In the West Bank, Israeli settlers fenced off a Palestinian pasture near Khirbet al-Farisiyya. Israeli forces violently dispersed Palestinian protesters at the Qalandia checkpoint, injuring 1 with a baton round, 2 with a tear-gas canister, and others with tear gas. Israeli forces also shot and injured 1 Palestinian with a baton round during a raid in al-Arroub refugee camp. Elsewhere, Israeli forces fired tear gas near a school in Hebron, causing tear-gas related injuries to students. Israeli forces also demolished 1 agricultural structure and uprooted 15 olive trees near Dura and seized agricultural machinery in Khirbet Umm al-Jamal near Tubas. 24 Palestinians were arrested during late-night raids in Silwad, Beitin, Nablus, Bayt Ibia, Jaba‘, and Dahariya. In East Jerusalem, Israeli settlers and police seized and fenced off 5 dunams (1.2 acres) of land in Silwan, owned by the Greek Orthodox church and leased to Palestinians. 3 Palestinians were arrested in Silwan. Israel said it had arrested 1 Palestinian man on 11/29 who the Shin Bet suspect carried out the 2 bombing attacks in Jerusalem on 11/23, which killed 1 man. The Palestinian man is said to be a supporter of Islamic State and to have acted alone. (AJ 12/27)

The Hamas-affiliated media outlet Shehab News Agency leaked a 3-minute audio clip of PLO secretary-general Hussein al-Sheikh criticizing PA president Mahmoud Abbas and other leaders in the PA. In the clip Secretary-General al-Sheikh says that President Abbas “is a partner in the chaos and has an interest for it to remain.” Al-Sheikh told Al-Araby al-Jadeed that the recording was fabricated. The Knesset approved amendments to the Basic Law on the Government to allow 2 ministers at the defense ministry. The amendment, which was part of the Religious Zionism Party’s coalition deal with the Likud Party, allows 2 ministers to serve in 1 government office and paves the way for Religious Zionism leader Bezalel Smotrich to appoint a minister at the defense ministry in charge of the administration of the West Bank. The IDF chief of staff Aviv Kochavi expressed his concern about the changes to the defense ministry to prime minister-elect Benjamin Netanyahu. Another amendment to the Basic Law allows Shas leader Arye Dery to serve as a minister in the government, despite being convicted of tax offenses. In the West Bank, Israeli settlers re-erected a settlement outpost near al-Lubban ash-Sharqiya; the settlement outpost was dismantled by Israeli forces on 6/7. 18 Palestinians were arrested during late-night raids in Ni‘lin, al-Mughayyir, Bayt Rima, Balata refugee camp, Rujeib, Bayt Dajan, Ya‘bad, Jenin, Tulkarm, Tubas, Fawwar refugee camp, and Beit Fajjar. In East Jerusalem, Israeli authorities took measurements for the demolition of a 4-story apartment building in Silwan. The Israeli supreme court rejected a petition for a retrial in a case where the Israeli settler group Ateret Cohanim allegedly purchased 3 buildings in the Old City from the Greek Orthodox church, allowing the settler organization to evict the Palestinian tenants. The Greek Orthodox church called the ruling “unfair” and without “any legal logical basis.” The EU voiced concern about the supreme court ruling. Israel extended its antiquities authority to the West Bank. The Israel Antiquities Authority will replace the Coordinator on Government Activities in the Territories in managing archeological sites in the West Bank. (HA 6/8)

Speaking, via phone link at a conference on the holy sites in Jerusalem, dubbed “Property Documentation and the Historical Status of the Holy al-Aqsa Mosque,” PA president Mahmoud Abbas said that the PA would not accept any changes to the status quo of the holy sites in Jerusalem, saying all Islamic and Christian holy sites are Palestinian. Israeli media reported that members of a Liberian delegation in Israel headed by minister of state for presidential affairs Nathaniel McGill told Israeli journalists that Liberia will open a trade office in Jerusalem that eventually will become Liberia’s embassy to Israel. The delegation was meeting Israeli officials, including president Isaac Herzog. (ALM 6/9)

Axios reported that last week, Israel refused a proposal for a White House summit with the PA, U.S., Egypt, and Jordan to create a political horizon for ending the occupation. (AX 6/8)

Axios also reported that the White House is sending the newly appointed assistant secretary of state for Near East affairs, Barbara Leaf, to Israel and Ramallah for meetings with Israeli and Palestinian officials. (AX 6/8)

Haaretz reported that the EU commission’s anti-fraud office will not open an investigation into the 6 Palestinian rights organizations Israel deemed terrorist organizations in October 2021, saying that it had not seen sufficient evidence from Israel against the 6 organizations. EU diplomats told Haaretz that the evidence handed to EU countries by Israel was not compelling and did not meet the threshold of proof. (HA 6/8)

In a visit to the Buraq Wall/Western Wall, Bosnia and Herzegovina parliament speaker Dragan Čović told reporters that the Old City is part of Israel. (JP 6/10)

The World Bank approved a grant of $30 million for PA reforms in transparency, inclusion, and green economy and a $7 million grant for social services and online employment oppounities for Palestinians in Gaza. (WAFA 6/8)

In the West Bank, PA forces arrested 9 Palestinian protesters during a general strike in Hebron over rising food prices. Food prices have been rising throughout the world due to Russia’s blockade of Ukrainian wheat and global supply chain issues. In Palestine, prices on flour, sugar, and cooking oil have risen up to 30% in the last quarter. 1 Israeli settler opened fire at Palestinians, claiming they had thrown stones at him; no injuries were reported. Israeli forces delivered a demolition notice for part of a Palestinian home in al-Rakiz in the Masafer Yatta area. Israeli forces also raided Nabi Salih, firing tear gas at Palestinians protesting the incursion; no injuries were reported. Elsewhere, Israeli forces violently dispersed a Palestinian protest in Tubas, causing tear-gas related injuries. Israeli forces also delivered notices to Palestinians in Tarqumiyah informing them that 600 dunams (148 acres) of agricultural land will be seized by Israel to expand the settlements of Telem and Adora. In East Jerusalem, Israeli forces raided Silwan, firing tear gas at Palestinians and causing injuries. In Jerusalem, Israeli right-wing activists raided the Greek Garden and the Church of Holy Trinity on Mount Zion, damaging property of the Greek Orthodox church. The Israeli Knesset failed to pass the 1st vote on extending the Emergency Regulations – Judea and Samaria, Jurisdiction and Legal Aid, extending Israeli law to Israeli settlers living in the West Bank. 58 voted against and 52 voted for, as the Israeli right-wing opposition voted against the measure to trigger the dissolution of the coalition government. The emergency regulation expires at the end of June. 2 party members in the Israeli coalition, Mazen Ghanaim from the United Arab List and Ghaida Rinawie Zoabi from Meretz, voted against the bill, as did the members of the Joint Arab List. The Palestinian Prisoner Society reported that 1 Palestinian prisoner who has been hunger-striking for 96 days in protest over his administrative detention was in critical condition. (WAFA 6/6)

Amnesty International (AI) called on Israel to “immediately release” Salah Hammouri, a Palestinian-French human rights lawyer who works for Addameer and who has been held in administrative detention since 3/7. AI also demanded that Israel ensure that Hammouri’s East Jerusalem residency status will not be revoked. (AI 6/6)

A survey conducted by the Israeli Democracy Institute found that 60% of Israeli Jews favored segregation from the country’s Palestinian community, up from 45% in last year’s survey. In comparison, about 20% of Palestinian citizens of Israel favored segregation. (HA 6/6)

In Syria, Syrian media reported that the Syrian military had intercepted Israeli missiles targeting Damascus. (HA, REU 6/6; JP, TOI 6/7)

U.S. senators Mitt Romney (R-UT) and Jon Ossoff (D-GA) sent a letter to U.S. secretary of state Antony Blinken, urging the Biden administration to ensure a “full and transparent investigation” into the killing of Palestinian American journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp. Haaretz reported on recently released documents at the Israeli State Archive, which details conversations between Israeli and U.S. officials during the 1st Israeli Invasion of Lebanon. In the trove of released documents are conversations between then Israeli prime minister Menachem Begin and U.S. president Ronald Reagan, where President Reagan suggests that Palestinian refugees in Lebanon become Lebanese citizens. Prime Minister Begin responds by suggesting that Palestinians in Lebanon be deported to Libya, Iraq, Syria, or Saudi Arabia. (HA 6/6)

In the West Bank, Israeli forces seized agricultural equipment belonging to a Palestinian farmer in Khirbat Jabara near Tulkarm. In Nablus, Israeli forces fired at Palestinian security forces in what Israeli forces called a mistake; 1 Palestinian police officer was injured. 12 Twelve Palestinians were arrested by Israeli forces during late-night raids in and around Tulkarm, Nablus, Ramallah, and Hebron. In East Jerusalem, 3 Palestinians were arrested during late-night raids. Meanwhile, a Palestinian was handed a demolition order for his house. In Gaza, a Palestinian medic who was shot during the Great March of Return protests in May succumbed to his wounds. This brings the death toll stemming from the Great March of Return to 222. The Israeli supreme court ruled in favor of the settlement group Ateret Cohanim’s acquisition of 3 buildings in the Christian quarter of the Old City in East Jerusalem belonging to the Greek Orthodox church. The ruling ended a 14-year-long legal battle that started when church officials sold the buildings without the knowledge of the larger body of church officials, leading to the ousting of the then patriarch. The International Atomic Energy Agency chief Yukiya Amano said that Iran had increased its uranium enrichment. Iran had previously announced that it would start increasing its uranium enrichment if Joint Comprehensive Plan of Action signatories did not uphold their commitments to the agreement. (HA 6/10)

In c. Gaza, IDF troops open fire on Palestinian homes nr. the border fence, causing damage. Off the coast nr. Bayt Lahiya, Israeli naval forces fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops conduct raids in 1 village each nr. Qalqilya and Bethlehem, sparking clashes with stone-throwing residents in both and arresting 2 in the former. They also patrol in 1 village each nr. Ramallah and Qalqilya, and 2 areas nr. Hebron; arrest a Palestinian man n. of Hebron who attempted to stab an Israeli soldier at a checkpoint; assault a Palestinian at a checkpoint nr. Jenin. The IDF violently disperses Palestinian and international activists nonviolently protesting in 2 villages nr. Qalqilya, detaining 2 Palestinians, moderately injuring 2, and lightly injuring several. Israeli forces deliver demolition notices to a school and 2 homes in Hebron. Israeli settlers deface the walls of a Palestinian school nr. Nablus, leaving price-tag graffiti. Separately, Israeli settlers assault a Palestinian youth from another village nr. Nablus, forcing him to remove his clothes in the cold weather. In East Jerusalem, Jewish Israelis set fire to a Greek Orthodox seminary and leave price-tag graffiti. The IEC agrees to stop cutting power to areas in the West Bank (as it did on 2/23 and 2/25) in exchange for the Israeli govt.’s promise to offset the Palestinians’ debts with the tax revenues that it has punitively withheld from the PA since 1/2. The PM’s office also announces a deal that will connect Rawabi, the 1st planned Palestinian city, to the water grid, enabling new residents to move in to the city. On the 6 mo. anniversary of the 8/16 cease-fire that ended Operation Protective Edge (OPE), 30 UN agencies and other international organizations in Gaza jointly express their alarm at the slow pace of reconstruction and the dire conditions in the Strip. In their statement, they say, “We must not fail Gaza,” and that “since 7/2014, the situation has deteriorated dramatically.” (WAFA 2/26)

The Jordanian and Israeli govts. sign a deal that will govern the construction of a pipeline to link the Red Sea and the Dead Sea, the 1st phase of a Dead Sea revitalization project that has been debated and discussed for over a decade. They plan to begin preparing tenders to offer to construction companies in the coming weeks. They ultimately plan to build a desalinization plant n. of Aqaba, Jordan. Nablus vandalize and spray racist graffiti on the walls of 2 nearby Palestinian stores and a car. OCHA reports that 70% of gas stations in Gaza have closed because of a sharp reduction in the amount of fuel coming through the Rafah smuggling tunnels in the past 2 wks.; OCHA cites unconfirmed reports as indicating that the sharp decline is a result of new restrictions and fees that Egyptian police have imposed on fuel trucks headed to Egyptian Rafah. Ma’ariv 3/18 reports that that the financial officer of the Greek Orthodox Church, Nikolaos Papadimas, who has power of attorney for Greek Orthodox Patriarch Irineos, recently signed a secret deal, without Irineos’s permission, to sell the church’s Omar Bin Khattab Square property in the Old City of Jerusalem to Jewish investors fr. abroad and then fled the country with his family, depositing $1.5 m. in a Tel Aviv bank account. The square is a valuable commercial area inside the Jaffa Gate, where 3 prominent Palestinian hotels and a number of shops are located. Irineos denies that he gave permission for the sale, meaning that, by church bylaws, the sale is void. Eliyakim Rubinstein announces that the government intends to press charges against Greek Orthodox spiritual head Father Theodosis Atallah Hanna for “unauthorized contact with the enemy,” meeting with “terrorists,” inciting violence for recent travels to Lebanon, Syria to visit Greek Orthodox communities there. Israeli PM Ariel Sharon cancels plans to make a trip to the U.S. to attend a rally in support of Israel in Tallahassee with Florida gov. Jeb Bush, brother of U.S. Pres. George W. Bush, on 9/9, a day before the Florida Democratic primary; go to LA to attend another rally hosted by a Republican candidate in tight midterm elections there. Democrats had denounced the visit, which was arranged with Pres. Bush's sway, but Sharon says he decided he would have to stay in Israel to prepare for a budget battle which will take place in 10/02. In Jenin, the IDF bulldozes "whole stretches" of Palestinian homes in the area where 13 soldiers were killed on 4/9; unconfirmed reports accuse the IDF of burying bodies during the demolitions to hide evidence of a massacre. Villages around Jenin reportedly have taken in 1,000s of Palestinians fleeing the camp in recent days.
