In the West Bank, Israeli settlers raided Qarawat Bani Hassan before confronted by Palestinian residents. Israeli settlers attacked 1 Palestinian minor near Kisan, causing injuries. Elsewhere, Israeli settlers set fire to agricultural lands planted with olive trees in Jalud, causing extensive damage. Israeli forces violently dispersed Palestinian protesters commemorating Nakba Day throughout the West Bank, killing 1 Palestinian in Hebron and injuring 450, including 27 in Hebron, 29 in Qalqilya, 12 in Ramallah, 18 in Nablus, 9 in Tulkarm, 6 in Jenin, 2 in Bethlehem, and 1 in Tubas using live ammunition. 13 Palestinians were arrested, including 4 during late-night raids in Tulkarm and 9 during protests near Jenin. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 journalist and arresting 1. Israeli forces also violently dispersed Palestinian protesters in al-Tur, causing tear-gas related injuries and 1 arrest. 13 others were arrested during raids in Issawiyya, al-Tur, Silwan, and Sur Bahir. In Gaza, 17 Palestinians were killed, including 8 children, and dozens were injured, raising the comprehensive death toll since 5/10 from 136 to 153, including 41 children and 2 pregnant women. The casualties included: 10 members of the same family in an Israeli air strike in al-Shati refugee camp, including 8 children; 1 infant was found in the rubble of the house and was the only survivor of the attack; 2 in an air strike on a market in Gaza City; 1 in an air strike while driving north of Gaza City; 1 in a drone strike on agricultural lands near al-Bureij; 1, and 1 injured in an air strike on al-Bureij; 1 in an air strike while riding a motorbike in al-Maghazi; 1 Palestinian succumbed to wounds sustained in an air strike on a car wash al-Zawaideh. Israel also demolished al-Jalaa tower, a 12-story building in Gaza City hosting the offices of AP, Al Jazeera, and other international media outlets along with residential apartments; Israel claimed that it also housed Hamas and Islamic Jihad in Palestine intelligence offices, saying that made it a legitimate target; residents and workers were given 1 hour to evacuate the building. AP said their reporting capabilities in Gaza were significantly reduced while Al Jazeera called it a war crime and an act to stop reporting. Air strikes also demolished the home of senior Hamas official Khalil al-Hayya and severely damaged the 14-story tower al-Qahira and the 12-story tower al-Andalus in Gaza City. Shelling from land and sea also caused significant damage and injuries in Khan Yunis and Bayt Hanun. Egypt sent 10 ambulances to Gaza to pick up injured Palestinians for treatment at Egyptian hospitals. In Israel, 1 Israeli was killed by a rocket fired from Gaza in Ramat Gan, raising the Israeli death toll to 10. 6 buildings were also damaged in Ramat Gan. Rockets were also fired at Beersheba, Ashkelon, and Ashdod from Gaza, causing damage in Beersheba and Ashdod. Hundreds of Palestinian-Israelis protested in Jaffa over the Israeli police’s inability to protect them as violence has been escalating in the neighborhood and 1 minor was seriously injured by a firebomb on 5/14. 67 Palestinian-Israelis were reported arrested, including 52 in ‘Akka and 15 in Lydda. In Lebanon, hundreds of protesters gathered along the Blue Line to show solidarity with Palestinians in Gaza and Shaykh Jarrah. U.S. president Joe Biden spoke with both Israeli prime minister Benjamin Netanyahu and PA president Mahmoud Abbas. It was the 1st time that President Biden and President Abbas have spoken since Biden took office in January. (HA, WAFA 5/15)

U.S. chair of the senate foreign relations committee Bob Menendez (D-NJ) said, after Israel demolished the building housing the offices of AP and Al Jazeera, that he was “deeply troubled by reports of Israeli military actions that resulted in the death of innocent civilians in Gaza as well as Israeli targeting of buildings housing international media outlets.” Menendez is known as 1 of the staunchest supports of Israel among the senate Democrats. Several House Democrats separately tweeted, “Apartheid states aren’t democracies,” in a reference to Israel. (AJ, AJ, HA, NYT 5/15)

In the West Bank, Israeli settlers set fire to a mosque and wrote racist graffiti on walls in al-Bireh. Israeli forces razed Palestinian farmland to expand an Israeli settlement near Burqin. Elsewhere, Israeli forces seized 4 animal barns in Nahalin. 11 Palestinians were arrested, including 9 during late-night raids in and around Anata, Hebron, Shu‘fat, and Jenin; 2 were arrested at a military checkpoint near Nablus. In the Israeli-occupied Golan Heights, Israeli forces and Hezbollah militants were said to have exchanged fire near the Lebanese border; no casualties were reported. Israel claimed that Hezbollah operatives had entered Israel, leading to an exchange of fire. Hezbollah, however, said that it had not opened fire on Israeli forces and that the Israeli claims were a publicity stunt. The Lebanese prime minister Hassan Diab later said that Israel’s conduct was a dangerous military escalation in violation of Lebanese sovereignty. (REU, REU 7/27; AJ, HA, HA, HA, REU 7/28)

The U.S. Democratic Party finalized its platform for the 2020 elections. While the platform states opposition to Israeli annexation of West Bank settlements and calls for a 2-state solution, it also dismissed progressive amendments to dealing with Israel, such as conditioning military aid and calling for an end to the occupation of the West Bank. The amendments were voted down 117-34. The platform also recognizes Jerusalem as the capital of Israel. Jewish Voice for Peace called the platform “wildly out of touch with the Democratic base.” (HA 7/27; JVP Action 7/28; WAFA 7/29)

The EU said it was “deeply concerned” about the detention of PA governor of Jerusalem Adnan Gheith and called for “full respect of bilateral agreements between Israel and the PLO” with regard to East Jerusalem. Governor Gheith was arrested on 7/19 during a house raid; it was the 18th time he has been arrested since becoming governor 2 years ago. (WAFA 7/28)

The EU contributed with $27 million to the PA to help pay for the June salaries for PA civil servants. The PA has only paid civil servants half their salaries, citing the refusal to receive tax revenue payments collected by Israel because it would include coordination between the PA and Israel. In the West Bank, Israeli settlers puncture the tires of several Palestinian vehicles and leave racist graffiti on nearby walls in Iskaka village near Salfit. Approximately 30 armed settlers enter Urif village near Nablus in the evening. They damage equipment at an infrastructure construction site and spark clashes between their IDF escort and Palestinians in the area; 3 Palestinians are injured. IDF troops also violently disperse Palestinian schoolchildren throwing stones in Hebron; and patrol near Qalqilya, Tulkarm, and Hebron. In East Jerusalem, several senior Islamic Waqf officials enter Haram al-Sharif via al-Rahma Gate and pray at the sanctuary. Israeli forces demolish a Palestinian home in al-Walaja. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and al-Bureij refugee camp, causing no damage or injuries. Along Gaza’s border, IDF troops open fire on Palestinian homes, farmers, and shepherds near Rafah, Khan Yunis, and Dayr al-Balah, causing no damage or injuries. On the 2d day of a Middle East security conference in Warsaw, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner says that the Trump administration’s long-awaited plan for Palestinian-Israeli peace will require compromises of both sides. “We hear Jordan, Saudi Arabia, and Israel and we understand that there is a chance,” he adds. “They do a better job than me to explain why there is a reason to be optimistic.” Kushner also says that the Trump administration’s plan is not based on the Arab Peace Initiative. “I think it was a great initiative, in 2002 when it was done, but it hasn’t produced peace.” After meeting with Israeli prime minister Benjamin Netanyahu, U.S. secretary of state Mike Pompeo says that “stability in the Middle East” won’t be achieved “without confronting Iran.” Netanyahu’s office later leaks a video recorded during a closed session in Warsaw on 2/13 depicting several Arab foreign ministers downplaying the Palestinian-Israeli conflict in relation to Iran in terms of issues threatening the security of the Middle East. Bahrain’s Foreign Minister Khalid bin Ahmed Al Khalifa is depicted saying that “toxic” money from Iran has obstructed past efforts to resolve the Palestinian-Israeli conflict. In the West Bank, Israeli forces demolish a Palestinian greenhouse and another agricultural structure in Bayt Iksa near Jerusalem. IDF troops arrest a Palestinian who opens fire on an IDF post outside the nearby Ma’ale Adumim settlement; arrest 2 Palestinians during raids near Bethlehem and Hebron; and patrol near Bethlehem, Hebron, and Qalqilya. Israeli settlers cut down approximately 1,000 tree saplings from a Palestinian nature reserve outside Burqa village near Nablus. Settlers also uproot a number of olive trees in the courtyard of al-Ibrahimi Mosque in Hebron. Separately, unidentified assailants open fire on a Palestinian police station in al-Ram near Jerusalem, sparking a firefight between PA police and the armed assailants; 1 Palestinian is killed (it’s unclear if he was a bystander or one of the assailants). Along Gaza’s border, IDF troops open fire on Palestinian farmers and shepherds working near Bayt Hanun, causing no injuries. The IDF announces the conclusion of Operation Northern Shield, the operation formally launched on 12/4 to discover and demolish cross-border tunnels allegedly built by Hezbollah from southern Lebanon to northern Israel. An IDF spokesperson also announces the 1/12 discovery of a 6th major tunnel and says preparations are underway to demolish it. He says that this is the largest and most important tunnel discovered during the operation. Meanwhile, Lebanon’s Ambassador to the UN Amal Mudallali files a formal complaint with the UN Security Council over Israel’s construction of a concrete wall along the Israel-Lebanon border. Mudallali contends that the wall is a violation of UNSC Resolution 1701, which ended the 2006 Israel-Lebanon war. (HA, HA, JP, TOI, YA 1/13)

At the weekly meeting of Israel’s cabinet, Israeli prime minister Benjamin Netanyahu confirms that Israel was responsible for the air strikes in Syria on 1/11. “The wave of recent attacks proves that we are determined more than ever to act against Iran in Syria,” he says, marking a rare instance of the Israeli government taking credit for an individual strike in Syria. Meanwhile, satellite photos depicting a demolished storehouse at the Damascus International Airport circulate in the Israeli media. (JP, YA 1/13; TOI 1/14)

In the West Bank, IDF troops arrest 12 Palestinians during raids in and around Ramallah, Qalqilya, Jenin, Hebron, and Nablus; and patrol near Nablus, Jenin, Salfit, Qalqilya, and Hebron. Israeli forces bulldoze 70 dunams (approximately 17.3 acres) of Palestinian land near Qalqilya, apparently clearing the area for the expansion of a nearby settlement. They also confiscate a tractor from a Palestinian farm near Hebron. Israeli settlers throw stones at Palestinian vehicles outside Burqa village near Nablus, damaging 1 windshield; and destroy the door to a nearby pharmacy, damage traffic signs, and uproot a number of trees in the area. They also uproot approximately 200 olive saplings from a Palestinian grove near Hebron. In East Jerusalem, Israeli forces arrest 3 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Rafah, causing 2 fishing boats to drown. Touring the Israel-Lebanon border area, Israeli prime minister Benjamin Netanyahu says that the IDF has done “extraordinary work” in detecting and demolishing tunnels built by Hezbollah into northern Israel since the launch of Operation Northern Shield. One day after the Israeli ruling coalition announced that early elections would be held on 4/9/19, the main Israeli television stations publish polls projecting that Prime Minister Netanyahu’s Likud Party will win the most votes. According to one poll, 52% of the Israeli public wants Netanyahu to continue as prime minister. (HA, JP, TOI 12/26)

Israeli settlers assault and injure several Palestinian farmers working their lands near Hebron. In East Jerusalem, Israeli forces arrest 3 Palestinians during late-night raids in Hizma and Issawiyya. Along Gaza’s border, IDF troops open fire on Palestinian shepherds working near Dayr al-Balah, causing no injuries. The undersecretary of the PA’s Agriculture Ministry, Abdallah Lahlouh, says that the PA has not been officially informed of any new Israeli policy to ban imports of fruits and vegetables from the West Bank, but that the PA will respond in kind if the recent reports of a ban continue. Although it was not publically announced at the time, Israel’s Agriculture Minister Uri Ariel ordered such a ban on 12/17 after the PA barred Palestinian meat-sellers from buying lamb from Israel on 12/2. Israel’s Knesset passes a first reading of a bill that would allow the IDF to order the expulsion of the families of Palestinian assailants from their homes, despite objections from Attorney General Avichai Mandelblit and senior IDF officers. The Knesset also passes a first reading of the so-called Young Settlement Bill, which would allow for the temporary retroactive authorization of certain settlement outposts in the West Bank and which the Israeli cabinet unanimously approved on 12/16. At a UN Security Council meeting on alleged violations of Resolution 1701, Israel’s Ambassador to the UN Danny Danon presents new information that he claims shows the extent of Hezbollah’s tunneling operations along the Israel-Lebanon border. He also says that Israel “gave UNIFIL precise information about the location of [1 of the tunnels],” but that compromised Lebanese army officers leaked the information to Hezbollah, allowing the group to conceal certain offensive operations. “Lebanese army officials are working for Hezbollah, while UNIFIL is not working to fulfill its mandate in the region in the necessary manner,” Danon alleges. While several UNSC members condemn Hezbollah’s tunneling activities, the UNSC takes no action at today’s meeting. (HA, HA, TOI, YA 12/19; TOI 12/20)

UN World Food Programme (WFP) country director Stephen Kearney announces that funding shortfalls have forced “drastic” cuts to food aid initiatives planned in the West Bank and Gaza in 2019. Starting on 1/1/19, the WFP plans to suspend food assistance to 27,000 people in the West Bank and reduce by 20% the food aid delivered to 166,000 additional recipients across the occupied Palestinian territories. “The major donor that we have had in the past years has been the U.S.,” Kearney says. “They have cut funding, not just to UNRWA, who work with the refugees in Gaza, but also to the rest of the humanitarian community, including WFP.” A WFP spokesperson says that an additional $57 million would be needed to maintain the current level of food aid in 2019. The American Civil Liberties Union (ACLU) announces that it has filed a legal challenge to an anti-BDS law in Texas on behalf of 4 Texans who either lost their jobs or lost the opportunity to be hired after they refused to renounce their support for boycotts against Israel or its settlements in the West Bank. “Whatever you may think about boycotts of Israel, the bottom line is that political boycotts are a legitimate form of nonviolent protest,” says an ACLU lawyer. “The state cannot use the contracting process as an ideological litmus test or to tell people what kind of causes they may or may not support.” Texas’s anti-BDS law, which requires all state contractors to certify that they do not support or participate in any boycotts of Israel or its West Bank settlements, has been on the books since 5/2/17. Israeli forces arrest 2 Palestinians during a late-night raid in Silwan. In the West Bank, IDF troops arrest 7 Palestinians during raids in and around Bethlehem and Nablus; and patrol near Hebron. An IDF spokesperson announces that Israeli forces have discovered another Hezbollah-built cross-border tunnel in the context of Operation Northern Shield. “The tunnel is booby-trapped right now in a manner that would endanger the life of anyone attempting to enter it from the Lebanese side,” the spokesperson adds. Earlier in the day, IDF troops stationed along the Israel-Lebanon border fire warning shots at 3 people approaching the border fence from the other side. “Troops fired towards the suspects following fire procedures. The 3 fled, and work [to dismantle the tunnels] continues,” an IDF spokesperson later says of the incident. (HA, HA, JP, TOI, YA 12/8; AP, JP 12/9)

In a speech at a conference in Ramallah, PA president Mahmoud Abbas outlines his plans for reforming his relationships with Israel, the U.S. and Hamas. “For the Israelis, we told them that we want to amend or cancel the Paris Agreement. They responded, ‘We will give you the answer after 2, 3 or 4 days.’ Two days later, [DM Avigdor Lieberman], who we were talking to, resigned and now we do not know who we are talking to.” The U.S., Abbas says, asked the Palestinians not to join international organizations. “But after the U.S. decision on Jerusalem, we decided to gradually accede to these organizations, and indeed we acceded to the Universal Postal Union.” Regarding Hamas, Abbas says that “there are a lot of issues between us that we will follow in order to ensure the interests of our people.” He also announces plans to dissolve the Palestinian Legislative Council (PLC), the PA’s parliament. The announcement is widely seen as Abbas’s latest effort to marginalize Hamas, which won 74 of the PLC’s 132 seats in the most recent election, in 2006. (MNA, REU 12/8; TOI, WAFA 12/9)

IDF troops shoot and kill a Palestinian in central Hebron after he stabs and lightly injures an Israeli soldier. Elsewhere in the West Bank, IDF troops arrest a Palestinian at a checkpoint near Nablus when he is found to be in possession of a knife. They conduct overnight raids in Tulkarm, sparking clashes with stone-throwing Palestinians; there are no serious injuries reported. They arrest 6 Palestinians on further raids in and around Bethlehem, Qalqilya, and Hebron; and patrol near Nablus and Hebron. Israeli forces raze 14 dunams (approximately 3.4 acres) of Palestinian land outside Hebron, uprooting approximately 320 olive and almond trees and demolishing 3 water wells. They uproot an additional 60 olive and orange saplings from Palestinian land near Jericho. Israeli settlers puncture the tires of 7 Palestinian-owned vehicles and leave racist graffiti on nearby walls in Marda village near Salfit overnight. Along Gaza’s border overnight, IDF troops violently disperse dozens of Palestinians setting fire to tires, lighting fireworks, and otherwise continuing the Great March of Return near al-Bureij refugee camp; 4 Palestinians are injured. Meanwhile, hundreds of Palestinians gathering near Jabaliya refugee camp to continue the Great March of Return and to cheer on a number of Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops stationed along the border fence and Israeli naval forces disperse the demonstrations; 46 Palestinians are injured (4 seriously). Israeli firefighters put out 3 fires in open areas near Ashqelon that were reportedly sparked by incendiary kites and balloons flown from Gaza. A senior IDF officer says that the IDF recently identified a new Hezbollah observation post built to look like an environmental NGO site along the Israel-Lebanon border. It is the 6th such site the IDF has identified this year. “Hezbollah is building military infrastructure along the border with its men moving there armed when they are watching the Israeli border,” the officer says. “This is military infrastructure in civilian guise.” A UNIFIL spokesperson responds, rejecting Israel’s claim that there are armed forces in border zone. “UNIFIL has not observed any unauthorized armed persons at the locations or found any basis to report a violation of [UNSC] Resolution 1701 but continues to monitor activities closely.”  (HA, JP, TOI 10/22)

Jordan’s Foreign Minister Ayman Safadi says that Jordan has no plans to negotiate with Israel over the 2 pieces of land that were leased to Israel for 25 years in the context of the 1994 Jordan-Israel peace treaty (Jordan’s King Abdullah announced plans not to renew those leases on 10/21). “We are a country with international standing,” he says. “We acted by the letter of the law and we have the tools to protect our interests.” (HA, TOI 10/22)

In the West Bank, the IDF reopens the entrance to Bayt ‘Aynun village nr. Hebron, having kept it closed for nearly a year following a surge of violence in the Hebron area in 10/2015. IDF troops arrest 5 Palestinians during late-night raids and house searches nr. Jenin and in Nablus, Hebron, and Bethlehem; and patrol nr. Hebron throughout the day. In East Jerusalem, Israeli forces demolish 3 homes in Bayt Hanina and a multi-unit building in Silwan. They also arrest 2 Palestinians during late-night raids in Silwan and Issawiyya. Along Gaza’s border, Israeli forces conduct limited incursions to level lands nr. Gaza City and al-Bureij r.c. In Israel, Israeli forces deliver demolition orders to several homes in Bir Hadaj village nr. Beesheba, sparking clashes with the residents of the bedouin village; several bedouins are arrested. UNESCO’s World Heritage Comm. passes a res. condemning Israel’s discriminatory administration of Haram al-Sharif and reaffirming the sanctuary as a Muslim holy site. The wording is similar to that in the res. passed by UNESCO’s executive board on 10/18, but does not refer to Israel as an “occupying” power and also includes Jewish names for the Western Wall/al-Buraq Plaza. In Jabal Mukabir, Israeli forces punitively demolish and seal with cement the respective homes of 2 Palestinians killed in confrontations with Israeli forces on 10/13/2015 (Israeli authorities initially planned to demolish both homes, but it was later proven that the 2d home belonged to the deceased’s sister). Meanwhile, Israeli forces shoot and injure a Palestinian nr. the Old City after he allegedly attempts to attack a group of Jewish Israelis (1 Israeli is lightly injured during the confrontation).
