Tubas, Nablus, and Jenin, arresting 2 Palestinians and sparking clashes nr. Jenin; arrests 5 Palestinians in a village nr. Bethlehem; patrols in 3 villages nr. Hebron, 5 nr. Ramallah, and 2 each nr. Jericho and Qalqilya. A group of Palestinian youth affiliated with Fatah steal a Tnuva milk truck and dump its contents in the middle of al-Manara Square in Ramallah. Tnuva is 1 of the 6 Israeli companies targeted by the boycott initiated by the National Comm. against Israeli Punitive Measures on 2/9. In East Jerusalem, Israeli forces conduct raids in the Old City and al-‘Izzariya, arresting 5 Palestinians and issuing summons to 3. In n. Israeli state prosecutors tell the High Court of Justice that they are no longer pursuing the punitive demolition of the Silwan home of the Palestinian alleged to have shot and injured right-wing activist Yehuda Glick, leader of the messianic Temple Mount movement, on 10/29/ 2014. The prosecutors argue, instead, for the man’s room to be blocked off. (TOI 3/2)

UN Special Coordinator for the Middle East Peace Process Robert Serry meets with Hamas officials in Gaza and proposes a 3–5-year hudna, or truce. (AFP, HA 3/2; HA 3/9)

In Washington, Israeli PM Netanyahu addresses the AIPAC conference, saying he has a “moral obligation” to warn the U.S. Congress on 3/3 of the dangers of a potential deal with Iran. Hours later, U.S. Pres. Obama tells Reuters that Netanyahu’s trip to the U.S., and the way it was organized, is a distraction, but not “permanently destructive” to the U.S.-Israel relationship. Israel’s Defense Ministry announces that it has signed a deal with the U.S. to buy 14 F-35 fighter jets, with the option of buying another 17 in the future. Each jet reportedly costs around $110 m. Israel’s cabinet approved the purchase on 12/1/2014. (AP, TOI 2/22)

Also, 100s of Palestinians pray outside the Rafah border crossing, protesting its closure since 12/23. Meanwhile, police officers dismantle a 1,000 kg piece of unexploded Israeli ordnance left in Gaza City after OPE. Late at night, unknown persons vandalize the French Cultural Center, leaving slogans criticizing French satirical magazine Charlie Hebdo’s recent publication of a cartoon featuring a likeness of the Prophet Muhammad. Also, the Gaza power plant resumes operation of a 3d turbine (out of 4 total), following the receipt of aid from the Qatari govt. for additional fuel. Daily scheduled power outages in Gaza decrease from 18 to 12 hours. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum), and nonweekly demonstrations in Surayf village nr. Hebron and outside Ofer detention center. In the Gaza Strip, IDF troops e. of Khan Yunis detain 3 Palestinians as they attempt to cross the border fence into Israel. In the West Bank, Israeli forces conduct house searches and arrest raids nr. Ramallah and Jenin; patrol nr. Hebron and Salfit; demolish 30 dunams (around 7.4 acres) of wheat fields nr. Bethlehem; and deliver eviction orders to several Palestinian bedouin families in a village nr. Jericho. Israeli settlers level land so they can establish a road leading to an outpost s. of Bethlehem. In East Jerusalem, Israeli forces fire sound bombs and tear gas at Palestinian students as they exit their elementary school in al-Tur, then arrest 1 of their parents. In Cairo, the Arab League agrees to make the “necessary communications and consultations” with international partners to submit a new proposal on behalf of the Palestinians to the UNSC. The IDF raids the home of 2 PA security officers nr. Nablus, and Palestinian officials call it a provocative step. On a late-night arrest raid in Jenin r.c., Israeli soldiers shoot and injure a Palestinian man with rubber-coated metal bullets and arrest 4 others, sparking clashes with stone-throwing residents and arresting 1 more. Hours after unknown assailants shoot at an Israeli military vehicle nr. Abud village n. of Ramallah, Israeli forces conduct house-to-house raids in the village, fire stun grenades and flares, and shut down a road leading to a nearby monastery. The IDF also conducts house searches and arrest raids nr. Salfit and Hebron; demolishes 1 Palestinian home and 2 animal shelters in a village nr. Ramallah; arrests a Palestinian outside the Gush Etzion settlement nr. Bethlehem. Separately, an Israeli settler runs over with his car 2 sheep belonging to a Palestinian nr. Nablus. Dozens of employees of the Hamas-run govt. protest outside the PA unity govt.’s headquarters in Gaza City, calling for their full salaries to be paid for the 1st time since 6/2. In East Jerusalem, unknown Israelis vandalize 11 Palestinian-owned vehicles in Bayt Safafa, puncturing tires and leaving racist pricetag graffiti. Israeli forces conduct a house search in al-‘Izzariya, arresting 2 Palestinians. In s. Israel, an Israeli police officer shoots and kills a 22-year-old Palestinian with live ammunition during an arrest raid in Rahat in the Negev, sparking clashes between the police and local Palestinians. Separately, Israeli forces demolish several steel structures in the nearby Palestinian bedouin village al-‘Araqib. This is the 80th time Israeli authorities have ordered demolitions in the village since 2010, when it was 1st targeted. Hamas reactivates Gaza’s separate Palestinian Legislative Council and convenes a session of the body, a move that contravenes the national reconciliation deal that was announced on 4/23. No other parties attend the session. The decision comes after 2 weeks of increased tension between Hamas and the PA unity govt. (AFP, MNA, NYT 1/14; MNA 1/15)

U.S. Secy. of State Kerry meets with Iranian FM Zarif in Geneva to discuss the negotiations over Iran’s disputed nuclear program. Kerry says he is hoping to “accelerate the process to make greater progress,” but he will not participate in the coming 3 days of bilateral talks or the broader talks between reps. of Iran and the full P5+1 on 1/18. In the Gaza Strip, Israeli forces kill a senior Islamic Jihad operative in an air strike on Jabaliya r.c., wounding 2 (including a child). The Israeli military claims the targeted operative was responsible for rocket fire. Two other Israeli air strikes cause some damage but no injuries. Islamic Jihad say that strikes on Gaza may lead to the end of the cease-fire broadly observed since 11/2012. Separately, Israeli forces open fire on Palestinian farmers close to the border fence nr. Israel’s Justice Minister Livni and Special Envoy Yitzhak Molcho depart for Washington to meet with U.S. Secy. of State John Kerry, to discuss details of his draft framework for a peace agreement. Other attendees of their meeting include Israeli amb. to the U.S. Ron Dermer and U.S. mediator Martin Indyk. Meanwhile, Israeli radio reports that Netanyahu has told Kerry that he intends to annex a 4th bloc of settlements, adding Beit El-Ofra-Psagot to the Etzion, Ma’ale Adumim and Ariel blocs. UN Secy.-Gen. Ban Ki-moon says that he invited Iran to the Syria peace talks in Switzerland and held discussions with Iranian FM Zarif about the constructive role the country could play. In response, the U.S. says the invitation should be withdrawn unless Tehran states its support for the 2012 agreement establishing a Syrian transition govt. (i.e., the 6/30/12 Geneva Communiqué). The EU’s Foreign Affairs Council announces that Israelis and Palestinians will be offered an unprecedented assistance package in the event of a final status peace deal. The incentives, under the bracket of “Special Privileged Partnership,” include political, economic, and security support. The EU also says that it is ready to contribute to post-conflict arrangements as part of ensuring any deal’s long-term viability. (HA 12/13; WAFA 12/16)

Israeli, Lebanese, and UN military officers meet to defuse tension following fatal crossborder gunfire the previous day. A statement from the UN Interim Force in Lebanon (UNIFIL) says that the Lebanese soldier who killed an Israeli soldier was acting alone. Israeli DM Ya’alon says that the Lebanese authorities promised to punish the shooter. (AFP, AP, REU 12/16)

UN emergency relief coordinator Valerie Amos issues an appeal at a meeting of donor countries in Geneva for $6.5 billion for Syria and its neighbors, including Egypt, Iraq, Jordan, Lebanon, and Turkey, each of which host significant populations of Syrian refugees. Separately, UN High Commissioner for Refugees António Guterres cites Turkish officials’ estimate that the number of Syrian refugees in the country will reach 1.5 m. by the end of 2014. (REU 12/16)

The Muslim Brotherhood-led Anti-Coup Alliance in Egypt announces that it will call for a boycott of the constitutional referendum scheduled for 1/2014. Spokesperson Hamza alFarawy says that the group rejects “any vote under military rule.” (AFP 12/16)

EU foreign ministers release a statement pledging to suspend some sanctions on Iran as soon as the IAEA verifies that Tehran has begun limiting its nuclear activities, in accordance with the 6-mo. interim agreement signed in 11/2013. Meanwhile, Iranian FM Zarif calls U.S. Secy. of State Kerry to protest the expansion of sanctions on 12/12. (AP, REU 12/16)

In the West Bank the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon, and in al-‘Arub r.c. and 1 village nr. Hebron, and in 1 village each nr. Qalqilya, Salfit, and Tulkarm; patrols in 1 village nr. Ramallah in the morning, and in 2 villages nr. Ramallah and 1 village nr. Jericho at night. An anonymous Palestinian official says that senior negotiator Mohammed Shtayyeh will not be returning for future talks with Israel, and that Saeb Erakat will remain chief Palestinian negotiator. Both men resigned on 11/13 in protest of the lack of progress in the talks; however, Erakat stayed on when Pres. Abbas requested. (MNA 11/21)

The Palestinian High Court of Justice rules that the strike launched by the General Union of Palestinian Teachers on 11/17 is legal, despite the attempt by the PA on 11/19 to have the court temporarily abrogate their right to strike. Minister of Education Ali Muhana calls on the teacher’s union to abide by the last agreement with the PA, reached in 9/2013 (see the QU in JPS 171 for more on the teacher’s strike). (MNA 11/21)

A 2nd day of talks in Geneva between reps. from Iran and the P5+1 ends without a breakthrough, as discussions continue about a potential interim accord. Iranian FM Mohammad Javad Zarif tells reporters that the talks are going well but “differences of views” remain. Iran’s Dep. FM Abbas Araghchi suggests that differences amongst the 6 world powers were complicating efforts. Meanwhile, U.S. Senate majority leader Harry Reid (D-NV) says that lawmakers will seek to impose new sanctions on Iran in 12/2013 if there is no deal. (AFP, AP, HA, REU 11/21)

Hebron, the IDF attacks a funeral procession, sparking clashes where 2 Palestinians are injured by rubber-coated metal bullets. In East Jerusalem, Israeli troops demolish residential and agricultural structures in al-Za’ayem village, displacing around 35 people. The 5 permanent mbrs. of the UNSC meet at Russia’s UN mission to discuss the contents of a new res. on the securing and dismantling of Syria’s chemical weapons. Meanwhile, U.S. Secy. of State John Kerry and Russian FM Sergey Lavrov speak by phone the day before heading to Geneva for talks with experts about the practicalities of the Russian proposal. France, for its part, aligns itself with the U.S. position of insisting that a military option remains on the table but that the diplomatic process will be prioritized. (AFP, AP, REU 9/11)

Three attacks including 2 car bombs kill 11 people and injure more than 15 in the Sinai, as the army continues its offensive against Islamist militants, including Ansar Bayt al-Maqdis. The dead include 9 Egyptian officers targeted at the intelligence headquarters in Rafah. Meanwhile, Israeli officials arrive in Cairo on a private jet for discussions with Egyptians security officials expected to focus on events in the Sinai. (MNA, REU 9/11)

U.S. Amb. Joseph Macmanus tells a meeting of the IAEA that there are “troubling developments” in Iran’s nuclear program amid concerns that Tehran is stalling on achieving any progress in negotiations with the international community.
