In the West Bank, the Palestinian Water Authority said that Israeli settlers had vandalized a reservoir in Asira, soiling the water supply for 6,000 Palestinians. 4 Palestinians were arrested, including 3 during late-night raids in Tulkarm and Jericho, and 1 at a checkpoint east of Tubas. In East Jerusalem, Israeli police arrested 6 Israeli settlers suspected of attacking Palestinians; the 6 had been part of a larger group asking people on the street questions and attacking those who responded in Arabic or with an Arabic accent. Israeli forces also attacked Palestinian protesters with stun grenades and water cannons at the Damascus Gate plaza, for the 7th night in a row. 1 Palestinian family started demolishing their own home in Jabal Mukabir. 3 Palestinians were arrested in the Old City, Issawiyya, and al-Tur. The Palestinian central elections committee said it provided polling stations for about 150,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation barrier. There are still some 150,000 Palestinians in East Jerusalem who do not know if Israel will allow them to participate in the upcoming Palestinian elections, as Israel has not responded to the PA’s request to let them participate. According to Haaretz, the PA leadership discussed postponing the elections if Israel doesn’t allow all Palestinians in East Jerusalem to participate. (WAFA 4/19; ALM, HA, WAFA 4/20; WAFA 4/21)

In the West Bank, Israeli settlers set up a tent on Palestinian-owned land in Qusra. Israeli settlers also razed 15 dunams (3.7 acres) of agricultural land planted with wheat in Jalud. Israeli forces seized 1 tent and 1 electric generator in Masafer Yatta. Israeli forces also demolished 1 house near Bethlehem. Elsewhere, Israeli forces delivered a stop-work order for a house in Susiya. 24 Palestinians were arrested during raids in and around Tuqu‘, Bayt Umar, Dayr Jarir, Ramallah, Jenin, and Qabatiya; among the arrested were at least 4 prominent members of Palestinian political parties, including at least 1 who was running in the upcoming Palestinian elections. Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The Lebanese outgoing minister of public works Michel Najjar signed a decree that extended Lebanon’s maritime border claim by 550 square miles. The decree still needs the approval of the defense minister, prime minister, and president before it becomes valid. (AJ, AP, HA, REU 4/12; REU 4/13; REU 4/15)

The EU imposed sanctions on 8 Iranian officials in response to the crackdown on protests in November 2019, when some 1,500 people were reportedly killed by Iranian forces. Iran denies that the death toll was that high. The UN said at least 304 people were killed. The EU is in the process of mediating between the U.S. and Iran to get the U.S. to rejoin the Joint Comprehensive Plan of Action. (AJ, ALM, HA, REU 4/12; ALM 4/13)

In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. In the West Bank, 1 Palestinian woman died after having a heart attack as Israeli forces raided her home in Abu Njeim near Bethlehem. 4 Palestinians were arrested, including 1 at a checkpoint in Hizma, 1 at a checkpoint near Bethlehem, and 2 during late-night raids in Qalandia. Israel allowed 2,000 doses of the Russian-made Sputnik V COVID-19 vaccine to enter Gaza from the West Bank after refusing to let it enter Gaza since 2/15. (AJ, AP, REU, WAFA 2/17; HA 2/18)

The Palestinian central elections commission said that 93.3 of eligible voters were registered for the Palestinian elections as the registration process ended. Some 421,000 new voters were reportedly registered. (WAFA 2/17)

The Israeli central election committee disqualified the Palestinian-Israeli Labor candidate Ibtisam Mara’ana from running in the upcoming Israeli elections. The disqualification was made based on past statements perceived to be anti-Israeli, which critics have said were taken out of context. The request to disqualify Mara’ana was made by the racist far-right Otzma Yehudit (Jewish Power) party. The decision is expected to be overturned by the Israeli supreme court. (HA, HA 2/17; HA 2/18)

After weeks of speculation in Israeli and U.S. media as to why U.S. president Joe Biden had not called Israeli prime minister Benjamin Netanyahu after taking office on 1/20, the call happened and was described as warm. In the West Bank, Israeli settlers threw stones at Palestinian herders near Susiya. Israeli forces delivered demolition notices against 4 residential structures, 1 water tank, and 2 sheds near Nablus, 3 houses in al-Khadir, and 1 agricultural structure in Halhul. 19 Palestinians were arrested during raids in and around Bayt Umar, Hebron, al-‘Arub refugee camp, Dayr Nidham, Jenin, Tubas, and al-Khadir; during the raid in Bayt Umar, Israeli forces also confiscated 1 vehicle and during a late-night raid in Ramallah, clashes erupted, leading to tear-gas related injuries. In East Jerusalem, 1 Palestinian from the West Bank was arrested in al-Tur for not having an East Jerusalem ID. In Israel, 1 Palestinian from the West Bank was arrested at his workplace. PA civil affairs commission chairman Hussein al-Sheikh met with Marwan Barghouti in the Hadarim prison in Israel to discuss whether Barghouti will be running in the upcoming Palestinian elections. Barghouti is serving 5 life sentences and 40 years in Israeli prison. The Palestinian Central Elections Commission said that 2.4 million Palestinians, around 85 percent of eligible votes, have registered to vote in the West Bank and Gaza. (HA, WAFA, WAFA 2/11)

Israel’s Walla news reported that the Jewish National Fund (JNF) is expected to announce that it will start buying land in the West Bank to expand Israeli settlements. It is already operating in the West Bank but using a subsidiary. According to the proposal, which will be discussed at the JNF’s highest level on 2/14, the JNF will focus on expanding settlements around East Jerusalem such as the Gush Etzion settlement bloc between Jerusalem and Bethlehem. Spokesperson of the U.S. state department Ned Price responded to questions about the plan by saying that neither party should engage in unilateral steps to undercut negotiations for a 2-state solution. Israeli soccer club Beitar Jerusalem, notorious for its racist fans, announced that it will no longer move forward with selling half of the ownership of the club to UAE royal Sheikh Hamad bin Khalifa Al Nahyan. Al Nahyan had started acquiring ownership of the club shortly after the UAE-Israeli-U.S. normalization deal in August. According to the club, the Israeli football association had been questioning Al Nahyan’s integrity and actual financial assets. (HA 2/11; AJ 2/12)

Israeli forces were said to have attacked 2 locations in Syria, including in the Quneitra province and near the border of Syria and Iraq. There were no reports of damage or casualties. (HA 2/12)

Oman’s foreign minister Badr al-Busaidi said his country is “content so far with the level of our current relations and dialogue” with Israel. (HA 2/11)

China donated protective equipment for health workers in UNRWA medical facilities that deal with COVID-19 patients in Gaza, the West Bank, Jordan, Lebanon, and Syria. UNRWA also said it needed $1.5 billion in contributions for its 2021 budget. (WAFA, WAFA 2/11)

In the West Bank, Israeli settlers with military escort raided Luban al-Sharqiyya, during which 1 Israeli settler pushed 1 Palestinian off a 4-meter wall, causing him to be hospitalized. Israeli settlers also uprooted some 50 olive trees near al-Twana. Elsewhere, Israeli settlers and military escort raided Kafr Ni‘ma, leading to confrontations; no injuries were reported. Israeli forces shot and injured 1 Palestinian man trying to enter Israel for work at the separation barrier near Barta‘a. Israeli forces also clashed with Palestinians during a raid in Tuqu‘, injuring 1 child who was hit by a tear gas canister, others suffered tear-gas related injuries. 7 Palestinians were arrested during raids in and around Kaubar, Dura, Hebron, Dheisheh refugee camp, and al-Khadir; during the raid in Dheisheh refugee camp, 1 Palestinian was injured by Israeli forces using live ammunition and others suffered tear-gas related injuries. In East Jerusalem, Israeli forces demolished 1 Palestinian-owned home in Shaykh Jarrah. Palestinians protested the pending eviction of 4 Palestinian families in Shaykh Jarrah whose homes are expected to be taken over by Israeli settlers. Israeli authorities also banned the Old City’s caretaker of Islamic cemeteries from entering the city for 15 days. 5 Palestinians were arrested, including 4 during late-night raids in al-Tur and 1 at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 6 nautical miles west of Gaza City, causing damage to 3 boats. In Gaza, Israeli forces made incursions and leveled farmland north of Bayt Lahiya. In Israel, 1 Palestinian from the West Bank was arrested at his workplace in Umm al-Fahm. Egypt announced that it would open the Rafah crossing “indefinitely.” It was reported that the decision was tied to the Fatah and Hamas reconciliation efforts and Palestinian plans to hold elections. (ALM, REU, WAFA 2/9; AJ 2/10)

14 Palestinian factions, including Fatah and Hamas, released a joint statement following 2 days of meetings in Cairo confirming the Palestinian elections to be held in May, July, and August. Islamic Jihad said the group would not run in the elections but that they would not interfere with them. (AJ, AP, HA, WAFA 2/9; HA, AP 2/10)

German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. The PA foreign ministry said it regretted that Israel had been successful in convincing Germany, Canada, Australia, Austria, Brazil, and others in opposing the ICC investigation. In the West Bank, Israeli settlers blocked several intersections in the West Bank, including near Bethlehem, Burqa, Luban al-Sharqiyya, Jit, Qalqilya, and in the northern part of the Jordan Valley, throwing stones at Palestinian vehicles; 1 3-year-old Palestinian suffered injuries to his face near Burqa and several vehicles were damaged. Israeli forces arrested 15 settlers, most of whom were released within hours. Israeli settlers also threw Molotov cocktails at 2 Palestinian homes in Burin, causing damage. 16 Palestinians were arrested during raids in and around al-Bireh, Kaubar, Hebron, Surayf, Bayt Umar, Jericho, Ya‘bad, and Qabatiya; clashes erupted during the raid in al-Bireh; 1 Palestinian was hit by a rubber-coated bullet and others suffered tear-gas related injuries and Israeli forces severely beat 1 Palestinian during a house raid in Kaubar. In East Jerusalem, 4 Palestinians were arrested during raids in Issawiyya and al-Tur; clashes broke out during the raids in both neighborhoods. In the West Bank, Israeli forces opened fire at 1 Palestinian vehicle at a checkpoint near Jenin, puncturing its tires; no injuries were reported. Israeli forces also delivered demolition notices for 8 Palestinian-owned homes in Duma. 11 Palestinians were arrested during raids in Abu Dis, Kaubar, Dheisheh refugee camp, Jenin, Hebron, and Nablus. In East Jerusalem, 4 Palestinians were arrested during raids in Issawiyya and al-Tur. In Gaza, 2 rockets fired from the strip landed in the Mediterranean Sea, after which Israeli aircraft fired 1 missile at al-Qarara and 3 missiles at al-Shuka, damaging agricultural lands; no injuries were reported. Egyptian president Abdel Fattah al-Sisi met with Jordanian King Abdullah II in Amman to discuss the Palestinian elections scheduled for May and July. According to Haaretz, the 2 countries have been asked by Palestinian leaders to help facilitate the parliamentary and presidential elections. PA prime minister Mohammed Shtayyeh also said that the PA has asked Israel to allow Palestinians in East Jerusalem to participate in the elections. (HA, TOI 1/18)

The WHO voiced concern about the unequal distribution of COVID-19 vaccines in Israel and the occupied Palestinian territories. The head of the WHO in the occupied Palestinian territories Dr. Gerald Rockenschaub said that the WHO has been in contact with Israel, trying to get the country to distribute vaccines to front-line workers in the occupied territories. Israel has boasted about its successful vaccination campaign, claiming the highest rate per capita, but has as of late come under international media scrutiny for not shouldering its responsibilities as an occupying power by distributing vaccines among its occupied population. Israeli forces also shot and injured 1 Palestinian man using live ammunition at a checkpoint near Qusra. Elsewhere, Israeli forces violently dispersed Palestinian protesters in al-Twana and Kafr Qaddum; 5 were injured by rubber-coated bullets in Kafr Qaddum and tear-gas related injuries were reported during both protests. Israeli forces also sealed off al-Twana. 2 Palestinians were arrested during late-night raids in Tulkarm. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Issawiyya and al-Tur. PA president Mahmoud Abbas signed a presidential decree setting dates for Palestinian elections. The elections for the Palestinian Legislative Council are scheduled to be held on 5/22 and presidential elections on 7/31. The decree was signed after weeks of meetings between chairman of the Palestinian Central Election Committee Hanna Nasser and Hamas and Fatah leadership. It remains unclear how the elections will be carried out given the Israeli-controlled physical barriers between Gaza, East Jerusalem, and the West Bank. Elections for the PLO National Council are scheduled for 8/31. Hamas welcomed the presidential decree. An Israeli court froze the bidding process for an Israeli settlement in East Jerusalem after a petition by Palestinian residents and Ir Amim. The residents and human rights organization complained that 40% of the planned housing would be for Israeli citizens only, forbidding Palestinian residents of East Jerusalem from buying the property. At the same time, the Israeli ministry of housing and the Israel land authority opened the bidding process for the construction of 1,257 new settler units in the Givat Hamatos settlement in East Jerusalem. Fatah PA pres. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. They stress that the new government “will be a technical one more than a political one” and that diplomacy will rest with the PLO. A meeting of all Palestinian factions is set for 2/18 to endorse the plan. Israeli PM Netanyahu immediately denounces Abbas for “joining forces with the enemies of peace.” The EU and U.S. say they look forward to continuing their support of the PA, provided the new government is committed to the Quartet principles of nonviolence, recognition of Israel, and adherence to existing peace agreements.
