PA president Mahmoud Abbas announced that the Palestinian elections scheduled for 5/22 were postponed, citing Israeli ambiguity regarding whether Palestinians in East Jerusalem would be allowed to partake in the elections. President Abbas said that “as soon as Israel agrees [to allow Palestinians in East Jerusalem to partake] we will hold elections within a week.” Besides the Jerusalem issue, there was speculation that Abbas and Fatah had an interest in postponing the elections as splintering within the Fatah party has made Hamas the likely winner of the elections. Several Palestinian political leaders criticized Abbas’s decision to postpone elections, demanding a new date set. After speculation of whether the PA would cancel the upcoming Palestinian elections, citing Israel’s unwillingness to allow Palestinians in East Jerusalem to partake, Hamas said that it opposes postponing elections while calling East Jerusalem “a red line.” Hamas cited the Oslo Accords as a legal argument for why Palestinians in East Jerusalem should be allowed to partake. According to unnamed PA sources, PA president Mahmoud Abbas should already have made the decision to postpone the elections. Israel has not officially said if it will allow Palestinians in East Jerusalem to partake in Palestinian elections. Israeli member of Knesset, former minister, and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich threatened that “Arabs are citizens of Israel, for now at least, and they have representatives at the Knesset, for now at least” during a party meeting. 21 senate Republicans called on U.S. secretary of state Antony Blinken to condition aid to the UNRWA on reforming the organization. The leader of the group, Senator Jim Risch (R-ID), claimed that the UNRWA textbooks include anti-Semitic content and that the UNRWA employs people affiliated with Hamas. The group also criticized that descendants of Palestinians displaced in 1948 are categorized as refugees, a talking point also used by Israel and the Trump administration. 331 members of the House of Representatives also signed a letter to the chairwoman of the appropriations committee, saying they oppose any conditions on U.S. aid to Israel. Estonia, France, Ireland, Belgium, and Germany issued a statement after a UN security council meeting on the Palestinian-Israeli conflict, saying that Israel must “facilitate the holding of elections across all of the Palestinian territories, including in East Jerusalem, in line with commitments made in the Oslo Accords as well as to facilitate the participation of international observers across all of the Occupied Palestinian Territory, including East Jerusalem.” During the meeting, the UN special coordinator for the Middle East Peace Process Tor Wennesland also said that Palestinians in East Jerusalem must be allowed to partake in the Palestinian elections and called on Israel to stop arresting candidates and disbanding election-related meetings. The Danish government said it had expressed concern about settler vandalism on Danish-funded agricultural projects to the Israeli government. Danish development minister Flemming Møller Mortensen said that “[a]ny form of violent acts committed by settlers in the West Bank is unacceptable,” and that the Danish government frequently reminds Israel of that. In the meeting, Argaman is reported to have told President Abbas to cancel the Palestinian elections because Hamas was running, which Abbas refused to do. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. PA health minister Mai al-Kaila said that the PA will receive a donation of 100,000 doses of Sinopharm COVID-19 vaccine from China. Health Minister al-Kaila also said she had urged COVAX to stand by its initial promise of providing vaccines for Palestinians. According to al-Kaila, COVAX had originally promised vaccines to arrive in mid-February but now they are scheduled for May, and the number of vaccines earmarked for the PA is reduced to 168,000 down from 240,000. A shipment of 40,000 Sputnik V vaccine doses arrived in Gaza donated by the UAE. Israeli prime minister Benjamin Netanyahu reportedly canceled a trip to the UAE, where he was to meet with UAE crown prince Mohammed bin Zayed, because his wife Sara Netanyahu was hospitalized with appendicitis. Other reports suggested that Prime Minister Netanyahu’s trip was canceled due to a political conflict with Jordan over the cancelation of the Jordanian crown prince Hussein bin Abdullah’s visit to the Haram al-Sharif compound on 3/10, which was canceled because Israel and Jordan could not agree on security arrangement. In turn, Jordan is said not to have allowed Netanyahu to use Jordanian air space to get to the UAE. Abrams, who works for the Zionist Advocacy Center, claimed he was looking for information related to “anti-Israel terrorists” but was ultimately not allowed to dox the pro-Palestinian activists. The PA announced new COVID-19 restriction measures, including nighttime curfews starting at 7 p.m. and the closure of kindergartens and schools. PA prime minister Mohammed Shtayyeh also complained that restrictions on movement between districts were not being followed. The new restrictions were imposed as the PA health ministry has found that the British and South African COVID-19 mutations were more prevalent in the West Bank than previously thought. Both mutations spread the virus faster and cause more severe illness, including in children. As the new restrictions were announced, the PA health ministry said that the intensive care units in the West Bank were at 95 percent occupancy. PA civil affairs commission chairman Hussein al-Sheikh met with Marwan Barghouti in the Hadarim prison in Israel to discuss whether Barghouti will be running in the upcoming Palestinian elections. Barghouti is serving 5 life sentences and 40 years in Israeli prison. Israel’s Walla news reported that the Jewish National Fund (JNF) is expected to announce that it will start buying land in the West Bank to expand Israeli settlements. It is already operating in the West Bank but using a subsidiary. According to the proposal, which will be discussed at the JNF’s highest level on 2/14, the JNF will focus on expanding settlements around East Jerusalem such as the Gush Etzion settlement bloc between Jerusalem and Bethlehem. Spokesperson of the U.S. state department Ned Price responded to questions about the plan by saying that neither party should engage in unilateral steps to undercut negotiations for a 2-state solution. Israeli soccer club Beitar Jerusalem, notorious for its racist fans, announced that it will no longer move forward with selling half of the ownership of the club to UAE royal Sheikh Hamad bin Khalifa Al Nahyan. Al Nahyan had started acquiring ownership of the club shortly after the UAE-Israeli-U.S. normalization deal in August. According to the club, the Israeli football association had been questioning Al Nahyan’s integrity and actual financial assets. (HA 2/11; AJ 2/12)

In the West Bank, Israeli settlers with military escort raided Luban al-Sharqiyya, during which 1 Israeli settler pushed 1 Palestinian off a 4-meter wall, causing him to be hospitalized. Israeli settlers also uprooted some 50 olive trees near al-Twana. Elsewhere, Israeli settlers and military escort raided Kafr Ni‘ma, leading to confrontations; no injuries were reported. Israeli forces shot and injured 1 Palestinian man trying to enter Israel for work at the separation barrier near Barta‘a. Israeli forces also clashed with Palestinians during a raid in Tuqu‘, injuring 1 child who was hit by a tear gas canister, others suffered tear-gas related injuries. 7 Palestinians were arrested during raids in and around Kaubar, Dura, Hebron, Dheisheh refugee camp, and al-Khadir; during the raid in Dheisheh refugee camp, 1 Palestinian was injured by Israeli forces using live ammunition and others suffered tear-gas related injuries. In East Jerusalem, Israeli forces demolished 1 Palestinian-owned home in Shaykh Jarrah. Palestinians protested the pending eviction of 4 Palestinian families in Shaykh Jarrah whose homes are expected to be taken over by Israeli settlers. Israeli authorities also banned the Old City’s caretaker of Islamic cemeteries from entering the city for 15 days. 5 Palestinians were arrested, including 4 during late-night raids in al-Tur and 1 at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 6 nautical miles west of Gaza City, causing damage to 3 boats. In Gaza, Israeli forces made incursions and leveled farmland north of Bayt Lahiya. In Israel, 1 Palestinian from the West Bank was arrested at his workplace in Umm al-Fahm. Egypt announced that it would open the Rafah crossing “indefinitely.” It was reported that the decision was tied to the Fatah and Hamas reconciliation efforts and Palestinian plans to hold elections. (ALM, REU, WAFA 2/9; AJ 2/10)

14 Palestinian factions, including Fatah and Hamas, released a joint statement following 2 days of meetings in Cairo confirming the Palestinian elections to be held in May, July, and August. German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. The PA foreign ministry said it regretted that Israel had been successful in convincing Germany, Canada, Australia, Austria, Brazil, and others in opposing the ICC investigation. In the West Bank, Israeli settlers blocked several intersections in the West Bank, including near Bethlehem, Burqa, Luban al-Sharqiyya, Jit, Qalqilya, and in the northern part of the Jordan Valley, throwing stones at Palestinian vehicles; 1 3-year-old Palestinian suffered injuries to his face near Burqa and several vehicles were damaged. Israeli forces arrested 15 settlers, most of whom were released within hours. Israeli settlers also threw Molotov cocktails at 2 Palestinian homes in Burin, causing damage. 16 Palestinians were arrested during raids in and around al-Bireh, Kaubar, Hebron, Surayf, Bayt Umar, Jericho, Ya‘bad, and Qabatiya; clashes erupted during the raid in al-Bireh; 1 Palestinian was hit by a rubber-coated bullet and others suffered tear-gas related injuries and Israeli forces severely beat 1 Palestinian during a house raid in Kaubar. In East Jerusalem, 4 Palestinians were arrested during raids in Issawiyya and al-Tur; clashes broke out during the raids in both neighborhoods. In the West Bank, Israeli forces opened fire at 1 Palestinian vehicle at a checkpoint near Jenin, puncturing its tires; no injuries were reported. Israeli forces also delivered demolition notices for 8 Palestinian-owned homes in Duma. 11 Palestinians were arrested during raids in Abu Dis, Kaubar, Dheisheh refugee camp, Jenin, Hebron, and Nablus. In East Jerusalem, 4 Palestinians were arrested during raids in Issawiyya and al-Tur. In Gaza, 2 rockets fired from the strip landed in the Mediterranean Sea, after which Israeli aircraft fired 1 missile at al-Qarara and 3 missiles at al-Shuka, damaging agricultural lands; no injuries were reported. Egyptian president Abdel Fattah al-Sisi met with Jordanian King Abdullah II in Amman to discuss the Palestinian elections scheduled for May and July. According to Haaretz, the 2 countries have been asked by Palestinian leaders to help facilitate the parliamentary and presidential elections. PA prime minister Mohammed Shtayyeh also said that the PA has asked Israel to allow Palestinians in East Jerusalem to participate in the elections. (HA, TOI 1/18)

The WHO voiced concern about the unequal distribution of COVID-19 vaccines in Israel and the occupied Palestinian territories. The head of the WHO in the occupied Palestinian territories Dr. Gerald Rockenschaub said that the WHO has been in contact with Israel, trying to get the country to distribute vaccines to front-line workers in the occupied territories. Israel has boasted about its successful vaccination campaign, claiming the highest rate per capita, but has as of late come under international media scrutiny for not shouldering its responsibilities as an occupying power by distributing vaccines among its occupied population. In the West Bank, Israeli forces violently dispersed a protest in al-Mughayyir, injuring 1 Palestinian with rubber-coated bullets and 1 Palestinian with tear gas canister shrapnel; others suffered tear-gas related injuries. Israeli forces also shot and injured 1 Palestinian man using live ammunition at a checkpoint near Qusra. Elsewhere, Israeli forces violently dispersed Palestinian protesters in al-Twana and Kafr Qaddum; 5 were injured by rubber-coated bullets in Kafr Qaddum and tear-gas related injuries were reported during both protests. Israeli forces also sealed off al-Twana. 2 Palestinians were arrested during late-night raids in Tulkarm. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Issawiyya and al-Tur. PA president Mahmoud Abbas signed a presidential decree setting dates for Palestinian elections. The elections for the Palestinian Legislative Council are scheduled to be held on 5/22 and presidential elections on 7/31. The decree was signed after weeks of meetings between chairman of the Palestinian Central Election Committee Hanna Nasser and Hamas and Fatah leadership. It remains unclear how the elections will be carried out given the Israeli-controlled physical barriers between Gaza, East Jerusalem, and the West Bank. Elections for the PLO National Council are scheduled for 8/31. Hamas welcomed the presidential decree. An Israeli court froze the bidding process for an Israeli settlement in East Jerusalem after a petition by Palestinian residents and Ir Amim. The residents and human rights organization complained that 40% of the planned housing would be for Israeli citizens only, forbidding Palestinian residents of East Jerusalem from buying the property. At the same time, the Israeli ministry of housing and the Israel land authority opened the bidding process for the construction of 1,257 new settler units in the Givat Hamatos settlement in East Jerusalem. In the West Bank, the Israeli military said that 1 Palestinian tried to ram a group of soldiers at a checkpoint near Ya‘bad and that a gun fell from the car as it passed the soldiers; no injuries were reported. 1 Israeli settler struck an Israeli soldier near the Kedumim settlement. Israeli settlers also threw stones at Palestinian vehicles on the Nablus-Ramallah and Qalqilya-Nablus roads, damaging some; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 4 nautical miles west of al-Sudaniyya; no injuries were reported. The U.S. embassy in Rabat said the assistant secretary of state for Near Eastern affairs David Schenker had made “a historic visit” to the Moroccan-occupied Western Sahara. The Israeli press reports that PA president Mahmoud Abbas recently rejected an offer to meet with U.S. president Donald Trump on the sidelines of the UN General Assembly later this month. He reportedly conditioned such a meeting on certain confidence-building measures that Trump was unwilling to enact, including the dismissal of Trump’s senior advisor and son-in-law Jared Kushner and Special Representative for International Negotiations Jason Greenblatt. The same sources say that the Trump administration is currently planning to roll out its long-awaited Palestinian-Israeli peace plan after the U.S. midterm elections in 11/2018 (a spokesperson for the U.S. National Security Council will deny the reports on 9/5). In Gaza, a Palestinian worker dies in a tunnel leading to Egypt in unclear circumstances. Residents of the area say he was repairing a section of the tunnel that had been damaged by Egyptian forces when it collapsed. In Israel, an unidentified assailant stabs and injures an Israeli Jewish youth in Ramla, then flees the scene. The Israeli police later arrest a Palestinian in connection with the attack. In the West Bank, Israeli forces issue 11 stop-work notices to homes and agricultural structures under construction nr. Salfit and Hebron. IDF troops conduct house searches and raids in Qalqilya, Tulkarm and 1 nearby village, Hebron and 1 nearby village, 2 villages nr. Ramallah, and 1 each nr. On the 2d day of Palestinian national reconciliation talks in Doha, Hamas and Fatah officials reach a tentative agreement. They pledge to form a new unity govt., prepare for a new round of presidential and parliamentary elections, and reaffirm their commitments to previous agreements. They also agree that PASF troops will take control of the Rafah border crossing in Gaza, with Hamas staff supporting them. (TOI 2/9)

Hamas’s acting PM in Gaza Ismail Haniyeh authorizes a senior CEC team to begin updating Gaza’s voter rolls, in keeping with agreements reached in Cairo on 5/20/12. The CEC estimates that since the rolls were last updated for the 1/2006 elections, the number of eligible but unregistered Gaza voters has grown to as many as 250,000. (NYT 5/29)

In Hamza village, just n. of Jerusalem, Israeli security forces demolish a gas station, car wash, 2 auto body shops, and 2 cafeterias, confiscating several motorcycles, fuel pumps, gasoline, and equipment. Deeper in the West Bank, IDF soldiers nr. Qalqilya fire tear gas, stun grenades at a group of Palestinian laborers attempting to cross into Israel without permits to find work, causing no injuries but starting a small fire that burns a grove of 20 Palestinian olive trees. A Turkish court indicts 4 fmr. senior IDF commanders (fmr. IDF chief of staff Lt. Gen. The Washington Post runs (5/28) a special report alleging proof of an elaborate plan orchestrated either by Iranback Hizballah elements or operatives based in Iran to assassinate U.S. embassy officials and their families in Azerbaijan. Saying the Fatah-Hamas split has “gone on too long and should not continue,” PA PM Salam Fayyad offers to form an interim national unity govt. with Hamas and not to interfere with Hamas’s rule in Gaza in the run-up to elections, if it agrees to take part in presidential and legislative elections in 9/2011. Israel holds parliamentary elections, with voter turnout at a relatively low 63%.
