In the West Bank, Israeli settlers attacked 1 Palestinian minor and detained him before Israeli forces arrested his 2 brothers who had arrived to help. Israeli forces demolished 1 Palestinian house under construction in al-Buwayb and stone wall fencing in al-Walaja. Israeli forces also issued 7 stop-work orders for homes in Ein ad-Duyuk at-Tahta. Elsewhere, Israeli forces seized 6 Palestinian-owned vehicles in Jinba in the Masafer Yatta area; 11 vehicles have been seized by Israeli forces in the Masafer Yatta area since 8/18. Israeli forces also violently dispersed Palestinian workers trying to enter Israel at the Qalqilya crossing, leading to tear-gas related injuries. 35 Palestinians were arrested during late-night raids in Nablus, Siris, Zeita, Qalqilya, Ramallah, and Marah Rabah. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In the Naqab, Israeli authorities demolished Palestinian homes in Tell ‘Arad. The demolitions were overseen by Israeli national security minister Itamar Ben-Gvir and Construction and Housing Minister Yitzchak Goldknopf. The Wall Street Journal reported that Saudi Arabia had agreed to resume financial aid to the PA in exchange for the PA ending its opposition to Saudi normalization with Israel. The Journal said that if PA counterterrorism measures in the West Bank succeeded then Saudi would not enter a normalization agreement that undermines efforts to create a Palestinian state. Israeli tourism minister Haim Katz said that he opposes Israel’s pursuit of entry to the U.S. Visa Waiver program, saying it “will oblige us to allow the entry of unwanted parties, Palestinians.” (HA 8/29)

Israeli prime minister Benjamin Netanyahu praised “the good neighborly relations” with Saudi Arabia after a plane bound for Israel from the Seychelles made an emergency landing in Jeddah due to a technical malfunction. (AJ, ALM, HA, MEE 8/29)

Israeli defense minister Yoav Gallant met with U.S. officials, including Assistant Secretary of State for Near Eastern Affairs Barbara Leaf and National Security Council Coordinator for the Middle East and North Africa Brett McGurk in New York, inquiring about Saudi demands for normalization with Israel. Gallant also demanded that the U.S. assures Israel that it will preserve its qualitative military edge in the Middle East. The 2 parties also discussed tensions between Israel and Lebanon. It was reported that the meeting took place in New York City due to a ban by Prime Minister Netanyahu on his cabinet members meeting with U.S. officials in Washington D.C., with the exception of Strategic Affairs Minister Ron Dermer. Parts of the minutes from the Israeli cabinet meeting on 8/30/1993, where the draft declaration of principles for the Oslo Accords were approved by the Israeli government, were released by the Israeli State Archive. In the meeting, then Foreign Minister Shimon Peres told the cabinet that the Palestinian negotiators wanted the Israeli settlements evacuated and upon Israel’s refusal offered to make the settlements free trade zones where both Palestinians and Israelis could live, which was also rejected by Israel. The minutes also showed that Israeli did not intend to discuss the final status of Jerusalem and wanted to maintain its “state lands” in Area C. (HA 8/30; HA 9/1; HA 9/5)

In the West Bank, Palestinian militants shot and killed 1 Israeli settler and wounded 1 other during a drive-by shooting near Hebron; 2 Palestinians were arrested on 8/22 in relation to the killing. Israeli settlers threw stones and Molotov cocktails at a Palestinian home in Burin and set fire to nearby beehives. Israeli forces shot and wounded 8 Palestinians with live ammunition during a raid in Beita, including 1 man who was filmed walking away from the Israeli soldiers unarmed when he was shot in the back. Israeli forces also closed all entrances to Hebron and some of the surrounding villages and raided Hebron, causing tear-gas related injuries. Elsewhere, Israeli forces demolished 1 house and 1 brick factory in Biddu. Israeli forces also demolished 4 homes in al-Diyouk al-Tahta and issued demolition notices for 5 others. 12 Palestinians were arrested during raids in Kafr ‘Aqab, Marah Rabah, Beit Fajjar, Hebron, and Tulkarm. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 15, including 1 with live ammunition. In Jerusalem, Israeli forces violently dispersed Palestinian citizens of Israel protesting at the Foreign Ministry against the withholding of funds allocated for Palestinian communities in Israel. Hadash-Ta’al leader Ayman Odeh was photographed being grabbed by his throat by a police officer. The protest coincided with a 2-hour strike called by the National Council of Arab Mayors in Israel. In response to the attack that killed 1 Israeli settler (see above), Otzma Yehudit party MK Yitzhak Kroizer wrote on social media, “We want revenge!” Otzma Yehudit leader and National Security Minister Itamar Ben-Gvir called on Prime Minister Benjamin Netanyahu to place checkpoints, enforce blockades, deny work permits, and conduct assassinations in the West Bank. Netanyahu claimed that Iran was encouraging, guiding, and funding the Palestinian assailants. (AJ, HA, REU, TOI 8/21)

The PA foreign ministry issued a statement saying that President Mahmoud Abbas had informed a number of Palestinian ambassadors that they will have to retire. The statement did not specify which ambassadors would be forced to retire. (MEMO, WAFA 8/21)

UN Middle East envoy Tor Wennesland told the UN Security Council that Israel had killed more than 200 Palestinians this year while nearly 30 Israelis had been killed by Palestinians, saying the number of Palestinians killed was the highest since 2005. Wennesland said the rise in violence was related to the lack of a political horizon to end the conflict. Wennesland also criticized Israeli settlement expansion and demolitions of Palestinian homes. Axios reported that U.S. president Joe Biden is considering meeting Saudi crown prince Mohammed bin Salman on the sidelines of the upcoming G20 summit in New York to discuss the potential Saudi-Israel normalization deal. (AX 8/21)

In the West Bank, Israeli settlers wrote racist graffiti on houses and slashed the tires of Palestinian-owned vehicles in Fara‘ata. Israeli settlers also rammed 2 Israeli soldiers with their cars at a checkpoint near the Homesh settlement outpost. Israeli forces delivered a demolition notice for 1 Palestinian home in Kisan and stop-work orders for 1 school and 8 residential and agricultural structures in Shaab al-Batn in the Masafer Yatta area. In Gaza, Israeli forces made incursions and leveled land near Beit Hanun. 16 Palestinians were arrested during late-night raids in Bayt Rima, Tulkarm, Tubas, Marah Rabah, Bethlehem, Hebron, Deir Sammit, as-Samu, and Yatta. In Gaza, Israeli forces opened fire on agricultural lands east of Abasan; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen northwest of Rafah; no injuries were reported. In the West Bank, Israeli settlers with military escort raided as-Samu, forcing Palestinians to close shops. 5 Palestinians were arrested during raids in Kafr Ni‘ma, Marah Rabah, Dura, Kisan, and Beit Fajjar. In East Jerusalem, Israeli settlers led by MK Itamar Ben-Gvir toured the Haram al-Sharif compound. 1 Palestinian family demolished their own home in the Wadi al-Hummus area of Sur Baher. Israeli forces summoned the prominent anti-eviction activist Muna El Kurd to the Moscovia Detention Center for questioning, during a raid at her house. 1 Palestinian man was released from prison after 1 month as a video showed that he was framed by Israeli police officers, who had planted a gun in his car. (JP 12/6; MEMO 12/7)

In the West Bank, Israeli settlers from the Shilo settlement threw stones at Palestinians driving between Nablus and Ramallah near Turmus ‘Ayya, injuring 2 who were taken to a hospital. Israeli settlers threw stones at Palestinian shepherds, preventing them from bringing their livestock to a water source in ‘Ain al-Hilweh. Israeli forces violently dispersed a protest in Yatta, causing tear-gas related injuries, and arrested 2 journalists. 2 others were arrested in Marah Rabah and Bayt Jala. In East Jerusalem, 1 43-year-old Palestinian man arrested for driving offenses on 7/18 was found dead in his cell in the Moscow detention center; other inmates said the man had been attacked by Israeli guards prior to his death and his family demanded that a Palestinian doctor be present at his autopsy. The Israeli high court of justice allowed the Israeli government’s request for an extension to submit a position on the eviction of Palestinians in Khan al-Ahmar. The government now has until 9/5 to submit its position. (HA 7/21; MEMO 7/22)

According to the Likud-linked newspaper Israel Hayom, the new Israeli government has barred the Supreme Planning Council from meeting, leading to a freeze on settlement construction and expansion. According to the newspaper, the government’s decision is a “demand” from the U.S.; Israel’s interior minister Ayelet Shaked later said in an interview that if the government freezes settlement expansion, then her Yamina (Rightwards) party will leave the coalition, which is headed by Yamina chairperson Naftali Bennett. In the West Bank, Israeli settlers razed a tract of agricultural land in Ein al-Beida. Israeli settlers with military escort also toured Wadi al-Far’a. Israeli forces violently dispersed Palestinians protesting against the Evyatar settlement outpost near Beita, injuring 10 with live ammunition, 15 with rubber-coated bullets, and at least 45 with tear gas. Israeli forces also violently dispersed Palestinian protesters In Kafr Qaddum, causing tear-gas related injuries. Palestinians protested the construction of a military road near Hizma. 6 Palestinians were arrested during late-night raids in Ya‘bad, Marah Rabah, and Shufa. In the West Bank, Israeli settlers set up mobile homes outside of the Shvut Rachel settlement near Jalud to expand the settlement. Israeli forces demolished several structures in Khirbet Humsa after demolishing more than 30 structures on 7/7. Israeli forces also demolished 1 large Canaanite-era cemetery near al-Khader to expand a settlement road; the cemetery was dated around 2300 to 1550 B.C.E. Elsewhere, Israeli forces demolished a large water tank in Bayt Dajan. Palestinian students from Birzeit University held a sit-in protest at the university for the mass arrest of 33 students on 7/14 by Israeli forces in Turmus ‘Ayya, were the students were visiting the family who were victims of a punitive demolition on 7/8. All of the 33 students were released the same day. 10 Palestinians were arrested during late-night raids in and around ‘Asira al-Qibliya, Marah Rabah, Deir Qaddis, Abu Dis, and ‘Anin. In East Jerusalem, 1 Palestinian was arrested during a house raid in al-Tur. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Khuza‘a; no injuries were reported. The Intercept and Local Call reported that Israeli settlers and soldiers had cooperated in the deliberately killing at least 4 Palestinians on 5/14, a day where Israeli soldiers and settlers ultimately killed 11 Palestinians across the West Bank. In videos obtained by B’Tselem, it is evident that Israeli settlers stand side by side with Israeli soldiers firing automatic rifles at Palestinians trying to protect themselves from a settler raid in ‘Urif. Similar joint attacks by settlers and soldiers led to killings of Palestinians in Iskaka, ‘Asira al-Qibliya, and al-Reihiya. (+972, INT 7/15; HA 7/16)

Haaretz said that documents they had examined revealed that the Israeli defense ministry had worked with a Jewish National Fund subsidiary, Himanuta, to purchase Palestinian-owned land in the West Bank and to prevent Palestinians from accessing the land in question. The deals between Himanuta and the defense ministry were made in 2018 and 2019. Among the purchases were a 1,000-dunam (250 acres) plot of land near the Hamra settlement, which Israel closed off to its Palestinian owners more than 50 years ago; a plot of land near Ramallah; the home of the Bakri family in Hebron; and a 218-dunam (54 acres) plot of land near the Argaman settlement. The New York Times reported that Israel is refusing to extricate a Mexican former federal prosecutor, Tomas Zeron De Lucio, who is wanted for falsifying evidence, torture, and misuse of the NSO Group’s Pegasus spyware. According to NYT sources, Israel is refusing the extradition because of the country’s perception of Mexico as supportive of Palestine. The Canadian cybersecurity research group Citizen Lab said that spyware from the Israeli company Candiru was used to spy on more than 100 activists from several countries including Saudi Arabia, Israel, Hungary, Indonesia, the UK, Palestine, Iran, Lebanon, Yemen, Spain, Turkey, Armenia, and Singapore. Spyware was installed on the users’ computers using the Microsoft operating system Windows. Microsoft said it had updated its software to close the hole in its security. 1 of the ways the spyware infected users’ devices was when a user clicked on a URL set up by the attacker. Lebanese prime minister-designate Saad Hariri resigned 9 months after being picked to try to form a government. Hariri’s resignation followed a meeting with President Michel Aoun on 7/14, where he proposed a 24-minister cabinet. Facebook suspended the account of a Palestinian user who uploaded a letter from the Palestinian political prisoner in Israeli jail Khalida Jarrar to her recently deceased daughter. The account was initially suspended for 60 days but was unblocked by Facebook on 7/20. (HA 7/20; HA 7/21)

Chinese foreign minister Wang Yi said at a conference hosted by the Geneva Institute that China plans to increase its involvement in resolving the Palestinian-Israeli conflict. At the virtual conference were also a member of the Knesset from the Meretz (Vigor) party and Ahmad Majdalani, the PA social development minister. (HA 7/15)

A football exhibition match between Beitar Jerusalem and the Spanish F.C. Barcelona was canceled after Barcelona demanded the game should not be held in Jerusalem, which the owner of Beitar Jerusalem refused. Barcelona’s demand came after weeks of pressure from Palestinians, including chairman of the Palestinian Football Association Jibril Rajoub and Joint List member of Knesset Sami Abu Shehadeh. Elsewhere, armed Palestinian gunmen shoot and injure an Israeli soldier nr. Tulkarm. The circumstances of the shooting are unclear. The IDF seals off 2 roads leading to Marah Rabah village nr. Bethlehem with cement barriers. Israeli forces demolish 2 storage warehouses and a butcher shop nr. Nablus. IDF troops arrest 3 Palestinians during late-night raids in Bethlehem and nr. IDF troops shoot and kill a Palestinian policeman outside the Beit El settlement nr. Ramallah after he opens fire on Israeli soldiers at the Beit El checkpoint, injuring 3. The IDF raids the assailant’s Jenin-area home after the attack, arresting his brother and confiscating the family’s work permits. They also shut down the Beit El checkpoint (it will remain closed through 11/14). Elsewhere in the West Bank, Israeli forces close down the entrance to Marah Rabah village nr. Bethlehem, as well as 2 side roads, after reports of stone-throwing in the area. They also demolish 10 residential structures and animal sheds in the n. Jordan Valley, confiscate 4 tractors from families living nr. Tubas, and deliver stop-work orders to several homes under construction nr. Hebron. IDF troops arrest 10 Palestinians and issue 1 arrest summons during raids nr. Qalqilya, Nablus, and Hebron, as well as in Tubas; and patrol nr. Qalqilya and Hebron during the day.
