In the West Bank, a Palestinian man shot by Israeli forces on 1/8 in Beitunia succumbs to his wounds. Israeli settlers set olive trees and an agriculture structure on fire near Kafr ad-Dik. Israeli forces raid Nablus and Abud, injuring 8 people with live ammunition, including a child, and cause widespread destruction in Nablus. Israeli forces also demolish a car wash and a nursery in Kafl Haris. Elsewhere, Israeli forces raze 6 dunams (1.5 acres) of Palestinian-owned land planted with 50 olive trees in Hebron and 2 dunams (.5 acres) of Palestinian-owned land near Bethlehem. Israeli forces also raid a medical clinic near Bethlehem, causing damage. Israeli forces arrest 26 Palestinians during late-night raids in and around Bethlehem, Ramallah, Tulkarm, Tubas, Hebron, Jenin, and Nablus. In East Jerusalem, Israeli authorities demolish a Palestinian home in Sur Baher, displacing 8 people. In Gaza, Israel bombs Dayr al-Balah, Rafah, Gaza City, Khan Yunis, Maghazi, al-Bureij refugee camp, and Jabalia refugee camp, killing at least 147 people, including 4 crew members and 2 injured Palestinians being transported an ambulance, killing 40 people in a home at the entrance of al-Aqsa Hospital in Dayr al-Balah, and 15 people in an apartment building in Rafah. In the Naqab, Israeli forces demolish the al-Za’arura and Bir Hadaj Bedouin villages. In Lebanon, Israeli forces attack the home of a Hezbollah member in Kfarchouba, killing him. More than 23,357 Palestinians have been killed by Israeli forces in Gaza, including at least 16,350 women and children, and around 59,410 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 335 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 84 children. More than 4,148 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 184 Israeli soldiers have been killed and 1,076 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 193 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. Haaretz reports that Israel demolished 140 Palestinian homes and 84 other structures in East Jerusalem in 2023, marking a 60% increase in home demolitions compared to 2022. The newspaper notes that during the first 9 months of 2023 10 housing units were demolished per month and after 10/7 the figure rose to 17 a month. (HA 1/10)

Hamas official Osama Hamdan says there are no talks about a prisoner exchange, adding Israel is defrauding the Israeli public by circulating reports about talks. Hamdan maintains the Hamas position that it will not engage until Israel stops its attacks on Gaza. Hamdan also calls on the ICJ not to be pressured by the U.S. (AJ, HA, NYT 1/10)

PA president Mahmoud Abbas meets with U.S. secretary of state Antony Blinken in Ramallah, discussing the situation in Gaza and the West Bank. Reports describe the meeting as intense, with Abbas pressing Blinken on Israel’s freezing of the PA’s tax revenue and Israel’s attacks on Gaza. Palestinians protest Blinken’s visit, saying he is not welcome. Blinken later tells the press in Bahrain that Abbas agreed to reform the PA in preparation to take control of Gaza. Abbas flies to Aqaba in Jordan after the meeting with Blinken where he meets Jordanian king Abdullah II and Egyptian president Abdel Fattah el-Sisi, discussing ways to end Israel’s war in Gaza and prevent the displacement of Palestinians. PA prime minister Mohammad Shtayyeh meets with U.S. deputy assistant secretary for Palestinian affairs Hady Amr in Ramallah. In an English language post on X Israeli prime minister Benjamin Netanyahu says, “Israel has no intention of permanently occupying Gaza or displacing its civilian population,” contradicting statements by several of his coalition members. Israeli war cabinet member Benny Gantz says Hamas no longer has ruling capabilities in Gaza and that Israel will continue its war to prevent Hamas from regaining control. Gantz also says that security in Gaza will remain “in our hands.” Likud member and deputy speaker of the Knesset Nissim Vatur tells the Kol Barama radio station that “Gaza and its people must be burned.” (AJ, AP, HA, HA 1/10)

The UN Security Council passes a resolution demanding that Yemen’s Houthi government ends its attacks on ships in the Red Sea and frees the ship Galaxy Leader and its crew. The Chinese Foreign Ministry calls for an immediate ceasefire and for Israel to stop “collective punishment” of the people of Gaza. (AJ 1/10)

U.S. Republican presidential candidate Ron DeSantis suggests at a presidential primary debate that Egypt or Saudi Arabia should resettle some Palestinians from Gaza if Israel “makes the calculation that [it is needed] to avert a second Holocaust.” Another candidate, Nikki Haley, says the U.S. should give Israel “whatever it wants.” (AJ, HA 1/11)

A poll conducted for the Washington Institute for Near East Policy finds that 96% of Saudis believe all Arab states should sever all ties with Israel. A YouGov poll commissioned by Medical Aid for Palestinians and the Council for Arab-British Understanding shows that 71% of people in the UK support an immediate ceasefire in Gaza, while 17% approve of the UK government’s handling of the war on Gaza. The Jewish Forward reports that the Anti-Defamation League (ADL) has started including pro-Palestine rallies in its tally of anti-Semitic incidents. The report also says that the ADL now deems all anti-Zionist chants and slogans anti-Semitic, leading to pro-Palestine rallies where anti-Zionist slogan were chanted constituting 40% of incidents of anti-Semitism counted in a recent ADL report. The International Ice Hockey Federation bars Israel from participating in world championship events, citing security concerns. Israel calls the ban “anti-Semitic.” The decision prevents the U20 Israeli hockey team from participating in a Division III world championship tournament later this month. (HA, TOI 1/11)

In the West Bank, Israeli forces shot and injured 1 Palestinian minor in Aida refugee camp. In East Jerusalem, tens of thousands of Israelis marched through the Old City, including the Muslim Quarter for the so-called Flag March, attacking Palestinians and Palestinian property and yelling genocidal and racist slogans such as “Death to Arabs,” “May your village burn down,” and profanities against the Prophet Muhammad. 3 journalists and 3 Palestinians were assaulted by the marchers. Israeli police also assaulted several journalists, including CNN correspondent Ben Wedeman. The U.S. condemned the behavior at the march as “outrageous and unacceptable.” National Security Minister Itamar Ben-Gvir took part in the march. Thousands of Israeli settlers, including Negev and Galilee development minister Yitzhak Wasserlauf and MKs Dan Illouz, Amit Halevi, and Ariel Kallner toured the Haram al-Sharif compound. Later Israeli forces also prevented the call to prayer before the sunset prayer from al-Aqsa Mosque. In Gaza, Israeli forces violently dispersed Palestinians protesting against the Flag March along the Gaza fence, injuring 5 with baton rounds and causing tear-gas related injuries. The Israeli defense minister Yoav Gallant ordered Israeli Central Command chief Yehuda Funch to authorize entry of Israeli settlers to the Homesh settlement outpost and to grant the Shomron Regional Council a plot of land to create a Yeshiva on. The move was made to prevent Palestinian landowners from successfully appealing to the Israeli High Court of Justice to have the settlers cleared from Homesh and for them to regain access to their land. U.S. State Department spokesperson Matthew Miller said that the U.S. was “deeply troubled” by the Israeli decision, noting that the order contravened promises made by then Israeli prime minister Ariel Sharon in 2004 to the Bush administration and by the Netanyahu government to the Biden administration. The French foreign ministry also condemned the move, saying it contravened commitments made by Israel at the Aqaba and Sharm El Sheikh summits in February and March. According to Axios, Israeli officials had told the Biden administration that Israel does not intend to turn Homesh into a new settlement. Haaretz reported that Israeli finance minister and de facto governor of the West Bank, Bezalel Smotrich, has stressed at closer door meetings that it is Israeli policy to improve infrastructure in Israeli settlements and outposts to prepare for an additional 500,000 Israeli settlers moving to the West Bank. Smotrich also instructed government officials to draw up plans for more checkpoints between Israel and the West Bank for settlers. The U.S. responded to the reporting saying that “we view the expansion of settlement as an obstacle to peace.” The Israeli government later said that Smotrich’s statements did not represent the policies of the Netanyahu-led government. 6 Democratic members of the U.S. House of Representatives held a press conference outside of the Capitol building criticizing the Biden administration and their colleagues for not holding Israel accountable for the killing of Al Jazeera journalist Shireen Abu Akleh last year and for human rights violations against Palestinians in general. The 6 members, Andre Carson (D-IN), Ilhan Omar (D-MN), Rashida Tlaib (D-MI), Jamaal Bowman (D-NY), Betty McCollum (D-MN), and Cori Bush (D-MO), spoke alongside members of Abu Akleh’s family. In the West Bank, Israeli forces shot and injured 3 Palestinians, including 1 minor by live ammunition as they were protesting the Psagot settlement east of al-Bireh; others suffered tear-gas related injuries. In East Jerusalem, the Israeli municipality demolished a staircase leading to the Lion’s Gate at the Haram al-Sharif compound. Israeli forces arrested 5 Palestinians as they were headed to the funeral of 1 Palestinian killed by Israeli forces on 11/25 at a checkpoint in the West Bank, near East Jerusalem. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of Bayt Lahiya; no injuries were reported. (WAFA 11/29; WAFA, WAFA 11/30; PCHR 12/3)

The WHO delivered 15 ventilators to Gaza hospitals as the COVID-19 virus continues to challenge the Gazan health system. The ventilators were paid for by Kuwait. (REU 11/29; HA 11/30)

An Israeli court rejected a petition filed by Palestinians to reclaim their land that had been seized by Israel and used by settlers to build settlement outposts south of Jerusalem in the West Bank. The ruling paves the way for Israel to legalize the settlement outposts. (HA 11/30)

PA president Mahmoud Abbas met with the King Abdallah II of Jordan in the Jordanian city of Aqaba. In a statement released by Jordan after the meeting, Jordan reaffirmed its commitment to a Palestinian state. President Abbas later traveled to Egypt, meeting with secretary-general of the Arab League Ahmed Aboul Gheit and the Egyptian foreign minister Sameh Shoukry. Abbas is scheduled to meet with his Egyptian counterpart Abdel Fattah al-Sisi on 11/30. This marked the 1st time Abbas left the West Bank in 2020. The Israeli security cabinet approved the transfer of $756 million to the PA in tax funds but continues to withhold $181.5 million that the PA pays to Palestinian prisoners in Israeli prisons and their families. (HA 11/29)

According to Iraqi officials, 1 Iranian senior commander of the Revolutionary Guard, Muslim Shahdan, had been killed in an air strike along with 3 others as they entered Syria from Iraq in a car. There were no reports of who carried out the air strike, but Israel has frequently been carrying out air strikes in Syria and Iraq and is believed to have assassinated an Iranian nuclear scientist on 11/27. UN secretary-general António Guterres said in a statement commemorating the International Day of Solidarity with the Palestinian People that “the question of Palestine remains distressingly unresolved,” and criticized Israel for continuing to make a 2-state solution less viable. (WAFA 11/29)

In c. Gaza, IDF troops open fire on Palestinian homes nr. the border fence, causing damage. Off the coast nr. Bayt Lahiya, Israeli naval forces fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops conduct raids in 1 village each nr. Qalqilya and Bethlehem, sparking clashes with stone-throwing residents in both and arresting 2 in the former. They also patrol in 1 village each nr. Ramallah and Qalqilya, and 2 areas nr. Hebron; arrest a Palestinian man n. of Hebron who attempted to stab an Israeli soldier at a checkpoint; assault a Palestinian at a checkpoint nr. Jenin. The IDF violently disperses Palestinian and international activists nonviolently protesting in 2 villages nr. Qalqilya, detaining 2 Palestinians, moderately injuring 2, and lightly injuring several. Israeli forces deliver demolition notices to a school and 2 homes in Hebron. Israeli settlers deface the walls of a Palestinian school nr. Nablus, leaving price-tag graffiti. Separately, Israeli settlers assault a Palestinian youth from another village nr. Nablus, forcing him to remove his clothes in the cold weather. In East Jerusalem, Jewish Israelis set fire to a Greek Orthodox seminary and leave price-tag graffiti. The IEC agrees to stop cutting power to areas in the West Bank (as it did on 2/23 and 2/25) in exchange for the Israeli govt.’s promise to offset the Palestinians’ debts with the tax revenues that it has punitively withheld from the PA since 1/2. The PM’s office also announces a deal that will connect Rawabi, the 1st planned Palestinian city, to the water grid, enabling new residents to move in to the city. The agreement will also connect several Israeli settlements in the area to the grid. (HA, TOI 2/26; NYT 2/27)

On the 6 mo. anniversary of the 8/16 cease-fire that ended Operation Protective Edge (OPE), 30 UN agencies and other international organizations in Gaza jointly express their alarm at the slow pace of reconstruction and the dire conditions in the Strip. In their statement, they say, “We must not fail Gaza,” and that “since 7/2014, the situation has deteriorated dramatically.” (WAFA 2/26)

The Jordanian and Israeli govts. sign a deal that will govern the construction of a pipeline to link the Red Sea and the Dead Sea, the 1st phase of a Dead Sea revitalization project that has been debated and discussed for over a decade. They plan to begin preparing tenders to offer to construction companies in the coming weeks. They ultimately plan to build a desalinization plant n. of Aqaba, Jordan. In 12/2013, reps. of Jordan, Israel, and the PA signed a memorandum of understanding at the World Bank to guide their joint efforts on the project. (AFP, TOI 2/26)

At a meeting of Israeli ambassadors, Israeli pres. Shimon Peres praises PA pres. Abbas as a leader with whom Israel could make an agreement, describing him as ‘‘one of the only leaders in the Arab world to publicly and boldly say that he supports peace and a demilitarized state, and opposes terrorism.’’ (ToI 12/30)

In the West Bank, the IDF patrols in 3 villages nr. Jenin, 1 village nr. Qalqilya, and 1 village nr. Ramallah in the morning; in 1 village each nr. In Gaza, the IDF shoots, wounds a mentally handicapped Palestinian who strays close to a checkpoint outside Khan Yunis. In the West Bank, the IDF conducts arrest raids, house searches in Aqaba nr. The IDF demolishes 4 Palestinian homes in Rafah, 3 in Yatta; conducts arrest raids in Jenin. In Jerusalem, some 20,000 Jewish settlers demonstrate against the Aqaba summit. Palestinians fire a mortar at a Jewish settlement, a rocket at an IDF post, both in Gaza, causing no damage or injuries. In a move deliberately timed with the Aqaba summit, Tourism M Benny Elon begins work to set up offices of the pro-transfer Moledet party in 1 of the 2 Palestinian homes next to the U.S. consulate in East Jerusalem’s Shaykh Jarrah neighborhood that Jewish settlers have been trying to seize for 1 yr.
