In the West Bank, Israeli settlers set fire to olive trees in Burin. Israeli forces shot and injured 4 Palestinians with live ammunition and injured 9 others with shrapnel during a raid in Nur Shams refugee camp, Israeli bulldozers also razed streets and damaged electricity and sewage networks during the raid. Israeli forces also shot and injured 2 Palestinians, including a medic, during a raid in ‘Askar refugee camp. Elsewhere, Israeli forces demolished a house in Khirbet Humsa and a mobile home in Battir. 14 Palestinians were arrested during late-night raids in Beita, Nablus, Bethlehem, al-Mughayyir, Beit Kahil, Beit Umar, Nur Shams refugee camp, Qatanna, and Shu’fat. Off the coast of Gaza, Israeli naval forces arrested 4 Palestinian fishermen and seized their boat around 3 nautical miles northwest of Gaza City. The Israeli Be’er Sheva Magistrate Court ruled that 500 Palestinians living in Ras Jrabah must demolish and leave their homes by March 2024 to make way for expansion of Dimona. The Palestinians will also have to pay $31,700 in legal fees. The residents of Ras Jrabah had requested that they remain in the area they have lived in since before the Nakba by being absorbed into Dimona, a request the court denied. PA foreign minister Riyad al-Maliki submitted a written statement to the ICJ regarding the Israeli occupation. (QDS, WAFA 7/24)

The Knesset passed the third and final reading of the bill that overturns the reasonableness standard, which has allowed the Israeli High Court of Justice to void government decisions that it deems unreasonable. The bill is a component of the Israeli government’s judicial overhaul plans. Israeli police used water cannons to disperse Israeli protesters outside of the Knesset and 1 Israeli man rammed 3 protesters with his car in Kfar Sava. More than 11,000 Israeli reserve soldiers said on 7/21 and 7/22 that they would not report for voluntary reserve duty if the law passed. The American Anthropological Association voted to adopt a boycott of Israeli academic institutions, citing discrimination against Palestinians. 71% of the votes cast between 6/15 and 7/14 were in favor of the pro-BDS vote. (MDW, MEE 7/24; WAFA 7/26)

In the West Bank, Israeli settlers set up a settlement outpost outside of the Metzad settlement near Wadi Sa‘ir. Israeli forces shot and killed 1 Israeli soldier near the Separation Wall west of Tulkarm; the killing was described as “friendly fire.” Israeli forces also violently dispersed Palestinian protesters in Beit Lid. Elsewhere, Israeli forces demolished 3 agricultural structures in Burqa, Kafr ad-Dik, and Battir, and seized water pipelines and agricultural tools in Ras al-Ahmar. Israeli forces also violently dispersed Palestinian protesters at the Qalandia checkpoint, causing tear-gas related injuries. 21 Palestinians were arrested during late-night raids in Deir Abu Mash‘al, Birzeit, Beit Fajjar, Dheisheh refugee camp, Asira ash-Shamaliya, Silat ad-Dhahr, and Zabbuba. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man in Kafr ‘Aqab during a late-night house raid; eyewitnesses said the man was standing in his doorway when he was shot from close range, while Israeli police claimed that the man was attempting to stab a police officer. Israeli authorities also delivered a demolition notice for a house in Isawiya. An Israeli military judge rejected an appeal to release Khalil Awawdeh from administrative detention. Awawdeh, who is hospitalized in critical condition, has been on hunger strike for 155 days in protest over his administrative detention. Iran responded to the EU draft text to reinstate the Iran Nuclear Deal by asking the U.S. to show flexibility on 3 issues. It was unclear what the 3 issues were, but Iran said that if the 3 issues were resolved, an agreement could be made this week. (HA 8/16; AX, HA, MEE, MEMO, REU 8/18)

In the West Bank, Israeli settlers set up tents and a mobile home on Palestinian-owned land in Battir. Israeli forces assaulted and arrested 1 Palestinian in Hebron. Israeli forces also shot and injured 1 Palestinian with a rubber-coated bullet and others suffered tear-gas related injuries during a raid in Abu Dis; 7 were arrested. 25 other Palestinians were arrested during late-night raids ‘Azzun, Silat al-Harithiya, Nur Shams refugee camp, Nablus, Beitunia, al-Bireh, Dayr Abu Mash‘al, al-Khader, Hebron, and Dura. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man who allegedly had stabbed 2 Israeli soldiers in the Old City; the man was shot by Israeli forces while he was lying on the ground. Israeli police removed 10 checkpoints in Sheikh Jarrah after Adalah petitioned the Israeli supreme court to have the checkpoints removed. The checkpoints were erected to help protect Israeli settlers that have been harassing Palestinians threatened by eviction in the neighborhood. 1 Palestinian family demolished their own home in Bayt Hanina, displacing 5. 1 other Palestinian was arrested in Kafr ‘Aqab. In Gaza, Israeli forces opened fire east of Khuza‘a and Maghazi, damaging a vehicle; no injuries were reported. Israel charged 4 Palestinians from Sheikh Jarrah with throwing a Molotov cocktail at the home of 1 Israeli settler family’s residence in the neighborhood, causing a fire that destroyed the house and a vehicle in January. (HA 3/7)

In the West Bank, 1 Palestinian man hit 1 Israeli soldier with his car in a crash near the Halamish settlement near Deir Nidham. Israeli forces arrested the Palestinian man who also sustained injuries; it was unclear if he hit the soldier on purpose. Israeli settlers threw stones at Palestinian vehicles near Sabastia and closed a road between Jenin and Nablus. Israeli settlers with military escort also closed an entry to al-Lubban al-Sharqiya. Israeli forces shot and injured 5 Palestinian protesters with rubber-coated bullets at a checkpoint near Birzeit University; others suffered tear-gas related injuries. Israeli forces also uprooted 40 dunams (9.9 acres) of land planted with olive and almond saplings, demolished agricultural structures in Battir, and demolished 1 residential tent in Bayt Jala, displacing 6. 9 Palestinians were arrested during raids in Beit Sahour, Dheisheh refugee camp, Tulkarm, Bir al-Basha, Jaba‘, and Kobar. In East Jerusalem, 1 Palestinian was arrested during a raid in Silwan. In Gaza, Israeli forces opened fire at Palestinian farmers east of Dayr al-Balah; no injuries were reported. Israeli forces also opened fire and fired tear gas at Palestinian farmers northeast of Beit Hanun, causing tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza City, damaging 1 boat; no injuries were reported. In Gaza, Israeli forces made incursions and leveled land east of al-Shuka. In the Naqab desert, Israeli police violently dispersed Palestinians protesting a forestation program designed to displace Palestinian Bedouins from their land near Sawa; 16 were arrested and 2 Israeli police officers were reportedly injured. There were also reports that stone-throwers had attacked 1 bus, that large stones had been placed on railway tracks, forcing a train to stop, and that 1 Israeli journalist was assaulted and his car set on fire. Israeli authorities charged 1 Israeli police officer with assaulting 1 Palestinian woman by ripping off her hijab, pulling her hair, and hitting her in East Jerusalem. (HA 1/11)

The Israeli supreme court ruled that the Israeli interior ministry cannot continue to deny Palestinians married to Israeli citizens residency rights, using a temporary ban that expired in July 2021. Interior minister Ayelet Shaked has instructed her ministry to hold up Palestinian applications for family unifications. (HA, WAFA 1/11)

In the West Bank, Israeli forces demolished a coffee shop in Battir. For the 2d day in a row, Israeli forces fired tear gas near schools in Hebron, causing tear-gas related injuries among students. 13 Palestinians were arrested during raids in and around Bethlehem, Hebron, Tulkarm, Ramallah, Jericho, and Tubas. In East Jerusalem, 12 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, 1 rocket was launched from Gaza toward Israel, landing in an open area and causing no damage or injuries. The PA announced 1 day of rage on 11/26 to protest the U.S. administration’s announcement that it no longer considers Israeli settlements in contradiction to international law on 11/18. (HA, WAFA 11/25)

Omar Shakir, the Human Rights Watch director for Israel and Palestine, left Israel after being expelled. Shakir’s deportation proceedings started in May 2018 and the decision to expel him from the country was upheld by the Israeli Supreme Court on 11/5. In the West Bank, clashes erupted between Palestinians and Israeli forces in ‘Araqa near Jenin when Israeli forces stormed the village and set up a flying checkpoint. U.S. ambassador to Israel David Friedman and U.S. special representative for international negotiations Jason Greenblatt attended the inauguration ceremony of “Path of the Pilgrims,” an excavation of a large underground archeological site underneath Silwan in East Jerusalem. The excavation is led by the settler organization Elad, the Israeli antiquities authority, and the Nature and Parks Authority. The excavations have been going on for years and residents of Silwan have complained several times about damage to their properties due to the excavations. The presence of the 2 U.S. officials was seen as an implicit recognition of Israeli sovereignty over East Jerusalem by the Trump administration. (HA 6/30; HA, HA 7/2)

According to U.S. special representative for international negotiations Jason Greenblatt, the PA released the man from Hebron who had been arrested on 6/27 after returning to the West Bank from the U.S.-led Peace to Prosperity Bahrain Workshop. (HA 6/30)

Israel conducted air strikes on Syrian territory. According to the Russian foreign ministry, 16 people were killed, including a child. (HA 7/2)

In the Gaza Strip, the Gaza power plant resumes operation of 1 of its 4 turbines, having received new shipments of fuel after shutting down completely on 12/28. However, scheduled power outages stay at up to 18 hours per day. Off the coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Also, the IDF begins pulling troops stationed nr. Gaza, as announced 12/28. In the West Bank, 1 Palestinian is injured during a clash in Hebron between stone-throwing Palestinians and private Israeli settlement security guards. IDF troops rebuild mounds of earth outside a village nr. Salfit, closing the main entrance. The village’s residents cleared the mounds on 12/31 during demonstrations marking Fatah’s 50th anniversary. In East Jerusalem, an Israeli court bars 5 Palestinian women (arrested on 1/1) from entering Haram al-Sharif for 21 days. Israeli forces detain another Palestinian woman as she exits the sanctuary. A senior Israeli FM official says that Israel is not planning any new settlement construction in response to the Palestinians’ accession to the ICC. Meanwhile, PM Netanyahu and DM Ya’alon agree to use NIS 70 m. (around $17.8 m.) from the Defense Ministry’s budget to strengthen infrastructure in the Beit El settlement and relocate an IDF base to make room for 300 new residences. Then-Fin. Min. Lapid blocked their prior attempt on 11/25. Separately, the Israeli High Court of Justice freezes construction on the separation wall in the Battir Valley of the West Bank, responding to complaints from the Palestinian residents and UNESCO’s 6/20 decision to place Battir’s terraces on its list of World Heritage sites. Egyptian authorities prepare for the demolitions and evictions required to expand the buffer zone along the Gaza border to 1 km. The 2,044 families that live in the 1,200 homes set to be demolished will receive 1,500 Egyptian pounds (approximately $209) to pay for 3 mos. of housing, and 700–1,200 Egyptian pounds per sq. m of their house that is demolished. The IDF attempts to assassinate, wounds Hamas political leader and chief spokesman ‘Abd al-‘Aziz Rantisi, firing missiles at his car as he drives through Shati‘ r.c., killing a bodyguard and a Palestinian woman walking nearby, wounding 27. In a rare acknowledgment, Israel confirms it targeted Rantisi, saying it took the decision after Rantisi called off Hamas cease-fire talks with the PA. Later in the day, IDF helicopters fire missiles at a 2d car in Jabaliya, allegedly targeting 2 Palestinians who fired 5 Qassam rockets at Sederot earlier, causing no damage or injuries; 3 Palestinian bystanders are killed, 30 (including the 2 targets) are wounded.
