In the West Bank, Israeli forces demolished 1 house under construction in Kafr ad-Dik and 1 agricultural structure in Birin. Israeli forces also demolished 2 homes near Hebron, displacing 12, demolished a nursery in al-Jib, and delivered a demolition notice against 1 school in Khashem al-Karm in the Masafer Yatta area. 3 Israeli soldiers also threw an explosive device at a house in Bethlehem; the 3, who are Druze citizens of Israel, were later arrested by Israel. 19 Palestinians were arrested during late-night raids in Tuqu’, Hizma, Qatanna, al-Bireh, Qalqilya, Nil’in, Deir Sharaf, Tulkarm, and Tammun. Off the coast of Gaza, Israeli naval forces arrested 6 Palestinian fishermen and seized their boat northwest of Rafah. The Israeli military reported a rise in Israeli settler attacks on Palestinians from 426 recorded incidents in 2021 to 838 in 2022. It also released data claiming that Palestinian attacks on Israeli forces and settlers had risen from 91 incidents in 2021 to 281 in 2022. The Wall and Settlement Resistance Commission said the number of attacks carried out by Israeli settlers and soldiers was 833 for the month of November. (HA 11/28; MEMO 11/29; MEMO 12/2)

Israeli prime minister Yair Lapid wrote a letter to more than 50 heads of state, urging them to pressure the PA not to move forward with a UNGA resolution calling for the International Court of Justice to provide a legal opinion on the Israeli occupation. The draft resolution was adopted by the UN special political and decolonization committee with 98 votes in favor on 11/11. In the letter, Prime Minister Lapid also asked the countries to vote against the resolution should it be brought to the assembly. (HA, MEMO, REU 11/29)

In the West Bank, Israeli forces opened fire at a van carrying 6 Palestinians in the Masafer Yatta area, causing it to overturn; 1 was injured by live ammunition while the 5 others suffered minor injuries from the crash. In Gaza, Palestinian militants fired 4 rockets at Israel, 1 of which was intercepted and 3 fell in open areas. Israel forces later conducted air strikes in Gaza, firing 10 missiles near Gaza City and 2 near Nuseirat refugee camp, causing damage but no injuries. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of the coast; no injuries were reported. A final communique from the meeting mentioned the importance of ending the Palestinian-Israeli conflict though a 2-state solution based on the Arab Peace Initiative. In the Gaza Strip, Egyptian authorities keep the Rafah border crossing open for a 3d day. Meanwhile, unknown assailants blow up the car of a local Fatah leader using a flammable liquid. Off the coast nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing damage. Meanwhile, IDF troops e. of Rafah open fire on agricultural land along the border fence, causing damage. In the West Bank, Israeli forces demolish several residential and storage structures owned by Palestinians nr. Jerusalem and deliver a stop-work order to a construction site nr. Hebron. PA PM Hamdallah meets with Swedish consul-gen. Ann-Sofie Nilsson in Ramallah. Hamdallah calls on the international community to pressure Israel into unfreezing the transfers of tax revenue to the PA, which have been held since 1/2. In Israel, the major non-Zionist parties— Hadash, Balad, Ta’al, and Ra’am—announce that they have agreed to run on a joint list in the 3/17 election. Ayman Odeh, newly elected chair of Hadash, will lead the list. Earlier in the day, the Knesset House Comm. approved the request to split the Ra’am and Ta’al parties, which were joined at the United Arab List in the current Knesset under Ahmad Tibi’s leadership. The State Dept. announces that neither Pres. Obama nor Secy. of State Kerry will meet with Israeli PM Netanyahu when he visits Washington to address a special session of Congress on 3/3. Israel’s Minister for International Relations Yuval Steinitz announces that Israel will release some Palestinian prisoners as part of the deal for the resumption of direct talks. The releases will be in stages, but no precise numbers are given at this time. Steinitz also says that Israel has not agreed to resume talks on the basis of any territorial framework. Yet, at the same time, anonymous Palestinians officials brief the media that the U.S. had offered a guarantee that negotiations would be conducted on the basis of the 1967 borders. Israeli PM Netanyahu welcomes the resumption of peace talks, which he calls“an essential strategic interest for Israel.” Meanwhile, Hamas spokesperson Fawzi Barhoum says that the return to talks is a “disaster” and endangers the prospects for Palestinian national reconciliation. Egyptian interim pres. Adly Mansour picks a 10-member committee of judges and law professors to propose amendments to the constitution drafted by the ousted Muslim Brotherhood-dominated govt. The team of experts has 30 days to make their proposals, after which a 2d committee of 50 public figures will review the amendments. Following the review, the new constitution will be put to a referendum. Meanwhile, Jordan’s King Abdallah II visits Cairo, the 1st head of state to visit Egypt since the army took power. Qatari Emir Sheikh Hamad bin Khalifa al-Thani, accompanied by his wife and the Qatari PM, arrives in the Gaza Strip, becoming the 1st head of state to visit since Hamas took control of Gaza in 6/2007. The emir inaugurates reconstruction projects worth $400 mi. and calls on Hamas and Fatah to reconcile. Hamas authorities did not invite Fatah officials to meet the emir, leading some in Fatah to call for a boycott of the emir’s visit. On the 4th day of Palestinian-Israeli clashes, another attempt to secure a cease-fire fails, and rioting spreads to Israeli cities, including Acre, Jaffa, Nazareth, Tel Aviv, and Israeli Arab towns across the Galilee. In Umm al-Fahm, 1 Israeli Arab is shot dead by Israeli police, sparking massive rioting. In the West Bank and Gaza, the IDF rolls out heavy weapons--including tanks, antitank missiles, attack helicopters, grenades--to combat stone-throwing Palestinians, resulting in another 12 Palestinian fatalities, over 200 Palestinians wounded. Army states they can be deported because they cannot prove residency before original detentions.
