In the West Bank, Israeli settlers raided Khalayel al-Looz near Bethlehem, causing injuries and damage to property. Israeli forces shot and killed 1 Palestinian man and injured 16 others during a late-night raid in Jenin to punitively demolish the home of a Palestinian accused of killing 3 Israelis in Tel Aviv in April. The Palestinian man killed was reportedly filming the Israeli raid with his mobile phone when he was shot in the chest. The punitive demolition was carried out with explosives and Israeli forces cleared out 29 nearby buildings before blowing up the apartment. 1 other Palestinian later succumbed to his injuries on 9/11. Israeli forces also raided Jalazun refugee camp, injuring 4 with live ammunition; 4 were arrested. Elsewhere, Israeli forces violently dispersed Palestinian protesters in al-Arroub refugee camp, injuring 1 minor with a stun grenade to his head. Israeli forces also seized 2 caravans and building equipment and demolished 2 agricultural structures and a water well in al-Khader. 16 Palestinians were arrested during late-night raids in al-Bireh, al-Lubban ash-Sharqiya, Kisan, Bethlehem, and Hebron. In Gaza, Israeli forces opened fire at Palestinian farmers east of Dayr al-Balah and Khan Yunis; no injuries were reported. In Syria, for the 2d time in a week, Israeli forces attacked Aleppo Airport, killing 3 people, wounding 5, and damaging the airstrip. The Syrian transportation ministry said the damage put the airport out of commission and that flights would be diverted to Damascus Airport. The Aleppo Airport was operating again on 9/9. Haaretz reported that the U.S. state department has ordered the U.S. embassy in Israel to investigate reports of abuse of Palestinians by the Israeli ultra-Orthodox Netzah Yehuda battalion, including circumstances of the death of Palestinian American Omar Asad, who died in the battalion’s custody in January. The ice cream company Ben & Jerry’s said it would submit an amended lawsuit against its parent company Unilever after its 1st lawsuit had been rejected by a U.S. federal court. Ben & Jerry’s is suing Unilever for selling the rights to manufacture Ben & Jerry’s ice cream to an Israeli company after Ben & Jerry’s announced it would end sales of its ice cream in West Bank settlements and stop its licensing agreement with the Israeli company to produce its ice cream in Israel. In the West Bank, Israeli settlers uprooted 50 olive trees in Tarqumiyah as part of an effort to make a road to the Telem settlement. Israeli forces shot and killed 1 Palestinian man near a checkpoint in the Nablus area; Israel claimed that the man had attempted ramming soldiers with his car; no soldier was injured. Israeli forces demolished a 2-story house in Nahalin; Israeli forces also violently dispersed Palestinians protesting the demolition, causing tear-gas related injuries. 1 Palestinian was arrested during a house raid in Jericho. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber, displacing 5. Israeli forces detained 3 Palestinian minors and seized their Palestinian flags after they had raised the flags on the Haram al-Sharif compound. 4 others were arrested in the Old City. In Israel, the Israeli member of the Knesset from the Religious Zionist party Itamar Ben-Gvir threatened 2 Palestinian Israeli parking garage employees with a gun when the 2 told Ben-Gvir not to park in a prohibited zone. Hamas spokesperson Sami Abu Zuhri said Hamas supports reconciliation talks with Fatah sponsored by Algeria. The talks were 1st announced by Algeria during a meeting between president Abdelmadjid Tebboune and PA president Mahmoud Abbas in Algiers on 12/6. (MEMO 12/22)

United Arab List leader Mansour Abbas said during a conference hosted by the Hebrew newspaper Globes that “Israel was born as a Jewish state. And that was the decision of the Jewish people, to establish a Jewish state. The question is not ‘what is the identity of the state?’ That’s how the state was born, and so it will remain.” Leader of the Joint List coalition Ayman Odeh criticized Abbas’s remarks, saying that “the state’s identity should interest every citizen.” PA president Mahmoud Abbas also criticized Mansour Abbas for his comments, saying that he has abandoned his own people to side with the “Zionist colonial project.” (JP, TOI 12/21; ALM, WAFA, WAFA 12/22; HA, MEMO 12/23; HA 12/25)

U.S. national security advisor Jake Sullivan met with Israeli president Isaac Herzog. President Herzog had said before the meeting he would raise with Security Advisor Sullivan his desire to have the yeshiva in the evacuated settlement outpost Homesh remain. 1 Israeli settler was killed at the Homesh outpost on 12/16. Meanwhile, Israeli Channel 13 reported that U.S. president Joe Biden ignored a request from Israeli prime minister Naftali Bennett for a phone meeting. (TOI 12/22; ALM 12/28)

AP reported that former head of the Israeli military intelligence directorate Tamir Heyman acknowledged that Israel took part in the U.S. assassination of Iranian general Qassim Soleimani on 1/2/2020. (ABC, HILL, MEMO 12/21)

The Washington Post reported that the UAE had planted NSO Group’s Pegasus spyware on Saudi dissident journalist Jamal Khashoggi’s then-fiancée’s phone prior to the killing of Khashoggi. The Post reported that Hanan Elatr’s devices were hacked while she was in Dubai airport due to her job as a flight attendant. While in Dubai airport, Elatr was detained and questioned as agents planted the Pegasus spyware on her devices. The Citizen Lab research group confirmed that the Pegasus spyware had been planted on her phone prior to the killing of Khashoggi. AP also reported that Citizen Lab had found Pegasus spyware on phones belonging to a Polish lawyer and a Polish prosecutor known to publicly oppose the right-wing Polish government’s attempts to undermine the judicial branch of government. UN special coordinator for the Middle East peace process Tor Wennesland called on Israel to cease settlement activities and displacement of Palestinians in East Jerusalem during a UN security council meeting. Special Coordinator Wennesland also warned that an increase in settler violence in the West Bank could ignite tensions between Hamas and Israel. (MEMO, MEMO 12/22)

In the West Bank, Israeli forces started construction of a settler-only road near Hizma. Israeli forces also razed land in Jalud. Elsewhere, Israeli forces demolished 1 residential structure and 1 agricultural structure in al-Twana. Israeli forces also demolished an irrigation pool in Bardala. 9 Palestinians were arrested during late-night raids in and around Dahaysha refugee camp, Awarta, Bayt Ibia, and Bayt Rima. In East Jerusalem, 3 Palestinians were arrested during a house raid in al-Tur; during the raid, Israeli forces sprayed skunk water on protesters. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya and within 6 nautical miles west of Dayr al-Balah; no injuries were reported. Fatah and Hamas senior officials were in Cairo for talks with Egypt’s intelligence chief Abbas Kamel. The Hamas delegation included the leader of the politburo Ismail Haniyeh and the Fatah delegation was led by secretary general of the Fatah central committee Jibril Rajoub. The 2 groups were said to be discussing stabilizing the cease-fire between Hamas and Israel, and the reconstruction of Gaza. It was unclear if the Fatah and Hamas delegations were in direct or indirect talks. (ALM, HA, REU 6/8)

Israel’s security cabinet postponed the controversial Flag March, where Israeli right-wingers and settlers provocatively march throughout the Old City of East Jerusalem from 6/10 to 6/15. 6/15 would be 2 days after the new Israeli government is sworn in. (AJ, AP, HA, REU, TOI 6/8; ALM, JP 6/9)

Haaretz reported that an Israeli spyware company with ties to the Israeli military, Quadream, had sold spyware to Saudi Arabia that can infiltrate iPhones without clicking on a link, which is usually necessary to activate. The spyware enables the operator to view all information in the phone’s storage and use the phone’s microphone to eavesdrop. (HA 6/8)

Israel released 2 Jordanian citizens who had crossed into Israel from Jordan on 5/17. Jordan had earlier complained that its diplomats could not offer legal aid to the 2. (HA 6/8)

Israeli forces conducted air strikes in Syria while using Lebanese air space, reportedly killing 11 people near Homs. Israel also attacked Damascus, but the missiles were said to have been intercepted. (AP, HA, REU 6/8; AJ, FOX 6/9)

IDF troops shoot and kill a Palestinian youth nr. Tulkarm who was attempting to sneak into Israel for work. The youth allegedly pulled a knife on the soldiers after they started chasing him. Meanwhile, Israeli forces demolish 4 Palestinian bedouin homes nr. Ramallah, displacing 22 people. The IDF raids a mobile phone shop in a village nr. Nablus, shooting and injuring a Palestinian, arresting him and 2 others they suspect are also affiliated with Hamas, and confiscating personal property. IDF troops conduct further raids and house searches in Aida r.c. and 1 village nr. Bethlehem, Jalazun r.c. and 1 village nr. Ramallah, Qalqilya, 1 village nr. Salfit, and Hebron and 1 village nearby, arresting 15 Palestinians; patrol in 5 villages nr. Hebron and 4 nr. Ramallah. After a “situational assessment” in the evening, the IDF ends the partial closure of the Ramallah area that was imposed after the 1/31 shooting attack in the area. Israeli forces pull out of the area before midnight, remove all mobile checkpoints, and return the checkpoints to normal use. In East Jerusalem, Israeli forces arrest a Palestinian youth after they find a knife on his person; arrest 14 Palestinians on latenight raids in al-‘Izzariya, Issawiyya, and the Old City. Stabbing and other small-scale violent incidents continue in the occupied Palestinian territories (oPt) and Israel. In Tel Aviv, 2 Palestinians armed with knives attack a group of Israelis at an office building, killing 2 and injuring 2. Israeli police arrest 1 of the attackers and the other flees. Later, IDF troops raid the Hebron-area home of 1 of the suspects, delivering punitive demolition orders and arresting 3. Nr. Bethlehem, a Palestinian driver opens fire in the Gush Etzion settlement bloc, injuring 10 settlers and killing 3 others, including a U.S. citizen. Israeli forces shoot at the driver, causing him to crash his car and killing 1 Palestinian bystander in the crossfire; they arrest the driver at the scene. In c. Hebron, Israeli forces fire tear gas and skunk water, blocking a number of Palestinian children from accessing their school, after a Palestinian allegedly throws a tear gas canister at an Israeli checkpoint and injures a soldier. Elsewhere, a number of Palestinian municipalities in Israel, including Nazareth, Rahat, and Sakhnin, go on strike in protest of the 11/16 outlawing of the Northern Branch of the Islamic Movement. In the West Bank, IDF troops and stone-throwers clash during raids in Dahaysha r.c. and patrols nr. Jenin, injuring 4 Palestinians and arresting 1, respectively. Israeli forces continue their string of late-night house searches and raids in the Hebron, Ramallah, Jalazun r.c., and Dahaysha r.c. areas, arresting 12 Palestinians and issuing arrest summons to 4; patrol during the day nr. Jenin, Tulkarm, Salfit, Hebron, and Qalqilya. Israeli settlers leave racist graffiti and throw stones at Palestinian homes in a village nr. Ramallah late at night, causing minor damage. Israeli forces begin demolishing a synagogue in the Givat Ze’ev settlement nr. Jerusalem, pursuant to the Israeli govt.’s 11/16 compromise with settler leaders (the demolition will be completed by 12/10). In East Jerusalem, Israeli forces clash with and violently disperse Palestinians at a checkpoint in Abu Dis, seriously injuring 1 Palestinian; arrest 4 Palestinians on raids in Issawiyya and Jabal Mukabir; assault a Palestinian youth in Ras al-Amud. Israel’s Coordinator of Govt. Activities in the Territories (COGAT) Unit cmdr. Yoav Mordechai signs an agreement with the PA Minister of Civil Affairs Hassan al-Shaykh to grant Palestinian mobile phone users in the West Bank access to 3G high-speed data services. The new services are expected to be in place by mid-2016. (AP, HA 11/19)

In Gaza, Hamas police shut down the offices of mobile phone company Jawwal (Hamas ordered the company to close on 6/26). Israeli forces on the Gaza border e. of Khan Yunis conduct a limited incursion to level land nr. the border fence. In the West Bank, IDF troops shoot and injure a Palestinian man at the Qalandia checkpoint. IDF troops later conduct a raid in a nearby village, sparking minor clashes with stonethrowing Palestinian youths. The IDF conducts a late-night raid on offices of the Palestinian Water Authority in a village nr. Ramallah, confiscating 2 computers; patrols during the day in 2 villages nr. Hebron. Israeli settlers assault a Palestinian man with sticks and stones nr. Ramallah, moderately injuring him. In East Jerusalem, Israeli settlers spray price-tag graffiti on a wall in Bayt Safafa. Following Palestinian attacks on 6/29, Israeli authorities set new restrictions on Palestinians entering Jerusalem, rolling back some of the restrictions loosened for Ramadan on 6/16. Specifically, women between 16 and 30 and men under 50 will need a permit to enter the city on Fridays. (HA, MNA 7/1)

Following a meeting of senior PLO officials in Ramallah, PA pres. Abbas fires PLO secy.-gen. Yasser Abed Rabbo, citing his absence from recent meetings. Abed Rabbo responds to the announcement of his firing by saying, “Abbas does not have the authority to fire me. The only party that is authorized to do so is the PLO Exec. Comm., which has to hold a general meeting.” Senior PLO officials also approve a temporary cabinet “shuffle” as negotiations continue on the formation of a new consensus govt. Abbas assigns PM Hamdallah to make “slight changes” to the govt., reportedly shifting 5 ministers. (JP, MNA, TOI 7/1)

The U.S. State Dept. issues a special statement clarifying that, while the Obama admin.“strongly opposes” BDS efforts targeting Israel, it does not have a similar stance regarding “Israeli-controlled territories,” referring to the anti-BDS provision that became law as part of the Bipartisan Congressional Trade Priorities and Accountability Act of 2015 on 6/29. In the West Bank, Israeli soldiers shoot and kill a Palestinian man with live ammunition at a checkpoint in the n. Jordan Valley after the man opens fire on Israeli forces; no Israeli soldiers are injured. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against the Israeli occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; no Palestinians are seriously injured. The IDF conducts late-night house searches and raids in 1 village nr. Jericho, including the home of the Palestinian killed this morning, arresting 2 Palestinians; patrols in 3 villages nr. The Vatican signs a treaty officially recognizing the State of Palestine. Archbishop Paul Gallagher, the Vatican’s equivalent to a FM, says that he hopes the treaty might “in some way be a stimulus to bringing a definitive end to the long-standing Israeli-Palestinian conflict.” (The Vatican will deny Israel’s requests to review the treaty.) Ireland upgrades the status of the Palestinian representation in Dublin from a “delegation” to a “mission” and grants the mission head ambassador status. It does not recognize Palestine as a state or give the mission greater diplomatic privileges or immunities. Israel expresses its “regret.” (HA, YA 1/25; WJW 1/27)

OCHA reports that Israel has barred the import of industrial fuel for Gaza’s electricity plant for 2 weeks and is now internally discussing disconnecting Gaza fr. Israel’s electricity and water grid. (Gaza authorities have been able to keep electricity generation at 30% of demand by increasing the amount of fuel smuggling through tunnels fr. Egypt.) UNRWA reports that it has suspended 23 approved building projects in Gaza because of Israeli restrictions on gravel imports. Meanwhile, IDF troops make 2 brief incursion into Gaza e. of Gaza Valley village and e. of al-Maghazi r.c. to level land and clear lines of sight. Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. Some 150,000 Egyptians of all socioeconomic backgrounds inspired by events in Tunisia answer a week of calls to attend a “day of revolution” antigovernment rally in Cairo’s Tahrir Square today (a national holiday to honor police), bringing blankets, food, and water and vowing to continue protests until Mubarak steps down, his government is dissolved, and parliament is disbanded. (The Muslim Brotherhood does not participate to allow the voice of the people to stay at the fore.) The government cuts cell phone and Internet service to limit international coverage and mobilization efforts via social networking sites. Late at night, government security forces raided the square firing tear gas and water cannons, beating some demonstrators, and arresting others in an unsuccessful effort to drive them out. After a paroxysm of retaliatory violence that kills 1 police officer and some looting in the National Museum on the square, protesters disengage and mobilize to call for nonviolence, notably creating a cordon around the museum to protect it. Parallel protests are held in Alexandria, Suez (where violent clashes kill 2 demonstrators), and several smaller towns, with larger protests called for Friday 1/28. By this date, there have also been several days of protests in Yemen calling for Pres. Saleh’s removal, citing economic ills, corruption, and rumors Saleh plans to install his son as his successor. In the West Bank, the IDF conducts late-night raids, house searches nr. Salfit and Jenin, in and around Hebron, and in Ramallah, arresting 13 Palestinians (including 3 teenagers); raids the Tulkarm home of a Palestinian woman recently released fr. Israeli jail, confiscating a mobile phone and photos. (PCHR 8/20)

At least 30 Jewish settlers attack mbrs. of the Hanun and al-Ghawi families, who were evicted fr. their homes in the Shaykh Jarrah neighborhood of East Jerusalem on 8/2 (see Quarterly Update in JPS 153), injuring 2 Palestinian girls and 1 international activist; Israeli security forces intervene, arresting several Palestinians and settlers, releasing all of them within a day. In Jerusalem’s Old City, Israeli police change the lock on the al-Nazir Gate of the al-Aqsa Mosque, normally controlled by Waqf authorities. The police later claim to have replaced the locks by mistake, and Waqf officials restore the original lock. In a training exercise lasting 1 hr., Israeli security forces practice scaling the fences surrounding the al-Aqsa Mosque using ladders. (OCHR 8/19; PCHR 8/20)

The IDF sends troops into Gaza City to arrest a wanted Palestinian, bulldozing 13 d. of agricultural land belonging to his family, exchanging fire with armed Palestinians, wounding 2; conducts an air strike destroying the home of an Islamic Jihad mbr. in Gaza City, allegedly used as a weapons depot, damaging 2 nearby homes, causing no casualties. (The IDF sends the owners a cell phone text message in advance to warn them to evacuate.) The IDF conducts an air strike destroying the home of a senior Hamas mbr. in Rafah, damaging 5 nearby homes and an Islamist charity (the IDF phones the residents to warn them to evacuate); fires shells at, kills 3 Islamic Jihad mbrs. attempting to cross the Gaza border fence nr. al-Qarara. In Khan Yunis, 4 Palestinians, including 2 children, are injured when they accidentally trigger unexploded IDF ordnance. Israel declares that all reservists have been pulled out of Lebanon, leaving 8,000– 10,000 regular troops in place, waiting for the deployment of an expanded UN force. During the day, the IDF shoots, wounds 3 Hizballah mbrs. who approach them in a “threatening manner” (within their rights under the UN-brokered cease-fire; there is no return fire); continues overflights of Lebanon. The IDF assassinates Hamas spiritual leader and founder Shaykh Ahmad Yasin, firing 3 internationally banned flechette missiles at him as he leaves a Gaza City mosque after morning prayers, also killing 3 bodyguards, 4 bystanders, wounding at least 17 Palestinians, including Yasin’s 2 sons. Immediately, 100,000s of Palestinians take to the streets throughout the territories to protest the assassination. The IDF seals Gaza; clashes with Palestinian demonstrators in Balata r.c.
