In the West Bank, Israeli forces shot and killed a Palestinian man, saying he had rammed and injured 5 Israeli soldiers near Hebron. Israeli forces also shot and killed a Palestinian man during a raid in al-Eizariya. Elsewhere, Israeli forces shot and killed a Palestinian man after he allegedly tried to stab Israeli soldiers at a checkpoint between Jerusalem and Bethlehem. Israeli forces also shot and injured 3 Palestinians and arrested 5 others during a raid in al-Fara’a refugee camp. Meanwhile, Israeli forces shot and injured 4 Palestinians, including a child, in at-Tayiba, Fawwar refugee camp, al-Arroub refugee camp, and Tuqu. Israeli forces also assaulted 2 Al Jazeera journalists in Dura, stealing all their equipment and mobile phones. Separately, Israeli forces assaulted 2 Palestinian shepherds in Jinba. 11 Palestinians were arrested during late-night raids in and around Qiffin, Ein as-Sultan, Deir Abu Masha’al, al-Am’ari refugee camp, and Surif. In East Jerusalem, Israeli forces violently dispersed Palestinians trying to reach the Haram al-Sharif compound with skunk water and baton rounds. In Gaza, Israeli forces bombed Khan Yunis, Maghazi, Dayr al-Balah, Gaza City, Rafah, and Nuseirat refugee camp, killing at least 187 people, including 3 at the Jordanian Field Hospital near Khan Yunis. Israeli forces also opened fire at an aid convoy despite coordination with the Israeli military, damaging a truck. In Lebanon, Islamic Jihad said 2 of its members were killed in Israeli assaults. Israel attacked sites around 10 miles north of the Blue Line. Hezbollah said it had attacked 6 Israeli positions. In Syria, Israeli forces attacked several places, saying rockets fired from Syria landed in the Golan Heights. More than 21,507 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 55,915 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 311 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 79 children. More than 3,812 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 165 Israeli soldiers have been killed and 898 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. The WHO said it had recorded 180,000 cases of upper respiratory infections, 136,400 cases of diarrhea, half of which were in children under the age of 5, 55,400 cases of lice and scabies, and 5,330 cases of chickenpox in Gaza. (AJ 12/29; UNOCHA 12/30)

The Euro-Mediterranean Human Rights Monitor said Israeli forces systematically loot Palestinian homes in Gaza, stealing money and valuables worth more than tens of millions of dollars. Healthcare Workers Watch-Palestine said it had collected testimonies from 10 medical workers arrested by Israel who all say they were tortured while detained.  (WAFA 12/28; AJ 12/29; WAFA 12/30)

The PA foreign ministry said Israel was preventing sufficient aid from entering Gaza, deliberately depriving Palestinians of their basic needs. PA ambassador to the UN Majed Bamya told the UN Security Council that Israel was giving Palestinians in Gaza the option to die or be displaced. UNRWA commissioner-general Philippe Lazzarini said Israel was “creating a stream of baseless misinformation” about UNRWA’s responsibility for the lack of aid deliveries to Gaza, saying it is Israel that is impeding aid deliveries. Israeli finance minister Bezalel Smotrich said Israel will not transfer the PA its tax revenue while he is finance minister. It has been reported that U.S. president Joe Biden told Prime Minister Benjamin Netanyahu that Israel should hand over the withheld PA funds to Norway, which will keep them until an arrangement is made to safeguard against the funds going to Hamas, a proposal Netanyahu made himself and that the PA reportedly accepted. South Africa invoked the Genocide Convention calling on the International Court of Justice (ICJ) to expedite hearings on the issue of Israel committing genocide and to order Israel to immediately stop the killing of Palestinians in Gaza. In its report delivered to the ICJ, South Africa described Israel’s actions as “genocidal in character because they are intended to bring about the destruction of a substantial part of the Palestinian national, racial, and ethnical group.” The Israeli Foreign Ministry called the South African action “blood libel.” The PA welcomed the South African action. U.S. secretary of state Antony Blinken approved the sale of M107 155mm projectiles worth $147.5 million to Israel, bypassing congressional approval. It was the second time the Biden administration bypassed congressional approval for weapons transfers to Israel since 10/7. Relatedly, unnamed Israeli officials told Al-Monitor that the U.S. had started to scale down its military support to Israel due to Israel’s failure to discuss its plans for Gaza after the war. Israeli prime minister Benjamin Netanyahu thanked the Biden administration for forcing through the military aid and said Israel would continue with its war “for many more months.” Senator Tim Kaine (D-VA) condemned the congressional bypass, saying it was “keeping the American public in the dark.” (AJ, AX, HA, REU 12/29; AJ, AJ, HA, NYT 12/30)

Walla News reported that Qatari officials have told Israel that Hamas is ready to resume negotiations. Hamas officials have continuedly stated that they will not negotiate while under attack. (AJ, AX 12/29)

Israel claimed the Colombian foreign minister Alvaro Leyva had accepted an invitation by its foreign minister Eli Cohen to discuss repairing ties after Colombia recalled its ambassador to Israel and Colombian president Gustavo Petro called Israeli attacks on Gaza “genocidal.” (AJ 12/29)

In the West Bank, Israeli settlers attacked Palestinian herders in Kisan with sticks, injuring 2, including a child. Israeli forces killed 14 Palestinians, including a PA officer, during a raid in Jenin and Jenin refugee camp. During the raid Israeli forces opened fire at ambulances, used drones to attack buildings with airstrikes, and used 4 bulldozers to raze paved streets. Israeli forces also shot and killed 4 Palestinians during raids in al-Am’ari refugee camp, Balata refugee camp, Hebron, and Bethlehem. Meanwhile, Israeli forces shot and injured 69 Palestinians during raids in Bethlehem, Beit Furik, Aqraba, Ni’lin, Jenin, Balata refugee camp, and al-Bireh. Israeli forces also displaced 20 Palestinian families from their homes in Khirbet Tana, demolishing homes and destroying beehives. 50 Palestinians, mostly people from Gaza working in Israel before 10/7, were arrested in Barta’a. In Gaza, Israeli airstrikes killed 243 Palestinians and injured around 430 others. Israeli airstrikes targeted the vicinity of al-Nasr Hospital, al-Awda Hospital, the Indonesian Hospital, and al-Shifa Hospital, killing at least 3 people and causing significant damage to the hospitals and 2 ambulances.  Israeli said it assassinated Hamas member Ibrahim Abu-Ma’asiv in an airstrike. 2 Israeli soldiers were killed in Gaza. In South Lebanon, anti-tank missiles were fired at Israel and Israel attacked Lebanon. In Eilat, Israel said a drone launched from Syria damaged a school in Eilat. Israel also said it deployed its Arrow 3 missile defense system for the first time to intercept a surface-to-surface missile fired at Eilat, reportedly from Yemen. The Ministry of Health in Gaza said at least 10,818 Palestinians have been killed, including 4,412 children and 2,918 women, and 26,905 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 173 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 46 children. More than 2,492 people have been injured. Around 1,400 Israelis and foreign nationals have been killed and 5,431 injured since 10/7. 35 Israeli soldiers have been killed in Gaza since the ground invasion began. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. 65 trucks carrying aid to Gaza and 7 ambulances entered via the Rafah crossing. 12 injured Palestinians and 695 foreign passport holders were evacuated from Gaza to Egypt. Around 50,000 people fled north Gaza to the south, bringing the total number to 122,000 since 11/5. Israel arrested High Follow-Up Committee for Arab Citizens of Israel chairperson Mohammed Barakeh and former MKs Haneen Zoabi, Sami Abou Shehadeh, and Mtanes Shehadeh who were planning to attend a small anti-war protest in Nazareth. Since Israel has banned large anti-war protests, Barakeh said he had told Nazereth police that he and 40 others would rally together, leading to his arrest. Protesters later demonstrated against the arrests of the Palestinian leaders outside of a police station in Tel Aviv; 15 were arrested. After the Palestinian leaders were released, Abou Shahadeh said he was arrested for “being a Palestinian citizen calling to end the war. During a speech at an aid conference in Paris, PA prime minister Mohammad Shtayyeh said that Hamas could not be eliminated because it is not just a military organization but “also an idea.” Shtayyeh also said Israel was waging war against all Palestinians, violating international law. French president Emmanuel Macron, who hosted the conference, said civilians in Gaza must be protected, calling for humanitarian pauses and for countries to work on a ceasefire. Egyptian foreign minister Sameh Shoukry complained that the international community has an “imbalance” in its conscience when it ignores Israeli violations of international law. Separately, PA presidential spokesperson Nabil Abu Rudeineh said Israel’s aim is to kill as many Palestinians as possible, referring to the many killed in the West Bank as Israel attacks Gaza. Abu Rudeineh called on the U.S. to force Israel to stop its attacks. Haaretz reported an increase in Israeli soldiers publishing videos of themselves beating and humiliating Palestinians they have arrested in the West Bank. (HA 11/9)

A report by the UNDP and the ESCWA said Palestinian GDP had shrunk 4% during the first month of Israel’s attacks on Gaza. It projected that if the attacks continue for a second month it will drop by 8.4%, and by 12% if attacks continue for a third month. (AJ, HA 11/9; AJ, AJ, AP, AP 11/10)

Israeli prime minister Benjamin Netanyahu’s spokesperson Ofir Gendelman tweeted a video he claimed showed Palestinians staging people being injured and evacuated. However, the video was backstage footage from the Lebanese short film The Reality. Gendelman kept the tweet up even after X (formerly known as Twitter) clarified what the video actually showed. U.S. president Joe Biden said Israel had agreed to daily 4-hour pauses in its attacks on Gaza to allow Palestinians in the north to flee south, saying it had taken longer for Prime Minister Benjamin Netanyahu to agree to the pauses than he had hoped. Biden also said had asked for longer pauses that would help facilitate the release of captives. State Department deputy spokesperson Vedant Patel said Palestinians fleeing the north of Gaza should be able to return. Israeli national security minister Itamar Ben-Gvir called the pauses a “particularly serious mistake.” Netanyahu clarified in an interview with Fox News that he does not seek to govern Gaza. The Israeli organization HonestReporting said it had identified CNN, AP, and Reuters contributors who covered the Hamas Operation Al Aqsa Flood on 10/7, claiming they must have had knowledge of the operation prior to it or participated in it. Israeli war cabinet member Benny Gantz and National Security Minister Ben-Gvir said the journalists should be treated as terrorists. Likud Party MK Danny Danon said the journalist would be added to Israel’s kill list. The New York Times, which employs one of the freelance journalists, called HonestReporting’s allegations “reckless” and said it endangered their journalists in Gaza and Israel. CIA director William Burns and Mossad director David Barnea traveled to Doha for meetings with Qatari prime minister Mohammed Bin Abdulrahman Al Thani regarding a potential prisoner swap. Al Thani reportedly held a meeting with Hamas officials in Qatar on 11/8. (AJ, HA, HA, REU 11/9)

Belgian minister of development cooperation Caroline Gennez said her government was considering recognizing the state of Palestine and would donate $2.1 million in aid to Palestine and $5.3 million to the ICC. (AJ 11/9)

The Syrian Aviation Authority said the Damascus International Airport would not reopen for another week. The airport has been closed since 10/12 due to Israeli airstrikes damaging the runway. (HA 11/9)

In the West Bank, Israeli forces shot and killed 1 Palestinian during a late-night raid in Nur Shams refugee camp. Israeli bulldozers caused extensive damage during the raid, including to the main road leading to Tulkarm. Later in the day, PA forces opened fire at Islamic Jihad members in the camp; no injuries were reported. Israeli forces also shot and killed 1 Palestinian minor near az-Zubaidat, claiming he had shot and injured 1 Israeli soldier. Elsewhere, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Bayt Umar; the soldiers also fired tear gas near a school, causing tear-gas related injuries among students and staff. Israeli forces also confiscated 1 tractor near Yatta and 1 road roller in al-Zawiya. 17 Palestinians were arrested during late-night raids in Halhul, al-Arroub refugee camp, Ya’bad, al-Am’ari refugee camp, Birzeit, Kafr ‘Aqab, and ‘Anata. In East Jerusalem, 1 Palestinian school in Kafr ‘Aqab was set on fire after it was forced to teach the Israeli curriculum instead of the PA curriculum. Hamas spokesperson Hazem Qassem said the Israeli decision on 9/4 to close the Karim Abu Salem (Kerem Shalom) crossing would lead to an increase in tensions between Palestinians in Gaza and Israel. Israeli military chief of central command Yehuda Fuchs said he will issue an administrative restriction order for Elisha Yered, a settler who took part in the raid on Burqa on 8/4 where 1 Palestinian man was killed. Israeli finance minister Bezalel Smotrich said the Israeli government will start deducting additional funds from the PA taxes Israel collects to pay for the PA’s debt to the Israel Electric Corp (IEC). A spokesperson for Smotrich said the amount would be $5.2 million to $7.8 million per month depending on how much energy the PA purchases from the IEC. PLO secretary-general Hussein al-Sheikh, head of PA intelligence Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi arrived in Riyadh for meetings with Saudi and U.S. officials, including National Security Council Coordinator for the Middle East and North Africa Brett McGurk, to discuss the Palestinian aspect of the potential Saudi-Israeli normalization deal. Khaldi told the New York Times that the PA demand is the implementation of the Arab Peace Initiative. U.S. president Joe Biden nominated former Treasury Secretary Jack Lew to be the next U.S. ambassador to Israel. Lew will have to be confirmed by the U.S. Senate to be instated. Lew sits on the U.S. board of directors for the National Library of Israel, a partly Israeli state-owned institution. If confirmed, Lew will replace Chargé d’Affaires ad interim Stephanie Hallett who has led the embassy since Tom Nides resigned in July. (AJ, ALM, AX, HA, MEE, NYT, REU 9/5)

Haaretz reported that Israel continued to sell weapons to Myanmar after a U.S. and EU arms embargo was placed on the country and despite the Israeli government claiming it had ended arms sales to the country in 2018. (HA, MEE 9/5)

Papua New Guinean prime minister James Marape and Israeli prime minister Benjamin Netanyahu inaugurated the Papua New Guinean embassy to Israel in Jerusalem. Marape cited his Christian beliefs in making the decision to open the embassy in Jerusalem, which Israel will fund for the first 2 years. PLO Executive Committee member Wasel Abu Yousef said that Israel was “looking for any country – even if that country can only be seen under a microscope – so it can claim there are countries opening embassies in Jerusalem.” A picture circulating on social media showed the embassy completely empty, except for the embassy plague, the day after the inauguration. In the West Bank, Israeli forces raided Ni‘lin and punitively demolished the family home of a Palestinian man who was killed after he allegedly killed 1 Israeli woman in Tel Aviv on 3/9; 2 Palestinians were injured by live ammunition while protesting the demolition. The punitive demolition was carried out in a 4-story apartment building on the second floor with explosives, causing damage to other apartments. Israeli forces also shot and injured 2 Palestinians during a raid in Qabatiya. Elsewhere, Israeli forces issued a demolition order for a house under construction in Tura. Israeli forces also seized 2 tractors in Deir Sharaf. Meanwhile, Israeli forces raided Bardala, sealing water wells. 18 Palestinians were arrested during raids in Qabatiya, al-Jalama, Tubas, al-Am’ari refugee camp, Nablus, Salem, al-Arroub refugee camp, Birzeit, al-Mughayyir, and al-‘Awja. The head of the Israeli police’s operational division Sigal Bar-Zvi said that Israel should declare a state of emergency over the continuing rise in gun violence in the Palestinian cities and towns in Israel. So far this year, 80 Palestinian citizens of Israel have been murdered. Bar-Zvi blamed organized crime for the rise in the murder rate. (HA 5/24)

Haaretz reported that the second largest Israeli spyware company QuaDream had announced that it would shut down due to its failure to get authorization from the Israeli Defense Ministry to sell its Reign spyware to Morocco and other new clients. Morocco was reportedly barred by Israel from buying QuaDream’s spyware as it had used NSO Group’s Pegasus spyware to target senior officials in Europe, including French president Emmanuel Macron. In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Huwwara, causing damage. Israeli forces shot and killed 10 Palestinians, including 3 by surface-to-air missiles and wounded more than 28 others during a raid in Jenin refugee camp. The PA and Hamas called the Israeli actions “a massacre” and the PA said it was halting security cooperation with Israel in response. Israeli forces also shot and killed 1 Palestinian during a protest in al-Ram against the raid in Jenin earlier in the day. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Umar, causing tear-gas related injuries. Israeli forces also shot and injured 2 Palestinians during a raid in ‘Azzun, others suffered tear-gas related injuries. Meanwhile, Israeli forces shot and injured 4 Palestinians during raids in al-Bireh. Israeli forces also shot and injured 1 Palestinian during a raid in Bethlehem. Israeli forces also razed land in Jabara and issued notices that they will uproot 100 olive tree saplings in Khallet ad-Dabi‘ in the Masafer Yatta area. 4 Palestinians were arrested during late-night raids in al-Am’ari refugee camp, al-Bireh, Tammun, and Dheisheh refugee camp. In East Jerusalem, Israeli settlers chanted ‘Death to Arabs’ at the Damascus Gate plaza before vandalizing an Armenian restaurant in the Christian Quarter of the Old City. Several countries condemned Israel’s raid in Jenin, including Saudi Arabia, Jordan, Kuwait, and Oman. U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf said that the U.S. has reached out to Israel to understand the circumstances of the raid and urged the PA not to end its security coordination with Israel. In the West Bank, Israeli settlers threw stones at Palestinian vehicles parked near Kifl Haris, causing damage. Israeli forces shot and killed 2 Palestinians, including 1 minor, and injured 3 others during a demolition raid in Kafr Dan. 2 homes belonging to families of Palestinians accused of killing an Israeli soldier on 9/14/2022 were punitively demolished during the raid. Israeli forces also shot and killed 1 Palestinian minor during a raid in Dheisheh refugee camp, 1 other Palestinian was injured by live ammunition. Elsewhere, Israeli forces issued stop-work orders for 8 houses, 1 agricultural structure, and 1 events hall in Deir Balut and 1 house under construction in Maeen in the Masafer Yatta area. Israeli forces also shot and injured 7 Palestinians with live ammunition during a raid in Bayt Rima. Meanwhile, Israeli forces fired tear gas at a funeral procession in Beit Umar, causing tear-gas related injuries. Israeli forces also seized 1 excavator in at-Tuwani in the Masafer Yatta area. 24 Palestinians were arrested during late-night raids in Bayt Rima, Ein ad-Duyuk al-Foqa, Hebron, Bethlehem, Za‘atra, Aida refugee camp, al-Am‘ari refugee camp, Turmus ‘Ayya, Nablus, Salfit, Iskaka, and ‘Azzun. In East Jerusalem, Israeli forces raided the homes of PA Jerusalem governor Adnan Ghaith and al-Aqsa imam Sheikh Ikrima Sabri, extending Governor Ghaith’s ban from entering the West Bank and meeting PA officials and banning Sheikh Sabri from entering the Haram al-Sharif compound and leaving East Jerusalem. In Gaza, Israeli forces made incursions and leveled land east of Khan Yunis. Israel informed the PA that about 1,000 Palestinians living in the Masafer Yatta area will receive eviction notices in the coming days and that they will be forcibly transferred to a different location. Israel Hayom reported that the Israeli police officer charged with the killing of autistic Palestinian man Eyad al-Hallaq in East Jerusalem in May 2020 had signed up for 6 months of service in the police force after finishing his compulsory service.
