Israel’s Interior Min. says it will move forward with plans to build 1,300 new Jewish settlement housing units in East Jerusalem (978 in Har Homa/Jabal Abu Ghunaym, 320 in Ramot). At the same time, Israel issues construction tenders for 800 units in the West Bank settlement of Ariel, which Israel intends to keep under final status. Meanwhile, Israel’s Jerusalem municipal authorities issue a report stating that the municipality is currently building more than 13,500 housing units for Jews in various Arab neighborhoods in East Jerusalem. The UN, U.S., and PA denounce the plans. In the West Bank, the IDF patrols without incident in Zayta village nr. Tulkarm in the morning; patrols in Bayt Liqya late at night, firing rubbercoated steel bullets, tear gas, stun grenades at stone-throwing Palestinian youths who confront them, causing no serious injuries. Pres. Obama dispatches U.S. Sen. John Kerry, chairman of the Senate Foreign Relations Committee, on a 3-day regional tour of the Middle East, with stops in Syria (to warn Damascus against interfering in Lebanon), Turkey (to urge Turkey to repair its ties with Israel), Lebanon (to show support for Pres. Michel Suleiman), and Israel and Ramallah (to explore ways of reviving the peace talks). (XIN 11/8; AP 11/9; NYT 11/11)

Biden wraps up his trip to Israel with a big speech to the Israeli public at Tel Aviv University, underscoring American solidarity with Israel. He reiterates U.S. disapproval of the Ramat Shlomo housing plan because it “undermined the trust required for productive negotiations,” but accepts what he calls “significant” assurances from Netanyahu that the construction will not break ground for years, expressing hope that negotiations would “resolve this and other outstanding issues” before construction could begin. He then heads to Jordan. Separately, Netanyahu issues a statement apologizing for the “unfortunate timing” of the Ramat Shlomo announcement, but notably not apologizing for the construction itself. At the same time, Israel’s Jerusalem municipality announces plans to build 1,000s of settlement housing units e. and s. of Jerusalem in areas Israel intends to keep under final status, including 3,000 units each in Gilo and Givat Matosim, 1,500 units each in Har Homa and Pisgat Ze’ev, 1,200 units in Ramot, 600 in Armona Netseev, 450 in Neve Ya’acov, and 144 in Olive Mount. In Ramallah, at least 1 PA security official and 1 Fatah Central Comm. member take part in a ceremony in Ramallah naming a public square after Dalal Mughrabi, a 19-yr.-old Fatah member who in 1978 led a squad from Lebanon that sailed to Israel where they staged attacks killing 1 American and 38 Israelis before being shot dead; Netanyahu denounces the official Fatah and PA participation as incitement undermining the peace process. Late in the evening, the IDF patrols in Ramallah, firing rubber-coated steel bullets at stonethrowing Palestinian youths who confront them, causing no injuries; carries out latenight house searches in Jenin town and r.c., making no arrests. In Gaza, the littleknown Salafist group Ansar al-Sunna fires a Qassam rocket into Israel, causing no damage or injuries but marking the 1st incidence of rocket fire since 2/12. Later in the day, unidentified Palestinians fire 2 more Qassams toward Israel, but they land harmlessly inside Gaza. Late at night, the IDF makes an air strike on a smuggling tunnel on the Rafah border, causing no injuries. Israel announces approval of 692 new settlement housing units in East Jerusalem (Har Homa, Neve Ya’acov, Pisgat Ze’ev); the EU, U.S., and PA criticize the move. IDF troops make a brief incursion into Gaza n. of Bayt Hanun to level land along the border fence to clear lines of sight. Israeli naval vessels fire on Palestinian fishing boats approaching the boundary of the permitted fishing zone, wounding 1 Palestinian. Egyptian border police discover, demolish 20 smuggling tunnels on the Rafah border; smugglers exchange fire with police, leaving 2 unidentified individuals dead and 4 wounded inside Egyptian territory. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7. For a 2d day, armed Jewish settlers attempt to enter Shu‘fat r.c. to establish an unauthorized outpost; the IDF bars their entry. Jewish settlers fr. Kiryat Arba dump trash in front of the entrance of Hebron’s al-Ras Mosque. Jewish settlers fr. Givat Ha’avot settlement in Hebron vandalize 5 nearby Palestinian homes. The Israeli Interior Min. approves construction of 400 new settler housing units in Neve Ya’acov settlement n. of Jerusalem, and authorizes tenders to be issued for construction of 286 housing units in Beitar Ilit nr. Bethlehem (approved by the Housing Min. on 5/21) and 130 units in Har Homa in East Jerusalem (some of which may have been approved by the Interior Min. on 7/9). Israel also reportedly agrees to transfer settlers living in the unauthorized outpost of Migron nr. The IDF conducts additional late-night raids in Nablus, searching, sealing, and confiscating computers and documents fr. several organizations allegedly connected to the ICA, including Afaq TV station, the Union of Palestinian Women Committees (confiscating food donations intended for needy Nablus families), a clinic, a kindergarten (taking 2 buses). The IDF sends undercover units driving a car with Palestinian license plates into Kafr Dan nr. Jenin, ambushing a Palestinian car and opening fire, assassinating Talal ‘Abid, a wanted mbr. of the Abu Ammar Brigades (a Fatah offshoot in Jenin), arresting a 2d Palestinian; sends troops, bulldozers into Hebron to demolish 2 Palestinian homes (18 residents) for allegedly harboring wanted individuals, also uprooting trees and heavily damaging a 3d home; fires rubber-coated steel bullets, tear gas a Palestinians demonstrating against the separation wall in Dayr al-Ghusun nr. Tulkarm, injuring several (including 2 journalists); conducts late-night arrest raids, house searches in Hebron, Nablus. Jewish settlers fr. Overnight in Gaza, the IDF sends troops, bulldozers into Bani Suhayla nr. Khan Yunis, bulldozing 125 d. of agricultural land, several greenhouses, 1 Palestinian home before withdrawing in the morning; during the operation, troops fire a tank shell at armed Palestinians approaching the area (wounding 3) and detain 11 Palestinians (including 1 child) for questioning. In the West Bank, the IDF conducts arrest raids, house searches in Bethlehem, Qabatya, and nr. Hebron. In East Jerusalem, Israeli police and intelligence officers break up a memorial service for the late Palestinian political figure Faisal Husseini, declaring it an illegal political gathering, arresting 4 Palestinians. A Jewish settler deliberately drives into a flock of Palestinian sheep nr. Hebron, killing 3 sheep, injuring 2. The Israeli Housing Min. says it is moving ahead with previously announced plans to build 884 new Jewish settler housing units in East Jerusalem’s Pisgat Ze’ev (763 units) and Har Homa (121 units) settlements. Meanwhile, in Bayt Furik, angry Palestinians demonstrate, throw stones at a Palestinian Authority (PA) police station in Nablus, denouncing the PA’s recent confiscation of 86 unlicensed and stolen vehicles, injuring 3 policemen; the PA police fire live ammunition and percussion grenades at the protesters and beat several, injuring 8 Palestinians and causing an elderly Palestinian woman to have a fatal heart attack. In Gaza’s al-Maghazi r.c., unidentified gunmen fire on a group of Hamas mbrs., who return heavy fire; no injuries are reported. Israel rejects Hamas’s latest call (ca. 12/20) via Egypt for a cease-fire, vows to continue “counterterrorist operations” to deter rocket fire. Dep. PM Haim Ramon says Israel’s strategic goal is to overthrow Hamas in Gaza using military and economic pres sure. Islamic Jihad, declaring that it would not adhere to a truce, fires 5 rockets fr. Gaza into Israel, damaging 2 commercial buildings but causing no injuries; another rocket lands inside Gaza, damaging a Palestinian home in Bayt Hanun, causing no injuries. Before the 2d post-Annapolis mtg. of the Palestinian and Israeli negotiating teams on 12/24, Olmert’s government reopens the Sufa crossing (closed since 10/28/07) for up to 30 trucks/day, but also seeks Knesset approval for $25 m. to construct 500 settlement housing units in Har Homa in Jerusalem and 240 units in Ma’ale Adumim outside of Jerusalem; it is unclear whether the money is for units already approved for construction (see 12/4) or involves new building plans. Meanwhile, in Gaza, the IDF fires on unarmed Palestinians (including a child) on their land nr. the border fence e. of Dayr al-Balah, wounding 1; shells a Hamas border patrol e. of al-Bureij r.c., killing 2 Hamas mbrs. The PA deploys a new 500-mbr. policing unit in Tulkarm, similar to the recently deployed Nablus unit (see Quarterly Update in JPS 146), as part of Abbas’s efforts to expand security control in the West Bank in keeping with the road map. The new unit immediately erects checkpoints around Tulkarm to search for unlicensed guns, stolen vehicles. The Israeli Housing Min. issues bids for construction of 307 new housing units in the Jewish settlement of Har Homa in East Jerusalem that would complete a ring of settlements around Jerusalem, making the division of Jerusalem all but impossible. PA senior negotiator Saeb Erakat sends an urgent message to Rice asking her to intervene to halt the settlement expansion, arguing that it is illegal and undermines efforts made at Annapolis. The UN reports that most public gas stations in Gaza are now closed because of Israeli fuel restrictions. In the West Bank, the IDF conducts arrest raids, house searches in Jenin r.c. and nr. For the 2d day, IDF troops stationed in the Erez industrial zone fire at Palestinians collecting scrap metal nr. the border fence, wounding 1. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts arrest raids, house searches in Abu Dis, Azariyya, Nablus, and Qabatya, in and around Hebron, and nr. Jenin, Tulkarm. Israel’s Local Committee at the Jerusalem Municipality submits plans to build 1,000 housing units in the East Jerusalem settlement of Har Homa. Plans reportedly are also being drafted to expand the Jewish settlements of Ramat Rachel, Mei Naftuah, New Arnona, Gilo, and Givat Hamatos. In Ramallah, unidentified assailants attempt to kidnap the acting mayor of al-Bireh; unknown gunmen fire on the offices of fmr. PA Finance M Salam Fayyad, causing no injuries; suspected Fatah mbrs. fire on 13 shops and offices run by Hamas mbrs., set fire to 1. In Gaza, 10,000s of Fatah supporters hold the largest Fatah rally since 1994 marking the 42d anniversary of the movement; speeches by Fatah leaders focus on rallying support for Fatah and against Hamas. In Gaza, the IDF continues operations in al-Maghazi r.c., engaging in heavy clashes with local gunmen, killing 4 armed Palestinians and 1 bystander, wounding at least 32 (in addition, 1 Palestinian child wounded in al-Maghazi on 7/19 dies of her injuries); drops leaflets across Gaza warning that “anyone who has . . . an arsenal, ammunition, or weapons in their house must destroy them or will face dangerous consequences.” The IDF also continues to shell n. and s. Gaza to prevent rocket fire; makes air strikes on 2 groups of Palestinians allegedly laying roadside bombs (no injuries are reported); fires warning shots fr. gunboats to keep Palestinian fishermen fr. going out to sea. Palestinians fire at least 1 rocket fr. Gaza into Israel, lightly wounding 1 Israeli. In the West Bank, the IDF continues major operations in Nablus, surrounding the local PA headquarters where a number of wanted Palestinians have taken refuge since fighting began on 7/19; 15 give themselves up during the day, but 10 remain inside, as IDF tanks shell the building and bulldozers begin to demolish the structure, troops fire on stone-throwing Palestinians who confront them (wounding 5). Also in Nablus, some 4,000 Palestinians demonstrate in support of Hizballah. The IDF also conducts arrest raids, house searches nr. Hebron; clears Palestinian trees nr. Har Homa settlement. Israel warns Lebanese s. of the Litani River that they have 24 hrs. to evacuate to the north. The IDF increases pinpoint ground operations in s. Lebanon, engaging in fierce clashes with Hizballah, leaving at least 2 IDF soldiers, 2 Hizballah mbrs. dead and 6 IDF soldiers injured; sends tanks, bulldozers across the n. border to destroy tunnels, bunkers, posts used by Hizballah (Hizballah claims to destroy 2 tanks; the IDF does not comment); continues air and artillery strikes on 150 targets across Lebanon, including Baalbek, Hermel, and al-Khiyam (destroying the infamous jail there, formerly run by Israel’s proxy, the South Lebanon Army). Late in the evening, 2 IDF helicopters collide over n. Israel nr. the Lebanese border, killing at least 4 IDF soldiers. Hizballah fires some 40 rockets at n. Israel, hitting Carmiel, Kiryat Shimona, Safad, Tiberias; there are no reported injuries. Syria reports that more than 140,000 people have crossed over fr. Lebanon since the violence began. Some 10,000 foreigners are evacuated by sea fr. Beirut and Tyre (including some 2,250 Americans and many Southeast Asian laborers evacuated by the Indian navy); UNIFIL evacuates its post at Naqura. With Passover past and 20,000 reserves fully mobilized, the IDF reoccupies Bethlehem, setting up a cordon 500 yards fr. the Church of the Nativity, surrounding the PSF West Bank headquarters, declaring a 24-hr. curfew, firing warning shots at a BBC camera crew. The IDF also sends troops into Aida, Dahaysha, Tulkarm; reinforces troops in Qalqilya, beginning house-to-house searches. In Ramallah, the IDF continues rounding up Palestinian men, saying since 3/29, it has detained 700 (10 of them "wanted" men) and seized 19 rifles, 4 pipe bombs, 2 mortars, a "small number of assorted ordnance"; raids, vandalizes, confiscates files fr. more public, private offices; ejects a 6-person CBS news team fr. the city; fires on a clearly marked NBC TV vehicle. The PRCS says that the IDF has halted coordination efforts that guarantee the safe movement of ambulances, medical workers. In Bayt Jala, 100 Palestinians and foreign peace activists hold a nonviolent march to an IDF checkpoint, where troops open fire in front of them with live ammunition fr. tank-mounted machine guns, wounding 7 foreigners, 1 Palestinian TV cameraman. In total, 13 Palestinians are killed during the day, including an 11-yr.-old boy shot by the IDF in Gaza. A Palestinian sniper kills 1 Jewish settler in Har Homa. A Palestinian suicide bomber detonates a car bomb at a checkpoint btwn. East and West Jerusalem, killing 1 Israeli police officer. Israel initiates land, sea, air strikes against PA targets in the West Bank and Gaza, leaving 3 Palestinians dead and destroying the PA intelligence headquarters in Gaza City, the naval headquarters in Nussayrat, a PA police station in Rafah. Israel claims the action is in response to mortar attacks staged fr. those areas. In East Jerusalem, DFLP gunmen ambush a Jewish settler vehicle, killing 1 settler, wounding 1. IDF troops guarding Har Homa settlement direct shells, heavy machine gun fire at Bayt Sahur, injuring at least 8 Palestinians. Troops continue to bombard the town as Red Crescent medical workers attempt to reach the wounded, killing a Palestinian paramedic, destroying 3 ambulances. The IDF also arrests PC vice chmn. Bush agrees that Israel cannot negotiate under threat of violence, says that the U.S. will not force peace in the Middle East and that Arafat will not be welcome at the White House until he halts clashes.
