Israeli forces also shoot and injure a Palestinian man with a baton round in Beita; others suffer tear-gas related injuries. Elsewhere, Israeli forces punitively demolish the family home of a Palestinian prisoner in ‘Urif, displacing 5 people. Israeli forces also seize the roof of a building in Ya’bad, turning it to a military post. Israeli forces arrest 35 Palestinians during late-night raids in and around Awarta, ‘Urif, Sabastia, Bani Na’im, Dura, Bruqin, and Kafl Haris. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, mobile phone services are partially restored in southern Gaza, internet services remain out throughout the entire strip. In the West Bank, Israeli settlers open fire at Palestinian homes in Jalud. Israeli settlers also begin construction of a settler road on Palestinian-owned land in Battir. Israeli forces shoot and kill a Palestinian child during a raid in Arrabah. Israeli forces also shoot and injure a 9-year-old Palestinian in Kobar. Elsewhere, Israeli forces shoot and injure a Palestinian during a raid in Dura. Israeli forces also raid a home in al-Minya, vandalizing it and seizing money and a vehicle. Meanwhile, Israeli forces issue stop-work orders for 3 agricultural structures in Khallet al-Farn in the Masafer Yatta area. In Gaza, mobile phone services are cut off again after they were partially restored on 1/19, internet services have been cut off since 1/12. Israeli forces bomb Khan Yunis, Jabalia refugee camp, al-Bureij refugee camp, Gaza City, and Rafah, killing at least 190 people, including more than 65 people in Khan Yunis. Israeli forces storm al-Khair Hospital in Khan Yunis, arresting medical staff. Israeli forces also surround the Red Crescent ambulance headquarters in Khan Yunis, preventing ambulances from rescuing wounded people. Meanwhile, Israeli forces exhume graves at a cemetery in Khan Yunis. Hamas says Israeli forces bombed their own tank after it is incapacitated by Hamas fighters, suggesting that Israeli soldiers were still in the tank when Israel bombed it. Israeli finance minister Bezalel Smotrich says Israel must “dramatically increase the intensity of the war” on Gaza during a meeting of his Religious Zionist Party. EU high commissioner for foreign affairs Josep Borell calls on Israel to tell the world what it envisions if it does not want a 2-state solution, saying “[w]hich are the other solution they have in mind? To make all the Palestinians leave? To kill off them?” A discussion paper sent to EU countries ahead of a meeting on the Israeli-Palestinian conflict shows that the EU is planning to call for a “preparatory peace conference” to be organized by the EU, Egypt, Jordan, Saudi Arabia, and the Arab League. Israeli foreign minister Israel Katz shows EU foreign ministers a video of an envisioned artificial island off the coast of Gaza he suggests can be a place for Palestinians to live. Borell says Katz evaded talking about the pertinent issues and suggests he could use his time spent with EU foreign ministers better. EU foreign ministers also meet with PA foreign minister Riyad al-Maliki and the foreign ministers of Saudi Arabia, Egypt, and Jordan, discussing the situation in Gaza. Axios reports that Israel has suggested a 2-month ceasefire that would see 130 Hamas-held captives released in exchange for the release of a number of Palestinian prisoners. During the ceasefire period, Israeli forces would leave major population areas allowing some Palestinians to return to Gaza City and further north. U.S. National Security Council spokesperson John Kirby says negotiations on a ceasefire deal are ongoing as National Security Council Coordinator for the Middle East and North Africa Brett McGurk arrives in Egypt for the talks. Israeli forces end their 45-hour raid on Tulkarm, which left 8 Palestinians dead and 26 injured, with 37 arrested; 21 homes are also rendered uninhabitable due to explosions and bulldozing, displacing 137 people. In East Jerusalem, Israeli police restrict movement to the Haram al-Sharif compound for Palestinian worshipers. In Gaza, mobile phone connections are partially restored after being cut off on 1/12, however, internet access remains out. Israel releases about 100 detained Palestinians back to Gaza via the Karem Abu Salem (Kerem Shalom) crossing. The UN Human Rights Office releases a report saying Palestinians from Gaza describe being detained at unknown locations in Israel for between 30 and 55 days where they were beaten, humiliated, and tortured. The Palestinians say that when they were released Israel kept all their clothes, releasing them only in diapers. The UN Human Rights Office says that thousands of Palestinians could be detained in these conditions and that Israel must either charge or release the detainees. U.S. president Joe Biden speaks to Israeli prime minister Benjamin Netanyahu for the first time since 12/23/2023. A readout of the conversation states that Israel will allow shipments of flour to enter Gaza. Later Biden says a 2-state solution is still possible while Netanyahu is in office, despite Netanyahu rejecting a 2-state solution on 1/18. National Security Council spokesperson John Kirby says that there is no evidence that Israel has committed “deliberate” war crimes in Gaza. Kirby also express concern about the Israeli killing of a Palestinian American child in al-Mazra’a ash-Sharqiya. In a letter to Secretary of State Antony Blinken, 60 Democrats in the U.S. House of Representatives urge the Biden administration to firmly reject “forced and permanent displacement” of Palestinians in Gaza. The Washington Post reports that Israel will widen its war in Lebanon at the end of January, quoting an unnamed Western diplomat and 3 unnamed Lebanese officials. In the West Bank, Israeli settlers raided Khalayel al-Looz near Bethlehem, causing injuries and damage to property. Israeli forces shot and killed 1 Palestinian man and injured 16 others during a late-night raid in Jenin to punitively demolish the home of a Palestinian accused of killing 3 Israelis in Tel Aviv in April. The Palestinian man killed was reportedly filming the Israeli raid with his mobile phone when he was shot in the chest. The punitive demolition was carried out with explosives and Israeli forces cleared out 29 nearby buildings before blowing up the apartment. 1 other Palestinian later succumbed to his injuries on 9/11. Israeli forces also raided Jalazun refugee camp, injuring 4 with live ammunition; 4 were arrested. Elsewhere, Israeli forces violently dispersed Palestinian protesters in al-Arroub refugee camp, injuring 1 minor with a stun grenade to his head. Israeli forces also seized 2 caravans and building equipment and demolished 2 agricultural structures and a water well in al-Khader. 16 Palestinians were arrested during late-night raids in al-Bireh, al-Lubban ash-Sharqiya, Kisan, Bethlehem, and Hebron. In Syria, for the 2d time in a week, Israeli forces attacked Aleppo Airport, killing 3 people, wounding 5, and damaging the airstrip. Haaretz reported that the U.S. state department has ordered the U.S. embassy in Israel to investigate reports of abuse of Palestinians by the Israeli ultra-Orthodox Netzah Yehuda battalion, including circumstances of the death of Palestinian American Omar Asad, who died in the battalion’s custody in January. The ice cream company Ben & Jerry’s said it would submit an amended lawsuit against its parent company Unilever after its 1st lawsuit had been rejected by a U.S. federal court. Ben & Jerry’s is suing Unilever for selling the rights to manufacture Ben & Jerry’s ice cream to an Israeli company after Ben & Jerry’s announced it would end sales of its ice cream in West Bank settlements and stop its licensing agreement with the Israeli company to produce its ice cream in Israel. In the West Bank, Israeli settlers uprooted 50 olive trees in Tarqumiyah as part of an effort to make a road to the Telem settlement. Israeli forces shot and killed 1 Palestinian man near a checkpoint in the Nablus area; Israel claimed that the man had attempted ramming soldiers with his car; no soldier was injured. Israeli forces demolished a 2-story house in Nahalin; Israeli forces also violently dispersed Palestinians protesting the demolition, causing tear-gas related injuries. 1 Palestinian was arrested during a house raid in Jericho. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber, displacing 5. Israeli forces detained 3 Palestinian minors and seized their Palestinian flags after they had raised the flags on the Haram al-Sharif compound. 4 others were arrested in the Old City. In Israel, the Israeli member of the Knesset from the Religious Zionist party Itamar Ben-Gvir threatened 2 Palestinian Israeli parking garage employees with a gun when the 2 told Ben-Gvir not to park in a prohibited zone. United Arab List leader Mansour Abbas said during a conference hosted by the Hebrew newspaper Globes that “Israel was born as a Jewish state. The Washington Post reported that the UAE had planted NSO Group’s Pegasus spyware on Saudi dissident journalist Jamal Khashoggi’s then-fiancée’s phone prior to the killing of Khashoggi. The Post reported that Hanan Elatr’s devices were hacked while she was in Dubai airport due to her job as a flight attendant. While in Dubai airport, Elatr was detained and questioned as agents planted the Pegasus spyware on her devices. The Citizen Lab research group confirmed that the Pegasus spyware had been planted on her phone prior to the killing of Khashoggi. AP also reported that Citizen Lab had found Pegasus spyware on phones belonging to a Polish lawyer and a Polish prosecutor known to publicly oppose the right-wing Polish government’s attempts to undermine the judicial branch of government. UN special coordinator for the Middle East peace process Tor Wennesland called on Israel to cease settlement activities and displacement of Palestinians in East Jerusalem during a UN security council meeting. In the West Bank, Israeli forces started construction of a settler-only road near Hizma. Israeli forces also razed land in Jalud. Elsewhere, Israeli forces demolished 1 residential structure and 1 agricultural structure in al-Twana. Israeli forces also demolished an irrigation pool in Bardala. 9 Palestinians were arrested during late-night raids in and around Dahaysha refugee camp, Awarta, Bayt Ibia, and Bayt Rima. In East Jerusalem, 3 Palestinians were arrested during a house raid in al-Tur; during the raid, Israeli forces sprayed skunk water on protesters. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya and within 6 nautical miles west of Dayr al-Balah; no injuries were reported. Fatah and Hamas senior officials were in Cairo for talks with Egypt’s intelligence chief Abbas Kamel. The Hamas delegation included the leader of the politburo Ismail Haniyeh and the Fatah delegation was led by secretary general of the Fatah central committee Jibril Rajoub. The 2 groups were said to be discussing stabilizing the cease-fire between Hamas and Israel, and the reconstruction of Gaza. Haaretz reported that an Israeli spyware company with ties to the Israeli military, Quadream, had sold spyware to Saudi Arabia that can infiltrate iPhones without clicking on a link, which is usually necessary to activate. The spyware enables the operator to view all information in the phone’s storage and use the phone’s microphone to eavesdrop. (HA 6/8)

IDF troops shoot and kill a Palestinian youth nr. Tulkarm who was attempting to sneak into Israel for work. The youth allegedly pulled a knife on the soldiers after they started chasing him. Meanwhile, Israeli forces demolish 4 Palestinian bedouin homes nr. Ramallah, displacing 22 people. The IDF raids a mobile phone shop in a village nr. Nablus, shooting and injuring a Palestinian, arresting him and 2 others they suspect are also affiliated with Hamas, and confiscating personal property. IDF troops conduct further raids and house searches in Aida r.c. and 1 village nr. Bethlehem, Jalazun r.c. and 1 village nr. Ramallah, Qalqilya, 1 village nr. Salfit, and Hebron and 1 village nearby, arresting 15 Palestinians; patrol in 5 villages nr. Hebron and 4 nr. Ramallah. After a “situational assessment” in the evening, the IDF ends the partial closure of the Ramallah area that was imposed after the 1/31 shooting attack in the area. Israeli forces pull out of the area before midnight, remove all mobile checkpoints, and return the checkpoints to normal use. In East Jerusalem, Israeli forces arrest a Palestinian youth after they find a knife on his person; arrest 14 Palestinians on latenight raids in al-‘Izzariya, Issawiyya, and the Old City. Stabbing and other small-scale violent incidents continue in the occupied Palestinian territories (oPt) and Israel. In Tel Aviv, 2 Palestinians armed with knives attack a group of Israelis at an office building, killing 2 and injuring 2. Israeli police arrest 1 of the attackers and the other flees. Later, IDF troops raid the Hebron-area home of 1 of the suspects, delivering punitive demolition orders and arresting 3. Nr. Bethlehem, a Palestinian driver opens fire in the Gush Etzion settlement bloc, injuring 10 settlers and killing 3 others, including a U.S. citizen. Israeli forces shoot at the driver, causing him to crash his car and killing 1 Palestinian bystander in the crossfire; they arrest the driver at the scene. In c. Hebron, Israeli forces fire tear gas and skunk water, blocking a number of Palestinian children from accessing their school, after a Palestinian allegedly throws a tear gas canister at an Israeli checkpoint and injures a soldier. Israel’s Coordinator of Govt. Activities in the Territories (COGAT) Unit cmdr. Yoav Mordechai signs an agreement with the PA Minister of Civil Affairs Hassan al-Shaykh to grant Palestinian mobile phone users in the West Bank access to 3G high-speed data services. Israeli settlers assault a Palestinian man with sticks and stones nr. Ramallah, moderately injuring him. In East Jerusalem, Israeli settlers spray price-tag graffiti on a wall in Bayt Safafa. Following Palestinian attacks on 6/29, Israeli authorities set new restrictions on Palestinians entering Jerusalem, rolling back some of the restrictions loosened for Ramadan on 6/16. Specifically, women between 16 and 30 and men under 50 will need a permit to enter the city on Fridays. (HA, MNA 7/1)

Following a meeting of senior PLO officials in Ramallah, PA pres. Abbas fires PLO secy.-gen. Yasser Abed Rabbo, citing his absence from recent meetings. Abed Rabbo responds to the announcement of his firing by saying, “Abbas does not have the authority to fire me. The only party that is authorized to do so is the PLO Exec. Comm., which has to hold a general meeting.” Senior PLO officials also approve a temporary cabinet “shuffle” as negotiations continue on the formation of a new consensus govt. The Vatican signs a treaty officially recognizing the State of Palestine. Archbishop Paul Gallagher, the Vatican’s equivalent to a FM, says that he hopes the treaty might “in some way be a stimulus to bringing a definitive end to the long-standing Israeli-Palestinian conflict.” (The Vatican will deny Israel’s requests to review the treaty.) Ireland upgrades the status of the Palestinian representation in Dublin from a “delegation” to a “mission” and grants the mission head ambassador status. Some 150,000 Egyptians of all socioeconomic backgrounds inspired by events in Tunisia answer a week of calls to attend a “day of revolution” antigovernment rally in Cairo’s Tahrir Square today (a national holiday to honor police), bringing blankets, food, and water and vowing to continue protests until Mubarak steps down, his government is dissolved, and parliament is disbanded. (The Muslim Brotherhood does not participate to allow the voice of the people to stay at the fore.) The government cuts cell phone and Internet service to limit international coverage and mobilization efforts via social networking sites. Late at night, government security forces raided the square firing tear gas and water cannons, beating some demonstrators, and arresting others in an unsuccessful effort to drive them out. After a paroxysm of retaliatory violence that kills 1 police officer and some looting in the National Museum on the square, protesters disengage and mobilize to call for nonviolence, notably creating a cordon around the museum to protect it. Parallel protests are held in Alexandria, Suez (where violent clashes kill 2 demonstrators), and several smaller towns, with larger protests called for Friday 1/28. By this date, there have also been several days of protests in Yemen calling for Pres. Saleh’s removal, citing economic ills, corruption, and rumors Saleh plans to install his son as his successor. At least 30 Jewish settlers attack mbrs. of the Hanun and al-Ghawi families, who were evicted fr. their homes in the Shaykh Jarrah neighborhood of East Jerusalem on 8/2 (see Quarterly Update in JPS 153), injuring 2 Palestinian girls and 1 international activist; Israeli security forces intervene, arresting several Palestinians and settlers, releasing all of them within a day. In Jerusalem’s Old City, Israeli police change the lock on the al-Nazir Gate of the al-Aqsa Mosque, normally controlled by Waqf authorities.
