gaza’s border in various locations; 1 Palestinian is killed and at least 13 are injured. Reportedly for the first time, the IDF uses a drone to drop tear gas on Palestinian protesters in Gaza. Meanwhile, IDF troops assault and arrest 2 Palestinians at a mobile checkpoint near Bethlehem, issue arrest summons to 3 Palestinians during raids in Bethlehem, and patrol near Qalqilya, Salfit, and Hebron. Amid a weeklong uptick in violence in the Hebron area, IDF troops shoot and kill a Palestinian at the entrance to Bani Na‘im village, which has been under a general closure since the killings on 9/16. The IDF alleges that the Palestinian youth was brandishing a knife and attempting to stab Israeli soldiers at a security checkpoint. Hours later, IDF troops assault and arrest a Palestinian in Hebron’s Old City, sparking minor clashes with stonethrowers in the area. After reports of gunshots fired at an Israeli settlers’ bus nr. Nablus overnight, the IDF closes entrances to several villages in the area. Elsewhere in the West Bank, the IDF arrests 2 Palestinians during late-night raids nr. Nablus and Salfit and patrols nr. Salfit and Nablus. Meanwhile, dozens of Israeli settlers visit a Jewish holy site nr. Nablus, sparking clashes between their IDF escort and Palestinian youths in the area; there are no serious injuries. In East Jerusalem, Israeli forces arrest 6 Palestinians during late-night raids in Shu‘fat r.c. and demolish a home n. of the city and a number of agricultural facilities in Sur al-Bahir. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. According to the IDF, Israeli aircraft shoot down a Hamas drone off Gaza’s coast in the afternoon. The IDF says it will “not permit any violation of its airspace, and will act with determination against any such effort.” The drone reportedly did not cross into Israeli airspace. (MNA, YA 9/20)

For a 2d day in a row, unknown Gazans fire a rocket toward Israel. It lands in an open area, causing no damage or injuries. IAF jets then launch air strikes on Hamas military sites nr. Israeli PM Netanyahu confirms that his govt. will allow the settlers who were forcibly evicted from 2 homes in c. Hebron on 1/22 to return once their proper paperwork is in order. Egyptian and Palestinian officials reportedly reach a new draft cease-fire agreement to present to Israel, which stipulates that the PA would take control of the Rafah crossing. Anonymous Israeli officials tell the media that their negotiators will not return to Cairo “as long as the shooting goes on.” Senior Hamas official Abu Marzuq says that the Palestinian delegation will leave Cairo on 8/10 unless Israel agrees to return to Egyptian-mediated negotiations. In a televised address, Israeli PM Netanyahu says that the assault will continue to complete the demolition of tunnels under the Israel-Gaza border. Unnamed Israeli officials reiterate the PM’s statement, telling the media that a new cease-fire agreement is off the table, and that the country will act unilaterally. PLO official Yasir ‘Abid Rabbuh announces that the various factions agreed to a 24-hour truce, but his claim is subsequently denied by Hamas. U.S. Secy. of State Kerry holds talks with UN Secy.-Gen. Ban in Jerusalem, their 2d meeting of the week. Kerry says afterward that “we have certainly made some steps forward, but there is still work to be done.” Kerry also meets with Pres. The UN Human Rights Council in Geneva passes a res., 29–1–17, condemning Israel’s occupation and the current assault on Gaza, as well as commissioning an investigation into potential war crimes committed during the current Gaza conflict, with the U.S. casting the sole “no” vote. Israeli PM Netanyahu calls the vote a “travesty,” while Israel’s Justice Minister Tzipi Livni responds on Facebook with the comment: “Get lost.” UN High Commissioner for Human Rights Navi Pillay says that there is a “strong possibility” Israel is committing war crimes in the Gaza Strip. A 5-day summit on Israeli-Palestinian issues opens in Israel attended by 17 mainline Protestant and Jewish officials. The summit, organized by American Jewish groups, is aimed at convincing Americans to halt steps toward divestment following a move a yr. ago by the Presbyterian Church (U.S.A.) to consider divesting church funds fr. 6 corporations undertaking activities that support the Israeli occupation.
