In the West Bank, an Israeli settler stabbed and injured a Palestinian and rammed his livestock with a car, killing 2 goats in Khirbet al-Farisiyya. Israeli settlers also threw stones at Palestinian vehicles near Rawabi. Elsewhere, Israeli settlers assaulted Palestinians with pepper spray at the Ibrahimi Mosque. Israeli forces shot and killed 4 Palestinians, including 2 children, during a raid in al-Fara’a refugee camp. Israeli forces also shot and injured 3, including a journalist near Jaffna and 2 others in Tell. Elsewhere, Israeli forces demolished a home under construction in Majdal Bani Fadel and electricity networks connecting Majdal Bani Fadel and Aqraba. An Israeli settler was shot and injured near the Ateret settlement. 35 Palestinians were arrested during late-night raids in and around Tulkarm, Jericho, Ramallah, Hebron, Qalqilya, and Bethlehem. In Gaza, Israeli forces bombed Nuseirat refugee camp, Gaza City, Khan Yunis, Jabalia refugee camp, Dayr al-Balah, and Rafah; it was unclear how many casualties there were. As of 12/17 more than 19,453 Palestinians had been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 54,000 had been injured since 10/7. The U.S. launched a new patrol mission in the Red Sea to counter Yemeni attacks on commercial ships. The UK, Bahrain, Canada, France, Italy, the Netherlands, Norway, the Seychelles, and Spain joined the U.S.-led mission. A Houthi spokesperson called the mission unnecessary, saying waters around Yemen are safe, except for Israel-linked ships or vessels traveling to Israel. Founder of Rawabi City Bashar Masri announced that he will begin building 400 housing units on land belonging to the Greek Orthodox Church in East Jerusalem near Bayt Hanina. Masri said it had taken him more than 10 years to get the building permits from the Israeli municipality. (WAFA 10/11)

Israel issued permits for 442 undocumented Palestinians living in the West Bank and Gaza, making them official residents. Israel controls the Palestinian population registry so people without Israeli permits cannot receive a valid PA-issued identity card. More than 10,000 Palestinians are estimated to be living in the West Bank without being registered by Israel. The Israeli high court of justice criticized the Israeli military for not protecting Palestinian farmers by enforcing a ban on Israeli settlers in the former Homesh settlement area. Because of the lack of enforcement, Palestinian farmers are frequently attacked by Israeli settlers in the area and Israeli settlers have erected a settlement outpost and a Yeshiva on the land. The IEC agrees to stop cutting power to areas in the West Bank (as it did on 2/23 and 2/25) in exchange for the Israeli govt.’s promise to offset the Palestinians’ debts with the tax revenues that it has punitively withheld from the PA since 1/2. The PM’s office also announces a deal that will connect Rawabi, the 1st planned Palestinian city, to the water grid, enabling new residents to move in to the city. On the 6 mo. anniversary of the 8/16 cease-fire that ended Operation Protective Edge (OPE), 30 UN agencies and other international organizations in Gaza jointly express their alarm at the slow pace of reconstruction and the dire conditions in the Strip. In their statement, they say, “We must not fail Gaza,” and that “since 7/2014, the situation has deteriorated dramatically.” (WAFA 2/26)

The Jordanian and Israeli govts. sign a deal that will govern the construction of a pipeline to link the Red Sea and the Dead Sea, the 1st phase of a Dead Sea revitalization project that has been debated and discussed for over a decade. They plan to begin preparing tenders to offer to construction companies in the coming weeks. They ultimately plan to build a desalinization plant n. of Aqaba, Jordan.
