In the West Bank, Israeli settlers with military escort harassed students on their way to school in al-Lubban ash-Sharqiya, preventing some from reaching the school. Israeli forces violently dispersed Palestinians and Israeli activists protesting a visit by Israeli president Isaac Herzog to Hebron (see below). Israeli forces also demolished water pipelines supplying Atuf with water. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ramallah, injuring 1 with a rubber-coated bullet. 3 Palestinians were arrested, including 2 during late-night raids in Kaubar and al-Arroub refugee camp, and 1 near al-Jaba‘. In East Jerusalem, 1 Palestinian was arrested during a house raid in Isawiya. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah; no injuries were reported. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. 1 Palestinian prisoner held on administrative detention ended his hunger strike after Israel set a date for his release. The man had been hunger-striking for 49 days and was admitted to a prison hospital on 11/24 as his condition deteriorated. (WAFA 11/28)

President Abbas extended the COVID-19-related state of emergency for another 30 days. The state of emergency has been in effect since March 2020, when the pandemic hit Palestine. (WAFA 11/28)

Israel’s and the UK’s foreign ministers Yair Lapid and Liz Truss wrote an article in the Telegraph, saying the 2 countries will work together in preventing Iran from getting nuclear weapons. Foreign Minister Lapid was in London meeting UK officials before heading to France for meetings on 11/29. In the West Bank, Israeli settlers started building structures on Palestinian land near ‘Ayn al-Auja. Israeli settlers also threw stones at Palestinian vehicles driving in Turmus ‘Ayya, injuring 1 minor. Israeli forces demolished 1 house under construction in Khirbet Ma‘in, displacing 8, including 6 minors. Israeli forces also seized 3 agricultural tents in Ras al-Tin, 1 bulldozer in Deir Balut, and 1 residential structure in ‘Ayn Samia, displacing 8, including 6 minors. Elsewhere, Israeli forces razed 500 meters of newly paved road and placed 7 dirt mounds on the road near ‘Asirah al-Shamaliyah. 7 Palestinians were arrested during late-night raids in Beitunia, al-Mughayyir, al-Bireh, Biddu, Bethlehem, Jaba‘, and Qalqilya. In East Jerusalem, Israeli forces demolished 3 buildings, displacing 6 Palestinians in Wadi Hummus. 1 Palestinian was arrested in the Old City. In Gaza, Israeli forces made incursions and leveled land east of Gaza City. In West Jerusalem, 5 Israelis attacked 1 Palestinian man after hearing him speaking Arabic at the site of the Mamilla Cemetery, which now serves as a park; the man suffered multiple fractures and was treated at Hadassah Hospital for his injuries. PA president Mahmoud Abbas met with Russian President Vladimir Putin in Sochi, Russia. Members of Fatah said that President Abbas was seeking more Russian involvement in the peace process as part of his push to move from U.S. mediation to international conferences. (MEMO, WAFA 11/23; ALM 11/24)

The Jerusalem Media and Communications Center released a survey conducted in October with 715 participants from the West Bank and East Jerusalem and 485 from Gaza. The survey found that support for a 2-state solution had dropped from 39% in April to 29% and support for a 1-state solution had increased from 21.5% to 26%. A large discreptency was found between the West Bank and Gaza. In the West Bank, 30% supported a 1-state solution—more than the support of a 2-state solution—while in Gaza, 20% supported a 1-state solution and 38%, a 2-state solution. The survey also found 70% of respondents wanted a new date for general elections and 42% said that they did not plan to participate. 34% would vote for Fatah at PLC elections (highest among Palestinians in Gaza), 10% for Hamas, and some 34% said that they would not vote. Israel’s president Isaac Herzog met with UK prime minister Boris Johnson in London. During their meeting, Prime Minister Johnson said that the UK’s decision to designate all of Hamas as a terrorist organization “was a difficult and controversial decision,” but right. (HA 11/23)

The tech company Apple said it had filed a lawsuit against NSO Group and its parent company OSY Technologies for its hacking of Apple users’ phones with the Pegasus software. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Surif; 1 Palestinian was injured by a stone to his head. Israeli settlers also tried to attack Palestinians in Kafr Qaddum before they were repelled by Palestinians. Elsewhere, Israeli settlers vandalized 45 olive trees in Burin. Israeli forces shot and killed 1 Palestinian minor while violently dispersing a protest in Deir al-Hatab. PA prime minister Mohammed Shtayyeh called the killing an instance of state terrorism. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 5 with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 6 with tear gas. Israeli forces also violently dispersed Palestinian protesters in Hebron and Burqa, causing tear-gas related injuries. Meanwhile, Israeli forces raided al-Bireh, violently dispersing Palestinian protesters; 1 was shot with a rubber-coated bullet, others suffered tear-gas related injuries. The Finnish Christian missionary group Felm said it had stopped funding Defense for Children International-Palestine because of Israel’s announcement on 10/22 that the organization is 1 of 6 to be declared a terrorist organization. Felm is the 1st to publicly take action based on the Israeli terror designation. Felm’s executive director said it had done so due to concerns of banking sanctions. The director said his group had not seen evidence to back Israel’s claim that the 6 rights organizations are financing or supporting terrorism. (MEMO, REU 11/5)

UNRWA commissioner-general Philippe Lazzarini told the Guardian that the UNWRA was close to collapsing, in part due to UK budget cuts to the agency by more than 50%. Commissioner-General Lazzarini said UNRWA is short $100 million for its budget for 2021. Lazzarini was in London to urge the Foreign Office to rethink its cuts to the UNRWA. (GDN, WAFA 11/5)

In the West Bank, Israeli settlers stole 150 olive saplings in Jalud. Israeli forces raided Bayt Umar, leading to clashes; tear-gas related injuries were reported. Israeli forces also razed several hundred olive saplings and trees in Dayr Balut. 5 Palestinians were arrested during raids in and around Dayr Nitham, Nablus, and Hebron. In Gaza, Israeli forces made incursions and leveled land east of Khan Yunis. In Israel, Israeli police violently dispersed Palestinian citizens of Israel in Kafr Qara protesting the lack of Israeli police’s willingness to investigate intra-communal violence of Palestinian communities in Israel; 1 Palestinian citizen of Israel was killed on 1/5. An Israeli military court convicted the prominent Palestinian activist Issa Amro of 6 of 18 charges against him, including obstructing Israeli forces’ activities and assaulting 1 Israeli settler. Amnesty International has called the charges politically motivated and Amro denies the charges against him. He will be sentenced on 2/8. Amro also has a court hearing at a PA court on 1/20 for accusations of “insulting higher authorities” over Facebook. Amnesty has also called the PA charges “disgraceful.” (AI 1/5; HA, MEE, REU 1/6)

Sudan announced that it had signed on the normalization deal between Israel, Bahrain, and the UAE after Sudan was formally removed from the U.S. list of state sponsors of terrorism in December. The agreement was formalized by the Sudanese justice minister Nasredeen Abdulbari and U.S. treasury secretary Steven Mnuchin. The U.S. has also agreed to settle Sudan’s debt to the World Bank and granted Sudan immunity from prosecution related to the 2 U.S. embassy bombings in east Africa during the 1990s. The London-based Syrian Observatory for Human Rights said that 15 people were killed or injured in Israeli attacks on southern Damascus. (REU 1/6; MEE 1/7; HA 1/9)

In Washington D.C., thousands of anti-democracy Donald Trump supporters protested at the U.S. Capitol building after attending a Trump rally by the White House on the day that the U.S. congress was to confirm the electoral college vote win for president-elect Joe Biden. Hundreds of protesters stormed the Capitol building while the legislators were debating the electoral college votes, taking over the senate chamber while legislators were evacuated. 1 protester was killed in the Capitol building and 4 others died due to “medical emergencies” during the violent protest, including a police officer. At least a dozen U.S. police officers were injured and several dozen protesters were arrested. After the Capitol building was secured, U.S. members of congress certified President-Elect Biden’s win. In the aftermath, Trump was temporarily banned from Twitter and Facebook after accusations of using the platforms to incite the rioters. Trump subsequently promised an “orderly transition of power” despite not acknowledging his defeat in the presidential election, making unsubstantiated claims of voter fraud. 2 of the Trump administration cabinet members and a dozen high-ranking officials resigned in the aftermath of violence encouraged by the president; speaker of the house Nancy Pelosi was among many bipartisan voices calling for Trump’s removal from office. Also, 2 Democrats were declared winners of the run-off elections in Georgia, providing the Democrats a majority in the Senate as well as the House. IDF troops conduct raids and house searches nr. Jenin, Ramallah, and Hebron, arresting 5 Palestinians; patrol nr. Hebron. Israeli settlers uproot trees and level land nr. Western diplomats and senior Palestinian officials say that the Palestinian leadership informally circulated a draft res. to UNSC mbrs. this week condemning Israel’s settlements and calling for a 1-year time frame on a 2-state solution. They say PA pres. Abbas hopes to have it brought for a vote while he is in New York for a climate conference at the end of 4/2016 (he is set to arrive on 4/22). In the Gaza Strip, IDF troopsstationed along the border arrest 2 Palestinians attempting to enter Israel. In the West Bank, IDF troops enter e. Nablus on a raid and clash with Palestinians, injuring 3 with live ammunition and tear gas. IDF troops enter an area e. of Yatta nr. Hebron and seize a tractor and 4 water tanks; demolish several mobile homes in a village e. of Ramallah; deliver stop-work notes to several construction sites nr. Jericho and demolition notices for 6 wells in Qusra village in the n. West Bank, where Israeli settlers later attack Palestinian property; 2 of the settlers are detained. Separately, around 100 settlers from Adi Ad gather nr. al-Mughir village, but IDF troops intervene before they can attack the residents. In East Jerusalem, Israeli security forces enter Jabal Mukabir to deliver demolition orders to the homes of the Palestinians who attacked a synagogue and were killed on 11/18, then raid a mourning tent set up for them; 5 Palestinians are injured in the ensuing clashes. There are further clashes in Abu Dis, and 37 Palestinians are injured. In Sur al-Bahir, Silwan, and al-Tur, undercover Israeli military officers raid multiple homes, sparking more clashes; approximately 35 Palestinians suffer effects of tear gas inhalation and 12 are injured with rubber-coated metal bullets. After meeting with UK Foreign Secy. Philip Hammond in London, U.S. Secy. of State Kerry travels to Paris for meetings with French FM Laurent Fabius and Saudi FM Saud al-Faisal, then to Vienna to join the P5+1 negotiating team ahead of the 11/24 deadline. Meanwhile, the head of the International Atomic Energy Agency (IAEA), Yukiya Amano, calls on Iran to increase its cooperation with the agency, saying that the govt. has not been transparent about some aspects of its research. In the West Bank, the IDF patrols in al-‘Arub r.c., al-Fawar r.c., and 1 village nr. Hebron, and 1 village nr. Salfit at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. U.S. Secy. of State Kerry travels to Europe on a trip intended to lobby for support for a strike on Syria, as well as discuss the Israeli-Palestinian peace process and meet with PA Pres. U.S. Pres. Obama persuades 10 other leaders from the G20 nations to co-sign a statement urging a strong international response to the alleged use of chemical weapons by the Syrian govt., though the text does not explicitly endorse military action. Meanwhile, an unnamed State Dept. official tells the media that a strike on Syria would not fundamentally alter the balance of forces on the ground in the country’s civil war. (NYT, REU 9/6)

Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks.
