In the West Bank, the entrance to ‘Azun east of Qalqilya was blocked by Israeli forced for the 15th day in a row. Israeli forces also sealed the entrance to al-‘Arub refugee camp north of Hebron and al-Fawar refugee camp south of Hebron. Separately, Israeli forces conducted raids in Sair, Bayt Umar, and Sabastiyya. During the raid in Sabastiyya, several Palestinians suffered from tear gas inhalation after clashes with Israeli forces. During late-night raids in and around Sair and Jenin, Israel forces arrest 7 Palestinians and injure 2 others. In East Jerusalem, the Israeli minister of agriculture Uri Ariel toured Haram al-Sharif along with a group of Israeli settlers and security forces. Off the coast of Gaza, Israeli naval forces fired toward Palestinian fishermen 3 nautical miles from the shore of al-Sudaniyya; no injuries were reported. 2 Palestinians were arrested by Israeli forces near the Gaza fence. It was announced that the Saudi Arabian government, through the Saudi Fund for Development, donated $23 million to UNRWA projects across Syria, Jordan, Gaza, Lebanon, and the West Bank, including East Jerusalem, to maintain school and health centers. (WAFA, UNRWA 4/11)

U.S. senator Jeff Merkley (D-OR) introduced to the Senate a resolution (S. Res. 171) seeking to restore bilateral assistance to the West Bank and Gaza after the Trump administration slashed all aid to Palestine in 2018. The bill was co-sponsored by Chris Coons (D-DE), Patrick Leahy (D-VT), Chris Van Hollen (D-MD), Catherine Cortez Masto (D-NV), and Dianne Feinstein (D-CA). (Congress 4/11; HA, WAFA 4/18)

Unidentified Palestinians launch an incendiary balloon from Gaza into southern Israel, where it lands in an open area, causing no damage or injuries. Later, hundreds of Palestinians gather along the border fence near Jabaliya refugee camp to continue the Great March of Return. IDF troops violently disperse them, injuring 3 protesters (1 Israeli soldier is reportedly injured when a Palestinian throws an explosive across the border fence). Israeli artillery then shell 2 Hamas observation posts in the area, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis, Jabaliya refugee camp, and Rafah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian shepherd and steal 2 of his sheep in the northern Jordan Valley. Settlers also assault a Palestinian vegetable vendor in Jenin, causing minor injuries. IDF troops arrest 4 Palestinians during late-night raids in and around Tubas, Hebron, Tulkarm, and Jenin; and patrol near Qalqilya and Hebron. One raid in Tulkarm sparks minor clashes with stone-throwing Palestinian minors; there are no reported injuries or arrests. In East Jerusalem, Israeli police seal al-Rahma Gate leading into Haram al-Sharif. The move reportedly comes in response to certain Palestinian officials praying at the gate last week. Implementing legislation passed in 7/2018, Israel’s security cabinet approves a deduction to the monthly transfers of tax revenues to the PA equal to that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The cuts are expected to total NIS 502,697,000 (approximately $138 million) over a 12-month period. In response, a PA spokesperson calls the Israeli decision “arbitrary” and says that it will be “given a priority” in the Palestinian leadership’s discussions in the coming days. Hamas security forces forcibly prevent PA security forces from staffing the Palestinian side of the Kerem Shalom border crossing, according to the PA (Hamas claims that the PA troops left of their own free will). A senior Hamas official says that Hamas is carrying out “necessary security measures.” Sources in Gaza say that Hamas suspects the PA security forces are allowing Israel to transfer espionage equipment into Gaza. Hamas is reportedly demanding that PA staffers in Gaza submit to questioning and background checks. (HA, TOI 2/17)

Along Gaza’s border, IDF troops dismantle a number of IEDs reportedly planted near the border fence during the protests on 9/28. They also violently disperse hundreds of Palestinian minors gathering along the border fence to continue the Great March of Return; 10 Palestinians are injured. Separately, Israeli forces shut down a major road in southern Israel after incendiary balloons and kites flown from Gaza spark at least 5 fires in the border area. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops conduct a raid on a warehouse on the outskirts of Ramallah, sparking minor clashes; 1 international journalist and 6 Palestinians are injured and 3 Palestinians are arrested. They also shoot and injure a Palestinian during a raid of his home near Bethlehem; and patrol near Hebron throughout the day. In East Jerusalem, a group of Israelis assault a Palestinian shop-owner in al-Masara, causing minor injuries and sparking minor clashes between Israeli security forces in the area and Palestinian residents of the neighborhood; 3 Palestinians are injured. Elsewhere in East Jerusalem, Israeli forces conduct raids in Abu Dis, sparking clashes with dozens of Palestinian students at al-Quds University; there are no reported injuries. They also demolish a Palestinian home in Silwan. In the West Bank, Israeli forces demolish 2 Palestinian homes in Anata refugee camp and a 3d in Bayt Hanina. IDF troops shoot and injure 3 Palestinian journalists amid clashes in Ras Karkar village near Ramallah; arrest 5 Palestinians during late-night raids in and around Bethlehem, Hebron, Tulkarm, and Qalqilya. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah and later near Jabaliya refugee camp, causing no damage or injuries. Paraguay’s Foreign Minister Luis Alberto Castiglioni announces that Paraguay will be returning its embassy in Israel to Tel Aviv, reversing former president Horacio Cartes’ decision to move it to Jerusalem in 5/2018. “Paraguay wants to contribute to an intensification of regional diplomatic efforts to achieve a broad, fair and lasting peace in the Middle East,” he says. In response, the Israeli government announces the closure of the Israeli embassy in Paraguay and a recall of the Israeli ambassador. (WAFA 9/5; HA, MNA, REU, YA 9/6)

The Israeli authorities announce the indefinite closure of the Erez border crossing, following the damage done to the crossing amid protests along the border fence on 9/4. An official statement explains that the closure is to allow for maintenance work. Exceptional humanitarian cases are still allowed to cross. (HA, HA, MNA, MNA, TOI, WAFA, YA 9/5)

Denying a petition from the residents, Israel’s High Court of Justice gives its final authorization for the Israeli government’s plan to evacuate and demolish Khan al-Ahmar, a Bedouin village near Jerusalem. “We have exhausted all legal means at this point and there is nothing more we can do other than be present in the area to protect it and prevent its demolition,” says a PA official who has been working on the case. The Jerusalem Local Planning and Building Committee advances a plan to build 150 housing units in Bayt Hanina, East Jerusalem. The current plan earmarks 75 of the units for Palestinians, but it is unclear if that earmark will remain as the plan proceeds through the authorization process. (HA 9/6; FMEP 9/7)

In East Jerusalem, Israeli forces shoot and injure a Palestinian youth during clashes in Qatanna n. of the city. In the West Bank, IDF troops shoot and injure a Palestinian driver after he allegedly rams his car into a group of Israeli security forces at a junction nr. Nablus, injuring 4. They also violently clash with Palestinian protesters at Palestine Technical University in Tulkarm (the IDF maintains a shooting range close to the university and blocked administrators from building a wall to deter violent protests at the range last mo.), w. of Qalqilya, and outside a settlement nr. Ramallah, injuring 16 Palestinians. The IDF assaults 1 Palestinian and arrest 19 others during raids and house searches in Jenin r.c.; 4 villages, Qaddura r.c., and Qalandia r.c. nr. Ramallah; and 7 villages nr. Hebron. Israeli settlers assault Palestinians picking olives outside Burin village nr. Nablus, causing no major injuries; the settlers then set fire to some of the olive trees. Palestinians throw rocks at an Israeli settler’s car driving nr. Ramallah, causing moderate injuries. Palestinian gunmen later open fire on an Israeli settler’s car driving nr. Ramallah, causing damage. They also arrest 6 Palestinians on late-night raids in al-Thawri and Issawiyya. In Israel, Palestinian journalist and administrative detainee al-Qiq begins an open-ended hunger strike after being tortured in Israeli detention. He was captured by Israeli forces during a raid at his home on 11/21. In West Jerusalem, Israeli forces arrest 1 Palestinian accused of planning a stabbing attack nr. the Central Bus Station. Along Gaza’s border, Israeli forces stationed e. of Khan Yunis open fire on Palestinian agricultural land, causing no damage or injuries. Off the coast nr. Kerry reportedly rejects Netanyahu’s request for the U.S. to recognize construction within Israel’s settlement blocs in exchange for Israel undertaking measures to improve the humanitarian situation in the oPt. In the West Bank, IDF troops shoot and kill a Palestinian man in c. Hebron after he stabs and injures an Israeli soldier. Late at night, the IDF raids several homes owned by the man’s family in a village nr. Hebron, issuing 2 arrest summons and confiscating property. During the day, IDF troops patrol in 1 village nr. Tulkarm and 2 nr. Ramallah. Nr. Qalqilya, 2 Palestinian children are injured in an explosion of suspected unexploded ordnance. Off the coast of Gaza nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing damage to 2 boats. In East Jerusalem, Israeli security forces clash with stone-throwing residents of al-Tur, Silwan, and Issawiyya hours after the killing of a Palestinian at a checkpoint in the area on 4/24; 26 Palestinians are injured by rubber-coated metal bullets, around 50 suffer tear gas inhalation, and 1 Israeli police officer is hurt. Later in al-Tur, a Palestinian driver rams a car into a group of Israeli police officers, injuring 3. (They will arrest the man early on 4/26.) In the Gaza Strip, Egyptian authorities open the Rafah border crossing for the 2d day in a row, allowing students and around 220 tons of medical supplies to cross into Gaza. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats overnight, causing no damage or injuries. In the West Bank, Israeli settlers, accompanied by IDF troops, attack around 30 Palestinian farmers nr. Bethlehem, causing no injuries. Meanwhile, the IDF improves conditions at the checkpoint nr. Tulkarm where thousands of Palestinians held an impromptu strike on 12/21. Separately, IDF troops detain Gideon Levy and Alex Levac, Israeli journalists with Haaretz, for entering Area A without a permit, as well as 2 Palestinians at a mobile checkpoint in al-Fawar r.c. The IDF also conducts house searches and arrest raids nr. Nablus, Ramallah, and Hebron; patrols nr. Qalqilya and Hebron; delivers 2 demolition notices to a village w. of Hebron. In East Jerusalem, around 68 right-wing Jewish activists enter Haram al-Sharif and tour the area. Meanwhile, Israeli forces detain 3 Palestinians in the Old City. Later, they raid a Palestinian shop in the area and assault its employees. In response to the recent crackdown on Palestinian businesses in the area, several Palestinian shop owners go on strike and protest nr. Jaffa Gate. In the Gaza Strip, the union of hospital sanitation workers goes on a full strike following weeks of partial strikes protesting the govt.’s failure to pay them since 6/2. Off the coast nr. Gaza City, Israeli naval forces open fire on a Palestinian fishing boat, critically injuring 1 fisherman. IDF troops along the e. border open fire on agricultural lands, causing no injuries. In the West Bank, a Palestinian man enters a supermarket in Mishor Adumim, an Israeli industrial zone in the Ma’ale Adumim settlement bloc, and stabs 2 Israeli settlers, lightly injuring them. An off-duty Israeli security officer shoots him in the leg and the Israeli police detain him. Later, 2 Palestinian men are arrested in connection with the incident and IDF troops raid the injured man’s home in al-‘Izzariya. Separately, IDF troops shut down a secondary school nr. Nablus after a group of Palestinians throws stones at Israeli vehicles on a nearby road on 12/2. IDF troops patrol in ‘Askar r.c. nr. Nablus and 1 area in the e. part of the city, sparking clashes with residents and shooting 1 Palestinian in the foot. Israeli forces deliver demolition orders and stop-work notices to Palestinians in 2 villages nr. Bethlehem. The IDF conducts arrest raids and house searches nr. Nablus, Ramallah, and Tulkarm. In East Jerusalem, Israeli security forces enter the Jabal Mukabir neighborhood, sparking clashes with stone-throwing Palestinians nr. the homes of the 2 Palestinian men who were killed after they attacked a West Jerusalem synagogue on 11/18. During the clashes, Israeli forces detain 1 Palestinian boy and injure others with tear gas canisters and rubber-coated metal bullets. Separately, Israeli forces arrest another Palestinian boy in Silwan. Meanwhile, around 300 Israeli security officers escort multiple construction vehicles into Shu‘fat r.c., and they demolish around 20 stores and the abandoned Cola building for the expansion of an Israeli checkpoint. None of the Palestinian proprietors were notified prior to the demolition. Also, Israeli forces raid the home of a Palestinian reporter with Ma‘an News Agency. The soldiers detain his brother and father and tell the reporter that they will not be released until he turns himself in, which he does soon after. In the West Bank, the IDF conducts house searches and arrest raids in Jenin and 2 nearby villages in the morning, and in 2 villages each nr. Hebron and Nablus, and in Salfit; patrols in 1 village nr. Tulkarm and 1 village nr. Hebron. Israeli settlers from Yitzhar torch about 100 olive trees in Hawara nr. Nablus. In East Jerusalem, a Palestinian drives his car into a light rail station, killing a baby and injuring another 8 people. (An Ecuadorian citizen will succumb to her injuries on 10/26.) The driver is immediately shot and killed by police. Israeli PM Netanyahu says that PA Pres. Abbas is responsible for inciting such acts. In East Jerusalem, Israeli security forces violently disperse Palestinian worshippers and protesters at and around Haram al-Sharif, injuring 1 woman with a rubber-coated metal bullet, and arresting at least 17. It is the 1st such attack since the 8/26 open-ended cease-fire and no faction claims it. Hamas authorities reportedly arrest those responsible. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Hebron and Tulkarm at night; patrols in al- ‘Arub r.c. nr. Hebron, and 1 village each nr. Jenin and Tulkarm. UN Coordinator for Middle East Peace Robert Serry announces that the UN has brokered a deal to enable reconstruction work in the Gaza Strip, satisfying Israel’s conditions that materials would not be diverted to Hamas. The agreement entails a strict, UN-enforced monitoring system, and gives the PA and the private sector lead roles in the rebuilding. (HA, REU 9/16)

In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Ramallah. IDF troops violently disperse an anti-occupation demonstration in Silwad nr. Ramallah, seriously injuring 1 Palestinian with live ammunition. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Nil‘in), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. The Guardian and Yedioth Ahronoth publish a letter from 43 active reservists and veterans of Israel’s Unit 8200, an elite intelligence gathering division. A mortar shell fired from inside Syria lands in the Israeli-occupied Golan Heights, likely a misfire during battles between Syrian govt. forces and rebels, causing no damage or injuries. (HA, YA 9/12)

On the 5th day of OPE, the IDF strikes multiple targets across the Gaza Strip, killing approximately 48 Palestinians, including 21 in a single strike on the home of a senior police commander in Gaza City. Air strikes also hit a center for the disabled, killing 2. The IDF warns Palestinians in the n. Gaza Strip to “leave their homes for their own safety,” adding that “it’s unsafe to be nr. Hamas.” Israel’s targets expand to include civilian institutions with suspected Hamas ties. Israeli naval forces raid the beach at al-Sudaniyya in the n. Gaza Strip, and clash with al-Qassam Brigades fighters. Palestinians fire some 70 rockets into Israel, and at least 6 are intercepted by Iron Dome batteries. Addressing the crisis in Gaza, the UNSC issues a presidential statement calling for a “de-escalation of the situation, restoration of calm, and reinstitution of the 11/2012 ceasefire.” It also expresses “serious concern regarding the crisis related to Gaza and the protection and welfare of civilians on both sides” and calls for “respect for international humanitarian law.” Media reports suggest that a cease-fire proposal is being drawn up at the initiative of the Palestinians with the involvement of Egypt and Qatar, but Islamic Jihad dep. head Ziad al-Nakhleh dismisses this as a rumor. In the Gaza Strip, Palestinians fire 18 rockets into s. Israel, causing no damage or injuries except where 2 houses are hit by shrapnel. Two of the rockets are intercepted by Iron Dome missile defense batteries. According to Israeli officials, Hamas activists were involved in this barrage, making it the 1st time the organization has participated in rocket fire since the 11/2012 cease-fire. IDF troops conduct air strikes on 34 targets across the Gaza Strip, hitting training sites of al-Qassam Brigades, Islamic Jihad, and the PRC, and agricultural areas, killing 1, injuring 4, and causing damage. Off the coast nr. Bayt Lahiya, Israeli naval forces shell an open area on the coast, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 1 nearby village at night; patrols in 2 villages nr. Ramallah and 1 village nr. Hebron at night. Israeli settlers attack a Palestinian in Hebron, wounding him. Separately, settlers vandalize 12 olive trees nr. Hebron. In East Jerusalem, Israeli security forces shoot and wound 2 Palestinians with rubber-coated metal bullets during clashes nr. Haram al-Sharif. Israeli security forces locate the bodies of the 3 Israeli settler teenagers nr. Hebron, not far from where they were kidnapped (on 6/12) and killed. PM Netanyahu and DM Ya’alon propose that the response to the killing of the teens should include a wave of settlement construction. Netanyahu also addresses the increased tensions in Gaza and s. Israel, saying “either Hamas will stop the rocket fire or we will.” Hamas spokesperson Abu Zuhri says that if Israel attacks Hamas in Gaza, “they will open the gates of hell on themselves,” adding that Hamas does not “want any military confrontation with Israel, but if it will be forced on us it will look like in previous rounds.” Meanwhile, U.S. Pres. Barack Obama issues a statement expressing his condolences to the families of the murdered Israeli youth, calls on Israel and the PA to cooperate to bring the guilty parties to justice, and urges all sides to exercise restraint to prevent further destabilization. Hebron in the afternoon, and in Hebron and 4 nearby villages, and 2 villages nr. Salfit at night; patrols in 1 village nr. Ramallah in the morning, and in Hebron and 3 nearby villages and 4 villages nr. Ramallah at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 2 are wounded by tear gas canisters. In response to the kidnapping of 3 Israeli teenagers on 6/12, the IDF erects numerous roadblocks and begins intensive raids in the Hebron region. PA security services spokesperson Adnan Dmeiri says that the PA is not responsible for the safety of settlers and that the area in question is under Israeli security control. Hamas spokesperson Husam Badran, meanwhile, calls on Palestinians to return the West Bank to its “natural place as the focal point of the struggle and resistance.” U.S. Secy. of State Kerry calls Pres. UN High Commissioner for Refugees Antonio Guterres tells a news conference in Geneva that the number of Syrian refugees in neighboring countries could double to 3.5 million by the end of the year, with an anticipated half of all Syrians requiring humanitarian aid in the same time frame. Following the Austrian govt.’s recall of its UNDOF members on 7/6, Russian pres. Vladimir Putin offers to replace all 380 with Russians. UN spokesperson Martin Nesirky says that Putin’s offer, while appreciated, cannot be accepted due to the Syria-Israel Disengagement Agreement not permitting the participation of permanent members of the Security Council in UNDOF. Hamas’s acting PM in Gaza Ismail Haniyeh authorizes a senior CEC team to begin updating Gaza’s voter rolls, in keeping with agreements reached in Cairo on 5/20/12. The CEC estimates that since the rolls were last updated for the 1/2006 elections, the number of eligible but unregistered Gaza voters has grown to as many as 250,000. (NYT 5/29)

In Hamza village, just n. of Jerusalem, Israeli security forces demolish a gas station, car wash, 2 auto body shops, and 2 cafeterias, confiscating several motorcycles, fuel pumps, gasoline, and equipment. Deeper in the West Bank, IDF soldiers nr. Qalqilya fire tear gas, stun grenades at a group of Palestinian laborers attempting to cross into Israel without permits to find work, causing no injuries but starting a small fire that burns a grove of 20 Palestinian olive trees. The IDF patrols in 2 villages nr. Ramallah and 1 nr. Jenin in the morning; in 1 village nr. Jericho in the afternoon; and in 2 villages each nr. Ramallah, Salfit, and Tulkarm and 1 nr. A Turkish court indicts 4 fmr. senior IDF commanders (fmr. IDF chief of staff Lt. Gen. Gabi Ashkenazi and those who headed the Israeli navy, air force, and military intelligence) who were in authority when Israel killed 9 Turks aboard the Mavi Marmara aid flotilla ship to Gaza in 2012 (see QU in JPS 157). The Washington Post runs (5/28) a special report alleging proof of an elaborate plan orchestrated either by Iranback Hizballah elements or operatives based in Iran to assassinate U.S. embassy officials and their families in Azerbaijan. Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. Late at night, the Israeli navy intercepts a ship nr. Cyprus carrying 600 tons of weapons allegedly en route fr. Iran to Hizballah. Israel claims the containers of rockets, guns, and other ammunition, bearing Iranian insignia and carrying Iranian export documentation, were loaded in Egypt and headed to Syria for land transport to Lebanon, but says that neither the ship’s crew nor the Egyptians who loaded the cargo knew that the containers held arms.
